In line with SLSWA Drone Patrol Policy affiliated Clubs are invited to submit their interest to implement Drone Patrol over the 2018/2019 season. Clubs are encouraged to consider their capability to use Drone Patrol to enhance weekend patrols, club or community water safety activity, special patrols such as Abalone or search and rescue or other Club activities that will enhance each Clubs capabilities. The 2017/18 season saw SLSWA introduce Drone Patrol to five locations. This was delivered through a mixed mode of Clubs and Lifeguard services using both volunteers and paid Lifeguards. In the forthcoming 2018/2019 season SLSWA have an aspiration to implement an additional five Drone Patrol locations. While SLSWA has allocated funding to support the implementation at five locations, if a Club has capacity to self-fund and implement Drone Patrol into its services then please submit an expression of interest. Please consider the opportunity and submit an expression of interest where further information can be provided relating to the framework to support implementation, member competency and ongoing support. Drone Patrol Endorsement Policy

1. INTRODUCTION

Surf Life Saving WA (SLSWA) operates Remotely Piloted Aircraft (RPA) “Drones” under the excluded

category as defined by Civil Aviation Regulation 101.237.

As a leader in member and community safety SLSWA leads and demonstrates by example. This

operational policy is implemented to ensure SLSWA is maintaining an environment whereby a

consistently high standard of service delivery to the community is achieved.

2. SCOPE

This policy specifies use and operational requirements for all Surf Life Saving Western Australia

(SLSWA) clubs and members implementing and maintaining a Drone Patrol service.

3. ENDORSEMENT TO OPERATE

I. Clubs and Members.

Only those Clubs that have applied via the Expression of Interest process and individual

member’s that have nominated and have been deemed competent by SLSWA to the agreed

Drone Pilot standards may operate the drones.

II. Training / Assessment

All SLSWA Drone Pilots must be aware that they are operating under the authority of SLSWA.

Assessment is based on meeting minimum standards established by SLSWA and will be

regulated by the Civil Aviation Authority to ensure compliance.

4. MAINTAINING ENDORSEMENT

SLSWA reserves the right to remove endorsement to operate Drone Patrol on Clubs or individual

members if they are deemed to be operating outside of the agreed organisation frameworks and

standards.

5. EQUIPMENT

All endorsed Clubs and individual members must operate the equipment as per the SLSWA Drone

Patrol equipment standard and specification.

6. OPERATION

Clubs and services are able to operate Drone Patrol for a variety of authorised club activities and

services including Nipper water safety, Club Surf Sport activity, member Education and Training,

Beach patrols and community events such as open water swims or abalone patrols.

7. COMMENCEMENT

This policy will take effect on November 28, 2017.

8. REVIEW

This policy will be reviewed for effectiveness at intervals not greater than 24 months.

1. Introduction Drone Patrol is designed to provide surf life savers and Lifesaving operations with an additional lifesaving resource that improves surf life saver access to initiatives and equipment that will increase opportunities for better situational awareness for various Club activities (e.g. Nipper water safety, Clubs surf sports, beach patrols, abalone patrols, community event water safety). Surveillance is a key phase of any lifesaving and water safety service. The successful integration of Drone technology and the sensor (camera) into surf life saving activity has been proven over the last two summer seasons. The implementation of Drone Patrol is an additional surveillance tool that has the capacity to add value as a local area solution that will complement the helicopter patrols where they are available.

2. Overview: SLSWA Drone Patrol is based on the premise that SLSWA, Clubs and members conduct Drone Patrol and operations within the legislative framework of the Civil Aviation Safety Authority. The selected SLSWA Drone, which is classified as a ‘very small’ drone (under 2kgs weight), is equipped with a high definition camera that can stream images live back to the Drone Pilot and Operator Assistant. Surf Life Savers can gain access to real time imagery and better situational awareness of inshore areas of the coastline. Drone Patrol can be implemented under various modes of operation that are:

Rostered patrolling

Preventative patrolling

Re-active tasking or

As available/on-demand activity

3. Capability: Ideally Drone Patrol operations would be available seven days a week through the involvement of Clubs and members (weekends and public holidays) and complimented by Lifeguard services mid-week. While the aim is to have availability seven days per week over the peak periods of summer and school holidays, it is accepted that from time to time endorsed Drone Pilots are not always going to be available to provide rostered operations. As the organisation builds its capacity and maturity in this space it is expected this aim will become more achievable. If upon EOI it is assessed there may be insufficient members to facilitate regular rostered patrols, delivery of as available/on demand localised drone Patrol activity can be considered a relevant starting point and should not dissuade a Club from submitting an EOI.

