City Manager’s 8/24/2018 WEEK-IN-REVIEW Palm Coast Donates Fire Engine to Flagler Palm Coast High School Fire Academy: This week City Council approved Palm Coast Fire Department’s donation of a surplus fire truck to the FPC Fire Leadership Academy. The FPC branded, donated engine will be used as a training prop for FPC students to give them the opportunity for hands-on learning. This donation was made possible through an interlocal agreement with the Flagler County School District. Donations such as this, from Palm Coast Fire and other local fire departments, are what make the FPC Fire Program a success. For more information, see the attached news release. Palm Coast Donates Fire Engine

This week City Council approved Palm

Deputy Fire Chief Jerry Forte to be

next City of Palm Coast Fire Chief:

City Manager Jim Landon, announced at

this week’s City Council meeting, that Palm

Coast Deputy Fire Chief Gerard “Jerry”

Forte will be promoted to Fire Chief

effective September. Jerry will be

succeeding Palm Coast Fire Chief Mike

Beadle, who is retiring. Jerry started as a

volunteer firefighter for Palm Coast in 1990

and became a career member in 1992.

Rising through the ranks, Jerry was

prompted to Deputy Fire Chief in 2009.

Congratulations to Deputy Chief Forte on

this well-deserved promotion. For more

Center, the Flagler Chamber hosted a

luncheon event, “What is a Smart City?”

Communications & Marketing Follow us to the fun! This week the Division put together an awesome Instagram campaign for the upcoming Intracoastal

Waterway Cleanup, created a fast-paced, fun video to show everyone what the new FootGolf game at the golf course is all

about, and announced some very exciting news from the Palm Coast Fire Department!

Waterway Cleanup mascot Finn the Dolphin visited locations throughout the community to spread the word on the

importance of keeping our trails and waterways clean. Stay tuned to Instagram (@discoverpalmcoast) to see where Finn

swims next! And be sure to sign up to volunteer for this year’s cleanup on Sept. 8: www.palmcoastgov.com/icwc.

Division staff also participated in the grand opening of FootGolf at Palm Harbor Golf Club, taking photos and creating a video

explaining the game. Watch the video here: https://youtu.be/wu5x9mWlor8. FootGolf is open 5-8 p.m. Fridays, Saturdays

It was a newsy week for the Fire Department – with the promotion of Deputy Fire Chief Jerry Forte effective in September,

when Fire Chief Mike Beadle retires, and the donation of a surplus fire engine to the Flagler Palm Coast High School Fire

Leadership Academy. See the news releases below for details.

Other news releases that went out this week included: new Teen Programs at Parks & Rec, it’s time to register for Senior

Games, the full September calendar of events, and fall Toddler Programs start soon. We issued announcements about a road

closure and smoke testing coming up next week. Spectrum News 13 did a story on the new cell tower (with AT&T already

signed on) to be built next to Heroes Park on Palm Coast Parkway.

Palm Coast Television also delivered an internal training video to the City’s Human Resources Department. Live social media

coverage was provided for Food Truck Tuesday. The Division staffed the City Council meeting, taking photos and videotaping

and airing live the meeting. Graphic design included an ad for Adult/Senior Programs and an update to the 311 banner logo

that’s under development. Posts were added to Facebook, Twitter and Instagram. Staff attended the Great Communicator

Awards held by the Volusia/Flagler Chapter of the Florida Public Relations Association.

Waterside Super Center

Final Plat:

On August 7, 2018 City Council

approved the final plat for Waterside

Super Center. Application 3536 is a

14.5 acre subdivision in Hargrove

Grade Industrial Park, west of US 1

and east of the railroad. The general

area is employment based,

contractors, business support and

service uses. The property is vacant,

and zoned Industrial. The subdivision

will be the future home of Waterside

Pools.

