Jim McLagan Chairman of the Board

This has been a good year for the Canadian Institute of Steel Construction and we all need to appreciate the tireless efforts of the CISC staff in promoting the industry and supporting the members and associates around the country. We are pleased to have welcomed a number of consultants as associates and hopefully their infl uence and appreciation of structural steel will help increase the market share for the benefi t of all our members and associates. The focus on education is also on the radar and with the proposed integration of the Steel Structures Education Foundation into the CISC Education and Research Council we hope to increase awareness and knowledge of the benefi ts of structural steel.

The Canadian and North American economy has experienced exciting times in the last few years. When the United States market was severely affected with the banking crisis, the fabricators in Canada who regularly supplied to this market had to refocus on domestic projects. To compound the increased capacity, Canada also became a target for foreign suppliers when the value of the dollar rose in comparison to other currencies.

The result of this increased competition may have a long term positive effect. Although some companies suffered badly and there may have been hardships, we did see increased

networking, amalgamations and some owners took the time to review their operating effi ciencies and updated their equipment and methods. I recently visited a shop and it resembled a modern automobile production plant rather than a traditional fabrication plant with minimal staff operating plasma and laser cutting tables and robotic welding stations. The foreign competition that continues to focus on our market may have lower labour costs but often also has the advantage of state of the art equipment and to maintain a somewhat level playing fi eld it is important to stay current with technology and equipment advances.

The good news is that there are many signs the economy has recovered and optimism is high in many regions and hopefully this will translate into solid backlog for all our members and associates.

Ed WhalenPresident

This year has brought us to the end of our fi ve year Strategic Planning cycle, with a new one set to begin. This fall we will be engaging all stakeholders to take stock, look forward and provide input on how to make the steel industry and CISC stronger and more innovative than ever.

In a Member and Associate survey conducted in the fall of 2013, over 90% of the respondents stated that they were either “satisfi ed” or “very satisfi ed” as a member or associate of the CISC. The majority of respondents (over 70%) also rated the CISC’s products and services as either “good” or “excellent”. This overwhelming endorsement for the direction set by our members and the Board are being perceived positively by our stakeholders in the steel construction industry.

One major initiative this past year was advocacy at all levels of government for the benefi t of the steel industry. Our Regional Representatives have been empowered to engage their local and provincial governments to advocate for Prompt Payment, Fair Trade, and Infrastructure Investment using Canadian companies.

Other advocacy efforts in some parts of the country involved educating various levels of

governments, owners and stakeholders on the true cost of installed structures and the value of Canadian fabrication vs. offshore. The fruits of this campaign are now beginning to be realized by owners and governments having CISC market research statistics coupled with their own painful experiences. CISC will continue to educate and inform on the true cost of installed structures across Canada, while looking at other avenues to prevent our industry from being unfairly impacted by foreign companies.

Growth was a main pillar of the strategic plan. Over the past year the CISC has grown by over 30% with over 1,000 members and associates.

Looking to the future, the CISC will be reviewing the member and associate fees structure, better aligning the fees to the size and activities of the organization while providing more value thus making the decision to become a member or associate an easier one.

The organization is now one of action, protecting the interests of the members and associates while driving positive change for the steel industry.

1. PROMOTING FREE AND FAIR TRADE• The CISC continues to actively advocate for Canadian steel, free and fair trade, and for an open and competitive global marketplace.• In the past year we have strengthened our national partnerships with Federal government departments such as Foreign Affairs, Trade and Development Canada and provincial economic ministries. We leveraged these partnerships to collaborate on issues such as ensuring a level playing fi eld for Canadian steel companies both at home and abroad, ensuring reciprocal market access for the Canadian steel industry in non-Canadian jurisdictions, and to address outstanding issues with the United States including Buy American legislation.

2. REGIONAL ADVOCACY INITIATIVESCISC delegations, with representatives from the CISC and our members and associates, held several meetings over the past year with multiple provincial and municipal government agencies. Some of the key issues that were discussed include:• Importance of a free, fair and competitive marketplace and CISC’s Free and Fair Trade Act. One of the key successes that we had last year was our work with the Town of Halton Hills in Ontario that led to the Town’s adoption of a Free and Fair Trade resolution.• Reciprocity in both government and industry procurement practices.• CISC’s proposed Royalty Adjustment framework for use of Canadian content.• Cost Competitiveness and capacity of the Canadian fabrication industry. We actively promoted the superior value proposition of Canadian steel fabrication across the country, with a particular focus on the oil and gas sector in Alberta through meetings with the Alberta government, energy companies, owners, and our participation in a provincial coalition of steel manufacturers.

