What is CICDAT?• It is the statistical information system on control

of the drug supply area• It shows the illicit drug trafficking situation in

the Hemisphere• It is a support tool for the Multilateral

Evaluation Mechanism• It stimulates the establishment of inter-

institutional networks within countries so as to obtain national figures

• It uses standardized questionnaires for the collection of information

Laboratories (Form 4)

• Laboratories refer to facilities or locations where drugs are produced, manufactured or otherwise prepared (including processing pits). These drugs include organic based substances such as cocaine, heroin, hashish, etc., as well as synthetic drugs such as amphetamine-like stimulants, methamphetamine and “designer drugs”. OID-OID-CICAD / OACICAD / OASS

Page 12: CICDAT Uniform Drug Supply Control Statistical System Inter-American Observatory on Drugs (OID) CICAD / OAS May 2005.

• Potential annual production capacity refers to the quantities of illicit drugs that the laboratory could have produced during the course of a year if it had not been seized and destroyed.

• Total of laboratories discovered– Could be laboratories manufacturing more

than one drug (Total # laboratories by drug)

• For illicit drug trafficking– Generally speaking this means possession for the

purpose of trafficking, cultivation, production (including manufacturing and processing), import/export, distribution and sale

• For illicit drug possession– Illicit drug possession refers to possession not

related to trafficking. The specific offences are defined by domestic legislation and can include but are not restricted to personal use or consumption among others.

Software for information collection

• Was developed to make it easier to fill out the forms

• Faster information flow

• Facilitates communication among institutions

• Makes for easier information gathering and consolidation as well as report generation

• Allows the addition of new variablesOID-OID-CICAD / OACICAD / OASS

Problems Encountered

• Incomplete information

• Lack of information break down

• Out-of-date information submission

• Not enough use of the software

How and when the countries How and when the countries send their informationsend their information

• 34 Member States: 18 countries - Spanish (Brazil) 16 countries – English (Haiti)

• Out of 18 Spanish-speaking countries: 11 quarterly 7 annually

• Out of 16 English-speaking countries:1 quarterly7 do not send information8 annually

• Out of the 18 Spanish-speaker countries:– Only 5 use the CICDAT software– All of them send drug seizures and

persons arrested information – Only 7 send drug cultivation information– Only 4 send information on laboratories– Only 2 have sent info on money

laundering
