Winner of the Pulitzer Prize and named by The Financial Times as the most influential commentator in America, Charles Krauthammer has been honored from every part of the political spectrum for his bold, lucid, and original writing, from the famously liberal People for the American Way (which presented him their First Amendment Award) to the staunchly conservative Bradley Foundation (which awarded him their first Bradley Prize).
Since 1985, Krauthammer has written a syndicated column for The Washington Post for which he won the 1987 Pulitzer Prize for distinguished commentary. Today, his column appears in more than 275 newspapers worldwide.
Krauthammer is also a contributing editor to The Weekly Standard and The New Republic, and a weekly panelist on Inside Washington. He is a contributor to FOX News, appearing nightly on Special Report with Bret Baier.
For three decades, his influential writings have helped frame the very shape of American foreign policy. He coined and developed The Reagan Doctrine (TIME, April 1985), defined the structure of the post-Cold War world in The Unipolar Moment (Foreign Affairs, Winter 1990/1991), and outlined the principles of post-9/11 American foreign policy in his much-debated Irving Kristol Lecture, Democratic Realism (AEI Press, March 2004).
The Daily Telegraph calls Krauthammer “unquestionably the pre-eminent conservative columnist in a country where columnists still carry enormous heft.” National Review featured him on its cover as “Obama’s critic-in-chief.” Der Spiegel calls him “the leading voice of America’s conservative intellectuals.” New York Times columnist David Brooks says that today

“he’s the most i m p o r t a n t conser vat ive co lu m n i s t .” Politico cal ls him “leader of the opposition ...a coherent, sophisticated, and implacable critic of the new president.”
Born in New York City and raised in Montreal, Krauthammer was educated at McGill University, where he earned degrees in political science and economics; Oxford University, where he was a Commonwealth Scholar in Politics; and Harvard Medical School, where he obtained his M.D. While serving as chief resident in psychiatry at Massachusetts General Hospital, he published scientific papers that continue to be cited in psychiatric literature today.
In 1978, he quit medical practice, went to Washington to help direct planning in psychiatric research in the Carter administration, and began contributing articles to The New Republic. In 1980, he served as a speechwriter to Vice President Walter Mondale. He joined The New Republic as a writer and editor in 1981. His New Republic writings won the 1984 National Magazine Award for Essays and Criticism, the highest award in magazine journalism.
From 2001 to 2006, he served on the President’s Council on Bioethics. He is president of The Krauthammer Foundation and chairman of Pro Musica Hebraica, an organization dedicated to the recovery and performance of lost classical Jewish music.

Robert Reich
Robert Reich is one of the nation’s leading thinkers about work and the economy. Now Chancellor’s Professor of Public Policy at the University of California at Berkeley, he served in the administrations of Presidents Gerald Ford and Jimmy Carter and was Secretary of Labor under President Bill Clinton. In 2008, TIME Magazine named him one of the ten most successful cabinet secretaries of the past century. He also served on President Barack Obama’s economic transition board.
Reich is the author of 13 books, including The Work of Nations, which has been translated into 22 languages, and the best sellers Locked in the Cabinet and The Future of Success. His book, Supercapitalism, published in 2007, warned of the perils of an under-regulated and over-leveraged financial system. In his latest book, Aftershock: The Next Economy and America’s Future, a New York Times best seller, Reich looks at where the economy is heading after the Great Recession and what to expect over the next decade.
He has written more than 200 articles on the global economy, the changing nature of work, and the centrality of human capital. Reich writes a nationally-syndicated weekly column for Tribune Media Services. His columns also appear frequently in The Los Angeles Times, The New York Times, The Wall Street Journal, and other major national newspapers. He has been a contributing editor of The New Republic, The American Prospect (also chairman and founding editor), Harvard Business Review, The Atlantic, The New York Times, and The Wall Street Journal. He publishes a blog at www.robertreich.org.
Reich is a political commentator on Hardball with Chris Matthews, This Week with George Stephanopoulos, and CNBC’s Kudrow &
Company. His M a r k e t p l a c e commentaries are heard on publ ic rad io by nearly five million people.
In 2003, Robert Reich was awarded the prestigious Vaclev Havel prize, in Prague, for his original contributions to world thinking and culture. In 2004, he was named one of America’s three most influential opinion leaders on business and the economy, based on a study by Accenture. In 2008, The Wall Street Journal named him one of the nation’s top ten thought leaders.
Reich has been an inspiration and supporter of the Occupy movement, which began in 2011 to protest income and opportunity inequality in America. He serves as board chairman for Common Cause, a non-profit working for political change in America.
Reich attended Dartmouth College, graduating summa cum laude in 1968 and winning a Rhodes Scholarship to study philosophy, politics, and economics at Oxford University. Reich subsequently earned a J.D. from Yale Law School, where he was an editor of the Yale Law Journal.
Robert Reich is also, we should add, an accomplished playwright. In 2005, his political satire, Public Exposure, broke box office records at its world premiere on Cape Cod. Reich’s wife, Clare Dalton, described the play as “vulgar, tasteless and disgusting—but also hilarious.”