When submitting an EOI Clubs need to consider localised outcomes that would benefit from Drone Patrol and whether they have sufficient members willing to be to recruited and be trained and endorsed as Drone Operators.

4. Member Recruitment, Involvement & Training How will it work? Each Club nominates members to undertake training on the use of SLSWA Drone Patrol. Upon initial training and demonstration of competency the members will be endorsed by SLSWA as a Drone Operator. This endorsement will be renewed annually much the same as is expected of jet ski operators, IRB Drivers or beach patrol lifesavers. Each member nominated by their Club and accepted into a training course will participate in education, awareness and practical application of:

Operation within the National Aviation System;

Operational risk assessments;

Operations and maintenance;

Safety Management Systems;

Drug and Alcohol Management Policy; and

Practical training to a level of competence in flying a drone. The SLSWA Drone Patrol Trial is based on the premise that SLSWA conduct operations within the legislative framework of the Civil Aviation Safety Authority; which means compliance with Part 101 of the Civil Aviation Safety Regulations and all SLSWA standard operating procedures that have been developed to comply with these Regulations. As with many surf lifesaving operations the conduct of operations must at all times be compliant without deviation to the standards set by SLSWA. Each endorsed SLSWA Drone Operator must maintain a strong awareness that Drone Patrol will have a very high profile and will be operated against a very public backdrop. It is essential that Drone Patrol activities are completed with the highest regard to safety, applicable legislation and organisational reputation. Training SLSWA has developed a training syllabus and course that is based on the CASA requirements and also contextualised to SLSWA operational requirements within the excluded sub 2kg class. The SLSWA training course has a theory and practical application. It is anticipated the practical application will include 5 hours’ flight training for new operators.

Some Club members may already hold CASA licences for drone operations. If this is validated by members, they will be able to receive recognition of prior learning and/or competency. Ideally experienced operators will be teamed with inexperienced operators to speed up the learning process, build confidence in new operators and provide strong validation toward operational compliance. Aviation Reference Number Members selected for entry into the SLSWA Drone Patrol training course will need to apply for Aviation Reference Number (ARN) via CASA. Each individual will need to apply for one by completing Form 1162 Aviation Reference Number (ARN) Application and following the submission instructions on the page. (https://www.casa.gov.au/standard-page/arn-applications) Alcohol and Drug Management Plan In compliance with CASA, SLSWA endorsed Drone Pilots will be required to comply with Drug and Alcohol Management protocols. This could include random alcohol and drug testing by CASA representatives. SLSWA Drone Pilots will need to complete on-line Drug and Alcohol education. On-line Pre Course Preparation In preparation for the training and to reduce course contact time SLSWA has developed on-line theory content which can be completed flexibility and remotely by each member. The required contact sessions will revisit and build upon most of the on-line content material. Upon acceptance into the training course each member will be provided access instructions.

Practical Training and Existing Licence Holders All SLSWA Drone Operators will undertake practical training. For those members with existing CASA licensing a pathway for recognition of prior competency will be available; however, you may be required to demonstrate currency in competence and be inducted into SLSWA standard operating procedures for Drone Patrol. Those with no experience will need to complete at least five hours of practical training – commencing on a reserve before moving to the coast. Whilst the training each member completes will not provide CASA Certification it can provide a pathway to achieving licence certification into the future. As a part of SLSWA Drone Patrol the equipment and uniform is standardised within this specification.

The standardised specification is to create transferability and familiarity of equipment across all clubs

and services, improve consistent training deliverables and outcomes and improve the opportunity to

maintain appropriate and required insurance policies.

To maintain competitive procurement outcomes a single supplier is not selected; however, the

specification contains off the shelf products and applications.

Any Club seeking to implement Drone Patrol that is not funding supported by SLSWA should discuss

procurement requirements with the SLSWA Aerial Surveillance Officer.