3. OPPOSITION TO WOOD FIRST AND SIX-STOREY HEIGHT INCREASE BILLS• We have been strongly engaged with provincial governments across the country to raise awareness of the dangers of legislating preferential policies for building materials, and of bypassing the National Building Code of Canada.• We have been actively communicating with politicians and other key stakeholders to raise awareness of the negative impact of preferential policies on the safety and quality of our built environment and on Canadian jobs through deputations, meetings, social media and interviews in trade and mainstream media.

• The CISC also submitted comments to the Public Regulatory Review Committee for the Ontario six-storey wood bill to express our concerns.• We participated in CONVERGE 2013, a one day conference organized by the Coalition for Fair Construction Practices that brought together the construction industry, academia and the consulting community to discuss the challenges and dangers of providing preferential treatment to building materials, such as the Wood First Act. We also put out our own media release to highlight the issue which received widespread coverage.

4. PROMPT PAYMENT ACT• The CISC, both individually and as part of the National Trade Contractors Coalition of Canada (NTCCC), has been actively promoting Prompt Payment legislation across the country.• We strongly advocated for the Ontario Prompt Payment Act in partnership with our Ontario Region in the past year. Our efforts included numerous meetings with key stakeholders, and an intensive telephone, email and letter campaign to all members of the review committee that resulted in unanimous endorsement of our position from all political parties. • The industry’s efforts resulted in the government’s decision to conduct a full review of Ontario Prompt Payment practices and the Ontario Lien Act. Our efforts will continue until this Act comes to fruition and is enacted as law.

5. ADVOCATING FOR A STEEL SOLUTION, AND CANADIAN STEEL FOR THE CHAMPLAIN BRIDGE REDEVELOPMENT• With the announcement of the Champlain Bridge’s $5 billion Federal redevelopment plan, we started proactively advocating for a steel solution for the Bridge, and for reciprocity and fair trade considerations in the Federal government’s procurement practices.• We have also been strongly communicating the superior value provided by Canadian and Quebec Steel Bridge Fabricators. • In partnership with our Quebec Region, a number of meetings have been held with Quebec government ministers, and a series of 6 letters were sent out to the Federal government, Opposition parties, as well as the Quebec premier and provincial government departments.

RAISING AWARENESS AND DRIVING CHANGE ON THE KEY ISSUES FACING OUR INDUSTRY

The CISC continues to intensify its advocacy efforts and is leading the charge in engaging stakeholders at all levels of government and industry across the country on the key issues that impact our industry.

We have been engaged in several advocacy initiatives in the last year, actively promoting the interests of our industry. These include:

Page 11: CISC Annual Report 2013-14

ANNUAL REPORT 2013 / 2014 | CISC | 9

In the past year, CISC provided 330 hours of continuing education to 700 registrants. Our team of 26 course leaders delivered 14 courses and 5 seminars in English and French. In addition, we are also actively promoting in-house training offerings.

The number of courses and seminars offered by the CISC continues to grow at a rate of about 20% a year. To accomplish this, we engage leading designers, researchers, steel fabricators and industry experts to develop and deliver our courses. It is the knowledge and experience of our course leaders and in particular their ability to fi eld question and suggest practical solutions that defi nes CISC Courses as the “best of the best”.

New courses offered by CISC in 2013 / 2014 included:

• Single Storey Building Design (7 hours)

• Connections II (40 hours, online)

• Assemblages parasismiques pour les charpentes d’acier (7 heures)

• New webinars included AESS CISC Standard and Guidelines and AESS Applied

DEMONSTRATE YOUR EXPERTISE WITH CISC ACCREDITATION Our recently launched CISC Accreditation programs are designed to provide industry personnel with a greater level of expertise, technical skills and credibility and to ensure greater uniformity in steel inspection and design.

The fi rst program that was launched is the CISC Accredited Steel Inspector – Buildings, which requires participation in the 3-day course and an 80% grade on the 3-hour fi nal exam. There are now 28 certifi cate holders in this category.

