MISSION STATEMENT: The mission of the Child Abuse Council of Santa Clara County is to protect children from abuse and neglect by their parents and caregivers, and from the systems designed to protect them.

HISTORICAL BACKGROUND: The Child Abuse Council (CAC) originally started as a multidisciplinary task force formed to review the 1979 Santa Clara County Grand Jury Report concerning the child abuse service delivery system.

In 1982, AB 1733, making state funds available for child abuse treatment and prevention, mandated that a citizens' group promote awareness of child abuse, promote interagency cooperation, and advise the Board of Supervisors. The creation of an allocations committee to recommend the distribution of these funds was also specifically required.

Subsequent legislation, AB 2994, setting up the Children's Trust Fund through fees received from certified birth certificates, also required the Board of Supervisors to designate a "local voluntary commission, board, or council" to recommend the allocation of these funds to private agencies through an RFP process.

AB 1980 (authored by Maxine Waters in 1985) specifically required that each county establish a "child abuse prevention coordinating council whose primary purpose is to coordinate the community's efforts to prevent and respond to child abuse".

Santa Clara County's Board of Supervisors, through several actions in the 1980's combined the requirements of the three (3) above bills into functions given its Child Abuse Council, including that of recommending the allocations of both AB 1733 and AB 2994 funds.

The Child Abuse Council was reorganized into its present configuration in January 1993 with the status of a county advisory commission. The membership created by-laws, a set of policies and procedures, and a mission statement, and continued their monthly meetings. The twenty-three (23) authorized seats for voting members are filled through the Child Abuse Council's own membership selection process that ensures both demographic and professional diversity, with the appointments being recommended to and made by the Board of Supervisors. A Community Advisory membership category, unlimited in number, enables other interested citizens to join the Child Abuse Council.

Social Service agency staff supports the work of the Allocations Committee and administers the resulting contracts for services. Children's Trust Fund monies (per W & I Code) pay for the Clerk of the Board of Supervisors' services for the monthly meetings and enable the committees of the Child Abuse Council to contract for professional services for specific activities.

FISCAL YEAR 2015 WORK PLAN The functions of county Child Abuse Prevention Councils are guided by California Welfare and Institutions Code (WIC) Chapter 12.5, Section 18980 which dictate the following functions of the Child Abuse Council of Santa Clara County:

• To provide a forum for interagency cooperation and coordination in the prevention, detection, treatment, and legal processing of child abuse cases.

• To promote public awareness of the abuse and neglect of children and the resources available for intervention and treatment.

• To encourage and facilitate training of professionals in the detection, treatment, and prevention of child abuse and neglect.

• To recommend improvements in services to families and victims. • To encourage and facilitate community support for child abuse and neglect programs.

The work of the Council in pursuit of these goals is done by the Child Abuse Council committees. The work plan and budget for each of the nine committees is attached (Allocations, Disproportionality, Executive, Interagency Collaboration, Membership, Nominations, Public Awareness, Student Educational Needs, and Symposium). Together they constitute the composite work plan and budget for the Council.

The work of each committee in Fiscal Year 2015/16 will furthermore be guided by the four priorities adopted by the Council at its annual planning retreat on February 13, 2015:

• To promote the Enough Abuse Campaign. • To promote child abuse prevention by supporting activities and organizations related to conflict

resolution and healthy relationships. • To make the public aware of child abuse, what they can do about it, and reporting requirements. • To recommend improvements to the current and future Receiving and Intake Center (RAIC).
