A month-long inquiry into land records found that in many cases ownership rights were granted in viola- tion of State Lands (Vesting of Ownership Rights) Act and Rules there- of, an official spokesman said today. Field officials and custodians of record changed the type of soil or kind of land to accord undue benefit to pri- vate persons, the spokesman said. He said the decision to form a committee to retrieve the encroached land was taken at a high-level meeting chaired by District Development Commissioner Shahid Iqbal Choudhary yesterday. The committee headed by district vigilance officer would investigate the matter viz-a-viz involvement of officials and private persons in the case, granti- ng of undue and illegal ownership rights, encroachment on state land, ille- gal entries in revenue records and other related issues, the spokesman said. He said the committee, comprising rev- enue and police officers apart from dis- trict statistics and evaluation officer, would fix the quantum of losses. The committee would formulate its report in a period of one month which will be submitted to competent authority for action, the spokesman said. He said the crime came to the fore after a process was initiated for identification of land for creation of parking lots to decongest city roads. The revenue papers of stated private land were examined with effect from Misl-e-Haqiyat (record of rights) of 1961- 62 and it was found after thor- ough scrutiny that a number of irregu- larities were allegedly committed by of- ficials to accord undue benefit to pri- vate persons, the spokesman said. In four different cases, land in 34 dif- ferent Khasra numbers came under scrutiny and it was found that out of over 88 acres land comprising these Khasra numbers a total of over seven acres was state land worth more than Rs 40 crore at prevailing market rates, the spokesman said. However, he said the record was manipulated over a peri- od of many years for wrongful and See Committiee on Page 11 CIC refuses to allow disclosure of NHPC records RTI application sought communication exchanged between Centre and J&K state New Delhi, Oct 31 The CIC has rejected an RTI plea seeking disclosure of records related to the discus- sions on the demand for hand- ing over by the Centre seven NHPC projects in Jammu and Kashmir to the state govern- ment, citing exemption clauses of "commercial confidence" and "third party". The case pertains to an RTI application filed by ac- tivist Venkatesh Nayak seeking communication exchanged be- tween the Centre and the state regarding the buyback of hydro power projects, feasibility of the proposal and file notings. "The Jammu and Kashmir government had signed a mem- orandum of understanding with the Centre in the year 2000. It states that seven hydro electric projects in the state would be transferred to NHPC Limited for a period of 10 years for fund- ing, execution and operation," Nayak said. Giving details of the case, he said both the Centre and the state agreed in the MoU that they would work out a mu- tually acceptable methodology for handing over these projects back to the state. Nayak's application filed with the Union power ministry was transferred to NHPC limit- ed, a mini-ratna public sector undertaking, which refused to disclose the information, say- ing it is a listed company and "disclosure would lead to un- wanted speculations and confu- sion among shareholders and "affect the commercial confi- dence" of the NHPC. "...the Commission (Central Information Commission) dis- cerns that the information sought by the appellant is in the nature of commercially sensi- tive information, the disclosure of which would not serve any public interest and would lead to unwarranted speculations amongst the shareholders of the respondent PSU and shall affect the commercial confidence of the NHPC Limited," Information Commissioner Sudhir Bhargava said. He said the information sought is, therefore exempted from disclosure under sections of the RTI Act pertaining to 'commercial confidence' and 'third party'. Questioning the decision, Nayak said the clause of third party does not apply as the public authority which re- ceives the information request and makes a decision on it through its Central Public Information Officer (CPIO), is the 'second party'. He said it can- not also be a third party in its own case. The Israeli commander was accompa- nied by his wife Orit Barak and offi- cers of the Embassy of Israel. The visiting dignitary called on Lieutenant General D Anbu and matters of mutual interest were dis- cussed, a senior Army officer said today. "The delegation expressed full satisfaction in further pursu- ing enhanced cooperation between the two countries", he said. Orit Barak visited the Asha School at Udhampur along with the Army Wives Welfare Association's regional president, Gowri Anbu. In another development troops of Indian and Kazakhstan armies will engage in a 14-day joint exercise from November 2 in Himachal Pradesh to strengthen bilateral re- lations and exchange skills and ex- periences. This is second joint mili- tary exercise between the two coun- tries. The first edition of 'Prabal Dostyk' was held in Kazakhstan in 2016, defence spokesperson Col. N N Joshi said. "Indo-Kazakhstan joint army exercise 'Prabal Dostyk 2017' will be conducted between November 2 to 15 this year in Bakloh belt of Himachal Pradesh," Col. Joshi said. The participating Indian troops have been drawn from the 3rd Battalion of the 11th Gorkha Rifles, he said, adding ap- proximately 20 troops from both the countries will participate in the exercise. Seeking immediate registration ofFIR against BJP MLA R.S Pathania forassaulting a teacher inside the classroom in HSS Basantgarh, alongwith hisarmed gunmen, the JKNPP today lam-basted the District administrationUdhampur for sheltering the rowdyMLA at the behest of their political mas-ters. Addressing a press conference inJammu today, the JKNPP leaders Mr.Rajesh Padgotra, Provincial President,Gagan Partap Singh State Secretary andKhajoor Singh Joint Secretary respec-tively appealed to the Chief Minister totake due cognizance of the criminal an-tecedents of the notorious MLA who washell bent to breed tension, foster acrimo-ny and cause disorder in Ramnagar byhis extremely culpable conduct. TheJKNPP leader Rajesh Padgotra while ac-cusing the BJP MLA of indulging inhooligamstic form of politics said thathe often intruded into govt schools andharassed the siblings and other rela-tions of JKNPP leaders who were work-ing as govt teachers. He pointed out thaton one such occasion on June 21, 2017,the said MLA intruded into 9th class ofHSS Basantgarh where Mr. PritamSingh Teacher was taking the class. Hesaid that the mischievous MLA ques-tioned the said teacher profusely forquite some time and subsequentlydubbed him as dullard and a dunder-head. When the teacher reacted by say-ing that he was MA, B.Ed and wellversed with his subject, the arrogantMLA got agitated, revealed Padgotra,and thrashed the teacher infront of thestudents. Not only that he called hisarmed gunmen inside the class roomwho assaulted the teacher right insidethe class, dragged him and threw himout of the school premises, regretted

He said that the teacher wasdeliberately harassed and assaulted bythe MLA because the victim’s father wasa staunch worker of the Panthers Party.The aggrieved teacher had been receiv-ing persistent threats of dire conse-quences by the MLA’s goons if he daredto approach the police authorities, di-vulged Padgotra. Mr. Khajoor Singhwhile condemning the highly abom-inable and criminal conduct of the MLAregretted non initiation of any actionagainst the delinquent MLA or registra-tion of FIR against him. He revealedthat 42 students present in the class hadgiven a written statement accusing theMLA of having assaulted the teacher infront of their eyes inside the class room.Displaying the copies of written state-ments of 42 students who as eye witness-es had given testimony of the assault onschool teacher by felonious MLA, he re-gretted that no case whatever had been

registered till date with the concernedpolice officials giving all protection tothe rowdy legislator. The JKNPP lead-ers alleged that open space was beinggiven to the notorious MLA to indulgein vandalism and goondaism which hadcreated an alarm in the area. The National SecularForum (NSF) has reiteratedits demand for independentprobe into the scandalouspurchase of CCTV camerasby the Jammu University(JU) authorities for installa-tion in Directorate ofDistance Education (DDE)and main campus, as the au-thorities have failed to takeaction against the accused of-ficials. NSF state chief, DrVikas Sharma, while address-ing a press conference here to-day, alleged that ViceChancellor Prof Ramji Dass

