Chicago Mayor Rahm Emanuel, through his corporation counsel, paid $5 million at taxpayer expense to the family of Laquan McDonald, who was murdered by police officer Jason Van Dyke.

Many are calling this hush money since it was quickly settled without a lawsuit being filed while Rahm Emanuel was seeking re-election in a heated campaign.

Transcript is excerpt from the Chairman Ed Burke's Finance Committee discussion in early 2015 with corporation counsel Steve Patton and the few questions that were asked.

Video of the murder was not released until November 2015.