Also on August 7, 2018 the City

Council approved application 3549, -

Hidden Lakes Phase I Section B

replat. This is the last phase of

Hidden Lakes Phase I. The plat

includes 59 proposed lots ranging

Deputy Chief Forte kicks off the Health & Wellness – “Fit for Retirement” Officer Meeting

Health & Wellness Kickoff –

“Fit for Retirement”

With the stations apparatus and

equipment operating as designed, the

focus for the next 10 years will be on the

most valued resources in the

department- the personnel.

Firefighter Health & Wellness kickoff at

Palm Coast Fire Department - “Fit for

Retirement” is the cultural change

underway to increase the health of

Firefighters –Body, Mind and Soul. At

the Quarterly Officer Meeting on Aug.

17th several team members presented the

changes that will benefit all members so

they can look forward to a healthy

retirement.

Lt. Woolwine, Lt. Poeira and FF Fisher

are Peer Fitness Trainers with extensive

backgrounds in fitness and nutrition.

Lt. Driscoll and Captain Ascone are

heading up FF cancer initiatives to

include decontamination “Decon”- clean

cab fire department within five years

and personal protective equipment

(PPE) overhaul to ensure our personnel

have the right gear to reduce

particulates. Equipment exposed to fire

is coming out of the cabs and clean

medical equipment is going near the

FF’s in the cabs.

Department Chaplain/DE Cottle and DE

Robinson are both the Mental Health

representatives that head up the Critical

Incident Stress Mgmt. (CISM) team and

Post Traumatic Stress (PTS) connections

for the department. They are expanding

the training needed.

With the help of Cindy Ell, Firefighter

Cancer Foundation and with Jeff

Rountree and Bill Hamilton from First

Choice - Living Benefits, we are

changing the department culture.

Parks & Recreation – Alex Boyer, Director

We had such a great time on Aug. 17 introducing FootGolf for the first-time ever at Palm Harbor Golf Club. This sport

combines soccer and golf and is quickly gaining popularity. We had everyone from seniors to families come out to

our Grand Opening and try out this fun activity. FootGolf will now be available at the golf course Fridays, Saturdays,

and Sundays from 5 to 8pm for just $8/person (one cart included per pair). You can bring your own soccer ball or rent

one for $3. Tee times required at 986-GOLF or www.palmharborgolfclub.com. Check out the great video produced by

Despite the rain, we kicked off our Food Truck Tuesday on Aug. 21. The beneficiary was Walk to End Alzheimer’s.

We also started our Couch to 5K Challenge, which is a training program for the Pink Army 5K in October. Join your

peers for motivation to keep getting those miles in. Our seniors enjoyed a Lunch N’ Lecture by Sgt. Michael Lutz on

Senior Crime. They also had fun at the Dolphin Discovery Tour in New Smyrna Beach for this month’s Discover Trip.

Our ever popular toddler program, Musical Munchkins, started back up to a happy and musical crowd of toddlers

with their parents led by Occupational Therapist, Jennifer Baker. Adult Open Gym Volleyball and Basketball started

back up this week and will continue into November.

Parks & Rec now has new registration links. The main link is www.parksandrec.fun. There are backslash shortcuts

for each catalog tab in Civic Rec to make it easier for patrons to find specific programs (i.e.

www.parksandrec.fun.toddlers takes you to the toddlers program tab). This change was necessary due to our growth

and number of new programs and program categories.

Water Distribution crews repaired 6 water service lines, 9 manifolds, completed 8 meter pit adjustments/replacements and replaced 13 water service lines. Tested and repaired 127 backflow preventers.

Wastewater crews installed 3 risers, 15 PEP pump assemblies and 15 PEP electric assemblies. Replaced 18 PEP pumps, 23 floats, 6 cleanout caps, 5 back lids and 7 ball valves and boxes. Repaired 2 service laterals and 1 gravity main.

Wastewater crews inspected 39 manholes and performed annual maintenance inspections on 2 pump stations.

On August 22nd, Water Distribution repaired a flushing hydrant at 10 Pointer Place that was damaged by a contractor that was replacing a PEP tank. Water service was interrupted from 7PM to 10PM. There were 8 homes issued a 2 day boil water notice.

On August 16th, Water Treatment Plant #1 ran generator for the monthly 4 hour run under load as required by the Florida Department of Environmental Protection Agency.

