Note to all Exhibitors and Trainers

The following is a list of rules set forth by the Del Mar Fairgrounds, by which we must all abide: Type of bedding to be used will be designated by the Equestrian Center Manager. Advance feed & bedding may be ordered through the Fairgrounds Feed Office, (858) 509-5245. No straw or synthetic bedding will be permitted – ONLY BAGGED SHAVINGS. Do not put bark, shavings, flowers, sod, framing, etc. in the aisle ways or contractor will charge an additional fee to remove and haul it away. Do not put excess shavings into the stalls at the end of the show. Minimum $100 removal charge. Manure is to be deposited at the designated areas not in the middle or in front of the stalls. Do not block or cover the drains. All needles and syringes must be deposited in designated disposal containers. Do NOT leave in stalls or throw away in trash receptacles. Violators will be fined $50 per occurrence. First offense: trainer and owner will be notified as well as the appropriate Federation. The second offense will disqualify the individual or horse and be asked to leave the Show with no refund. Shed row lights must be turned off during the day. Lessee will be fined $100 per day for noncompliance. All hoses must have nozzles attached. Violators will be fined $50 for each violation. Please help us conserve our water supply. Exhibitors must use designated animal wash areas. Animal washing in stalls & aisles is prohibited. All arenas must be vacated while maintenance equipment is being used. Horses are not to be left unattended in the arenas at any time. No turnouts or longeing in arenas – use designated areas. Lessee is responsible for all damage and alterations to the facility. It is strictly forbidden to remove stall doors. Violators will be fined accordingly. Minimum $200 per stall. Use frames provided for stall decorations. Do not use nails or other devices in the cement blocks. $200 per violation. Park in designated areas only. Violators improperly parked will be issued citations and/or towed from premises at the vehicle owner’s expense. Golf carts and bicycles are only allowed in the stable area. All cart drivers must be at least 18 years of age and have a valid driver’s license. Dogs are allowed only in the stable area and must be on a leash at all times. Dogs are not allowed past the chute area and under no circumstances are dogs allowed near the arena, food area, or grandstand. The Fairgrounds reserves the right to not allow dogs on the premises. Animal control authorities will impound dogs in violation. Please do not ship or send anything to the Fairgrounds directly. It will not be accepted. Exhibitors – do not tie horses or livestock to any posts in the stable area. Any damage or repairs will be billed to exhibitor. These regulations will be strictly enforced to protect your valuable animals and your safety. All violations for noncompliance will be cited and billed separately to the exhibitor/trainer. SHOW RULES AND REGULATIONS Conditions of Competition

1. Every class offered herein which is covered by the rules and specifications of the current

USEF rule book will be conducted and judged in accordance therewith.

Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $45 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot (exception: Friesian performance FR218) and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions; 8) Opportunity classes; 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation; 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes.

2. The Horse Show Executive Committee reserves the right to itself, to interpret all questions and conditions in regard to, or arising out of, or incident to, the show without claims for damages or recourse of any kind. Any questions not covered in these rules and regulations shall be decided by the Horse Show Executive Committee to include the Chairman of the Charity Fair Horse Show, Horse Show Manager, Horse Show Secretary, Steward and an Attorney.

3. AMERCIAN SADDLEBRED HORSES must be registered with the American Saddlebred Registry or the Canadian Livestock Records Corporation. They must be entered in their full registered names with registration numbers and under the names of the owner(s) of record with A.S.R. or the C.L.R.C. See division heading for more requirements.

4. PONIES may not be shown in Hackney, Harness or Roadster Pony classes unless the owner possesses a current measurement card or valid measurement form issued by the USEF. All Open Roadster Ponies must be re-measured and issued new measurement cards prior to competing in recognized competitions for the year 2004 and beyond (Effective 3/1/04). Please send copy of your new measurement card with your entry. See division heading for more requirements.

5. MORGAN HORSES must be registered with the American Morgan Horse Association, Inc., or an organization having registry reciprocity, (Canadian Morgan Horse Association, British Morgan Horse Society, Swedish Morgan Horse Society) and must be entered under their full registered name or, if under one year of age, be eligible for registration. Horses must be entered under the names of the owner(s) or lessee of record. See division heading for more requirements.