Lucy Kilpatrick
Lucy Kilpatrick is a Virginia-based keyboardist who loves playing in a variety of bands. While some have deemed her “the hardest-working female keyboard player around,” she feels that it is hardly work when the music is good!
Lucy comes from a musical family; her mother is a classically trained pianist, her brother is a guitarist, and her father has been seen picking out a song or two on the piano.
At the age of four or five, Lucy was re-composing her brother’s music lessons. Often, the two would “jam”—he on guitar, Lucy on piano or laundry hamper drums.
Lucy went on to attend Shenandoah College and Conservatory of Music, graduating with a Bachelor of Music in Jazz Studies.
From there, Lucy toured in a U.S.O. show
which took her to Egypt, Israel, and Germany.Since then, she has based herself in
Richmond, playing with artists such as Sharon Rae North, The Jazz Ladies, Tropikiimba, Susan Greenbaum, Plunky and Oneness, Julie Johnson, Heather Maxwell, and national artists such as Phil Perry, Vinx, and Clarence Burke.
While music is an important part of Lucy’s life, she also enjoys gardening, quilting, knitting, spinning (yarn), and dabbling in fiber arts. Lucy is married to pianist/keyboardist Charlie Kilpatrick. The couple has one dog, who is not at all musically inclined.
Tonight’s musical performance is made possible by the generous support of Moore Cadillac Company.
While the term “social contract” has not been widely used in America, the idea of some mutual obligation between society and the individuals that comprise it is deep-seated in the American view of society. It is true that America, more than almost any other country, is based on the idea that individuals should have the freedom to pursue their individual goals and use their talents for advancement. Nonetheless, the idea of America also is one of a society that involves both membership rights and obligations for its members.
This American version of the European idea of social contract envisions reciprocal obligations.
• The obligation as a society is to assure individuals that nobody will suffer unreasonable hardship because of factors beyond their control. While other societies have interpreted this obligation as a justification for extensive
The American Social Contract
government protections and programs, in America we have traditionally based this obligation on the extensive network of civil society institutions, including family, church, and neighborhood association.
• The obligation of individuals who are helped by the wider society is to use that assistance responsibly and to try to return to independence and self-sufficiency.
In the 1930s, the civil society-based social contract was supplemented significantly with a financial commitment by the federal government in the form of Social Security, a social insurance program that linked financial obligations in the form of payroll taxes to a set of financial benefits paid primarily during retirement. In the 1960s, this financial social insurance system was again supplemented with Medicare. – Stuart M. Butler, Ph.D., The Heritage Foundation
When we speak of the social contract, we refer to the bargain between the public and the individuals and institutions they allow to govern them. Individual citizens yield the idea of complete freedom in order to have an orderly society; they both give to and take from the government. There is an inherent tension between individual freedom and collective obligation. In a dynamic society such as ours the social contract is constantly evolving, albeit slowly. – Cliff Zukin, The New America Foundation

Scholars of comparative politics have identified three major models of the modern social contract or welfare capitalism: A social democratic model, associated with the Scandinavian countries, based on universal benefits and public services; a continental European corporatist model, which combines government entitlements with job-based benefits; and a liberal model found chiefly in the United States, Britain, and the other English-speaking countries. Features of the Anglo-American liberal model include generous middle-class subsidies but low spending on public services, relatively high inequality, and systems of public assistance designed to encourage participation in the workforce. – Michael Lind & David McNamee, The New America Foundation