Sharma, who claims him-selves to be an ultra honestperson, abets corruption inthe varsity. “JU authoritiespurchased CCTV camerasfrom the firm other than ap-proved one and that too of dif-ferent specification for instal-lation in DDE buildings andmain campus.” Dr Sharmaclaimed that JU authoritieswere about to clear the pay-ment of the said work butwhen media highlighted thescandal, the same wasstopped. The RTI query inthis regard was answered byJU authorities stating thereinthat “Due to the different in

specification of the CCTVcameras neither the billshave been entertained norpayment has been made to thefirm so far. As and when thesaid bills are entertained andpassed for payment the de-sired information can besought.” The NSF state chiefsought clarification from theJU authorities as to why noone checked the specificationof the CCTVs as well as the ex-ecuting agency before instal-lation of the same in DDEbuildings. As per the ap-proval conveyed byUniversity, these Cameraswere to be purchased from

M/S Cadnica Electronic Corpwhich was not adhered to,and that these CCTV cameraswere purchased from otherunapproved firm with ill in-tention and ulterior motivefor the unknown reasons, hesaid while quoting a news re-port. He alleged that some-thing was fishy in the dealstruck by JU authoritieswhile purchasing CCTV cam-eras and that too from the lo-cal funds of DDE which is to-tally inappropriate and mis-use of local funds collectedfrom students for their wel-fare. He asked the ViceChancellor to state reasons

why he didn’t take actionagainst the officials who facil-itated this act of corruptionand his silence indicates thateverything was done with hiskind approval. National Conference ProvincialPresident and MLA Mr DevenderSingh Rana on Tuesday soughtprobe by a Union Secretaries levelcentral panel into the utilization offunds, especially under centrallysponsored schemes, in Jammu andKashmir, saying perception is grow-ing about massive corruption andmisgovernance by the BJP part-nered coalition government“Instead of Sab Ka Saath, Sab KaVikas, the BJP is indulging in ApnaSaath, Apna Vikas amid widespreadallegations of corruption and mis-governance”, Mr Rana said in a hur-riedly called press conference atSher-e-Kashmir Bhavan here this af-ternoon, soon after walking out ofthe District Development Board re-view meeting along with another NCMLA Dr Kamal Arora in protestagainst the muzzling of oppositionvoice by Deputy Chief Minister DrNirmal Singh. Mr Rana made a fer-vent appeal to Prime Minister MrNarendra Modi and Home MinisterMr Rajnath Singh for intervention,as the people of Jammu were partic-ularly feeling sense of alienation,deprivation and betrayal by the BJPministers in the Mehbooba Mufti ledcoalition government. Mr Rana said that soon af-ter the road sector was taken up, itwas revealed that 253. 90 km roadlength had been macadamizedagainst the total target of 509.31 kmin 2017-18. He said when a query wasraised why the Deputy ChiefMinister was concerned about a par-ticular stretch of road leading toCircuit House (which is destinationto his official residence also), Singhlost his cool and tried to “throttle myvoice by accusing me of playing poli-tics over the issue”. He said he tookstrong exception to it, saying that hewas concerned about the overall de-velopment of the Jammu region anddistrict in particular, being an elect-ed member. He said Mr Singhshowed his intolerance to healthycriticism and opposition. He said theBJP ministers had a definite agendaof not letting the meeting go in pres-ence of the opposition members, ap-prehending some awkward ques-tions and queries. He re-called the clear cut directions of theChief Minister to his demand re-garding unsafe buildings of variousdepartments especially of EducationDepartment to the Chief Engineer,PWD (R&B) to do an audit of the un-safe buildings of School EducationDeptt, to avoid any misshap and saidthe government is now saying thatthe list is being sought from theDirector School Education, notwith-standing the fact that the list ofschools was provided in the meetingitself. He wondered that no actionhas been initiated over his demandregarding frequent accidents onnewly constructed Jammu-Udhampur National Highway, de-spite the Chief Minister asking theChief Secretary J&K to take up thematter with National HighwayAuthority of India for providing ef-fective critical care response equip-ments and systems on the NH to re-spond to any eventuality and also to

review the functioning of the TollPlaza. Similarly, the directions ofthe Chief Minister to the DeputyCommissioner and DFO Jammu totake necessary steps to rehabilitatethe dislocated shop vendors ofNandani due to change of the align-ment of the NH, the Board is just say-ing that a proposal has been sent tothe Planning Department. He re-ferred to the several other issuesraised by him and Dr Kamal AroraMLA in the previous meeting andsaid these have been taken casuallynotwithstanding the directions ofthe Chief Minister. Mr Rana as-sailed the BJP for totally ignoringthe people of Jammu, saying if theparty continues to behave noncha-lantly, National Conference willwage a war for the just cause of theregion by exposing inefficiency ofthe present government. “I will gointo the micro details of how theyare functioning because they haveall failed. BJP want officers to becardholders of the party,” he said.He also had a word of advice for thebureaucracy not to behave as mem-bers of the ruling BJP. “They are ac-countable to the people, who willnever accept them to behave likeBJP stooges”. He took jibe at the BJPover misgovernance and pushingthe state to a crisis like situation,saying they can be best ‘Pracharaks’but not the administrators. He saidthe BJP has no calibre to run the gov-ernment. To a question over upcom-ing panchayat elections, he said “letthem hold the twice deferredAnantnag parliamentary by-elec-tions first and test the waters.” Hesaid the National Conference re-mains always prepared to go to thecourt of people, who are real foun-tain head of power. Indo-Kazakhstan Joint Army Exercise “PRABALDOSTYK 2017” will be conducted between the Indian andKazakhstan Army from 02 to 15 November 2017 in Bakloh(Himachal Pradesh). This is the second joint military exer-cise between the two countries which have a history of exten-sive cooperation in the defence arena. The first edition of thejoint exercise was held in Kazakhstan 2016. The participat-ing troops for this exercise who will train with personnel ofthe Kazakhstan Army have been drawn from 3rd Battalion ofthe 11th Gorkha Rifles. Approximately 20 troops from boththe countries will participate in the exercise. The aim of theexercise is to build and promote bilateral Army to Army rela-tions and exchange skills and experiences betweenKazakhstan Army and the Indian Army. The exercise is alsoaimed at strengthening the ties between the two great na-tions and will serve as a platform for exchange of drills andprocedures leading to seamless interoperability.

The Indian troops participating in the joint exercisehave undergone extensive training in Counter Terrorismand Low Intensity Conflict Operations at CounterInsurgency & Jungle Warfare School, Vairengte. In additionthe Indian contingent has also trained with elite counter in-surgency outfits to imbibe the best practices of counter in-surgency and counter terrorist operations with specific ref-erence to both rural and urban settings.