The new program launched this year is the CISC Accredited Steel Connections Designer – Conventional Construction, which involves taking the 40 hour Connections II course and achieving 80% on the 3-hour fi nal exam, being a registered professional engineer and showing evidence of relevant steel design experience. To date we have had 26 registrants for this course, and there are 7 accredited Steel Connections Designers across the country.

FUTURE PROGRAMS Our future plans include a course called “Building with Steel: Critical stuff you need to know” designed for building offi cials, engineers who don’t design steel buildings regularly, and architects. This course is currently under development and scheduled for delivery in the fall of 2014.

With our focus for new courses expanding to include the needs of other stakeholders in the steel fabrication industry, a 4-course Diploma program for Structural Steel Project Managers is in the early stages of development with a third party provider. This program is for industry personnel who have risen through the ranks but are not professional project managers. A 1-day orientation course is planned for professional project managers new to the steel industry. Estimators are another industry group that CISC can help train and a full course on cost estimating is the next goal.

A development / delivery proposal is being evaluated for a new course to train inspectors of existing steel bridges. This will be a 3-4 day course that will also serve as a prerequisite for the next CISC accreditation program.

CISC has tested the demand for self-paced training material and is now bundling pre-recorded online courses and webinars with tutoring, Q&A and testing to leverage our course development investment and provide training outside of scheduled events.

This will be an exciting year with a strengthened focus on Education and Research at the CISC and the launch of new courses and programs.

1. PROJECT SOLUTIONSThe Project Solutions (PS) services are an important part of CISC’s overall mandate to promote steel as the material of choice for construction. Our Project Solutions services provide decision makers such as owners, developers, architects, engineers, cost consultants and other stakeholders with a comparative cost analysis on framing systems using steel versus other materials in order to help them make the most informed choice for their project. Through Project Solutions, the steel industry gets the message across to key decision makers who cannot be reached via other means of delivery, such as courses and seminars. Project Solutions also assists member fabricators with ‘exclusive’ services. Projects undertaken earlier this year include residential buildings, parking structures and a mixed-use development.

Promotion of Project Solutions ServicesIn order to increase awareness of Project Solutions services, several marketing campaigns were undertaken including participation in tradeshows, development of brochures, fl yers, advertising campaigns and special offers for Fabricators in the past year. This also included the development of a presentation tool that illustrates the scope and methodology of a Project Solutions Case Study which is now being actively used by our Regional staff.

2. TECHNICAL INQUIRIES & SOLUTIONSThe CISC Solutions Centre remains very busy as the “go to” place for any technical inquiries and solutions related to steel design and construction.

The four main channels that members, associates and design professionals use to engage the CISC Solutions Centre include:

a) CISC Help Desk Solutions Centre staff routinely attend to calls and emails etc. from structural engineers and others.

b) Q & A Technical Column The Q&A Technical Column in Advantage Steel highlights selected topics in a questions and answers format.

c) Seismic Corner Solutions Centre staff continue to write periodic articles for the Seismic Corner of Advantage Steel to keep the industry informed.

d) CISC Technical Forum The Forum helps to foster the growth and sharing of knowledge and best practices gained in steel design and construction.

The CISC Solutions Centre aims to be the one-stop resource for framing solutions and technical information on designing steel buildings and bridges in Canada. We are committed to fostering the development and sharing of knowledge and best practices in the construction industry through our various resources:

Page 14: CISC Annual Report 2013-14

3. COST INDEX UPDATE • 2014CISC Cost Indices are an integral part of the cost estimating method described in Project Solutions Cost Estimating Method (see Technical Publications). It is only through the ongoing participation of our Members in the Cost Index survey that we are able to maintain valid cost indices. The Solutions Centre sincerely appreciates their effort and cooperation.

4. COURSES, WEBINARS & PRESENTATIONS

Steel Design for Low SeismicityAs many changes have been introduced in building codes and CSA Standard S16 in recent years, seismic design requirements have become increasingly more stringent and complex. The CISC Solutions Centre saw the need to clearly identify the situations where many of these stringent / complex requirements do not apply to steel framed buildings. Presented as a ‘hot topic’, this webinar helps structural engineers to decide as to when ‘conventional construction’ may be used.

Presentation on Slim-fl oor systems for residential buildingsThe Solutions Centre team presented a talk on steel-framed solutions for residential building construction in Halifax on April 16. It was well attended, both in person and via the webcast, by architects, structural engineers, members, and steel industry personnel.

