2. Intotal,$11mwasgiftedtotheChristchurchFoundation.Ofthese
funds,$2mhasbeenpassedon,leavingapproximately$9mtobedistributed.
3. Ofthe$9m,$1.5mwastaggedtowardsanEducationFund,$1mwas
allocatedtotheAbrahamicFundand$0.5mwasforaMedicalSupportfundforthemoreseverelyinjured.Thisleft$6mintheOurPeople,OurCityfundwhichwasforthevictimsdirectly.
4. Theinitialrequestwasformetochairanadvisoryboardmadeupof
membersoftheaffectedMosquesandothercommunitygroups.Theclearpreferenceofthecommunitywasforamoredirectapproach,andsotheadvisoryboardwasabandoned,andIconductedmeetingsasandwhenrequiredandwithwhomsoeverrequestedone.
5. Engagingandlisteningtovictimsonanindividualandfamilybasisresultedinamoreopenanddetailedconversationandallowedformoresignificantfeedback.‘TheListeningProject’didprovideanopportunitytohearbackfromvictimsandthewidercommunityonabroadrangeofissuesandnotjusthowtheyfeltabouttheattacksortheirfeedbackonfundsdistributions.
6. Itbecameclearthroughthisprocessthatthecommunitywasstillintheearlystagesofpost-incidenttrauma,hadbarelybeenabletogathertheirthoughtsandwasstillstrugglingtogettheirbasicpersonalandfamilyaffairsintosomekindoforder.Therewereobviousstrainsinfinancialsituations,notjustofthedirectlyaffectedvictimsbuttheirwiderfamiliesandwhanau.Thefinancialimpactsoftimeoffwork,lossofjobsandincome,familyobligations,visaandhousingsituationswerestillmanifestingandtherewaslittlecapacitytoprocessanddealwiththis.

7. Theongoingcourtcaseandintermittentpre-trialhearingsalsoaddedtothevictim’sanguish,notallowingthemtofocusonrecoveryandhealing.Assuch,myrecommendationsdofocusontheindividualvictimswithanunderstandingthatgovernmentneedstobeprovidingongoingsupportinthesocial,health,employmentandcommunityarea.
8. Insummary,thiscommunitycontinuestoneedstrongsupportinmanyareasand,withthetrialtocomenextyear,therewillbeongoingchallengesinanysubstantialrecoverywithoutaconsideredstrategytosupportthecommunitythrough2020andbeyond.
TermsofReference:9. TheTermsofReferencewereestablishedtoprovidebothcertaintyand
directiontothecommunity.10. Oneofthechallengesforaprojectlikethiswasfacinganextremely
vulnerablecommunitythathadaninevitablesenseofdissatisfactionathowpreviousfundshadbeendistributed;theywerenotabletofeedbacktheirviewsonarangeofissues.
11. Creatingcertaintyandsettingexpectationsearlyonwasimportant,
thougheventhisapproachdidnotguaranteeastructuredengagement.12. Thetermsofreferencewereasfollows:
• Makerecommendationsastothebestdistributionofthefundsto
addresstheidentifiedneedsofthevictims,andthewidercommunities.
• Ensurethatthelonger-termneeds(withanemphasisoneducation
andtraining)ofthechildrenofthosewhowerekilledorseverelyinjured(withlifelongimpact),aremet.
• Ensurethatanydistributioncoverscostsnotalreadycoveredby
TheCrown.
• ThattheMuslimcommunities’viewsareacknowledgedandfactoredintoanyrecommendations.

13. Ihaveusedthesetermsofreferenceasmyguideforthisproject,anditisimportantthatmyrecommendationsareviewedthroughthislens.
TheListeningProject:14. IattendedmyfirstcommunitymeetingwiththeChristchurchMuslim
LiaisonGroup(CMLG)onJuly25th,followedbymyfirstdirectmeetingwithagroupofvictimsonJuly30th.Intotal,Ihavecompleted166meetings,ofwhich139wereface-to-facewithindividualsorgroups,and27overthephone.Numerousemailsandtextswerealsousedasmethodsofcommunicationandfeedback.
15. Thesedirectengagementshavebeenwithbereavedfamilies,bulletinjured,witnesses,familyandfriendsofthevictims,Muslimcommunitygroups,communityadvocates,governmentagencies,expertadvisors,politicians,themediaandthewidercommunity.
16. IhavealsoaccessedreportsonfundsdistributionapproachesaftertheGrenfellFire,andtheLondon,TorontoandManchesterterrorattacks,andlookedattheresponsestotheOsloandthe9/11attacks.1
17. Ihavetriedtolistenwithanopenmindremainingalerttotheparticularviewsofdifferentpeopleandgroupsandlisteningcloselytothosewhospoketimidly.Theadvantageofthisiterativeapproachhasbeentheopportunitytohaveanongoingconversationwiththecommunity.Thedrawbackwastheprevalenceofrumoursandmisinformation,especiallyastherearegroupsonsocialmediaconstantlytalkingtoeachotheraboutwhattheyheard.
18. Withthatinmind,Ihaveproducedmonthlyupdatesonprogress,withfeedbackandtimelines,inordertokeepthecommunityinformed.Ithasbynomeansbeenperfect,asnoteveryonereceivesitorreadsit,butitisahelpfulguidetothedirectionofthefeedback.ThelastupdatewassentoutinearlyNovember.