The fourteen days exercise with the Kazakhstan Armywill follow a graduated continuum from rudimentary orien-tation to a full scale mock exercise; the aim being to achieveoptimum integration among the two contingents through en-hanced mutual comprehension of each other’s tactics, tech-niques and procedures. The vast experience and expertise ofIndian troops in Counter Insurgency operations holds spe-cial importance to the Kazakhstan Army. The conduct of thejoint exercise will set the stage for greater defence coopera-tion and consequently will manifest in stronger ties betweenthe two great nations.

Prof Malik emphasized the role of damand barrages and their environmental impacts on the di-versity of various aquatic organisms in general and fish inparticular. He categorically discussed the Uttrakhand’srich diversity of fishes in the various water bodies. He nar-rated that during the commissioning of barrages and damsthe rivers are mercilessly diverted and their faunal compo-nents are greatly disturbed particularly due to the destruc-tion of feeding and breeding grounds of the fishes and otheraquatic organisms. He suggested many ecological manipu-lations which may be very helpful in conserving the fishesand other organisms in these fragile ecosystems. At theoutset of the lecture Prof A.K. Raina, Head, Department ofEnvironmental Sciences, University of Jammu welcomedthe audience and introduced the speaker. Prof K.K.Sharma, Convener ISCA chapter, Jammu and former DeanLife Sciences, University of Jammu spelled out the objec-tives of Indian Science Congress Association and empha-sized that more and more members should join this oldestscientific association of our country. Minister for RuralDevelopment, Abdul HaqKhan today reviewed theprogress of various develop-mental works taken up bythe Rural DevelopmentDepartment in Budgam dis-trict.The Minister took theblock-wise review of devel-opmental works being car-ried out under schemes in-cluding MGNREGA, NRLM,SBM, Rural Sanitation andIWMP. At the outset, theMinister was informed thatthe department has achievedthe target of 99 percent of de-velopment works during theongoing 2017-18 financialyear across the Budgam dis-trict. During the meeting, it

was revealed that the depart-ment has generated 763000 asperson days work for the un-employed of the district sofar under MGNREGA, whileas the target was 600000 per-son days for the first quarter.

Under the physical tar-get, it was also revealed that4204 works have been takenup out of which target of 2619works has been completedduring the current fiscal bythe department.Officials al-so informed that out of the Rs16.89 crore annual budget,the department has spent Rs16.74 crore on the develop-ment works in the district sofar.Under PMAY scheme,265 beneficiaries have beenallotted Rs 1.32 crore in thefirst allotment for the con-

struction of houses.TheMinister directed the con-cerned officials to accelerateworks under the rural sani-tation and 14th financialcommission.He said thatJammu and Kashmir wasahead of other states in thedevelopment work carriedunder various schemes ofthe department.However,Minister stressed on the con-struction of WaterHarvesting Tanks to raisethe water level in hilly areasduring dry spells from thenext revised MGNREGAplan.He directed the ACDBudgam to ensure that thereare no shortfalls in the exe-cution of the works and incase of delinquency the re-sponsibility .

Vallabhbhai Patel (1875-1950), whosebirth anniversary it is today, is sorelymissed. He has been, ever since he died atthe none-too-great an age of 75, in 1950. Hewas the keel that the boat of the freedomstruggle needed so as never to tip over, theballast that the ship of state required to staysteady, move safe. This is because he was,first and last, a patriot. A Congress patriot.And then, a man who knew India. The Indiawhich the Congress was seeking to definefor itself, for India. What was that India? Letus have Gandhi answer the question. In1931, the year that Patel, for the first time,became Congress president, Gandhi went asthe Congress’s sole representative to thesecond Round Table Conference in London.He defined at that Conference, the nature ofthe party, and explained to that gatheringhow the Congress represented the entirecountry. He explained, in fact, their inextri-cable oneness. Under a big tent In Gandhi’swords: “In as much… as I represent theIndian National Congress, I must clearly setforth its position. In spite of appearances tothe contrary, especially in England, theCongress claims to represent the whole na-tion and most decidedly the dumb millionsamong whom are included the numberlessuntouchables who are more suppressedthan depressed, as also in a way the moreunfortunate neglected classes known asbackward races” And again, at theConference’s Minorities Committee: “if youwere to examine the register of theCongress, if you were to examine therecords of the prisons of India, you wouldfind that the Congress represented and rep-resents on its register a very large numberof Mohammedans. Several thousandMohammedans went to jail last year underthe banner of the Congress… The Congresshas Indian Christians also on its register. Ido not know that there is a single communi-ty which is not represented on the Congress

on its register…even landlords and evenmill-owners and millionaires are represent-ed there…” Serving the nation through thatparty representing ‘the whole nation’ andits various communities, strengtheningthat party at its plural grassroots, shapingthe resolutions and decisions of its WorkingCommittee and helping it form ministries ineight of the 11 provinces in the elections of1936-37, Patel then guided it as it took overthe reins of the Government of India in 1947.Working for and through the Congress wasthe Alpha and Omega of Patel’s political ca-reer. That made him what he was, the ‘in-domitable’ iron man of India. That alsomade the Congress, in very great part, whatit was an all-India organisation. Congresswas Patel’s life No Patel, no nationalCongress. No Congress, no Sardar Patel.Congress patriotism was his patriotism;Congress politics was his politics.

No one, howsoever anxious to wrenchhis legacy off from that of the Congress, can

dispute and much less deny that basic andincontrovertible fact. No one, howsoeverdesperate to annex his legacy to that of an-other body, cultural or political, like theHindu Mahasabha or the RashtriyaSwayamsevak Sangh or the BharatiyaJanata Party, can succeed in staging soridiculous a trapeze show. Sardar Patel wasthe Congress’s spine. The Congress wasSardar Patel’s life. Does that mean that theSardar’s membership, leadership and stew-ardship of the Congress was free of ten-sions? Of course not, because he was humanand his party was led and peopled by otherhumans, each with tempers and tempera-ments that were distinct. Despite Gandhi’spre-eminent position in it and in the heartsof the people of India, the Congress was not ahegemonic party and its most charismaticleader, Jawaharlal Nehru, was, by instinct,self-training and practice, its most naturaldemocrat. Nehru’s was a lunar luminosityin Gandhi’s Congress. Nehru’s glow could

brighten and lessen, and on a moonless lightplunge the party in inky gloom. Patel, withhis seven great skills resoluteness, clarity,direction, focus, loyalty, grounded-ness andguts was the party’s saptarshi, its UrsaMajor. The Congress not only accommodat-ed personality and political variations, it re-garded itself as their natural home. It was aplace to which people belonged, not a placein which people assembled for a drill. Itssifat, to use a Persian word that stands foressence or ethos, was its diversity. And itsWorking Committee embodied that sifat. Ithad, Gandhi apart, Nehru the socialist andagnostic, Patel the conservative, C.Rajagopalachari the liberal, RajendraPrasad the traditionalist, Abul Kalam Azadthe scholar, J.B. Kripalani the scoffer. Atdifferent times it had Subhas Chandra Bosethe nationalist, Sarojini Naidu the poet.Each Congressman and Congresswomanwas himself or herself first, and then a sol-dier of the party. Each person was ‘rare’.Which is why, describing AcharyaNarendra Deva in his obituary speech inParliament, Nehru spoke of him being “aman of rare distinction distinction in manyfields rare in spirit, rare in mind and intel-lect, rare in integrity of mind and other-wise.” The Congress’s ranking leaders, asindeed its countless ‘file’, differed, debated,wrangled and even warred, but stayed trueto the party’s sifat, because the party gavethem that ‘play’, not as a policy but as an in-herent personality trait, India’s trait. Themutual differences between Nehru andPatel are no secret. The Congress did not be-lieve in secrecy. Their mutual trust was nosecret. The Congress believed in trust.

