CHAPTER NEWS MAY 2012 Henry G. Jackson, CPA President and Chief Executive Officer Henry G. (Hank) Jackson is the president and CEO for the Society for Human Resource Management, the world's largest association devoted to the human resource profession. Prior to this he served as the Society's interim president and CEO, and before that he was Chief Global Finance and Business Affairs Officer. In this capacity he was responsible for financial management as well as publications and new media, meetings and conferences, seminars, member marketing, corporate sales and technology solutions. Hank came to SHRM from Howard University in Washington, D.C., where he was senior vice president/chief financial officer and treasurer of the university. Howard University includes 11 schools and colleges, a hospital, a public television station, and a commercial radio station. He held several positions at Howard University, including comptroller, deputy comptroller, and systems accountant, before becoming senior vice president. Before joining Howard University, Hank worked in public accounting with Hurdman Main and KMPG as senior auditor and a computer audit specialist. For several years, he was also a consultant for the Southern Association of College and University Business Officers, where he provided general guidance and technical advice to educational institutions desiring to upgrade and computerize their management information systems. Hank earned his Bachelor of Science degree in accounting from Stonehill College in Massachusetts. He is a certified public accountant. EEOC issues new Guidelines on Employer’s Use of Arrest and Conviction Records By Bob McCormack, Legislative Chair On April 25, the EEOC released its much-anticipated new Enforcement Guidance on arrest and conviction records used in employment decisions under Title VII of the Civil Rights Act of 1964, as amended. As you may recall, the Florida Legislature declined to pass similar bills (SB112 and HB 297) this legislative session, which would have prohibited public employers from considering the criminal history of applicants until after the applicant had been selected for an interview. The EEOC approach is somewhat different, as their guidelines do not restrict the use of such background checks, but rather place restrictions (based on their interpretation of existing law) on how they can be used. The updated guidelines were created based upon longstanding court decisions and existing guidance documents that the EEOC issued over twenty years ago. Recognizing at the outset of the guidelines that national data supports that exclusion of individuals from employment base upon criminal records has a disparate impact based upon race and national origin, the EEOC Guidelines discuss how a disparate impact determination will be made by going through the factors the Commission and its investigators will be using in their analysis. The guidelines discuss relevant case law and provide employers an overview of how the agency will be making assessments of the use of criminal records in employment decisions. The guidelines also outline what the EEOC refers to as “best practices” which would include at a minimum: Eliminating certain policies or practices
which would restrict or exclude potential employees from employment based on the fact that they have any criminal record;
Training managers and hiring personnel about Title VII in general;
Developing narrowly tailored policies
and procedures for screening applicants and current employees for criminal background information which would include: 1) Identifying the essential job requirements and the actual circumstances under which the job is to be performed; determining the specific offenses that may demonstrate unfitness for performing such jobs; determining the duration of exclusions for criminal conduct based on all available evidence; recording the justification for the policy and procedures; and including a record of consultations and research considered in crafting the policy and procedures.

decision makers on how to implement the specific policy and procedures
consistent with Title VII; Limiting inquiries relating to criminal
background to records for which exclusion would be job related for the position in question and consistent with business necessity; and
Keeping information about applicants’
and employees’ criminal records confidential, only using it for the purpose for which it was intended.

Academic and Certification Scholarships for HR Professionals
More than one hundred scholarships totaling over $100,000 will be awarded to SHRM members in 2012. The awards program is designed to assist HR professionals in meeting their professional development goals. Individuals may apply for either a $2,000 education scholarship or a $750 certification scholarship.
Application Deadline: July 16, 2012 Eligibility: SHRM professional, general and associate members-- with a valid SHRM ID number-- pursuing a college degree or working toward PHR, SPHR, GPHR or California certification are eligible to apply. (SHRM student members and local-only members are not eligible for these awards.) Chapters and state councils may also apply for scholarship funds to support certification training programs. Awards: 80 certification scholarships of $750 each and 20 academic scholarships of $2,000 each will be awarded. Each SHRM domestic region has a total of $20,000 to distribute which means applicants compete only with others in their own area of the country. Each region will award 16 certification scholarships and 4 academic scholarships for a total of 20 awards. R. Gregory Green GPHR Scholarships The SHRM Foundation is proud to announce that two special scholarships will be awarded in 2012, in honor of SHRM volunteer leader R. Gregory Green, SPHR, GPHR who passed away in 2011. Green was chair of the HR Certification Institute board in 2006 and was instrumental in helping to develop the Global Professional in Human Re-sources (GPHR) certification.
To honor his legacy, the SHRM Foundation will present two one-time, R. Gregory Green GPHR scholarship awards of $1,200 each to deserving SHRM members. Each scholarship will cover the cost of both the test preparation materials and the exam fee for the GPHR.

Company Pages are like your Profile: details about who they are and what they do. At first glance of a Company’s page is an Overview. Companies can provide as little or as much detail since they control the content of their page. When you scroll down, the right column has additional company information such as type, size, industry, when it was founded, their website and if publicly traded, trading activity from the NYSE.
You will also immediately notice contacts from your network that are connected with this company; to the right it will show how many of their employees have profiles on LinkedIn. Current openings and opportunities with them may be posted in the ‘Careers’ section. The ‘Products’ or ‘Services’ sections have details about what they offer; you can click ‘Recommend’ and your profile picture will appear. Some new features have been added that are similar to Facebook. You can now ‘Follow’ a company. When they post status updates such as announcements, promotions, news articles and videos, these will appear on your profile page. You can then ‘Like’, comment on, or share updates. These are all great ways to create greater visibility and interact with a targeted audience.