SummaryofRecommendations:19. ThatthenextofkinoftheShaheed(deceased)shouldreceive$70,000
each.
20. Acknowledgingthespecificchallengesforwidows,furthersupportpaymentsshouldbemadetowidow/ersandtheirchildrenagedbelow18fromaWidowsandChildrenFund(widowsshouldreceive$25kandchildrenU18shouldreceive$10k),andnotmadepublic.
21. Thatthebulletinjuredshouldreceive$25,000each.
22. Inrecognitionofmajorlifelonginjuryandlifeimpact,IrecommendthatthosewithsevereinjuriesshouldreceivefurthersupportfromtheMedicalSupportFund.Thesepaymentswillbespecifictotheindividual,bebasedonspecificmedicalinjurycategories(moderate$10k,major$25k,andsevere$40-75k),andnotmadepublic.
23. AHardshipFundof$0.5mshouldbeestablishedtosupportthefamiliesofthosevictimswhowerepresentatthemosquesandstillexperiencingfinancialhardshipduetotheattack.Thepaymentwillbe$5,000perfamilyandsubjecttocriteria(tobeconfirmed).
24. Intotal,thisbringstotalpayoutstovictimsto$7m.
25. Thereisafurther$1.5mthatshouldbeallocatedtowardsanEducationFundforchildrenofthebereavedandseverelyinjured.Thisnumberiscloseto75children.Theexactcriteriaandfinalnumbersaretobeconfirmed.
26. IamrecommendingthattheCommunitySupportFundreceive$0.5m.
27. Thistakesthetotalfundsdistributionto$9m.

COMMUNITYENGAGEMENTScopeandApproachoftheListeningProject:
28. Itwasclearearlyonthatone-to-oneengagementwasbothcrucialand
desiredbythecommunity.Iallowedmyselftobeguidedbytheirneedsastowhotomeet,wheretomeetandwhentomeet.
29. WhenVictimSupportfinalizedtheirdistributions,thefocusturnedtoTheChristchurchFoundation,notjustforwhattheymightdowiththefunds,butasaplaceforthecommunitytofeedbackfrustrationsaboutarangeofissuestheyfelthadnotbeenaddressed.Withmultipleagenciesengagingwitheachfamily,itwasoftenconfusingandexhaustingforthevictims.
30. ImademyselfavailablewheneverIhadfreetimeandnotedallmeetingsinaspreadsheetsharedwithTheChristchurchFoundationteam.Meetingsweremainlyheldinindividuals’homes,andlocallibrariesandothercommunityspaceswhereconvenient.Familymemberswereusuallypresent,aswellassupportworkersandcommunityadvocates.
31. Groupmeetingswerealsoheldasrequested.Ireachedouttoexpertsforadviceonarangeofdifferentissues,inparticulartheethicsoffundsdistribution2.Iengagedregularlywithgovernmentagencies,specificallyMSD,asleadcasemanagers,butalsothePolice,ACC,ImmigrationNZandOEC.Allagencieswereverycooperativeandkeentohelp.
32. Intotal,Iheld166meetings,ofwhich139wereface-to-facewithindividualsorgroups,and27overthephone.Numerousemailsandtextswerealsousedasmethodsofcommunicationandfeedback.
33. Monthlyupdateswereprovidedtogiveasenseofprogressanddirection.Thisallowedforrepeatedconversationsandamoreiterativefeedbackprocess.Afterinitialconversations,Iproducedadraftfunds

framework,toenableamorefocuseddebateonwherefundscouldorshouldbeallocated.3
34. Thiswashelpfulinunderstandingcommunityprioritiesandalsoasadiscussiondocumentforotherparties,specificallygovernment,asithelpeddefinepotentialareasofoverlapmoreclearly.Italsoallowedforideastoberaisedanddiscussed,andforfurtherclarityoverwhatfundswerealreadytaggedorallocated.Theinitialfeedbackfromthefirstsixweekswassummarizedinapresentationtoagroupofwidowson15thSeptember.4
35. Thisprovidedahelpfulsummarymidwaythroughtheproject,andallowedforfurtherdiscussions,aswellasaclearerunderstandingofsomeoftheissuesfacingthevictimsandwidercommunity.TheListeningProjectwasearmarkedtoconcludeattheendofOctober,inordertomeetdeadlinesforreportingtotheboard.
36. Whilstindividualmeetingswerecontinuingtobeheld,theListeningProjectconcludedonNovember1st,withareporttotheboardtobeprovidedforconsiderationataspecialboardmeetingonNovember20th.
CommunityFeedback:37. Theinitialfeedbackwasacleardesireforanindependentprocess.The
lackoftrustinthecurrentstructuresandformalrepresentationfeltbythevictimswaspalpable.Thisremainsanongoingchallengeforthecommunity.
38. TherewasstillasenseofunhappinessabouttheVictimSupportapproachandhowotherrepresentativegroupshadactedonthevictim’sbehalf,notwithstandingtheireffortstobesupportive.Itwasclearthatthedirectlyimpactedvictims(bereavedandbulletinjured)wereverykeentohavetheirindividualvoicesheard.
39. Therewasawiderangeofviewsastowhatshouldhappen;thecommunityappearedtobebothfracturedandprecariousinnature;