Their differences are not to be exagger-ated. They are not to be minimised. They areto be contextualised. In the democratic spir-it of that plural party.

Sardar Patel led a party as its UrsaMajor that was anything but a homogenis-ing factory. It was as plural as it was because

Those celebrating Sir Syed AhmadKhan must realise they are feting the lackof agency of the Muslim world and its con-tinuing subordination. Recently, Sir SyedAhmad Khan, founder of Aligarh MuslimUniversity (Mohammedan Anglo-OrientalCollege), received fulsome tributes on his200th birth anniversary. Khan was a devo-tee of British rule even before the Mutiny(1857) forced the Crown to directly adminis-ter its Indian territories, hitherto held intrust by the East India Company, and makeplans to safeguard its empire in India. Civilservant AO Hume created the IndianNational Congressin 1885 to control the in-tellectual energies of a rising class of edu-cated Indians. Some years later, theMuslim League was nudged into existenceto trigger Muslim separatism and containthe Hindu majority. Having successfullyused political Islam as a tool to instigate theArab revolt against the Ottoman Empire,the British again deployed it to surgicallypartition India and protect their strategicand commercial interests in the oil-richGulf, Asia, and the Indian Ocean. Hence,the client state of Pakistan, which cannotsurvive without a powerful patron current-ly the United States and China, whose con-flicting interests could tear it apart.

Baloch scholars have emerged as vocalcritics of the Partition of India, which ex-posed them to unspeakable atrocities byPakistan. Naseer Dashti observes that post-1857, the British mooted the theory ofMuslims being a separate nation to splitIndia on religious grounds; they hired writ-ers to promote the ‘two-nation theory’ andhelped set up religious schools (madrasas)

in different parts of the country.Janmahmad says that in 1888, Syed AhmadKhan, “a retired clerk and spy of the EastIndia Company, was financed to open thefamous religious school in Aligarh and hewas officially portrayed as a great Muslimintellectual”. Later, loyal Muslims wereunited under the banner of the ‘All IndiaMuslim Conference’ which, along with themadrasas, propagated separatism and pro-vided leaders and cadres for Pakistan.

Britain used religion in the CentralAsian Khanates to instigate opposition tothe Russians in ‘The Great Game’ for con-trol of Central Asia. From the late 19th cen-tury, robust attempts were made to mo-bilise Muslims in Central and South Asia,Middle East and North Africa, against theinfidels (Russians). After the BolshevikRevolution, whose anti-imperialist slantattracted Muslims, the target became athe-ist socialists. London exploited the latentdesire of Muslims to establish true Islam.Dashti says the terminology of IslamicUmma was twisted to create a pan-Islamicmovement, for which writers and activistswere hired across India, Turkey, andEgypt. Jamaluddin Afghani was one suchrecruit. Born in Kabul or Asadabad in 1839,Afghani was the son of an East IndiaCompany agent in Afghanistan. As with hisbirthplace, there is controversy about hisroots (possible Jewish or Persian Shi'itelinks); but he preached Islamic fundamen-talism and is considered to be the founderof modern political Islam. British expertsWilfrid S Blunt and Edward G Browne con-trolled Afghani and got him appointed tovarious important positions inAfghanistan, Turkey, Egypt and Iran. In1869, he was sent to India to coordinate in-

tellectual efforts on the “two-nation theo-ry”, but was withdrawn when he could notget along with Syed Ahmad Khan and hisgroup. British manipulations placed himin Cairo’s Al Azhar University where he re-cruited many students, most notablyMuhammad Abduh, founding ideologue ofthe Muslim Brotherhood Movement.

Afghani's colourful career took him toParis, where his pan-Islamist circles, in-cluded Egyptians, Indians, Turks, Syrians,and North Africans, mostly recruited bythe British military in Egypt and India. In1885, Britain got Afghani appointed asPersian Prime Minister, but after being ex-pelled for plotting to kill King Nasir ad-DinQajar, he went to London in 1886 and helpedto destabilise the dynasty by recruitingAyatollahs and other clerics; some power-ful Ayatollahs and clerics ruling Iran since1979 are direct descendants of Afghani's re-cruits. The recruits helped Britain to di-vide India on religious grounds. They al-ready had a blueprint in the partition ofBengal in 1905. This was followed by thecreation of the Muslim League in 1906.Dashti says the League comprised loyalMuslims, British spies, and persons whosefamilies served the East India Company.The League was empowered through the in-troduction of separate electorates at theprovincial level in 1909. The CommunalAward in 1932 accentuated the communaldivide, and the stage was thus set forMuhammad Ali Jinnah.

The Quit India Movement cleared thepath for the Muslim League which openlysupported Britain during the war.However, the League's links with the colo-nial state did not appeal to the majority ofMuslims and in the elections of 1937, the

League failed to secure a majority vote inany Muslim majority Province. Thisprompted London to quickly impose parti-tion on the country and secure strategic fa-cilities such as the Karachi port and airbases in North West India for Western im-perial interests in the region. On June 3,1947, Viceroy Louis Mountbatten an-nounced the partition of British India intoIndia and Pakistan. The Provinces ofPunjab and Bengal were divided andPakistan created with the merger of Sindhand North-Western Frontier Province;soon thereafter, British Balochistan was al-so annexed to the new Islamic state.Realpolitik thus made Pakistan the first

If the bureaucracy is not empathetic to-wards those who are slow to respond, it willbe very damaging. Eleven-year-old SantoshiKumari died of starvation in Jharkhand’sSimdega district this month. Her rationcard was not Aadhaar card-linked, prevent-ing her from receiving any food ration fromthe Public Distribution System (PDS) forseveral weeks. Many of us cringed on read-ing the news. The resulting politicisation ofthe debate and the cacophony of who is atfault reminds us again of the hopelessnessin public discourse. A fresh, young mindhas been left baffled by this. Why did thePDS dealer not give some food to a dyinggirl? How difficult can it be? An ‘old’ mindunderstands. If the paperwork isn’t right,what can the dealer do? Thinking like a cata-logue Our society runs on paperwork.Bureaucracy came into being after the birthof scripts in ancient civilisation. When alarge amount of administrative data wascreated, a system was needed to retrieve thestored knowledge, which gave rise toarchiving, cataloguing and classifying.More than writing, it was this method of re-trieval that led to efficiency. Archaeologistsdiscover new scripts every decade, but whatsets the Sumerians, Chinese and Egyptiansapart were their investments in buildingways of cataloguing, says historian YuvalNoah Harari in his book Sapiens.

