STAFF HIGHLIGHTS: : In addition to prepping for and attending the City Council meeting this week, staff performed a variety of other duties. Staff processed 1 Special Event Liquor Permit for the Pikes Peak Marathon, 1 CORA request, and 2 contracts for records retention. Reminder: In accordance with Municipal Code 02.08.090, ALL matters to appear on the agenda shall be filed with the City Clerk’s Office no later than twelve noon (12) on Wednesday. Matters not filed with the City Clerk in accordance with the code will not be considered and be placed on the Agenda for the following meeting. COUNCIL MEETINGS & AGENDA: The First and Third Tuesdays of each month are Regular Council Meetings. Work Sessions are held the Second and Fourth Tuesdays of each month (as needed). If there is a Fifth Tuesday in the month, generally there are no meetings this night. COORDINATION COVID-19 WORKPLACE COORDINATOR: The Event Coordinator in her dual role as the

CANON AVE ART PROJECT: The Canon Ave Art is making big progress and will be done
early next week!
BLOOD DRIVE: Thanks so much to everyone who donated blood last Thursday! We had
14 donations and because they divide whole blood donation into 3 separate parts, as
many as 42 lives were transformed through your blood donations! Our next drive will be
Library. Task Force and staff have begun working with the Capital Campaign Counsel to
develop the fundraising strategies and project budget.
POLICE
DEPARTMENT CALLS FOR SERVICE: Over the last week, the Manitou Springs Police Department
(MSPD) handled 245 Calls for Service resulting in 20 case reports.
Most frequent call types:
• 51 traffic stops
• 16 suspicious incidents
• 31 citizen contacts
• 13 welfare checks
Our officers assisted the El Paso County Sheriff’s office on 18 Calls for Service.
NOTABLE CASES:
06/24/2021 03:45 •STOLEN VEHICLE RECOVERY
Comments: Officers observed a suspicious vehicle in the alleyway by the Santa Fe Motel Parking Lot. The vehicle had been reported stolen and was towed for safekeeping until it could be returned to the owner.
06/24/2021 04:54 •AMPHETAMINE POSSESSION •POSSESSION OF WEAPON
Comments: Officers found a male party unconscious in the driver's seat of a vehicle parked at the La Fun Motel. Upon contacting the party, officers observed a firearm, detained the suspect, and found evidence of narcotics. The suspect was arrested on scene for possession of controlled substances among other charges.
06/25/202119:50 •POSSESSION OF WEAPON •CONSPIRACY TO DISTRIBUTE HEROIN
Comments: Officers conducted a traffic stop on a vehicle in the 300 block of Manitou Ave. for failure to display valid registration. The driver was cited for multiple traffic offenses. One passenger was arrested for felony warrants while another passenger was arrested for multiple charges, including felony drug possession, possession of a firearm by a previous offender, and unlawful possession of controlled substances in for sale amounts. Controlled substances and a firearm were recovered from the scene.

Comments: Officers, after responding to another incident, encountered an intoxicated male in the 900 block of Manitou Ave. The male party was found to have several felony
warrants, was arrested, and was found to be in possession of brass knuckles which are illegal. The male party was transported to jail.
06/27/2021 03:21 •CRIMINAL TRESPASS
Comments: Officers were dispatched to criminal trespass in progress at the coin laundry at 521 Manitou Ave. Officers found a male party asleep inside the business. He was found to have a felony warrant and was transported to jail.
06/28/2021 09:04 •DISORDERLY CONDUCT/ASSAULT
Comments: Officers responded to 966 Manitou Ave for a report of a male party yelling and threatening people. Officers contacted the party and interviewed several witnesses. The party was cited for disorderly conduct and assault.
06/28/2021 14:40 •CRIMINAL MISCHIEF
Comments: Officers responded to a reported traffic accident near the intersection of Washington Ave. and El Paso Blvd. that after investigation was determined to be a criminal mischief involving a bicycle and a vehicle. A male party was arrested and transported to jail.
06/30/2021 05:52 •AGGRAVATED ASSAULT
Comments: Officers were notified of a domestic that occurred in the 100 block of Manitou Ave. Upon further investigation, it was determined an aggravated assault occurred between two parties who were involved in an intimate relationship. One party was arrested and taken to jail.
06/30/2021 14:56 •PROTECTION ORDER VIOLATION
Comments: Officers were dispatched to a violation of a restraining order. The suspect had been arrested for violation the protection order earlier in the month as well. Officers contacted the suspect, who admitted to the violation. The suspect was arrested for stalking as well as violation of a protection order.

Comments: On 6/30, Officers responded to a theft of jewelry at the address of 738 Manitou Avenue. Limited suspect information was available.
06/30/2021 18:00 •VEHICLE IMPOUND - PUBLIC IMPOUND REQUEST
Comments: On 06/30/2021, at approximately 1800 hours, in the 100 block of Ruxton Ave, a vehicle was towed from the street due to several unpaid parking tickets.
06/30/2021 23:57 •CRIMINAL TRAFFIC VIOLATION
Comments: During a traffic stop, officers found a vehicle was being operated uninsured and with fictitious registration. The operator was cited appropriately, and the false plate was seized.

WASTE CONNECTIONS MEETING: The Deputy City Administrator, Public Works Director, and Public Information and
Engagement Officer held a meeting with the Waste Connections District Manager,
Operations Manager, Sales Manager, and Route Supervisor to address concerns over a
lack of communication and missed pickups for commercial customers of Waste
Connections. During the meeting, call volume, points of contact, expedited processes, as
well as solutions to common issues were discussed.
Afterwards, the group walked downtown Manitou Springs to discuss certain areas that
require specific attention. City Staff was pleased with the meeting and look forward to
working with Waste Connections Management in the future.
PUBLIC
WORKS ADMINISTRATION / GRANTS:
• FEMA Flood Recovery – Working on documentation closeout by Grant Administrator.
• GFL Trash/Recycle Contractor – If you would like to change your service or verify your account information, please contact GFL at 719-633-8709.
• CDBG Grant Canon and Park Avenue –Work will proceed on or around the first week of August through the third week of September.
• CDBG Grant – Submitted grant application for CDBG El Paso County funding for Sidewalk, ADA and Drainage Improvements on El Monte, a major route to school. Awaiting final approval from the El Paso Grant Administrator.
• USFS Permits for Reservoir – GIS mapping complete, awaiting finalization of permit with United States Forrest Service.

CITY ENGINEERING: • MAPS – Wildcat has set up a more permanent lane configuration that allows them
to start to reconstruct the roadway. They intend to start on the southern edge,
WATER / SEWER: Completed required water meter readings while finishing 14 work orders,
and 12 water/sewer locates for residential plumbers and construction companies in town. Performed preventive maintenance at trouble spots that we visit every month to assure free flow. This maintenance was performed at Crystal Park Road where 400 foot of sewer line was flushed and inspected for free flow of waste products. Again, assisted the parking department with installation of poles for the way finder signs that will display occupancy of Manitou Springs Public Parking lots. Wayfinding refers to information systems that guide people through a physical environment and enhance their understanding and experience of the space. We planned and poured concrete curbing at 1 Via Loma and 8 Sandra both for restoration of past water break repairs. Met with a contractor to receive a bid on repair of the in-line valve going into Crystal Hills water storage tank. Also, the water shop shut down Shoshone Mineral Spring for cleaning and then restored it to norm operations. Removed heavy steel road plates from Manitou Ave that a contractor had left after his contracted work.