6. All entries are accepted with the understanding that Charity Fair Horse Show and the Del Mar Fairgrounds (also known as 22nd DAA) will not be held responsible for any loss, damage or injury to any horse exhibited or any article of any kind. All horses shall be under the control and direction of the Show Committee but solely at the risk of the exhibitor, who will be responsible for any loss, damage or injury to any person, animal or property occasioned to him, his agents or employees, or by any animal owned or exhibited by him, and shall indemnify the Charity Fair Horse Show and the Del Mar Fairgrounds against any and all loss, damage and liability thus occasioned including, but not limited to, any and all legal costs, including attorney fees, which may be incurred as a result thereof. The submitting of a signed entry form shall constitute an acceptance by each person admitting knowledge and understanding of the provisions set forth herein.

7. ALL owners and exhibitors will be held responsible for any damage or alterations incurred by them or their agents to barns or other Del Mar Fairgrounds properties. IT IS STRICTLY FORBIDDEN TO REMOVE STALL DOORS. VIOLATORS WILL BE FINED ACCORDINGLY. MINIMUM $200 PER STALL.

8. The Charity Fair Horse Show reserves the right to refuse or accept conditionally, or to cancel any entries, and cancel award prizes, without claim for damages.

9. The Charity Fair Horse Show reserves the right to cancel or combine classes in which there are insufficient entries and the specifications will allow.

10. The Charity Fair Horse Show reserves the privilege of substituting or changing judges if it becomes necessary. The judges’ decisions in the show ring are their own responsibility and the Show Committee accepts no responsibility for these decisions.

11. No entry will be accepted unless it is: a) Properly signed and, in the case of a minor, signed by a parent or guardian. PLEASE

NOTE: The entry form must be signed by all handlers, riders, owners, trainers, and drivers. No one may show a horse unless they have signed the entry form entering that horse. Printed stamps and copies of signatures will not be accepted as a signature.

b) Made on an entry form provided by the show. c) Shows correct mailing address of owner. d) Accompanied by payment in full of ALL FEES. e) Enclose copies of current USEF Membership Cards or $45 single event show pass fee

for each rider, driver, owner, lessee, agent and/or trainer, whether senior or junior exhibitor. Non-members must complete an event show pass form. Amateur status must be indicated on their USEF cards and birthdates of junior riders must be included. If 2019 USEF Membership Cards are not available, there will be a $10 charge per card. Exhibitors may print their own membership card by going to usef.org.

f) NO TELEPHONE ENTRIES WILL BE ACCEPTED but stall requests will be noted. Stall fees must be paid prior to show in order to reserve stalls. If groups are to be stalled together, the request must be indicated on the entry form. Every effort will be made to

accommodate long-standing, traditional stall locations, but Show Management reserves the right to make assignments to accommodate the general needs with limited stall space. Del Mar Fairgrounds has control over the amount of stall space allotted to the Horse Show.

12. Entries close MAY 18, 2019. Post Entries are accepted, however, Entries postmarked after that date will be charged a post-entry fee of $25 per horse through Saturday, June 1st. Horses and Ponies entered after June 1st will be charged a $40.00 post-entry fee. Classes added after close of entries will be charged a post-entry fee of $10 per class. New USEF vaccination rule for show horses: Effective December 1, 2015, all horses entering the grounds of a licensed competition must have proof of Flu/Rhino vaccination within 6 months of entering the grounds. Read the details at www.USEF.org

13. SAFE SPORT TRAINING: Starting January 1, 2019, if you are a USEF competing member 18 years of age or older, and are competing in an USEF recognized division, you are required to complete the core Safe Sport Training within 30 days of activating your membership. For USEF-recognized competitions, no entries will be accepted and processed without proof of Training Completion.

14. CHAMPIONSHIPS. Performance championship classes must be entered two hours before the start of the scheduled performance during which the class is to be held.

15. Cancellation or Substitution of Entries. Exhibitors canceling their entries for any reason after May 18, 2019, shall forfeit entry and stall fees. No substitutions of horses will be permitted at the back entry gate at the beginning of a class. When exhibitors, trainers or stables wish to make a change in entries in any class, they are required to follow the procedure of scratching the existing entry and making a new entry with the Show Secretary’s office. Such changes shall be treated as post-entries and charged the post-entry fee. In the event of the sale or injury to a horse (Veterinarian’s Certificate required), exhibitors may post-enter another horse in the same class at the fee of $5 per class. Stall Refund: Stall fees will be refunded if cancelled, in writing, before May 18, 2019.