therewasalackoftrustedleadershipandthereweregenerationaldifferencesanddivisionsbetweendifferentlyimpactedgroups.
40. Theprecariousnatureofthecommunity(primarilyrelatedtoemploymentandimmigrationstatus)onlyaddedtotheiralreadyvulnerablestate.Therewasconsiderablefinancialstressinthecommunityduetothewidespreadimpactsoftheattacks,andthisisongoing.
41. Formanyvictims,particularlythewidows,thiswastheirfirstchancetoreallytalkandmaketheirviewsheard.Itwasalsoanopportunitytoraisemanychallengingissues,particularlyimmigrationstatus,incomechallenges,andfamilyandhousingrequirements.
42. Itwasalsoclearthepositivenatureoftheinitialgovernmentresponseandsupportwaswearingoffandmanychallengeswerejuststartingtomanifest.Withthefirstanniversaryoftheattackandthetrialnextyear,therewillbeongoingstressorsforthecommunity.Thereisnodoubtthatongoingandmorefocusedsupportforthevictimsisneeded.
43. Thechallengesduetomorepracticalissues,suchasvisastatus,workandincome,familydemandsandresponsibilitieswerealsocausingstrainswithinthecommunityandasenseoffrustrationwasstartingtobuild.Theongoingtrialprocesswasalsocausingaddedstress.Questionsaboutthetrial,andtheissueofjusticeforthevictimswereoftenraisedinmeetings.
44. Itwasalsonoticeablethattherewasanexistinglackofcohesioninthecommunityandtheattackshadmagnifiedthat.Whilsttherewererequestsforbroadercommunitysupportandcapability,safeandculturallyappropriatemeetingspaces,theneedsofthevictimswerestillofparamountimportance.
45. Thewidercommunitywasstillexhibitingsignsofongoingtraumaandstress,whichisnotasurprise,butthiswasimpactingallaspectsoftheirlives.Manysmallbusinessownerswerestrugglingtore-openandmanyemployeeswerefindingithardtore-engagewiththeirwork.

46. Manyofthosepresentatthemosques,bothinsideandoutside,werestillstruggling,butfeltsomewhatignoredandnotregardedasvictims.WhilstmanyofthemhadreceivedpaymentsfromVictimSupport,somehadnot,andthiswascausingfurtherstress.Definingvictimsisalwaysfraughtprocessbutthereisnodoubtthatthereverberationsoftheattackshaveimpactedthewidercommunity,eventhosenotanywherenearthemosquesatthetimeoftheattacks.5
47. Lookingahead,therewashopeformoresolidaritywithinthecommunityandnewleadership.Therewasacknowledgementthatnewcapabilityneededtobedeveloped,newvoicestoemergeandformorecollaborationtohappenbetweenthedifferent,establishedcommunitygroups.Theyoungergenerationwaskeentotakemoreresponsibilityandtoworkmoreproactivelywitheachotherforthebenefitofthewidercommunity.
48. Theneedsofthecommunityweredifficulttoarticulateandtherewasadistinctneedforvictimadvocacy.ChristchurchResettlementServiceprovidedexcellentsupportforthefamiliesandwasabletoreallyunderstandthechallengesfacedbyindividualfamilies.Gettingtogripswithacomplexrangeofneedsandnavigatingsupportagencieswasdifficult,withanoticeablelackofculturalcompetencyinthefrontlinegovernmentresponse.
49. Theyneededquickdecisionsonvisas,particularlyforfamilymembersandsupport.Thereneededtobeabroader,morewhanau-basedunderstandingofthefamilyunitandhowbestvictimscouldbesupported,particularlythewidows.Thismorecollectiveapproachalsoneededtobeappliedtomentalhealthandtraumasupport.Individualphonecounselingwasnotconsideredusefulandmorethoughtneededtobegiventoculturallyappropriatetherapyandsupport.
50. Therewasadesireforsupportforcommunityevents,tobringpeopletogetherandprovidesomesafeplacesforchildrentomingleandplay.Rebuildingasenseofcommunitywasconsideredtobeimportantbuttherewasacknowledgmentthatthiswouldtaketimeandsmallstepswerebetterthangrandioseprojects.

51. Trainingandeducationrequirementswerealsoraised.Therewasastrongdesireforpathwaystobemadeclearandlong-termplansforindependence,educationandemploymenttobesupported.Thereisanopportunityhereforimprovingdiversityandinclusioninourworkplacesbyrecruitingandtrainingthosefromourdiversecommunities.
52. Ideasforcommunityfundingincludedyouthfocusedspaces,anewmosque,school,communityownedmedicalcenter,community-basedemploymentoptionsandahousingfund.TheseideasmatchedtheoutcomesoftheOpenSpaceForumattheendofAugust.6
53. Throughthisprocess,thereweremanyapproachestotheFoundationforhelpfromthecommunity.Therewasastrongsensethatnoonewasadvocatingforthevictimsthemselves,andnoconfidenceintheexistingMuslimorganizationstoactontheirbehalf.TheFoundationwasseenasalastresortforhelpandsupportandfilledacleargapintherecoveryframework.
54. Becauseofthis,theFoundationsetuptwosmallcashfunds:onetoprovidecashgrantstothoseinhardship,whocouldnotbehelpedbyMSD,andacommunitygrantfundtosupportactionsandeventsinthecommunity.Todateeightcashgrantsandfourcommunitygrantshavebeenmade,totalingjustunder$35,000.TheCountdownandZEnergyvouchershavealsobeenveryhelpful,andwehavegivenoutjustover$50,000worth.
55. Therewasalsoasenseoffatiguefromhavingtodealwithmultiple
agenciesandrequestsforinformationfromallmanneroforganisations.Datasharingbetweenagencieswaslimitedandthismadeenquiriesforinformationdifficulttomanageandcauseddifficultiesforvictimswhosimplydidnothaveagoodunderstandingofthegovernmentagencyframework.
MainIssues:56. Thiswasaterroristattack,amassslaughterofinnocentpeopleina

