Public participation is an important component of every active transportation planning effort. A description of each of the outreach and community engagement efforts is provided throughout this chapter.

Stakeholder Advisory CommitteeA diverse group of Coronado community members formed an ad-hoc stakeholder advisory committee (SAC) to advise staff in the development of the Active Transportation Plan.

Preliminary stakeholders were identified at the June 2016 project kickoff meeting with Coronado city staff and the consultant team. These stakeholders represented a variety of perspectives and local knowledge, including:

• Coronado Unified School District

• Elementary/Middle school parents

• Coronado Bicycle Advisory Committee

• Transportation Commission

• 3rd/4th Street Organization (now defunct)

• Rotary Club

• Coronado Cays HOA

• Senior citizen community

• Special mobility needs community

• Residents that were in opposition to recommendations from the currently adopted Bicycle Master Plan (2011)

The SAC reviewed and provided input on the project engagement process, commented on draft deliverables, provided local knowledge, and assisted with engaging community members. Seven SAC meetings were held over the course of the project, with the first three geared toward examining existing conditions and the final four meetings focused on potential projects and recommendations for the Plan.

A summary of each of the SAC meetings can be found in the Appendix of the Final Report. A brief description is below.

SAC MEETING #1 The first meeting, on August 25, 2016, served to introduce stakeholders to the project and define the purpose of the SAC. Preliminary work products were also presented for comment. The focus of the meeting centered on:

• Purpose of the Stakeholder Advisory Committee

• Project Scope and Schedule

• Summary of Planning Document Review

• Initial Needs Assessment Findings

• Goals, Objectives and Evaluation Criteria Brainstorm

• Stakeholder Interview Question Review

SAC MEETING #2 The second SAC Meeting took place on November 7, 2016. The second meeting primarily served to identify active transportation issues in Coronado and to solicit input on the upcoming public workshop format and topics. The focus of the meeting centered on:

• Active Transportation Issues in Coronado (discussion)

• Required Elements of an Active Transportation Plan

• Role of the Stakeholder Advisory Committee

SAC MEETING #3 The third SAC Meeting took place on January 19, 2017. The third meeting primarily served to review the upcoming public workshop and materials, as well as to identify routes for the upcoming bicycle and walking tours. The focus of the meeting centered on:

• Review Public Workshop Format & Materials

• Plan Route for Bicycle & Walking Tours

SAC MEETING #4 The fourth SAC Meeting took place on April 10, 2017. The fourth meeting primarily served to review the public comments which had been received, as well as to review the preceding public workshop and walking and biking tours.

• Review of Potential Project Concepts

SAC MEETING #5 The fifth SAC Meeting took place on June 8, 2017. The fifth meeting served to discuss the upcoming public workshop format and to present draft networks, conceptual improvements, and materials to be presented at the workshop. The focus of the meeting centered on:

SAC MEETING #6 The sixth meeting was held on August 14, 2018. The sixth meeting served to discuss the input heard at the second public workshop, revised recommendations, and to provide an outline of the environmental documentation process. The focus of the meeting centered on:

• Review Public Workshop #2 Comments

• Updates to Network Recommendations

• Environmental Review Process

• Programmatic Recommendations

SAC MEETING #7 The seventh, and final, SAC meeting was held on November 14, 2017. The final meeting served to receive the SAC’s input on the Goals, Objectives and Policies for the Plan, as well as input on the Programs and Projects Matrix and the Online Questionnaire. The focus of the meeting centered on:

• Goals, Objectives, and Policies

• Programs and Projects Matrix

• Online Questionnaire

Stakeholder InterviewsStakeholder interviews were conducted in small groups of one to three Coronado community members in November 2016. A total of 17 individuals were interviewed. As part of this process interviews were conducted with representatives from the special mobility needs community, the senior citizen community, and the school board.

The interviews served as a means to establish baseline conditions and develop an understanding of the project’s opportunities, challenges, goals, and preferred outcomes from various community members perspectives.

Ten questions were developed to facilitate the interviews. The individual questions and responses to each question are provided in the appendix of the Final Report.

The interview questions ranged from asking what residents envision for the future of walking and cycling in Coronado, to what improvements could be made, what concepts the team should focus on during the planning process, and what a successful Active Transportation Plan in Coronado would include and emphasize.

