Results Reporting 2013Results Reporting 2013KRA 1 Enhanced capacity of right holders in the fishing communities to understand, respect and individually and collectively promote and claim their SRHR.•Increase uptake of health services on family planning with realization of need after sensitization. An increase of 45% were recorded to have visited the health centres than the 5% in 2012. Women are now demanding for access to SHR services.•Increased demand for right holders to hold duty bearers accountable e.g. Story of the German international http://www.newvision.co.ug/news/650125-kalangala-sex-scam-investigation-deepens.html•More RHs are understanding their rights through dialogue with paralegals. More cases are being reported on Domestic violence and child abuse. One case has been identified where a 11 year old girl was raped by a fisherman and case reported by a women’s group Kitobo Mother’s Care Group; its now being handled at the high court in Masaka District. A report to follow up on this from the paralegals has been drafted and is being presented to help aid investigation.•There is an issue raised by the teachers and local government on the Sex education in school. After review we plan to send a petition through the local MP to help amend the policy.

They have been able to mobilize themselves for outreach in those islands. This is because of the increased crime; offenders are running from the islands of intervention to the other islands. •Increased engagement of the youth who have increased from 38 members at the youth centre to over 49 members. Now saving and willing to use saving to increase awareness. The attraction of the youth is based on the participation of other youth, capacity building and also networking with other implementing partners CWS (Exposure visits-International Youth day)•Approach towards health care, collaboration with Marie Stopes Uganda and MoH to reach out to 256 rights holders on health care. Increased access to health; rights issues were addressed especially on issues of rights to health.•Waste Management Proposal by the community to address environmental issues to save the lake.•Monitoring stock outs of drugs and authenticity of the drugs being monitoring expiry dates of drugs on the island.

• KRA 2 Fishing communities empowered with regards to awareness of human rights and collectively advocating for these rights in various decision-making bodies locally, nationally and regionally.

• Development of the ‘Mouth Piece’ slogan by the community has increased awareness of Human Rights and elevated the community to better understand HR issues. A call for translated copies of the constitution is being followed up by CoU.

• On the finance health forum, we have presented a case on review of health policy on resource allocation especially for hard to reach areas. A presentation was made to the Minister of finance to review the 2014 budget. An opportunity is coming where this will be echoed on 22nd April 2014.

• Every Thursday the community between 7-8pm are engaged in a dialogue on Namirembe FM. The launch of the Mouth Piece has increased participation. More information is being shared to address to the issue of Right to Information.

• KRA 3 Fishing communities of Lake Victoria have been economically empowered and improved their standard of living.

• Women’s groups engaged in socio economic empowerment . A shareholding plan was developed by the group.

• Groups have raised over 30 million $12,000. Improved access, plan to purchase a boat, improve on fishing products and improve on education for the children.

• KITOBO MOTHER’S CARE 1&2• Kitobo Funs Club 1&2• Kitobo Peers 1&2• Together 7 groups. Now women are able to access Family Planning Services

and Antenatal Care services. There is testimony of proper birth methods being accessed though transport is still a problem.

• Coca Cola has managed to raise 50million shilling $24000 for women groups. This is through lobby in a partner private sector forum held in September 2013.

Partnerships•East African Community Civil Society Forum Uganda Chapter. •Participation is full and we have come up with a joint EA promotional strategy of the Community. •Probono Office renders support where need be. We are mainstreaming that and see how we can link them to some of the legal processes•Need for a monitoring mechanism led us to discuss with Uganda Debt Network which is in the process of developing a CBMES. •FHRI still rendering monitoring services to the paralegals there is possibility of some probono services.

Challenges

• Political environment is volatile and does not favour advocacy as everything is politicized.

Lessons Learnt• Adolescent Sexual Reproductive Health is not a famous

subject in the schools due to the limited content in the curriculum. Teachers are not well versed with the content to help in guidance and counselling to students/ pupils.

• There is still need to engage the community especially in Kitobo and some landing sites in Kibanga to make their duty bearers more accountable.

• The issue of men getting involved in taking on some of the responsibilities still needs more attention as this is still ‘farfetched’ according to the community.

Future Plans

• CBMES • Engage the Director of Fisheries on facility• Setting up a paralegal network through mobile

link between the rights holders to address issues of demand.
