Disposition Comments : Ofc. was dispatched to the area of W Fifth St and University Blvd. to contact James Beverly II. Ofc. arrived and Mr.
Beverly stated that around 3:00 A.M. this date he was walking west bound on E Seventh St in the area of S Hickory St. He stated that he looked behind
him and saw a tall white "scruffy" male wearing red and a short black male wearing blue following him from a distance. He continued to walk and when he
looked back they were still following. He was not familiar with the individuals and had been made aware that someone he knows having been shot earlier
in the night. Mr. Beverly became scared and once in the area of S Paint St and E Seventh, started to run west bound towards Mechanic St. He looked
behind and the two unknown suspects were now chasing him. He heard two gun shots and advised that one came very close to him. Mr. Beverly did not
look back and advised that he thought they left in a vehicle but was not sure. Mr. Beverly did not see where the suspects went. He was not injured or hit
in the altercation. Units had been patrolling the area and located no suspects to report. There is nothing further to report at this time.

McKellar St ref to his lawn mower being stolen again. He advised the mower was by his garage at the rear of his property off the alley and covered with

the mower being found at Rumpke Recycling on Eastern Ave last time it was stolen and Ofc checked there, but the employees said it had not been
brought in, but they would call if it is brought in. Ofc remembered the mower to have a black engine, a large red mower deck, 2 long rusted chrome
handles, and it was over 400lbs. Mr Doughty did not have any insurance. There was no evidence left behind and no witnesses or leads. Nothing further
at this time.

Comments : Ofc dispatched to the area of 770 Jefferson Av reference a found unattended child. Upon arriving, Ofc contacted the complainant, the
child and grandparent to the child near the intersection of Jackson and Adams Av. The complainant, Vicki Crisp, advised she had located an approx 2
year old boy not fully clothed wondering in the alley. The boy, identified as 2 y/o Ty A Allen, was found wearing only a soggy diaper and a t-shirt with
no shoes in the alley. The grandmother, Janet Struble, advised she went to the bathroom of her home at 823.5 Adams Av and came out to find her
grandchild Ty had left. She immediately began searching for him and found him with Crisp. Ofc was advised the front door was unlocked and he must of
opened the screen door to leave the property. Other than being dirty, Allen appeared to be in good health. Ofc will place a copy of this report in the
RCCS basket for further review. Nothing further at this time.

McCoy who advised her ex-boyfriend and father of their 1 y/o child just left with the child without permission. McCoy advised Richard Berry and her
began arguing about how he was going to miss a doctor''s appointment for their child, Amari E Berry, due to Richard having to work. Richard became
upset and left with the child without permission in a white Chevy Malibu, possibly to his home at 2441 Anderson Station Rd, Apt 10A, Chillicothe.
Ofc''s were advised to BOLO for the above vehicle and Richard. Ofc contacted Richard via telephone and advised him of the fact without court
documentation, the mother of the child has full custody and can determine visitation. Ofc also advised him if the mother wants the child home, he has to
do so or could face interference with custody charges. Berry stated he understood and was en route to return the child. Ofc has nothing further at this
time.

18:13:43Incident Disposition Comments : Officer was dispatched to 294 Elm St in reference to a complaint on a Violation of a Temporary Protection
Order. Upon arrival Officer contacted the Victim Laurel Pettiford and a witness Vivian Long. Laurel said while she was walking to Ambers Drive thru
she was stopped by Carl Hutchinson near the "old Children Services" (which is located at 381 Western Ave). Laurel said she had all three of her children
with her, which are also named on the Protection Order. Laurel said Carl was asking her questions and she has a Protection Order against him including
her children. Laurel said Vivian drove by and saw Carl talking to her and Vivian asked her if she was okay. Laurel requested to have Carl charged with
the Violation of the Protection Order. Laurel gave a written statement. Officer then contacted Vivian Long. Vivian said she was leaving Giovonni''s
driving the alley when she saw Carl talking to Laurel. Vivian said she saw the kids with Vivian and Carl was talking with them as well. Vivian said she
stopped to check on Laurel and the kids and then went home. Vivian gave a written statement. Laurel Pettiford''s three children are Aidan Hutchison,
Carols Hutchison and Kasmira Hutchison. They are named in the Temporary Protection Order issued from Chillicothe Municipal Court case
CRB1301223B. Laurel Pettiford is also listed on the Protection Order. At 9:20 pm Officer made contact with Carl Hutchinson by telephone. Carl said
he did not contact Laurel or the kids, he does not want to go back to jail. Officer explained to Carl that Officer can not properly question him over the
telephone and can not advise him of his rights. Carl agreed to turn himself in. At 10:30 pm Carl Hutchison turned himself in. Officer read Carl his
Miranda rights. Carl said he was talking with a friend in the area when Laurel approached him. Carl said he told Laurel he is not to talk to her and he
walked away to Jay Thomas''s house until he went to work painting. Carl was escorted to the jail where he will be held until his court hearing on 5/8/13
at 9 am. Carl was charged with one count of Violation of a Protection Order. Nothing further at this time.

was arguing with another subject in the street. She advised this subject threw something and she believed it struck her car. She advised this made her
angry so she stopped her car and got out and began to yell. She advised that she did not know if there was any damage done to her car. She advised
however that the head lights were not working now. Ofc noted no signs of new damage to the vehicle. Ofc contacted Stephanie R Castle who stated
that Ms Carey was driving down the road and almost hit her at which time she told her to slow down. She advised that Ms Carey stopped in the middle
of the street and began to yell at her. She along with numerous other people on the street advised that a cell phone the thrown by another subject but it
never hit her car and it flew over top the truck area. Ms Carey left the area without further incident.