withthesolepurposeofkillingasmanyofthemaspossible.Itisimportanttoalwaysrememberthatwhenconsideringthemoremundaneaspectsofrecovery.
57. Therearestillsignificantchallengesandwidespreadtraumainthecommunity.Manyofthemostaffectedvictims(bereavedandseverelyinjured)arejustcomingtotermswiththeirlosses,theattackontheircommunityandtherealityoftheirfuturelives.
58. Thecommunityisexperiencingfinancialchallengesfromtheimpactsof
businessclosures,familyresponsibilities,uncertainimmigrationstatus,mentalhealthissuesandanunderlyingprecariousness.Formany,theseisasenseofuncertaintyaboutthefutureandnoclearpathtorecovery.
59. Asfarasthedistributionoffundswasconcerned,thepriorityneedswerestillwiththebereavedfamilies,specificallythewidows.Manywerevulnerable,withyoungchildren,insomecasesnewborns,andhadlanguagechallengesalso.Thosewithmajorandsevereinjurieswerealsoexperiencingdifficulties,withfurthersurgeriestocomeandlongrecoverypathwaysahead.
60. Immigrationstatusforfamilysupportmembersandevenwidowsthemselveswerecausinguncertaintyandstress,andaninabilitytoplanahead.Therewasasensethatthegovernmentwasnotfullysupportiveofthishelpandcommentsinthemediafromcertaingovernmentpoliticianswascausingdistress.
61. TheBulletInjuredgroupwasrecoveringatdifferentratesdependingontheseverityoftheirinjury.Formostofthem,gettingbacktosomekindofworkwasachallenge.Forthemoreseverelyinjured,ongoingsurgerywasstilloccurringandtherewereasmallnumberofpermanentinjurieswhowouldneedfurtherspecializedsupport.
62. Therewasrecognitionthattheterm‘victims’appliedtothosepresentandaroundthemosqueduringandaftertheshootings.Manyofthemwerestillsufferingtheimpactofongoingtraumaandstrugglingtofind

theirplaceintherecoveryconversation.7Returningtowork,andevenleavingthehomewasachallenge.Fearofstrangerswasaconstantrefrainandworry.
63. TherewasstrongsupportfortheEducationFundandmanyquestionsastowhowouldqualify.Thereishopethatmorefundswillbegiftedovertimetoallowwideraccessandmoreopportunitiesforthiscommunity.
64. TherewassupportforfundingforCommunityprojects,but,aswith
mentalhealthandwellbeing,thiswasseenassomethingthatLocalandcentralGovernmentshouldalsobesupporting,aswellasothercommunityfundinggroupsandorganizations.Therewasalsoasensethatthecommunitywasnotyetinapositiontomakewell-consideredlong-termdecisions.Thatisnotunusualinapost-traumasituation.
65. Therewasalsolittleagreementonwhatshouldbefunded,otherthanyouthdevelopment,eventsandcapacitybuildingsupport.Thisislikelytobeaconversationthatthecommunityneedstorevisitoncevictimsreachsomestabilityintheirlives.
66. Therewerechallengeswithinthewidercommunitywhowerenotphysicallypresentatthemosques.Familymembers,friends,colleaguesandneighborsallexperiencedimpactsfromtheattacks.Thiscausedunseenfinancialconsequencesandemotionalstress.
67. Thelackofclearandacceptedleadershipinthecommunitywasafurthernegative.Trustintheformalinstitutionswasandremainslow,andthiscontinuestocontributetoafracturedcommunity.
68. Evenwithallthechallengesanddifferingopinionsoverdistributions,therewasastrongsenseofgratitudetothepublicandotherdonororganizationsfortheirincrediblesupport.
69. Thelackofspecificvictimadvocacyandrepresentationcamethroughstrongly.Therewerenumerousgovernmentagenciesplayingaverysupportiverole,butnotmanypeopleactuallyadvocatingjustforthe

victims.TheCourtsandCDHBhaveaddressedthiswithculturallysupportiveworkinggroupsbutthevictimshavemanyotherpracticalneedsthattheyhaveneededhelpwith.
BasisfortheFundsDistributionRecommendations:70. TherecommendationsthatIhavemadereflectthemanyconversations
Ihadoverthisthree-monthperiod.Itwasanimmersiveexperience,fraughtwithemotion,painandfrustration.Itwasaniterativeprocess,meetingthesamepeopleandgroupsmorethanonce,andexaminingthesameissuefromdifferentangles,whilsttestingassumptionsandbeliefs.
71. Ibelievethisapproach,whilsthardgoingattimes,hasallowedforallissuestoberaised,discussedanddebated.Theprocessofdistributionofgiftedfundspost-tragedyisalwaysopentochallengeandthiswillbenodifferent.

73. Eachrecommendationcanbechallengedonitsown,butasawholeandwithintheboundariesofavailablefunds,Ibelievetheymeettherequirementsofboththetermsofreference,theneedsofthevictimsandthefeedbackfromthecommunity.
74. IhavealsobeenfortunateenoughtohavereportsfromboththeGrenfellFireandTorontoattacks,aswellasbroaderresearchonotherevents.Theyallfollowasimilarpathoftryingtoidentifywhothevictimsareandthenhowtocategorizethemaccordingtosomekindofimpact.Thisoftenseemsunfairtothewidervictimgroup,yetitishowthelifeandhealthinsurancesystemsworkonadailybasis.
75. Giftedfundsdohaveadifferentperspectiveandcanbedistributedinamyriadofways.However,theprimegoalishowbesttohelpthevictims,acknowledgingthattheywillbeimpactedindifferentways.Thethreemaingroupstendtobethebereaved,theinjuredandthe

