Structure - bilateral (Military and Civilians) - trains, educates,
and develops highly skilled Signal Soldiers and leaders - designs,
develops and integrates capabilities, concepts, and doctrine in
order to build a versatile Signal/Cyber Professional to enable the
Army of the 21st Century - Culture - traditional military
organization - civilians do not have the freedom to perform at
their highest level - a few civilian salary is over $100,000.00