Wastewater Operations staff worked with S.E. Cline Construction on completing gravity sewer line repair on Florida Park Dr. and prepped for paving.

Delivered door tags for pending smoke testing to begin next week.

Concrete Conservation onsite to complete the annual gravity sewer manhole lining project.

Staff installed new backflow preventer on water line for new Parkson Vapex Odor Control Unit at wastewater treatment plant #1.

Palm Coast Fire Department donates fire engine to FPC Fire Leadership Academy Palm Coast – Students in the firefighter program at Flagler Palm Coast High School now have their own fire truck to use for their training – thanks to a donation of a surplus 2004 Kenworth T-300 fire engine by the Palm Coast Fire Department. The Palm Coast City Council approved the donation, through an interlocal agreement with the Flagler County School District, at Tuesday’s Council meeting. Students in FPC’s Fire Leadership Academy, school administrators, Flagler County Fire Rescue Lt. Andrew Keppler (who teaches the students in the program), and Palm Coast Fire personnel attended the Council meeting to talk about the program. Palm Coast Deputy Fire Chief Jerry Forte said the donated fire engine is designed to be used as a fire training prop, providing FPC students the opportunity for hands-on learning with the apparatus, fire hand tools, hoses, nozzles, an EKG machine and EMT/Paramedic supplies. The truck will not be operated as a motor vehicle; it will be a stationary training device. Exactly how the truck will be used is still being determined by Flagler County Fire Rescue and Flagler Schools. The truck has already been branded with a graphic featuring the FPC Bulldog and an outline of the State of Florida and three words using “FPC” – Focus, Purpose, Commitment. The Palm Coast Fire Department deemed the truck as surplus as part of the department’s vehicle replacement program. As fire engines reach the end of their life cycles, they are used as backup apparatus prior to being deemed surplus. Palm Coast Fire had previously donated surplus air packs to the FPC Academy. Donations from Palm Coast Fire and other local fire departments have helped make this new program a success. Students enter during their freshman year and continue through graduation, training for careers as firefighters and first responders. Outside of the Flagship program, students have been offered the opportunity to ride along with career firefighters to gain first-hand knowledge and skills of the real-life experiences and challenges faced by firefighters. To date, FPC students have logged over 970 ride-along hours this year.

The FPC program operating under the Flagler County Fire Academy is part of the Flagler Schools Flagship Program which was developed with the hopes of providing job opportunities for local students and keeping them in Flagler County. “It is the vision of this partnership that it will offer individualized learning opportunities for students,” said former FPC Principal Dusty Simms. “Our goal is to keep them local,” added Deputy Chief Forte. “We want employees who want to work here because their family lives here and they’ve established their roots here in Palm Coast.” The Palm Coast Fire Department also started a comprehensive internship program in January as a way to recruit full-time, career firefighters as the department grows. Once interns have fulfilled the program’s requirements, they are given hiring priority for the department’s vacancies for entry-level, career-firefighter positions. The City has hired five of its volunteer interns to become career firefighters, so far, and expects to hire two more this fall. “This program is a community-minded educational opportunity for City residents to pursue a career as a Firefighter/EMT, and it’s a critical part of our department’s succession planning and employee retention efforts,” said Fire Chief Mike Beadle. The internship program was awarded Regional Award for Excellence in Public Safety from the Northeast Florida Regional Council last December.