traumatized.Thelattergroupisusuallythemostdifficulttosupport,astheirinjuriesarenotalwaysvisibleandnoteasytodefineordiagnose.
76. ItshouldbenotedherethatthedistributionoffundsbyVictimSupporthadleftlingeringangerandfrustrationinsomepartsofthecommunity,andthatcreatedaproblematiclandscapeforTheChristchurchFoundationtoenter.Imakefurthercommentsonthatprocessinmybroaderrecommendationsbelow.
77. Whilstthesefundswillhelpandallowvictimstostartplanningahead,therewillstillbechallengesformanyofthevictimsandthewidercommunity,withimmigration,employmentandincomelikelytobeongoingissues.Housingandon-goinghealthsupportwillalsobeapressingconcern.
78. Itisimportanttonotethatthesefundsaregiftedfromthecommunity,bybothindividualandorganizationaldonors.Theydonotrepresentcompensation,reparationorrestitution.Theyrepresentlove,supportandsuccor.
79. Thewishesofthedonors,bothstatedandimplied,arealsoreflectedinthefinalrecommendations.Thisisimportanttorecognizeaspartoftheoverallconsiderations.
80. Privacyisanotherissuethatneededconsideration.VictimSupportsetexpectationsbymakingeachpaymentamountandcategorypublic.Thisallowsforatransparentviewfordonorsandthegeneralpublicbutdoesanddidcreatetensionswithindifferentrecipientgroups.
81. Giventhosepressures,therewasalwaysgoingtobeheavyscrutinyoverTheChristchurchFoundationdistribution,bothastowhetheritwouldberegardedasfairandalsowhetheritwouldpotentially‘makeup’foranyperceivedmisallocationbyVictimSupport.
82. Forthatreason,thebasepaymentstoeachpersonineachcategoryhasbeenmadepublic,butthefurthertargetedpaymentstothewidowsandchildren,andthosewithmajorinjurieshasbeenkept

private.Thebalancebetweenprivacyandtransparencyisadelicateone.8
83. Widowswithyoungchildrenareaveryvulnerablegroup.Alongwith
theirpersonalgrief,theyhavemanydailypressurestomanageandnewcircumstancestoadjustto.Alongwithextrasupportforthem,Iamrecommendingappropriatefinancialandlegaladvicetohelpinthembuildingasafeandstablefoundationforthenextstageoftheirandtheirchildren’slives.
84. FundshavealreadybeenallocatedfortheseverelyinjuredgroupthroughtheMedicalSupportFund,andthissupportwillbeavailableforthosecategorizedbyACCashavinglong-termimpairmentandongoingchallenges.
85. TheHardshipFundhasbeenthehardestonetoconstruct.Itisnotmeanttobearepeatofthepaymenttoallthosepresentatthemosquesbutisareflectionthattherearesomefamiliesthatarestillstruggling,andsomefamilieswhowerepresentatthemosquewhodidnotreceiveanypaymentsatall.
86. Thishasbeenaverychallengingissue.Wheredoesonedrawtheline?Theattackswerenotconfinedtotheinsideofthemosquesbutspilledoutontothegroundsandthepavementsandroadsoutside.Witnesseswhoviewedtheshooteroutsidethegroundsofthemosques,orhadaweaponpointedatthem,orsawsomeonebeingshot,werenottreatedasvictimsforthepurposesoffinancialsupport.
87. ThereportsprovidedfromboththeGrenfellFireandTorontoAttackresponsesreinforcethesechallengesofdefiningthe‘victim’andtherequirementtobeflexibleontheunderstandingofhowpeopleareimpacted.Differentlyimpactedgroupsalsofeeltraumaindifferentways,andthedistributionofgiftedfundssadlycanhavetheunwantedconsequenceofcausingfurthertrauma.
88. TheEthicsofFundsDistributionisalittle-knownareaofstudy,butIwasfortunateenoughtomeetDrMaryLeighMoorewhoproducedadetailedreportonthistopic.Wehadseveralconversationsaboutthe

complexityofthisissueandIamgratefulforherinputandthereportsheproduced.9
89. Zakat,orcharity,isanimportantIslamicprincipleandthisfundistargetedatthatbroadergroupofvictimsstillinneedandsufferingfinancialhardship.Manyvictims,listedofficialandnot,havepresentedtotheFoundationwithaneedforhelp,anditisappropriatetodoso.
90. TheEducationFundhasalreadybeentaggedforchildrenofthebereavedandseverelyinjuredtobeusedfortertiaryeducationandtraining.Aswithallfunds,therehasbeenalotofinterestandenquiryastothecriteriaforthisfund.ThefocusonthisfundisforChildrenwhowereUnder18atthetimeoftheattack.Thefundneedstobemeaningful,sothereisatrade-offbetweentheamountavailableperchild,andthenumberofchildrenitcansupport.
91. Inacaselikethis,it’simportantforthedonorstobeconsulted,asthefundshavebeenspecificallytagged.Alotofworkhasbeendoneonfindingoutexactlyhowmanychildrenthereareinthisgroupandhowfarthefundswillstretch.Ihavealsobeenmindfulthatthisisafundthatcouldreceivefurtherfundsovertime,sothecriterianeedstobeflexibleenoughtoallowforthat.Initialworksuggeststhat75childrencouldqualify,whichwouldallowsupportof$20,000perchild.Thiswouldcovertheaveragecostsofa3-yeardegree.
92. TheCommunitySupportFundissmallerthanIwouldhavefirstestimated.Primarilythisisbecausetheneedsofthevictimsarestillthepriority.Itisalsoclearthatthecommunityisnotreadyyettomakeanylonglastingdecisionsaboutbroaderneeds.WhilstgeneralfeedbackconfirmstheresultsoftheOpenSpaceForum,thereisstilllittleagreementoverwhatthecommunityneeds.Thereisalsostillconfusionoverotherdonationfundsandpromisesmadeforvariousprojects.Itisstillearlydaysinthisrecovery,andlonger-termcommunityprojectsneedplentyofconsiderationandthought.
93. Thissuggeststhatthecommunityfocusshouldbeonshorter-termsupportandimmediateimpact,suchasevents,youthdevelopment,