In our brains, data are organised freely.In libraries, banks and offices, we need li-brarians, clerks and accountants to organ-ise data. In time, this leads people to be re-programmed to start thinking like ma-chines, reading and retrieving data, ratherthan thinking like humans. Modern debatesof objectivity make our obsession with pa-perwork even more brutal. Discretion and

free thought are peripheral while forms andfiling cabinets become central.‘Cabinetisation’ of the world All this took astrong hold rather late in history. Witheconomies growing, this transformationwas inevitable. In his book Cubed, NikilSaval gives us a fascinating account of howall-purpose clerks, who ran most organisa-tions in the U.S. until the late 19th century,were transformed under the spell of a spe-cialisation drive, largely influenced by theideas of Frederick Taylor. In his book, TheUtopia of Rules: On Technology, Stupidity

and the Secret Joys of Bureaucracy,David Graeber writes of how the bu-reaucracy encourages cultivatinghelpless stupidity in both state andpeople. Ken Loach’s recent film, I,Daniel Blake, tells a horrific tale of ahelpless plumber trying in vain towork through the bureaucracy to getwelfare benefits. The Taipei Biennial2016 expressed how bureaucracieshave informed the imagination.

As opaque pieces of paper with sig-natures and seals take hold of ourworld, pain becomes linear and voice-less. Yet, this has worked out rather ef-ficiently in the West. Societies run byclocks, computer commands and asqueues waiting for their numbers tobe displayed on the board. Regardlessof the horrors, the trading of emotionsfor the order and regularity of bureau-cratic life has paid off in the rich coun-tries. The question is this: why hasn’tit worked in poor societies? And howcan it? Bureaucracy is new in develop-ing countries. And we must realisethat institutionally, people are not“bureaucracy-receptive”. In hismonograph, Danes Are Like That, an-thropologist G. Prakash Reddy writesof his experience of living in a tiny

Danish village called Hvilsager in the early1990s. There, he was struck by the individu-ality and insularity of people’s lives. Hewrites: “Coming as I do from India, and bornand brought up in a village, I am used to see-ing people… The doors of all the houseswere closed and created a doubt in me, as towhether this village had any people at all.”

The Indian villager accesses the statethrough a local leader. Everyone knowseveryone else and independent bureaucra-cy cannot be executed in the web of interde-

pendent informal relationships among thestakeholders. When the state creates a newbureaucratic framework that trumps localnetworks (on which informal societies suchas India are built), citizens become confusedand find themselves at a loss to negotiatetheir space. Here is an example. Many of ourgrandparents prefer to go to the bank ratherthan call customer care. Any new conduit ofrelationships makes them recede.

The traditional linkSocieties carry a historical burden of

norms and customs. Mostly informal in na-ture, these institutions cannot be changedovernight. New laws and regulations intro-duced in any society must recognise the in-formal social norms society is predicatedupon. In societies such as India, citizen-state interaction is historically built on pa-tronage and personal relations; bureaucrat-ic forms of engagement are recent. The‘modern’ forms of citizen-state engagementthrough the bureaucracy do not go well with‘traditional’ citizens. Western societies thatare individualised, are prepared to functionbureaucratically, and can successfullybuild independent regulatory bodies. Butcollectivist societies like India cannot, andmay be should not, try this. Therefore,shouldn’t we build a framework for emo-tional bureaucracies to emerge? In diversesocieties, bureaucracies have to be contex-tual, and therefore emotional. They must bedesigned for everyone, and not just for theurban elites. Regulations force people tochange their behaviour and dynamics in-stantly. If the bureaucracy is not empatheticto those who are slow in responding, it willbe hugely damaging to society as a whole. It is encouraging that theGovernment has embarkedon a task to rate Governmenthospitals based on their per-formance. However, whiledoing so, it should be mind-ful of using the P4P modelwhich has been in vogue.Learning from existing mod-els across the world is theway forward. The UnionGovernment, through theNiti Aayog, has begun thetask of rating Governmenthospitals based on their per-formance. As a part of the ex-ercise, 734 district hospitalswill be rated and ranked on arange of parameters that willhelp incentivise perform-ance. The move comes in thewake of growing realisationthat public health institutesdo not have a commonbenchmark for measuringefficiency, success and im-pact. Some of the perform-ance metrics to be used in-clude infrastructure-relatedstandards like the number ofbeds, ratio of doctors etc,while also using operationalperformance parameterslike bed occupancy and in-fection rates amongst others.

The Government’s ef-forts are welcome as it willhelp benchmark perform-ance and align it with ap-praisals and budgetary out-lays for each public healthinstitution. Essentially, theGovernment seems to bemoving towards a Pay forPerformance (also known asP4P) regime for public insti-tutions in the years ahead.P4P has been in vogue acrossthe world withGovernments looking to bet-ter quantify performanceand have justifiable metricswhile allocating outlays.

Having said that, theGovernment should bemindful of the learnings inhealthcare that P4P has giv-en over the years. The influ-ential New England Journalof Medicine, in an articleconcluded, “Studies indi-cate limited evidence thatP4P works”. Similar resultshave been reported with oth-er ‘output focused’ perform-ance measures for health in-stitutes which cited over-use, unnecessary tests andinterventions and falsifica-tion of records as distressingoutcomes of such a system.

Other systems of per-formance measurementfrom the world over havegiven multiple possible solu-tions. One such solutionemerged from the AffordableCare Act 2010 (orObamacare) in the UnitedStates. As part theGovernment’s drive to re-duce healthcare costs, in-crease coverage and im-prove health and well-being,the Accountable CareOrganisation (ACO) cameinto existence. UK-basedKing’s Fund describesACO’s as institutions or col-laborations that “involve aprovider/s that collaborateto meet the needs of a definedpopulation”. ACO’s are allo-cated budgets under a workscontract which specifies out-comes and other objectivesthat help improve the overallhealth status of a predefinedpopulation. Through thismodel, hospitals, clinics,mental and social care serv-ices have come together to of-fer comprehensive preven-tive and curative medicineto populations under theirwatch. ACO’s are mandatedto reduce the risk of hospital-isations, reduce unneces-sary hospital use, conductsurveillance and better un-derstand health risks of thepopulation manage peoplewith long-term conditionand conduct screenings. TheUnited States, which fol-lowed faintly similar struc-tures through the HealthMaintenance Organisation(HMO) and PreferredProvider Organisation(PPO) regimes, seem to haveperformed better throughthe ACO model. In essence,ACOs help Governments al-locate budgets for providers(in this case Governmenthealth institutes and theirpartners) to ensure healthand well-being of a pre-de-fined population. Such a sys-tem marks a departure froman output or outcome led ap-proach towards a holistichealth management strate-gy. The ACO model is notlimited to the United States.Similar models have beenexperimented in countrieslike Germany and theNetherlands. After BJP Government came to power at centre,Prime Minister Narendra Modi has announcedseveral reforms in the country to root out corrup-

