I would like to express my warmest greeting and wish to you happiness, health and wellness. I am really pleased to greet you on behalf of myself and all Delegates of Citizen’s Representatives Khural of Sukhbaatar Distr ict, founded as result of the seventh election as a local self-governing organization, is approved by the new constitution of Mongolia.

Citizen’s Representatives Khural of the Sukhbaatar Distr ict is cooperatively working with local administrative organizations and individuals to resolve the definite issues for well-being of the population in the frame of the constitution and other legislations. Our main goal and pr incipal is to increase the involvement of the population at decision-making level, discuss the issues faced by the citizens and to ensure that the major ity’s proposal becomes reality.

Further, I am expressing to work hard for more development of political, economic, commercial and investment relations.

Let our further intentions, cooperation and businesses be effective, developed and successful.

I am extending the greetings my warmest greeting to you.The development of Ulaanbaatar city, a capital of Mongolia greatly depends on the

colleagues of Governor’s Secretar iat of Sukhbaatar distr ict and the citizens’ and public participations, creative initiations, activeness and efforts. We raised the activity program “PROSPERING AND DEVELOPING SUKHBAATAR DISTRICT” for 2017-2020 and deeply hope that we would support the citizens’ participations, ideas and initiations in all of our activities that would be conducted according to this activity program, str ive for the piece and fr iend ship, apply our knowledge and intellectual minds and step for the development and prosper ity together.

Along with wishing the health and welfare for all the citizens and the administrations of cities and distr icts that have the fr iendly cooperation with Sukhbaatar distr ict, we wish

HISTORICAL NOTES

By the Decree No.79 of the Presidium of the People’s Congress of the Mongolian People’s Republic, dated Apr il 14, 1965, the extant administrative structure of Ulaanbaatar city, 10 khoroo (sub-distr ict) administrations had been re-organized into 4 distr icts, one of which was Sukhbaatar Distr ict.

At that time, there were 96, 661 populations in 19, 452 households in the Sukhbaatar distr ict, compr ising of 44 khoroos and more than 500 entities, including factor ies and cultural and service organizations. At that time, one-third of the entire population of Ulaanbaatar city lived in this distr ict.

Sukhbaatar distr ict was initially founded on its current location in 1778, when the capital city of Mongolia was called “Ikh Khuree”. The people of Mongolia regard Sukhbaatar as the city’s leading distr ict as it contains many histor ic sites relating to the history of Mongolia and the city of Ulaanbaatar, with dozens of public agencies located in the distr ict as well as the central government offices. The distr ict is being developed as the main center for Mongolia’s arts, culture, science, education, trades and services.

TODAY’S SUKHBAATAR DISTRICT

By 2016, Sukhbaatar distr ict has grown into one of the capital city’s largest distr icts, with area of 20, 8km2, with 20 khoroos, 38, 021 households and a population of 136, 569. The distr ict now hosts many of the most important organizations, including public offices, cultural and educational institutions and scientific centers.

Government House, the President’s Administrative Offices and the State Great Khural (Parliament), Minister ial offices, the City Administration, embassies, the United Nations, the World Bank and the Asia Foundation are all located within the distr ict, along with the headquarters of more than 30 political parties and coalitions such as the Mongolian People’s Party and the Democratic Party.

Over 6276 entities, institutions and agencies also are operating in the distr ict, including the Academy of Sciences, the National University of Mongolia, the Health Sciences University, the Mongolian University of Science and Technology, the Mongolian State University of Education and the State Central Clinical Hospital.

It is an indication that Sukhbaatar Distr ict has been the main hub for national intellectuals.

CITIZEN’S REPRESENTATIVES KHURAL OF SUKHBAATAR DISTRICT

The Khural was founded to become and develop as an independent organization by the Citizen Deputies Khural of Sukhbaatar region (then) is elected and approved for the first time their administration that is Presidium, Chairman of Presidium and Secretary, according to the changes of Constitution of Mongolia in 1989. Citizen’s Representatives Khural of Sukhbaatar Distr ict has held its first meeting in October, 1992 and the Representatives had been elected by the public meeting of sub distr icts for 2 year term. Since 1996, the term of office became 4 years.

The former Chairmen of the Citizen’s Representatives Khural of the Sukhbaatar Distr ict were Damdin.L 1992-1994, Khorloo.J 1994-1996, Enkhbayar.D 1996-2000, Tseren.B 2000-2004, Batkhuyag.S 2004-2008, Ulziiburen.G 2008-2010, Amarsaikhan.A 2011 and Gan-Erdene.B 2012-2016. Since November 2016, Ganbat.E is working as a Chairman of the Citizen’s Representatives Council of the Sukhbaatar Distr ict.

Citizen’s Representatives Khural of Sukhbaatar Distr ict has 35 Representatives and by the election result in 2016, 19 Representatives were elected from the Democratic Party and 16 Representatives were elected from the Mongolian People’s Party. The Citizen’s Representatives Khural of Sukhbaatar Distr ict has 6 working committees. The committees are:

1. Committee of Justice and State Structure 1.1 Ethics sub committee2. Committee of Public Policy3. Committee of Budget and Finance- Economics4. Committee of Infrastructure and Landscaping5. Committee of Complaints6. Committee of Land Affairs, Environment and Ecology

Duty of the Committee is to provide the council with the services continuously and permanently, prearrange the meeting agenda, give opinion and conclusion and control the implementation and enforcement of statute and decision of the council. The council with its 6 committees is working for development of the City and Distr ict that support the creative initiative and active participation of citizens, respect the belief of their voters, and develop and strengthen activity of local self-governing organization.