buildingcommunitycapabilityandestablishingtrustandcollaborationwithinthevariouscommunityorganizationsandnetworks.Whilstthisoccurs,conversationcantakeplaceonthelonger-termneeds,andtimecanbetakentobuildaplatformformulti-funderapproaches,notingotherfoundationsandorganizationsalsohavefundssetasideforthispurpose.
94. Assuch,therewasastrongfeelingthatbothcentralandlocalgovernment,aswellasothercommunityfundingorganizations,shouldbetheprimesupportersinthisspace.Buildingstrongercommunitiesandsupportingsocialcohesionisaprimeroleoflocalgovernment.Thatsaid,therewasstillacknowledgementthatsomeofthedonatedfundsshouldbegoingintothisarea,asthecommunityhasawholehadbeenattackedanditneededcarefulandconsideredsupporttorecover,bothintheshort,mediumandlong-term.
95. Itshouldbenotedthatthefundsdistributionprocesseshavebeenhighlypublicandtransparent.Fromthedonorperspectivethatisagoodthing,asdonorsneedtobecertainthattheirdonatedfundsaregoingtotherightplaces.Atthesametime,theprivacyofvictimsisalsoimportant,asistherecognitionthatintroducinglargesumsofmoneyintoavulnerablecommunitycreatesitsownchallengesandthishasrequiredconsideration.
96. Itisintendedthatcashpaymentswillbemadeassoonaspossible.Itisalsorecommendedthatfinancialandbudgetingadviceshouldbeavailabletothecommunity,inordertohelpthemmakethebestdecisionsforthemselves,notingthereisnorestrictiononhowthosedonatedfundsshouldbeused.
97. Theremainingfunds(EducationSupport,WidowsandChildrenSupport,MedicalSupportandCommunitySupport)willbedisbursedaccordingtotheirspecificcriteria.TheChristchurchFoundationmaywishtopromotethesefundsasopportunitiesforfurtherdonations.
98. Althoughanuncomfortabletopic,itisimportanttoaddresstheissueofratioswithinpayouts.Theinsuranceindustry(andourownACC)iswellpracticedinpayingoutforadverseevents.Asfarasterrorattacksandotherspecifictraumaevents,suchastheGrenfellFire,thereisa

generalruleofthumbofhowonetreatsabereavedfamilyagainstsomeonewhomaybewounded,andwhetherwitnessareincluded.

FurtherCommentsfortheBoard:107. Thishasbeenanexhaustingprocess.Theanxietyandstressinthe
communityremainsathighlevels,asmuchastheyputabravefaceoninpublic.Inprivateconversations,therearestillmanyconcernsandmanyquestions.
108. Thereisstillmuchtodotoproperlysupportthiscommunity,andtheywillneedfurtherhelpoverthenext12-15months,particularlynotingthepossiblenegativeimpactofthetrialnextyear.Onealwayshastoviewthisresponsethroughamagnifiedandcorrectlycalibratedlens:namelytherealityofaterrorattackonaspecificcommunityandatargetedmassslaughterofinnocentpeopleinaplaceofworship.
109. Culturalcompetencyandalackofdiversityhavebeenlackinginthefrontlineresponse,andthishasledtoproblemsinunderstandingandcommunication.Thislackofunderstandingonlymanifestsovertimeandthesecommunicationchallengesshouldnotbeunderestimated,particularlyinsuchavulnerablecommunity.
110. Asmentionedalready,thisisavulnerable,precariousandfracturedcommunity.Itwillneedtoknowithasongoing,appropriateandequitablesupport,especiallyoverthenextyear.11Thelackoftrustinitsformalinstitutions(FIANZandMAC)anditssmallcollectionofcommunitygroups,isbothamajorconcernandalsoreflectiveofaverydiversecommunity,withmultipleethnicitiesandculturesrepresented.
111. Nevertheless,thisisanopportunity,aspartofthebroaderresponseandrecovery,todevelopgreattrust.Itislikelytofalltothenewandyoungergenerationstodothis.Inmyobservation,thecapabilityistherebutitneedstobesupportedtoflourish.Traditionalpoliticalandpowerstructuresmayneedtoreformandrespondtothisandthatwillrequiresomechangeinbothattitudeandbehaviour.Thatwillnotbeeasy,butitmustbeaddressed.

112. Issuesaroundintegrationandassimilationhavecometothefore,ashavemoreunpleasantproblemsofracism,discriminationandprejudice.Howeverchallenging,theseissueswillneedtobediscussedopenlyandconsiderately,aspartofthelong-termrecovery.