Beadle, who is retiring. City Manager Jim Landon made the announcement at Tuesday’s City Council meeting, where dozens of firefighters, future firefighters and Fire volunteers had gathered as the Council voted to donate a fire truck to the Fire Academy at Flagler Palm Coast High School. Landon called the appointment “one of the proudest moments in my career.” “I have watched Jerry grow in his career, both in his skills and in assisting Chief Beadle with the development of the Fire Department. I have watched him grow into a strong leader,” Landon said. “The working relationship between our Fire Chief and Deputy Chief has allowed for not just a smooth transition, but also one through which the department has grown stronger over the past few years. All of that led to a very easy decision to appoint Jerry as the next Palm Coast Fire Chief.” Forte started as a Palm Coast volunteer firefighter in 1990, becoming a career member as a firefighter/EMT in September 1992. He rose through the ranks and has served as Deputy Fire Chief since 2009. Forte and Beadle are close friends, and both are well-known in the community and beyond as leaders in the fire service. Chief Beadle plans to retire Sept. 27. He became the City of Palm Coast’s first Fire Chief in September 2000, not long after the City incorporated, and he has overseen tremendous growth in both the size and breadth of services offered by the Fire Department. “It’s been an honor and a privilege to work with my friend, my mentor, my brother Mike, who we’re going to miss…a lot,” Forte said Tuesday, with Beadle at his side. “He has been in my life for the last 30 years in the great times and even in the most difficult times. No one knows how much he means to everybody in our department, and the legacy that he’s leaving behind is in

He led the team for the ISO assessment resulting in an exceptional rating of 2, created the system for employee staffing during hurricanes and other major emergencies, and plays a key role in advance safety planning for special events in Palm Coast. A graduate of Landon’s LITE Team program (Leadership in Training Excellence), Forte led creation of the Performance Management system that provides employees a roadmap for achieving the City Council’s goals each year. He also stars in many of the City’s public safety videos. Forte earned the Chief Fire Officer designation from the Commission on Professional Credentialing in 2017. An honors graduate of Daytona State College’s fire science program, Forte also earned a bachelor’s degree in public administration and a master’s in public policy. He holds numerous state certifications and is a member of the Florida Fire Chiefs Association. He was the state’s 2002 Training Officer of the Year. Forte grew up in Ronkonkoma, New York, in a big family and married his high school sweetheart, Denise. They and their two children moved to Florida in 1990. Forte cut grass and made pizzas for nine months before his brother, Joe Forte, recruited him to attend “fire school” – thus beginning his long career with the Palm Coast Fire Department. Sadly, Denise died of cancer in 2010. But happily, Forte found love again and married Lisa in 2015. Jerry and Lisa have four children between them, all in public service careers, plus three young grandchildren. They are very proud of all their children and look forward to the growing years. Teens will stay active, explore and grow through new Parks & Rec Teen Programs Palm Coast – When your teen says, “There’s nothing to do,” Palm Coast Parks & Recreation has an answer for that. Parks & Rec is offering a dozen new programs for teens starting in September – everything from Chill Zone nights out and Teen Adventure Trips to art, cooking and babysitting classes to mountain biking and after-school physical recreation. The City is also creating a Palm Coast Teen Council, and applications are due Sept. 14. The Teen Council is a forum for local students to express their ideas and opinions and serve as advocates for teens throughout the community. Register now for the Palm Coast & the Flagler Beaches Senior Games, Sept. 7-23 Palm Coast – Lifelong athlete Steve Mager, 66, is on the comeback trail after hip replacement a year ago. His next big challenge: the Senior Games coming up Sept. 7 through 23! Mager and his wife Jeanne, 65, will both compete in tennis and in pickleball, which combines

elements of tennis, badminton and ping pong.

“We’re highly motivated to stay in shape,” said Mager, who admits he has a competitive streak.

The Magers were athletes growing up. She was a cheerleader; at 6-foot-8 he was a basketball

player. He played basketball ‘til he was 45, and they both enjoyed golf until they caught

pickleball fever after being introduced to the game by a friend.

When the Magers moved to Palm Coast five years ago, they helped develop the local pickleball

group. Today, they are ambassadors for the USA Pickleball Association. Through fellow

pickleballers, they picked up tennis at age 60.

This will be their first time participating in the Senior Games – and they’re looking forward to the

friendly competition. “It’s never too late,” he said.