16. Changes. Care should be taken to enter animal in its proper class. Sex and age of horses must be correctly stated, as well as the correct date of birth of Junior riders. Exhibitors are responsible for their errors and those of their agents in making out entry blanks. Any changes will be charged for at the rate of $10 per class. In all classes, the description on the entry blank must fully identify horses. The word “entry” will not be accepted.

17. Scratches and Rider Changes. All scratches and rider changes MUST be made in the Horse Show Office 2 hours BEFORE each performance.

18. Championship Entries. To be eligible, horses must be entered, shown and judged in any class of its division, where specified. To be “shown and judged” in any class in which horses compete together, an animal must perform in all required gaits both ways of the ring in the original workout and must remain in the ring up to the point of being excused by the judge.

19. USEF Amateur Certification. Every person who has reached his/her 18th birthday and competes in classes for amateurs under Federation rules must possess current amateur certification issued by the Federation. This certification must be available for inspection or the competitor must have lodged with the Competition Secretary, at least one hour prior to such class, an application for such certification provided by the Federation. Forms may be obtained from the Federation. Certification will be issued only on receipt of the application

properly signed and is revocable at any time for cause. Any person who has not reached his/her 18th birthday is an amateur and does not require amateur certification. There is no fee for amateur certification for Senior Active or Life Members. In addition, all amateurs must be a member of USEF. Not required for Opportunity classes.

20. Limit Horse, Novice Rider and Limit Rider Classes. A Limit Class is open to horses and or riders who have not won six first-place ribbons at Regular Member Shows of the USEF or the CEF in the particular performance division in which they are shown prior to the closing of entries for this show. A Novice Class is open to horses and or riders who have not won three first-place ribbons at Regular and Local member shows of the USEF or the CEF, in the particular performance division in which they are showing prior to the closing of entries for this show.

21. All riders, drivers and attendants shall be neatly and suitably dressed on entering the show ring.

22. Stabling: Stalls will not be available until 8:00 AM Monday, June 3. Stalls are permanent with upper and lower doors. FIRST BEDDING ORDERS MAY BE PLACED AFTER MAY 28, BY CALLING THE FAIRGROUNDS FEED OFFICE 858-509-5245.

23. Early Arrival: Anyone arriving earlier than 8:00 AM, Monday, June 3, MUST contact the Show Manager to make arrangements. Early arrivals will be required to pay a fee of $35 per day per STALL. ONLY TRACK AREA AND WARM-UP ARENA ARE AVAILABLE ON MONDAY FOR HORSES. ALL ARENAS WILL BE AVAILABLE STARTING TUESDAY, JUNE 4. All stalls must be vacated by 10:00 PM Saturday, June 8. A late departure fee of $35 per STALL will be charged after this time and date. Stalls are limited due to the Fair.

24. All exhibitors are requested to enter and exit the Fairgrounds through the Stable Gate on Jimmy Durante Blvd. There will be designated exhibitor parking near the barn area. No parking between Barns E and F. All vehicles will be towed from this area at owner’s expense.

25. MOTORIZED VEHICLES – Minors who do not have a valid driver’s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver’s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. Golf carts and bicycles will be allowed only in the STABLE AREA. Cart drivers must be at least 18 years of age.

26. Exhibitors will be issued credentials at the stable gate, near the feed office, on arrival. THESE CREDENTIALS MUST BE ORDERED ON THE ENTRY FORM FOR ALL THOSE COMING TO THE HORSE SHOW ARENA, AND ARE MANDATORY FOR ADMITTANCE INTO ANY PART OF THE FAIRGROUNDS. THESE CREDENTIALS WILL BE HONORED ONLY AT THE STABLE GATE, NOT AT THE GENERAL ATTENDANCE GATE FOR FAIRGOERS. ANY FAIRGOER OR SHOW SPECTATOR MUST HAVE A CREDENTIAL TO EXIT THE FAIR INTO THE STABLING AREA. This security precaution is for your benefit.

28. Whips longer than 6 feet (EXCEPTION: Drivers in Harness Classes), or actions that may disturb other exhibitors, will not be allowed in the warm-up ring or any arena.