Water St who stated the apartment at the rear of her address, 143 E Water St Apt 3, was condemned by the city and that there are people currently
inside that residence. Beulah informed this Ofc that Kathleen (Lynn) Butler owns the property and has evicted the resident (Shantel Thompson) from
that apartment.Ofc observed the entry to the apartment door was badly damaged and was not connected to the door frame. Ofc also observed the
window leading to the kitchen was opened or removed. Once other Ofcs arrived, Ofcs entered the residence to further investigate the incident and
contacted (2) subjects who were identified as Darius Sims and Tonio Galloway. Both subjects stated they were given permission to stay there by their
friend / resident, Shantel, while she was in the process of moving out.Ofc contacted Kathleen Butler via telephone who informed this Ofc that she was in
the process of evicting Shantel but she has not yet been evicted from that property. However, Kathleen did state that the property had been condemned
by the City of Chillicothe due to no water supply. Ofc was informed by Buelah that she recalled seeing a sign on the front porch of Apt 3 advising as
such but Ofc was unable to locate the sign or determine if that order was still in effect. Ofc was also unable to contact the tenant, Shantel, at the time of
this investigation. Darius and Tonio left the area and were informed not to return without being accompanied by Shantel. Ofc has nothing further

Disposition Comments : Ofc was dispatched to 774 N High St, Subway reference to a subject passed out in a vehicle. Upon arrival Ofc located a
black 1999 Land Rover Discovery FVB7151-Oh in the West side of the parking lot. Ofc approached the vehicle and found a subject sleeping with
the vehicle running. It took Ofc a short time to wake the subject up identified as Benjamin J Hatmacher. Ofc observed a neon green plastic tray sitting on
the center console. Ofc observed it to have a crushed up white powder that appeared to be cocaine from Ofc training and experience. Ofc had Benjamin
step from the vehicle. As he was exiting the vehicle to small plastic bags fell from his waste band onto the ground. Ofc had the subject turn around and
place his hands on the vehicle. At this time Ofc Newsome pulled a Smith and Wesson .22cal pistol from his waste band which was not loaded. Ofc
arrested the subject and placed him into Ofc cruiser. Ofc advised Benjamin of his Miranda Rights which he stated he understood. While Ofc was talking
to subject Ofc noted that he was unsteady on his feet and had slurred speech. Ofc then field tested the powder substance that showed positive to
cocaine. Ofc located $138 next to the tray in the vehicle. A tow truck was dispatched to the scene. After a inventory of the vehicle Ofc located a gun case
that contained a ISSC MK22 and a Armalite AR 10 which had a fully loaded magazine with 19 rounds. Ofc then located an AK 47. Along with these
items magazines were found for every gun in the back of the vehicle. Numerous boxes of ammo were located along with misc gun parts. Ofc
confiscated all of these items and placed them into the Chillicothe Evidence Room. Ofc will send the cocaine to BCI&I for further testing. Ofc noted that
Mr Hatmacher was DUS/NO Ol and also had several felony convictions placing him under disability. Ofc obtained photographs. The vehicle was towed
by Best Towing. Ofc questioned Mr Hatmacher and asked him if the powder substance was cocaine. He advised he did not know where it came
from and had not been doing any drugs. He advised he is prescribed suboxone. He advised Ofc he did know he was not allowed to have a gun. Ofc
transported Mr Hatmacher to the RCJ where he was given FSTs. Ofc noted that he did not show any signs of HGN however he started the one legged
stand before being told to do so and placed his foot down three times before Ofc stopped the test. Ofc noted he did not stand as told while the walk and
turn test was explained and demonstrated. Mr Hatmacher refused a urine test. Ofc issued him Citation 18961 charging OVI, Dus and No ol. Ofc also
booked him on charges of Possession of Drugs and Having Weapons Under Disability. He was left in the custody of the jail staff pending his court
appearance on 05/08/2013. Ofc found the vehicle was registered to Amber R Vernier. Ofc will forward this information to the Ross Co
Prosecutor for Grand Jury consideration.

Officer was dispatched to Subway at 774 North High St to assist Officer Mather. Officers approached a Land Rover Discovery OH-PC FVB7151 and
nothing was laying outside the vehicle. Officers contacted Benjamin Hatmaker who was inside the vehicle. Officer Mather had Benjamin step out of the
vehicle and Officer saw what appeared to be a pistol out line inside Benjamin's shirt. Officer went to Benjamin and took a pistol out of an inside the
pants holster to secure it. Officer then saw two small bags containing a white powder residue laying next to the vehicle under the driver's door. After
Benjamin was secured Officer cleared the firearm and found it to be unloaded.
Officer then assisted Officer Mather search the Land Rover. Officer found an AK-47 like rifle with a folding stock behind the passenger seat inside a
large open top bag. Officer also located a large black rifle case. Inside the case was an Armlite AR-10 with a loaded magazine in the rifle and a 22 long
rifle similar to a SCAR rifle. Officer found several rounds of ammo. These items were seized and turned over to Officer Mather for evidence.