OFFICE OF CITIZEN’S REPRESENTATIVES KHURAL

There is an office department in the structure of Citizen’s Representatives Council, and this office departments responsibility is to support the operations of the Council. Citizen’s Reprensantatives Council represents the citizens interest on behalf of the citizens and contr ibutes to the economic and society development of the Distr ict, supports citizens and public cooperation, urges the people’s ideas, supports the self-regulatory units, develops the vision. The office department of the Citizen’s Representatives Council consists of 44 full time employees, who are the Presidium Secretary and Head of Citizen’s Representatives Khural’s office, Director of Administration Unit, Director of Development Unit, Director of Citizens’ Participation Unit and other employees, staffs and other organizers.

GOVERNOR’S OFFICE OF SUKHBAATAR DISTRICT

Upon adoption of the Law on Administrative and Terr itor ial Units and its Management, the governor’s offices had been established at each distr ict since Mongolian State transitioned into new Democratic system in 1992. Governor’s Office of the distr ict has the key function and assignment to provide professional activities, methods, and technical and management assistance and create the working conditions for the Office and also it has key function to exercise the laws and other legal normative acts, Governor’s action program in the terr itory of the distr ict by ensur ing through timely professional advice and prompt support.

The colleague of the governor’s office has been increasing the active involvement of the entities, enterpr ises and individuals in order to implement the mission for protecting the common interests of the distr ict’s residents and for their convenient living environment.

Key functions and assignments:• To monitor taxpayers’ money for state budget is

spent in compliance with laws and regulations• Improve of the base for budgetary planning• To planning for fiscal needs of public offices

by clearly defining realistic needs and potential income

• Production of budgetary performance data and reports, in an accurate and timely way

• To improve public financial management.

Key assignments: • Planning of development policies,

formulization of methodologies, and to make economic assumptions and forecasts.

• To provide effective ongoing monitor ing process onto the implementation of duties as given by Governors and ensure pursuance of the Law of Mongolia including platform of the Government, city, and distr ict, Citizen Representative’s Khural.

• Planning of short, medium, and long- term policy for economy and social development.

• To increase the citizens’ participation for the development policy and planning and to create independent monitor ing system.

• Formulation of action plan for works to be funded by investments and to provide relevant economic forecasts.

Key assignments: • To implement new standard of education in stages within the scope of changes being made in the

education sector, to provide for convenient education environment for the children and youth, to modernize management of secondary schools and kindergartens and to improve sufficiency and quality of education to the citizens.

• Render of health services in standard level, to expand the health assistance and service and to enhance public health education level

• To direct attention of the state and the public for improving development of children, youth and women, to protect their r r ights for education, development, healthy living and employment

• Support of the socially vulnerable group by providing opportunities to reduce their unemployment and poverty

• To develop and cultivate the national and global cultural values, to provide support for improvement of the personal cultural level of the citizens

• Development of public physical education and support the children who are talented in sport

IMPROVEMENT AND PUBLIC SERVICE DEPARTMENT

Key activities: • Delivery of fast and high-quality

services to meet citizens demands, needs and their interest in terms of infrastructure and improvement of city.

• Provision of infrastructure appropr iate to the location of distr ict residents in coordination with their needs; enhancement of solid waste management and street lighting and provision of water supplies, electr icity and heating construction of new roads; and create a favorable living environment.

• To improve solid waste management and reduce air pollution; to increase green zone area and create humid environment; and implement architectural solutions to streets and squares.

FOOD AND COMMERCIAL SERVICES DEPARTMENT

Key activities:• To follow the standards and requirements

of sanitation and hygiene for the production, commerce, public cater ing, hotel, household services etc., to put control on the conduct of works and services in compliance with laws and other related legislation, and to eliminate offences and shortcomings.

• Improve of the supply of food products and consumer goods for the population in terr itory of distr ict.

• To support the activity of citizens, organization and other business entity, to enhance participation of staff for training course to improve their knowledge and working skills specific to their sectors

• Create environment for carrying out business, to increase employment and job positions

MILITARY HEADQUARTERS

Key activities: • Implement and arrange of the advertisement

work to the citizens about the fulfillment of the legislations and acts on defense field in the terr itory of the distr ict, either in peace or in emergency situations, to give assignments on the defense legislations to the local administrative organizations and entities regardless of the ownership jur isdiction, and to provide with methodological management, to render support, to ensure its fulfillment and monitor ing

FOREIGN RELATION AND COOPERATION

The Governor’s Office of Sukhbaatar Distr ict has traditional and fr iendly relations with Incheon city Jung Distr ict, and Seoul city Jongno Distr ict of Republic of Korea; Saku city of Nagano province of Japan; Strelcha city of Republic of Bulgar ia; Dongchen distr ict in Beijing of PRC; and Khulunbuir City of the Inner Mongolia Autonomous Region and Howell city of New Jersy state, USA. We have been expanding our cooperation with foreign country’s var ious cities and distr icts by enhancing existing project plans, agreements and protocols, and memorandums and particularly, have been closely cooperating in the fields of health and sports.