TheListeningProjectbecameaspaceforallmannerofissuestoberaised,oftennottodowiththedistributionoffundsbutgeneralproblemswithinthecommunity.Thedistributionofgrocery(Countdown)andpetrol(ZEnergy)voucherswasverywelcomebythecommunity.Italsoactedasaself-selectionsystemforthoseinneedtocomeforwardanditprovidedawayintothecommunity.
114. Italsorevealedgapsinthesupportsystemandallowedasafeplaceforpeopletoraiseconcerns.Assuch,myrolebroadenedfromsimplyhearingfeedbackontheneedsofthecommunityandthedistributionoffunds,tohelpwithimmigration,housing,income,jobs,familydisputesanddealingwithgovernmentagencies.
115. Twofundsweresetuptoprovideshort-termcashsupport,oneforincomeandoneforcommunitygrants.Theincomefundwasforthosevictimswho,forwhateverreason,couldnotgetappropriatesupportforwelfareagenciesandneededhelp.Thecommunitygrantsfundwasforsupportforeventsandorganizationstohaveimmediateimpact.Turnaroundtimefortheseapprovalswerenormally24hours.
116. TheFoundationbecameaplaceoflastresortforthecommunity,andalsogovernmentsupportagencies.Thisplacedahugeamountofpressureanddemandonwhatisatinyteamofpeople.Ourapproachwastobeveryresponsiveandfillwhatwasacleargapinthesupportframework.ItshouldbenotedthatTheFoundationwasnotresourcedforthistypeofresponseandthiscreatedagreatdealofpressureforallthoseinvolvedtokeepupwiththeconstantdemands.
117. However,thisbroaderinteractionwiththecommunity,whichwasnotanticipatedatthetimeIwasaskedtotakeonthisrole,hasallowedformajorinsightsasthestateofthecommunityandtheappropriatenessofthegovernmentresponse.Ihavesummedupthatfeedbackinthenextsection.

RESPONSEFEEDBACKTheGovernmentResponse:118. VictimSupportisthefirstportofcallinanyincidentwherethereisa
victim.Theyrespondedtotheattackspromptly,andmanyVictimSupportworkersarestillconnectedtotheirfamiliesandhaveprovidedongoingcareandsupportthoughaverychallengingtime.
119. TheyalsosetupacrowdfundingpageonGivealittle12,whichraisedalmost$11m.Thereweremanyotherfundraisingpagessetupandlargenumbersofdonationsflowedinfromallaroundtheworld13.WhatthismeantwasthatVictimSupportendedupwithadualrole,one,whichwastolookafterthevictims,initselfaverychallengingjob,andalsotoberesponsiblefordistributingthedonatedfunds.
120. WithTheChristchurchFoundationalsoraisingfunds,thisdidcause
someconfusion,althoughacleardemarcationwasmadebetweendistributionprocessesandtimelines.Thecommunityexpressedconfusionatsomeaspectsofthefundraisingprocessandofthemanypromisesforsupportthatweremadepost-event.Itwouldbeusefultoknowexactlyhowmuchwasraisedintotalthroughthevariousfundsandwhatisplannedforanyoutstandingamountsbutthatisbeyondthescopeofthisproject.
121. OnceVictimSupporthadcompletedtheirfinaldistributions,thefocusturnedtoTheChristchurchFoundationandwhattheywoulddo.TherewasimmediatepressuretosomehowmakeupfororrectifyanyunhappinesswiththeVictimSupportdistribution.ThisputtheFoundationinadifficultpositionofhavingtobethe‘lenderoflastresort’butitwasabletotakeamoreflexibleapproach.
122. AlongsideVictimSupport,multipleotheragencieswereplayingkeyrolesinthesupportspace.MSDweredesignatedastheleadagencywithcasemanagersattachedtoeachvictim.ACCplayedamajorrolein

TheOfficeofEthnicCommunitieswasexpandedinChristchurchtoaidinteractionwiththeMuslimcommunityandtheirpresencehasbecomemoreimpactful.ThePoliceandtheCourtsprovidedsupporttothevictimswithFamilyLiaisonOfficersandCourtVictimadvisors.TheMinistryofJusticehasalsoprovidedfurthersupportforthevictimsthroughaculturaladvisorygroup.
125. MentalhealthsupportwasprovidedthroughtheCDHBwhichincludedMuslimsupportworkersfromAucklandbasedKahuiTuKaha.14ThismentalhealthsupporthasshiftedtolocalprovidersthroughagroupofnewcommunitysupportworkersatPuraPuraWhetu,fundedbytheCDHB.15ManagingongoingtraumaandPTSDamongstthewidervictimsgroupwillbeachallengeandwillneedaconsideredandwell-communicatedapproach.
126. Thismulti-agencyresponseprovidedsupportacrossmanyareas.It
meantmanyfamilieshadinteractionswithanumberofdifferentsupportworkersandthisdidcausesomeconfusionandchallengesinsimplykeepinguptodatewithdifferentvisitorsandwhomtheyrepresented.Addedintothismixwerecommunityresponsegroupsandadvocateswhoactedonbehalfofcertainfamiliesbutinanadhocmannerthatwasdifficulttotrack.

129. Overall,alltheagencieswereveryhelpfulanddoingtheirbesttosupportthevictimsandwidercommunitywithinthespecificconstraintsoftheirdepartmentalmandates.