29. Food and beverages will be available on the Fairgrounds.

30. PROTEST. Any exhibitor lodging a protest must first deposit $200 if made by a Federation member or $300 if made by a non-member with the Secretary of the Show or the Horse Show Committee, which sum shall be forfeited to the Horse Show if same is not sustained. All protests must be in writing, signed by the protestor and filed with the Show Secretary or Steward within 48 hours of the occurrence of the alleged violation. In case protest is upheld, said deposit will be refunded and the entries standing next in award will be moved up accordingly. GR603

31. THERE WILL BE A PENALTY OF $50 if a check is refused by the bank for any reason. No checks will be processed through the bank a second time and must be covered by a money order, cashier’s check or cash, in addition to the penalty.

32. No competition numbers will be released by the Show Office until all entry blanks are complete, signed, membership cards presented, and all necessary registration papers and measurement cards have been seen. In addition to payment in full, a signed open check must be deposited with the Show Office. Credit cards are accepted with the completed authorization section on the entry form. Credit cards may be used as an “open check” however all checks and credit cards will be processed upon receipt of the entry form and an additional open check or credit card authorization must be left to cover additions and changes.

33. Prize money will be mailed within 30 days after the closing of the show.

34. NO RV spaces are available.

35. Stalls are 12’ X 12’ of wood & adobe, with Dutch doors. Exhibitor is responsible for all damage and alterations to the facility. It is strictly forbidden to remove stall doors. Violators will be fined a minimum of $200 per stall. Use frames provided for stall decorations. Do not use nails or other devices in the cement blocks. $200 per stall fine.

36. Footing is of dirt, sand and organic material as maintained by race track personnel. Arena size is approximately 317’ X 153’.

37. All Junior Exhibitors’ correct Birth Dates must appear on entry form.

Attention Trainers and Exhibitors Charity Fair has allotted space in the schedule for 3 Buy-

In classes. These classes can be any USEF Breed Division that is already held at this show. For a

sponsorship fee of $300, you may select these classes on a first come, first served basis by obtaining approval

from Show Manager, Nancy Harvey, and payment of fee to Toni Nickell by June 1st. Limit of two (2) classes per

In order to compete, all horses must be registered with the American Saddlebred Registry or the Canadian Livestock Records Corporation. They must be entered in their full registered names with registration numbers and under the names of the owner(s) of record with A.S.R. or the C.L.R.C. A copy of the registration papers showing proof of ownership, or a copy of the registration papers with a Certificate of Eligibility to Show issued by the A.S.R. must be submitted with entry form at the time of making entry. Owners, trainers, riders, drivers and handlers must be current members in good standing with the American Saddlebred Horse Association (ASHA). Copies of current membership cards are required. Stripping for conformation not required.

Rules for the Academy Division

1. Horses are NOT judged. Horses in the Academy classes MUST be lesson horses used regularly in a professionally operated academy program. These horses must display the characteristics of such.

2. All Academy classes are to be judged on the ability of the RIDER to control and show his/her horse

to the best advantage. 3. Academy Equitation classes are judged on BASIC equitation skills with correct diagonals and

leads. 4. Academy Showmanship classes should be judged on the rider’s horsemanship abilities. The horse

is NOT to be judged. It should be judged on the rider’s ability to control and show his/her horse. Promptness in finding the correct diagonals and canter leads are important, as well as the rider’s command of the horse. For example: speed, placement in the ring and collectiveness.

5. Headers are allowed in the 10 & Under Equitation and Showmanship classes. Riders

1. No full riding suits. Helmets are required. Jackets are not allowed. 2. Riders must be participating in a professionally operated lesson program and show on lesson

horses. 3. A rider may own his/her horse as long as the horse is REGULARLY used in the lesson program. 4. A rider may not cross enter between the Academy and show division at this show. 5. Once a rider has shown in a walk/trot/canter class at this or any horse show, they may not enter a

regularly in a professional lesson program and shown regularly in show performance or equitation classes) may NOT cross enter in the Academy division.

6. Hoof blacking is optional. Braiding is allowed. 7. Horses should be owned or leased by the instructor or riding program. Horses in training will not be

allowed. No tail sets allowed. Chains or other action devices must not be used on the show grounds.