tion from the government departments in the benefit ofthe people. In one such major step Prime Minister hadannounced abolition of interviews for class IV appoint-ments throughout the country, including central govern-ment services and the state government services to rootout corruption and favouratism in the selection process.The initiative was welcomed throughout the countryand the central departments of the government adoptedthe step in letter and spirit and State governments alsofollowed the same. But it is very unfortunate that in ourState of Jammu and Kashmir, where BJP and PDP arerunning the State Government, this order has not beenimplemented so far. It is a fact the despite announcementby the Prime Minister and directives from UnionMinister of State in PMO, Dr. Jitendra Singh to abolishthe interviews for the recruitment of non gazette postsacross the country and to hold such selections on merit,the government in J&K has preferred to continue withthe practice by defying the standing instructions of theGovernment of India for the reasons best known to thepeople on the helm of affairs. While the interviews forClass III and Class IV posts have been abolished in rest ofthe country, J&K Government is still continuing withthe same. It is surprising that despite several communi-cations sent by the DoPT to the State government, the de-cision of Central govt. to abolish interviews had not beenfollowed in letter and spirit. Holding of interviews givespace to manipulations in selections and there are in-stance where several arbitrary and whimsical selectionshad been made in several departments by flouting allnorms and guidelines of the recruitment policy depriv-ing the genuine candidates. Abolition of interviews shallmake the selections transparent and only genuine candi-dates will get the job. There is no justification for holdinginterview for the Class IV posts and the provision of in-terview in such posts had only increased the scope formanipulation, maneuverability and corruption. Barringsuch posts where an interview based on Skill test wouldhelp in judging special capabilities of the candidates fora particular post, abolition of the interviews will not on-ly be in larger public interest but would also offer a levelplaying field for even those of the candidates who are re-source less and belong to lower socio-economic strata.Moreover abolition of interviews to the lower class postswill put hold unnecessary interference of Ministers andbureaucrats in the selection process. Chief Ministermust look into the matter personally and following thecentre and the other states, shall put immediate hold onholding of interviews for class IV and III posts in theState and encourage fair selections.

Many contributions and teach-ings of Patel have been ignored and remainunrecognized, Naidu said at an event to com-memorate the 142nd birth anniversary ofIndia's first home minister at the NehruMemorial Museum and Library here. Theday is being celebrated as Rashtriya EktaDiwas. "His vision for a unified India alsosaw the creation of the All IndiaAdministrative Service which he describedas a steel frame. It was one of the great contri-butions he made to the country," the vicepresident said. Patel's exhortations to proba-tioners to maintain "utmost impartiality andincorruptibility in administration" were asrelevant today as they were then, Naidu said.

Doctors at the state-runCalcutta Medical Collegeand Hospital here have re-moved 639 nails, weighingmore than one kg, from thestomach of a 48-year-oldman suffering from schizo-phrenia. The man had swal-lowed the nails over a peri-od of time. "The patient isfrom North 24 Parganas dis-trict's Gobardanga. He wassuffering from schizophre-nia and had swallowednails and soil regularlyover a period of time," DrSiddhartha Biswas, whoconducted the operation onMonday, said. "We made a10 cm incision in the ab-domen and removed thenails using a magnet. Wehave also extracted soil,"Biswas said adding that the

surgery lasted about anhour and 45 minutes. Thepatient had been complain-ing of stomach pain sincelast week of September andwas taken to a private nurs-ing home where X-rays re-vealed the presence of nails.He was immediately re-ferred to the Calcutta

Medical College andHospital where X-rays andendoscopy had shown thepresence of nails around 2to 2.5 inches long in thestomach. "The patient isstable now. We are keepinghim under observation be-fore he is given a fitness cer-tificate," Biswas said.

A six-year-old boy suffered serious burn injuries after hefell into a pot of hot vegetable curry while standing in a queuefor the midday meal in a primary school here, the police saidon Tuesday. Shivam, a class 1 student, was standing in thequeue for the midday meal in a primary school in HemriyaKutti gram panchayat area on Monday when he stumbled andfell into the pot, they said. The boy's father, in his complaint tothe police, alleged that the school staff neither rushed Shivamto a hospital nor informed his family about the incident.

Shivam's father claimed that upon returning home, theboy fell unconscious and was rushed to a hospital where he isundergoing treatment, the police said. On the basis of thecomplaint, a case has been registered against the cook andteachers of the school, and a probe is on, they said. BasicShiksha Adhikari Amarkant Singh said three teachers, in-cluding a lady teacher, have been suspended after prelimi-nary inquiry and action has been initiated against the cook.

Recommending life injail for public servants con-victed of torture, the LawCommission said the gov-ernment should ratify a UNconvention to tide over diffi-culties in extraditing crimi-nals from foreign countriesdue to the absence of a lawpreventing harsh treatmentby authorities.

It also said in case thegovernment decided to rati-fy the UN convention on tor-ture and other inhuman anddegrading treatment or pun-ishment, a bill should be in-troduced in Parliament toamend various laws to pre-

vent torture by governmentofficials. The draft'Prevention of torture bill,2017' proposed "stringentpunishment" to perpetratorsto curb the menace of tortureand to have a deterrent effecton acts of torture. The pun-ishment could extend up tolife imprisonment and in-clude a fine. The report sub-mitted to the law ministrysaid the Criminal ProcedureCode, 1973, and the IndianEvidence Act, 1872, requireamendments to accommo-date provisions regardingcompensation and burden ofproof. It recommended anamendment to section 357Bto incorporate payment ofcompensation, in addition tothe payment of fine provided

in the Indian Penal Code.The report, now in the publicdomain, said the IndianEvidence Act required theinsertion of a new section114B. "This will ensure thatin case a person in policecustody sustains injuries, itis presumed that those in-juries have been inflicted bythe police, and the burden ofproof shall lie on the authori-ty concerned to explain suchinjury," it said. Referring tocompensation to victims, itsaid the courts would decideupon a "justiciable compen-sation" after taking into ac-count various facets of an in-dividual case, such as na-ture, purpose, extent andmanner of injury, includingmental agony caused to the

victim. "The courts will bear in

mind the socio-economicbackground of the victim"and ensure that the compen-sation will help the victimbear the expenses on med-ical treatment and rehabili-tation, the panel recom-mended. The report also saidan effective mechanismmust be put in place to pro-tect victims of torture, com-plainants and witnessesagainst possible threats, vio-lence or ill treatment.

The Commission recom-mended the State own the re-sponsibility for injuriescaused by its agents on citi-zens, and the "principle ofsovereign immunity cannotoverride the rights assured

by the Constitution". "Whiledealing with the plea of sov-ereign immunity, the Courtswill have to bear in mindthat it is the citizens who areentitled for fundamentalrights, and not the agents ofthe State," it said. In Julythis year, the Centre hadasked the panel to examinethe issue of ratifying the con-vention after a writ petitionwas filed in a court.

The para-mount interests of our country and our mutual love and re-gard, transcending such differences of outlook and tempera-ment as existed, have held us together.” The very previous

day, addressing the Congress Party in the ConstituentAssembly, Patel described Nehru as “my leader” and said: “Iam one with the Prime Minister on all national issues. Forover a quarter of a century, both of us sat at the feet of ourmaster and struggled together for the freedom of India. It isunthinkable today, when the Mahatma is no more, that weshould quarrel.” The Congress’s rank and file should ponderthese observations of Nehru and Patel and rectify years ofneglect, post-Nehru, of the Sardar’s legacy at the false altar ofpolitical cronyism. That neglect has lubricated the crasslyopportunistic co-option of Patel by the Hindu Right whichhas no right, logical, political or moral, to that legacy. Whatthe Congress squandered, Hindutva is shovelling in. TheCongress’s unwitting de-option of Patel was an error,Hindutva’s calculated co-option of Patel is an execration.‘India first’ believers should be aware of both.