133. Thereisanopportunitynowforgovernmenttoseriouslypromotediversityandinclusionbytrainingandrecruitingfromthiscommunity.Thereisalotofvisibletalentandenergyanditisimportanttoenablethattoflourish.Thiscouldincludetargetedandintensivelanguagetrainingfortalentedrefugees.
VictimAdvocacy:134. Victimsrequireadvocateswhorepresenttheirinterestsandacton
theirbehalf.Therehasbeenaseriousgapthere,filledinbyadhocadvocategroupsthatsprungupaftertheattacksbutfoundithardtomaintainaposition.
135. Giventhestructureofgovernmentagencies,itishardtoseehowanyoneagencycouldproperlyactasaleadagency,unlesstheyhadcompleteflexibilitytoactacrossagencies,accessanydataandinformationandbethesingleportofallforanyissue.
136. Victims’needsandissuesaresovariedthatcasemanagersdoneedtohaveamulti-disciplinaryapproachandbeabletoadviseanddealwith

multipleagencies.RefugeeResettlementServicesisexperiencedinthisareaandhasbeenagoodsupportfortheaffectedfamilies.
137. Casemanagersshouldhaveappropriateculturalcompetency.Thisisavulnerablecommunity,withmultipleethnicities,withmanyrefugeesandrecentmigrants.Understandingthevictim’sdailylivesandculturalframeworkisamustbeforeattemptinganykindofseriouslong-termsupportresponse.
138. Thissuggestsamorebespokeapproach,whereappropriatepersons(victimadvocates)arebroughtintobetheinterfacebetweenvictimsandgovernmentagenciesandberecognizedaspartoftheofficialresponsestructure.
FinancialSupportfortheVictims:139. Largesumsofdonatedfundscreatemanyissuesforvulnerable
communities.Appropriatefinancialandlegaladviceshouldbeprovidedtohelpvictimsmanagethesefunds.Ofparticularnotearethemanyyoungwidowswithyoungchildren.Theyarehighlyvulnerableandwillneedsignificantsupporttonavigatethenextfewyears,whichwillbechallengingonmanylevels.

Incomespost-attackwereseverelyaffectedandyetvictimsweretreatedverymuchinaBAUframework,whichhadanegativeeffectonmany.IncomesupporthasbeenwithdrawniffamiliesdepartedNewZealandformorethan28days,smallbusinessownershavesufferedbuthavenotbeenprovidedwithanyspecificsupportandvisitingfamilysupportmembershavebeenchargedfullcostforanymedicalevents.Therearemanyconsequencesandimpactswhichhavenotbeenacknowledgedorfairlytreated.
141. Victimswereofferedincomesupportbasedonimmigrationstatusandincomeatthetimeoftheattack,andthiscausedmajorstress.Aswiththeappropriatecasemanagementapproachabove,theirneedstobeafocusoncreatingasupportivefinancialplatformforthevictimstorecover.
142. Abespokeapproachtoincomesupport,suchasaminimumweeklyincomefor12-24monthsforthevictims,shouldbeconsidered.

FundsDistribution:143. Inapost-disasterevent,thereshouldbeasinglesourceforfunds
distribution,notingdonationsareoftengiveninmultiplewaysandtoamyriadoforganisationsandfund-raisingpages.
144. BeingboththedirectsupportforthevictimandthedecisionmakeronanddistributorofcollectedfundspotentiallycompromisedVictimSupport’sroleandcomplicatedtheabilitytohaveaconsistentresponse.
145. Localorganisationsareusuallybestplacedtoperformthisrole,andsomefurtherthoughtshouldbegiventohowtohandledonatedfundsdistributionpost-disaster.
146. Giventhelargesumsdonatedtovariousorgansiations,andmanyquestionsfromthecommunityaboutwherethefundshadgone,itwouldbeausefulexercisetocommissionanindependentreportonthis,aswellclarifyingsomeofthepromisedcommunitysupport,whichmayormaynothaveeventuated.
DataSharing:147. Whilstprivacyisanimportantissue,amulti-agencydatasharing
systemshouldhavebeenimplemented.
148. Accurateinformationiscriticalwhendealingwithsuchavulnerablecommunity.Inaneventsuchasaterrorattack,appropriateandbespokeprocessesshouldbecreated.
149. Asinglecasefileoneachvictimandtheirfamilyconnectionsshouldhavebeencreatedandbeaccessedbyanyrelevantagencyorapprovedorganisation,suchasTheChristchurchFoundation,withapprovalfromthePrivacyCommissioner.

150. Manyvictims,outsidethebereavedandbulletinjuredhavereportedtheeffectsofongoingtrauma.Thisisrecognizedasbeingachallengingissuetotreat,butareallong-termriskinthewidercommunity.
151. Somevictimsmayfeelaggrievedatneitherbeingrecognisedasavictimorreceivingpayoutsfromdonatedfunds.Inthiscase,VictimSupportdidmakepayoutstothosepresentattheMosques($17,000perperson)butsomestillfeelthattheyshouldbetreatedequallywithothervictims.
152. Theliteratureandresponsesfrompreviouseventstendtosupportalonger-termhealthserviceapproachtotraumaandPTSDbutthisneedstobeculturallycompetent,wellsignaledandcommunicated.TheManchesterResilienceHub,whichwassetupasaresponsetothe2107ManchesterArenaattack,isausefulexample.17
153. Socialcohesionwillalsobecriticaltothelong-termrecoveryofvictimandcommunitywellbeing.Recentreportsshowthatdislocated,fracturedandunwellcommunitiesareathighriskfornegativeoutcomes.18Promotingastrongresilienceandwellbeingfocusedcommunityframeworkwouldbeanappropriateresponse.
Recommendations:154. Inaneventsuchasamassmurderandterroristattack,thereshouldbe
abespokeresponse,takingintoaccounttheaffectedcommunity,theirneedsandtheirvulnerabilities.
155. Amulti-disciplinaryteamofculturallycompetentsupportworkersshouldbeappointedtomanageandcommunicatethevictims’needs.Resourcesforongoingfinancialandlegaladviceforvictimsshouldbeprovidedtohelpsupportthemthroughthenext24months.
156. Thereshouldbeasingleandlocalsourceoffundsdistribution,inthiscase,theChristchurchFoundation,withaddedresourceforthetask,