Today, we’re still home to the world’s most productive workers. We’re still home to the world’s most innovative companies. But for most Americans, the basic bargain that made this country great has eroded. Long before the recession hit, hard work stopped paying off for too many people. Fewer and fewer of the folks who contributed to the success of our economy actually benefited from that success. Those at the very top grew wealthier from their incomes and their investments—wealthier than ever before. But everybody else struggled with costs that were growing and paychecks that weren’t.
Now, just as there was in Teddy Roosevelt’s time, there is a certain crowd in Washington who, for the last few decades, have said, let’s respond to this economic challenge with the same old tune. “The market will take care of everything,” they tell us. If we just cut more regulations and cut more taxes—especially for the wealthy—our economy will grow stronger. Sure, they say, there will be winners and losers. But if the winners do really well, then jobs and prosperity will eventually trickle down to everybody else. And, they argue, even if prosperity doesn’t trickle down, well, that’s the price of liberty.
Now, it’s a simple theory. And we have to admit, it’s one that speaks to our rugged individualism and our healthy skepticism of too much government. That’s in America’s DNA. And that theory fits well on a bumper sticker. But here’s the problem: It doesn’t work. It has never worked. It didn’t work when it was tried in the decade before the Great Depression. It’s not what led to the incredible postwar booms of the
President Obama’s View
50s and 60s. And it didn’t work when we tried it during the last decade. I mean, understand, it’s not as if we haven’t tried this theory.
We simply cannot return to this brand of “you’re on your own” economics if we’re serious about rebuilding the middle class in this country. We know that it doesn’t result in a strong economy. It results in an economy that invests too little in its people and in its future. We know it doesn’t result in a prosperity that trickles down. It results in a prosperity that’s enjoyed by fewer and fewer of our citizens.
It’s not a view that says we should punish profit or success or pretend that government knows how to fix all of society’s problems. It is a view that says in America we are greater together—when everyone engages in fair play and everybody gets a fair shot and everybody does their fair share.
That’s how America was built. That’s why we’re the greatest nation on Earth. That’s what our greatest companies understand. Our success has never just been about survival of the fittest. It’s about building a nation where we’re all better off. We pull together. We pitch in. We do our part. We believe that hard work will pay off, that responsibility will be rewarded, and that our children will inherit a nation where those values live on.

We are having a fundamental debate about the nature of American government and American society. It’s a noisy, boisterous debate…it’s a question about what kind of people we are and the nature of the social contract between citizen and state. – Charles Krauthammer
Yes, we have too much government, and yes, we have too little government. I want more government involved in economic regulation and environmental cleanup and for reasons of public safety. I want less government telling me what personal choices to make as an individual. – Rep. Barney Frank
The focus of our government ought to be to respect people’s rights so that they can make the most of their lives…not equalizing the outcome of people’s lives, but giving equal opportunities so people can make the most of their lives. – Rep. Paul Ryan
We’ve tried leaving things to the market. Look what happened on Wall Street, we left that to the market and Wall Street exploded. Look what happened with Massey Energy. We left that to the market and we had mine cave-ins. – Robert Reich
There’s nobody in this country who got rich on his own. Nobody. You built a factory out there, good for you. But I want to be clear, you moved your goods to market on the roads the rest of us paid for. You hired workers the rest of us paid to educate. You built a factory and turned it into something terrific, or a great idea. God bless. Keep a big hunk of it. But part of the underlying social contract is you take a hunk
The Debate
of that and pay forward for the next kid who comes along. – Elizabeth Warren
Warren’s emphatic assertion of the unremarkable—that the individual depends on cooperative behaviors by others—misses this point: It is conservatism, not liberalism, that takes society seriously. Liberalism preaches confident social engineering by the regulatory state. Conservatism urges government humility in the face of society’s creative complexity.
Society—hundreds of millions of people making billions of decisions daily—is a marvel of spontaneous order among individuals in voluntary cooperation. Government facilitates this cooperation with roads, schools, police, etc. —and by getting out of its way. This is a sensible, dynamic, prosperous society’s “underlying social contract.” – George Will
Every desire for social change held by every person in the Occupy Wall Street movement can be reflected in one simple phrase: Renew the social contract. – Manuel Garcia, Jr.
We can take the rewards from those who have done better and give them to those who have done worse. We shall thus lessen the inequalities. We shall favor the survival of the unfittest, and we shall accomplish this by destroying liberty. Let it be understood that we cannot go outside of this alternative; liberty, inequality, survival of the fittest; not-liberty, equality, survival of the unfittest. The former carries society forward and favors all its best members; the latter carries society downwards and favors all its worst members. – William Graham Sumner (1840-1910)

Trinity Episcopal School Student Ushers
Trinity Episcopal School advocates service to one’s community as an important aspect of individual character development and the creation of a strong community. These Trinity students, selected from the School’s Honor Roll, serve as ushers for The Richmond Forum this season. Through their service, the students facilitate an exchange of ideas that
broadens our understanding of the trends and issues shaping our lives and our community.

Rafe Esquith is the subject of the PBS documentary The Hobart Shakespeareans and the only teacher to be awarded the president’s National Medal of the Arts. He has also received the National Teacher of the Year Award and was honored by Queen Elizabeth II and the Dalai Lama.