Similarly, the Canterbury HealthSystem in New Zealand claims to have saved patients morethan a million days of waiting for treatment in just four clini-cal areas in recent years through an assured care system.The Canterbury model moved away from the in-vogue‘price/volume’ schedule for determining budgets to value-based schedules. This helped their system make a surplus ofNZ eight million dollars as a result. These examples of variedsystems from across the world, from the highly privatised USsystem to the single payer New Zealand system to the mixedsocial insurance model of Germany have all shown benefitsthrough the adoption of accountability-based performancemetrics. Such a model in India would need a radical depar-

ture from the current practice of budgeting and resource allo-cation. Given the constraints on the Union Budget, any high-er outlay for health, though much needed, seems to be im-probable at the moment. Additionally, the capacity of thehealth system to absorb funds itself needs further maturingand fortification. Pitched with this is the need to increase ac-cess to care and ensuring adequate coverage to the risingthreat of non-communicable diseases in our country. Giventhese challenges, a system that ensures coverage, managesthe healthcare needs of a specific population and is paid onthe well-being of this population is one worth trying. Thehealthcare needs of our country need a unique Indian solu-tion. China's rubber-stamp parliament passed a national an-them law stipulating 15 day detention for anyone disre-specting the country's national anthem - "March of theVolunteers".A draft amendment was submitted for the law-makers' deliberation at the bi-monthly session of theNational People's Congress (NPC) Standing Committee,which started yesterday.Violators in this regard may facepunishments of up to three years of imprisonment, accord-ing to the draft, Xinhua news agency reported.

The anthem will only be allowed at formal politicalgatherings, including the opening and closing of NPC ses-sions, constitutional oath ceremonies, flag raising cere-monies, major celebrations, award ceremonies, commemo-rations, national Memorial Day events, important diplo-matic occasions, major sport events and other suitable occa-sions.It will be illegal to use the national anthem during fu-nerals, "inappropriate" private occasions, commercials oras background music in public places, the draft said.

Former Test openers Madhav Apte and NariContractor today recalled CK Nayudu's contribution to thegame in India on his 122nd birth anniversary.Both of themfondly narrated an anecdote from a domestic match whereNayudu went on to score a half century with a broken toothafter being hit on the face.Nayudu, born on October 31,1895,was India s first Test captain. A book titled A ColonelDestined to Lead on Naidu is being penned by AdityaBhushan, the cover of which was launched at the CCI hereby Apte and Contractor.Apte, who played in that RanjiTrophy final in 1952, recalled it was the then Bombay andIndia all-rounder Dattu Phadkar who had bowled thebouncer to Nayudu."He (Phadkar) bowled a bouncer andCK stepped out and lost his tooth. I was fielding and we allran up to him. He shoved us away, took his stance again,batted and batted on beautifully and made 60 odd runs, in-cluding a couple of sixes.His partner at that time wasMamasaheb (MM) Jagdale," recalled Apte, who played sev-en Test matches for India.

"And don t touch me he (Nayudu) said, took out hishandkerchief, picked up the tooth which had fallen down,put it in his pocket, continued and scored over 60 runs,"quipped Contractor.Saying that fitness mattered to "CK" alot, Contractor described Nayudu as a "strict" captain.

The Sports Ministrymay have allowed theNational Anti-DopingAgency (NADA) to collecturine and blood samples ofIndian cricketers duringtournaments in the coun-try, but the InternationalCricket Council (ICC) isokay with the Board ofControl for Cricket inIndia's (BCCI) anti-dopingmeasures, which are under-taken with the help of a pri-vate agency - the HindustanTimes has reported.

The ICC is a signatoryof the World Anti DopingAgency (WADA) since July2006, but the BCCI hasstayed away from its ac-credited Indian arm, NA-DA.“The BCCI’s anti-dop-ing policy is based on theICC template code,” theapex body controllingworld cricket told the news-paper.According to the re-port, the ICC refused hav-ing received any letter fromWADA or NADA raising

doubts over BCCI’s anti-doping measures.

“It is mandatory for theBCCI to adopt the ICC tem-plate code for national fed-erations, which itself isbased on the ICC’s WADA-compliant Code,” the ICCsaid.The anti-doping codeof the ICC makes it neces-sary to conduct "out-of-com-petition testing" and an ad-vance notice is sent out tothe player to be tested,which makes it mandatoryfor the players to providesome information abouttheir whereabouts whenthey are out of competition.

This “whereabouts”clause, in particular, does-n't go down well with theIndian players.

But the present situa-tion may lead to a BCCI vsSports Ministry faceoff, andit remains to be seen if theIndian cricket board re-mains adamant on not ad-hering to the ministry's dik-tat asking NADA to dope-test cricketers.

Minister for Revenue,Relief Rehabilitation andReconstruction, AbdulRehman Veeri today formal-ly launched national levelscheme ‘SustainableReduction in disaster Risk’aimed to mitigate disasters.Central government has se-lected two districts fromJ&K including districtAnantnag and Poonch forbuilding capacity at institu-tional and community levelfor mitigations of disastersunder the scheme. Thesedistricts would get a fundingof Rs 50 lakh each for twoyears for putting in place re-quired infrastructure,awareness and training forreducing the impact of dis-asters. In an impressivefunction organised by StateDisaster ManagementAuthority in collaborationwith DistrictAdministration Anantnag,in which DeputyCommissioner Anantnag,Younis Ahmed Malik, SSPAnantnag Altaf AhmedKhan, Dr G.M. District DevelopmentCommissioner, KumarRajeev Ranjan gave a de-tailed review of the physicaland financial achievementsof the district and it was giv-en out that about 88.40 per-

cent expenditure has beenincurred so far. The chairwas given a detailed ap-praisal of the sector and de-partment wise achieve-ments during the fiscal yearwith progress on variousdevelopmental projects.

Regarding major cen-trally sponsored schemes, itwas given out that underthe Pradhan Mantri GramSadak Yojna about 37.211Km road length has beenlaid and under MGNREGS99.75% expenditure hasbeen incurred with 71074job cards being issued with64.60% of Aadhaar seedingand 99.99% job card verifi-cation. Speaking on the oc-casion, Deputy ChiefMinister directed the con-cerned line departments toensure that projects arecompleted in the stipulatedtime frame to avoid cost es-calation of the project. Heasked the concerned offi-cers to conduct regular fieldvisits and ensure propermonitoring to adhere toquality parameters. He di-rected to expedite works onJammu-Akhnoor roadwidening which would go along way in checking trafficcongestions. He stressed onmaintaining transparencyand efficiency in working ofthe departments to achievetangible results on groundso that benefits of develop-mental works reach thegrassroot level.Maintaining that tourismpotential of the regionneeds to be optimallytapped to give a fillip to the

sector, Dr Singh said thatthe heritage destinations inthe area need to be protect-ed and promoted.