Other CoursesAlfred Wong continues to participate as a principal presenter in 2 other steel design courses: The ‘Seismic Connections for Steel-Framed Buildings’ course and the ‘Seismic Design of Steel-Framed Buildings’ Course.

5. STEEL VERSUS CONCRETE CASE STUDYThe Solutions Centre is also working to prepare a case study on a complete steel-framed solution for a six-storey commercial building with itemized costs and identifi ed advantages of steel-framed solution versus a CIP concrete alternative. This case study will be launched in the fall of 2014.

6. STEEL DESIGN SOFTWAREThe Solutions Centre continues to develop its offering of steel design software. We currently offer two engineering design applications that are in conformance with the latest building code and steel design standards:

a) Steel Seismic Systems 2010 (SSS10) Helps the structural engineer to quickly identify all the steel seismic systems permitted by the National Building Code 2010 and CSA S16-09 based on user input of simple parameters.

b) Lateral Forces 2010 (LF10) This program will perform complex and tedious calculations for wind and seismic forces, in general, for steel-framed buildings.

We are also completing the fi nal beta testing for smartphone and tablet versions of these apps, which will be available in the iOS, Android and Blackberry platforms this fall.

Other steel design programs are also in the plans.

1. PROMOTION OF THE RYERSON UNIVERSITY COMPARATIVE LIFE CYCLE ASSESSMENT (LCA) CASE STUDY ON FRAMING SYSTEMSWe have been communicating the key fi ndings of this LCA study to our members and associates, consultants and other decision makers to help raise awareness of the sustainability of steel, and to debunk the superior “green” claims of other building materials. Numerous presentations and marketing materials have been developed including a Research Summary fl yer.

2. STRONG PARTNERSHIP WITH THE CANADA GREEN BUILDING COUNCIL (CaGBC) In an effort to engage greenbuilding leaders, policy makers, consultants and decision makers, the CISC has forged a strong partnership with the CaGBC. We have taken both national and certain regional level memberships and regularly attend their events to dialogue with key stakeholders and raise awareness of the sustainability benefi ts of steel.

We sponsored and exhibited at the 2013 CaGBC Annual Conference entitled “Building Lasting Change” in June, and delivered a keynote presentation on “Sustainable Steel” to an audience of architects, consultants, policy makers and others.

3. EXHIBIT AT THE UNITED NATIONS ENVIRONMENTAL PROGRAM (UNEP) SUSTAINABLE BUILDINGS & CLIMATE INITIATIVE ANNUAL MEETING IN QUEBEC CITY This was another event where we engaged stakeholders and key decision makers and shared information, research fi ndings, and tools that showcase the sustainability, performance and design versatility of steel.

4. SUSTAINABILITY PRESENTATIONS Sustainability presentations were also made at various other industry events including the Royal Architectural Institute of Canada’s Festival of Architecture in 2013, and the Canadian Society For Civil Engineering (CSCE) Annual Conference in 2013.

PARTICIPATION IN THE NORTH AMERICAN STEEL CONSTRUCTION SUSTAINABILITY TASKFORCE This North American coalition of over 25 steel industry organizations continues to work together to conduct industry average Life Cycle Assessment (LCA) studies and develop Environmental Product Declarations (EPDs) for 7 product categories including structural sections.

7. REVIEW OF LEED V4 We have started our review of the newly launched LEED v4 and will work with our industry partners to develop education and informational tools for our members and associates.

BUILD GREEN WITH STEEL

The sustainability movement has witnessed a lot of momentum and change this past year with the launch of LEED v4 in Canada in June 2014, a groundswell in the demand for high-performance, energy effi cient and “healthy” buildings, and a heightened awareness of the need for “Resilient” design and construction practices that equip our future buildings and structures to withstand the impacts of extreme weather events and climate change.

The CISC aims to be at the forefront of this movement with a focus on developing educational, informational and research tools to improve the construction industry’s understanding of steel’s sustainability features, and by responding to the evolving requirements of green construction and green building rating systems.

We have spent the last year actively telling the sustainability story of steel –the world’s greenest building material- through meetings, marketing campaigns, tradeshow exhibits, presentations and the development of case studies to all our key stakeholders including architects, engineers, owners, government and others.