Toddlers will enjoy old favorites along with new class options this fall Palm Coast – Palm Coast Parks & Recreation’s toddler programs – for little ones ages 3 to 5 and their parents – have been growing in popularity, so the City is adding several new programs this fall! A new season of old favorites such as Creepy Crawlies, Teddy Bear Picnic and Playground Pals will start in September, and now preschoolers will be able to try classes such as Tennis Tots, Our Neck of the Woods, Monday Funday and Awesome Alphabet Outing! Fall programs run from September through December. Some of the programs are free, while others have a small fee to cover supplies. Teddy Bear Picnic – Monday, Sept. 17: Children can bring their favorite teddy bear out to different themed sessions while enjoying a snack, story time and game playing or craft. Teddy Bear Picnic is free and meets eight times this fall, with sessions 10-10:30 a.m. Mondays (Community Center) and Saturdays (Holland Park, 18 Florida Park Drive, Palm Coast). Aug. 24, 2018 Temporary road closure: Pebble Wood on Aug. 28-29 and Pebble Beach on Aug. 30-31 Palm Coast – The City of Palm Coast Public Works Department is planning a temporary road closure in the coming week as it installs new drainage pipes. From 7:30 a.m. to 3:30 p.m. Tuesday and Wednesday, Aug. 28-29, the roadway in front of 53 Pebble Wood Lane will be closed. Residents will have access to their homes, but the road will be closed to through traffic during the daytime hours. A metal plate will be placed on the roadway overnight Tuesday; the road will be open overnight, but motorists and pedestrians should use extra caution when traveling in that area. From 7:30 a.m. to 3:30 p.m. Thursday and Friday, Aug. 30-31, the roadway in front of 97 Pebble Beach Drive will be closed. Residents will have access to their homes, but the road will be closed to through traffic during the daytime hours. Smoke testing of sewer lines planned for Rolling Sands and connecting streets

To improve sewer service to citizens, the City of Palm Coast will be smoke testing the sanitary sewer lines for the homes on Rolling Sands Drive and the streets that connect to Rolling Sands. This smoke testing will be done from Aug. 27 through 31. This test, which involves forcing smoke into the sanitary sewer lines, will check for leaks, breaks and defects in the system.

The smoke is odorless, creates no fire hazard and will not enter your home or business unless you have defective plumbing or dried-up sink traps or floor drains. The smoke test should only affect your home for approximately 15 minutes. Homes affected by smoke testing will find a door tag hanging on the front door.

The smoke used for this test is manufactured strictly for this purpose, leaves no residuals or stains and has no effect on plants and animals. Direct contact with the smoke may cause minor respiratory irritation in some people.

If people in your building suffer from a heart condition, asthma, emphysema or some other respiratory condition and are planning to stay in the building during testing, notify the City of Palm Coast at 386-986-2371 to discuss your specific case.

Prior to testing, please pour two gallons of water in the seldom-used sinks or floor drains to prevent sewer gases, smoke or odors from entering the premises. If smoke does enter your home during testing, immediately remove yourself from the building, notify the crews that are conducting the test or call the City. Again, if smoke enters your home, it is an indication of a plumbing defect, so you should also notify a plumber. While we can assist in the location of any defects on private property, the correction of any defects are the responsibilities of the property owner.

Smoke that you will see coming from the vent stacks on houses is normal. However, smoke coming from holes in the ground IS NOT normal and is considered a defect. All such defects will be photographed and logged. The City will then contact the property owners if a defect is located on private property.

This smoke testing is part of the City's continuing effort to provide a safe, economical, efficient and environmentally sound sewer system throughout Palm Coast. The smoke testing procedure has been recommended by the U.S. Environmental Protection Agency as an effective means of identifying problem areas in the sewer system. Eliminating system defects and illegal connections will help our community remain in compliance with the new federal legislation regarding sewer systems maintenance and sanitary sewer overflows.

If you have a special place in your heart for a pet then you might want to check out local fostering programs. Flagler Humane Society has an active foster program that is always looking for people to become foster parents. They are open to working with residents of Flagler County who are interested in fostering a pet in need. FHS have pets in need of short term and long term foster homes. Fostering is a good way to see if a pet fits in a person’s lifestyle, such as a college student not able to fully commit to a pet or those on summer vacation who are not in a consistent home environment.