He also stressed on giv-ing due publicity to theBorder Tourism circuit atSuchetgarh, R.S Purawhich can be a major attrac-tion in Jammu. Dr Singh al-so asked for better upkeepand developing new parksfor providing better recre-ational facilities.Emphasizing that the Statehas rich treasure of her-itage which needs to be pre-served in a scientific way,Dy CM said that it isGovernment’s endeavor topreserve this rich cultureand heritage to attract visi-tors from different parts ofthe globe. He also asked theconcerned authorities topreserve heritage sites atBikram Chowk, Jammuand Old Railway Station, RSPura. Responding to the is-sues raised by the con-cerned legislators, DeputyChief Minister directed theconcerned agencies to en-sure completion of ongoingworks of sewerage projectsby March 31, 2018. He alsodirected to achieve set tar-gets under Housing for AllScheme while SocialWelfare Department wasasked to ensure that the wel-fare schemes are imple-mented in letter and spiritand benefits reach the bene-ficiaries in a hassle freemanner. asked the concerned agen-cies to complete the workson Sub-District HospitalAkhnoor. He also issued di-rections to enhance facili-ties of critical ambulancesin order to improve facili-ties for the patients.

Deputy Chief Ministerdirected the concerned au-thorities to develop publicutilities and passenger shedat Satwari for convenienceof the people. The legisla-tors and other representa-tives demanded regular de-silting of canals, up-grada-tion, widening andmacadamization of roads intheir respective areas be-sides improvement in basicamenities including con-struction of drains andbridges. They also raised is-sues pertaining to up-grada-tion of schools, rationaliza-tion of teachers, doctors andparamedical staff in ruralareas. Deputy ChiefMinister said that coalitiongovernment has beenformed to serve the peopleof the State. He said that theinitiatives taken by presentdispensation would trans-form the development sce-nario of the State. He saidpresent Government’s poli-cy is focused on uniform de-velopment of all areas with-out any political bias.

was identified a 13-year-old Gulnaz. "There was ceasefire vio-lation by Pakistani troops today along the LoC in Karmarabelt of Poonch", a police officer told PTI. Transport Commissioner,Saugat Biswas today held avideo conference with allRTOs and ARTOs of the Statewherein modalities wereworked out to ensure hundredpercent coverage and imple-mentation of the HighSecurity Registration Plate(HSRP) scheme. TransportCommissioner informed thatthe scheme mandated by theSupreme Court is already inimplementation in J&K.However, till now the coverageof HSRP fixation for newlypurchased vehicles wasaround 60% which has nowbeen targeted at 100%. “Wehave modified the workflow ofregistration of new vehicles ina manner which shall ensure100% fixation", he added.

Saugat Biswas said that

facilities like SMS alertsshall be sent to the vehicleowners as soon as the HSRPplates become ready for in-stallation, besides, an on-line portal is also being de-veloped for the convenienceof the owners. He directedthe concerned to display theGovernment approved ratesof the HSRP at all the ARTOoffices and further clarifiedthat the rates are approvedonly for the HSRP alongwith its installation.Fixation of any accessorywith the plates is at the solediscretion of the vehicleowner, he maintained.

It was decided that vehi-cles plying without HSRPshall be fined under theMotor Vehicle Act.However with a view tohelping the people, a systemis being put in place to facili-tate booking of HSRP in lieu

of fining on the road itself.The Motor Vehicle depart-ment shall commence thedrive from the 6thNovember in all the twenty-two districts of J&K. TheHSPR plates are fastenedwith non-removable/non-reusable snap lock systemat the premises of theRTO/ARTO. Apart from theregistration plates chromi-um based hologram stickeris also fixed on the wind-shield of the vehicles. With aview to protect from coun-terfeiting the HSRPs arehot-stamped with chromi-um based hologram and apermanent consecutiveidentification number ofminimum seven digit islaser branded into a reflec-tive sheeting. These uni-formly designed numberplates shall have all their da-ta including their linkage

with the vehicle details,dealer, registering authori-ty, State, Country etc. there-by providing security fromdamage and counterfeiting,informed the TransportCommissioner. Later,Biswas also reviewed thepreparations for launchingthe Dealer AssistedRegistration of non-trans-port vehicle in the State.

Directions were issuedfor conducting training ofDealers by the ARTOs andRTOs wherever they werepending. Various guide-lines were issued with aview to making the processof registration of non-trans-port vehicles in the Statehassle-free both for the pub-lic as well as the dealers.The process shall be han-dled on the VAHAN 4.0 na-tional portal and shall belaunched soon.

In case of mur-der, rupees one lakh hasbeen provided as maximumlimit of compensationwhich now as per SRO 394dated 09.09.2013 revised to amaximum limit of compen-sation for loss of life and hasbeen raised to rupees twolakhs and Supreme Court inthe long line of judicial pro-nouncements recognizedthe need for awarding com-pensation to the victims ofcrime for loss of life or in-jury suffered by them in or-der to reassure the victim orhis family that he or she isnot forgotten in the crimi-nal justice system.Therefore, in my view, acompensation of RupeesTwo Lacs will be just andreasonable amount for pro-viding financial assistance

Opposition NationalConference (NC) today ac-cused the Jammu andKashmir government of be-ing "corrupt and intoler-ant" and appealed to theCentre to set up an inquirypanel for conducting an au-dit of the money pumped forthe state's development.Provincial president andMLA Devender Singh Ranamade the appeal after hewalked out of a reviewmeeting of the JammuDistrict DevelopmentBoard along with party leg-islator Kamal Arora. Hewas protesting against theworking of BJP ministersand their alleged failure tomitigate the problems ofthe people of Jammu re-gion. "An inquiry commis-sion should be set up to lookinto the working of variousdepartments. I appeal to theprime minister and thehome minister to dispatch ateam of secretaries and un-dertake audit to find wherethe money pumped for de-velopment is going," Ranatold reporters at partyheadquarters here.

"They (BJP leadership)want to muzzle the voice ofopposition. They do notwant opposition and havebecome intolerant becausethey are inefficient and cor-rupt. It is the most corruptgovernment I have seen,"he alleged. He questionedwhether the money was be-ing utilised properly or fill-ing the coffers of those inpower here. "I raised an objectionand asked why he was onlyconcerned about a particu-lar road rather than otherroads in the city and the fail-ure to achieve the cent percent target. Singh lost histemper and accused me ofplaying politics over the is-sue," he alleged. In a veiled attack on theCongress ahead of Gujaratpolls, Prime MinisterNarendra Modi today saidsome parties and govern-ments in the past have triedto run down and erase thecontributions of SardarVallabhbhai Patel in unify-ing the country immediate-ly after Independence.Flagging off a run to com-memorate the 142nd birthanniversary of Patel, Modisaid due to the statesman-ship and political acumen ofthe country's first homeminister, India is united to-day despite the colonialrulers' wish that it was dis-integrated into smallerstates after Independence.

"There have been at-tempts to run down Patel, toensure that the contributionof Patel is forgotten. ButSardar is Sardar, whetherany government or any par-ty recognises his contribu-tion or not but the nationand the youth will not forgethim," he said without nam-ing any government or par-ty. "The youth of India re-

spects him and his contribu-tion towards the building ofour nation," he noted.Modi'scomment bears significanceas it came ahead of the as-sembly elections in Gujarat,the state Patel belonged to.

Paying rich tribute toPatel, the prime ministersaid he had not only savedthe country from the diffi-culties being faced immedi-ately after Independence,but succeeded in uniting thewhole nation. "The Britishgovernment wished thatIndia was disintegrated intosmaller states. But Patelused all means (Sam, dam,dand, bhed, rajneeti, kut-neeti) and succeeded in unit-ing all princely states into asingle nation within a verysmall span of time," he said.