The interviewees expressed an overarching desire for safety and harmony between the modes. When asked about ideas for improving the walking environment in Coronado, responses included expanding red curbs to improve better vision angles, creating a robust safe routes to school program, installing high visibility crosswalks, and paying attention to Ocean Boulevard.

The interviewees shared their ideas for improving the cycling environment, which included

• Developing a network of bicycle facilities so not every street has bicycle facilities and that this

network should focus on utilitarian trips.

• Shared lane markings, also known as sharrows, should be used on streets with parking

• “Bikes may use full lane” signs should accompany sharrows

• A desire for data collection to show the need and propensity for bicycle activity was expressed.

• Not every street needs to include bicycle facilities

With regard to the planning concepts for areas of Coronado the project team should focus on, interviewees shared the following ideas:

• Consider installing bulb outs, also known as curb-extensions

• Focus on traffic calming, improve unmarked crossings, making the cross-island trip more comfortable

• Address the traffic and sidewalk congestion issues on Ocean Boulevard to the extent possible

• Focus on serving schools with active transportation infrastrucutre and supporting programs

• Engage residents in the planning effort through social media, newspaper, interactive workshops, involve the Home Owner Associations (HOA’s), notices at community centers, among other suggestions.

The information gathered during the interviews informed the development of the Active Transportation Plan.

Community WorkshopsThree public workshops and one Town Hall meeting were held during the course of the development of the Plan. A summary of each of these can be found below.

COMMUNITY WORKSHOP #1 The first Coronado Active Transportation Plan public workshop was held Wednesday, February 22, 2017 from 6 to 8pm in the Community Center’s Nautilus Room. The first workshop served to introduce the project to the community, introduce the project team, and collect public input regarding future visions and concerns related to active transportation in Coronado. The workshop followed an open house format in which attendees were free to come and go as they pleased and explore the stations at their leisure. Thirty-two names were recorded on the sign-in sheet.

COMMUNITY WORKSHOP #2 The second Coronado Active Transportation Plan public workshop was held Monday, June 19, 2017 from 6 to 8 p.m. in the Coronado Library Winn Room. The workshop provided community members with the opportunity to review and comment on draft materials, including the project vision, project objectives, proposed supporting programs, and proposed networks.

The project team provided comment cards at the sign-in table, with prompts for comments for each of the 12 boards. A general comment card was also available for additional comments that were not related to the board topics.

Over 115 community members attended the workshop, with over 80 comments received.

A complete summary of the second workshop and the workshop boards can be found in the appendix of the Final Report.

COMMUNITY WORKSHOP #3 The third Coronado Active Transportation Plan public workshop was held Wednesday, February 7, 2018 from 5:30 to 7:30 p.m. in the Coronado Library Winn Room. The workshop provided community members with the opportunity to review and comment on the most recent proposed programs and networks. The information was presented across 15 boards, with project team members positioned near each board to answer questions.

Approximately 63 community members attended the workshop and 20 comment cards were received.

A complete summary of the second workshop and the workshop boards can be found in the appendix of the Final Report.

TOWNHALL STYLE MEETING At the community’s request, the project team held a townhall-style meeting on Wednesday, January 17, 2018 from 6 to 8 p.m. in the Coronado Library Winn Room. The meeting was structured to give residents an opportunity to give project input in a public forum and hear each other’s comments about the project.

Staff and consultants gave an overview of the Active Transportation Plan process to date, presented the proposed programs and projects, and provided handouts of project materials. Attendees were then given the

opportunity to comment or ask questions about the proposed programs and projects from a podium, and/or by filling out a comment card.

A total of 28 people signed in. Thirteen attendees made comments at the podium and one individual took to the podium twice, for a total of fourteen comments. Three written comment cards were received.

Walking and Biking Tours The project team conducted two walking tours and two bicycle tours on Saturday, February 25, 2017. The Staff,

consultants, and stakeholders developed an eastern and western route for both the walking and biking tours. All the tours utilized a similar methodology in which a member of the project team led the tour group along a series of road segments and asked the tour group to fill out a survey rating and analyzing each segment.

Participants submitted a total of nineteen bike tour and three walking tour surveys. A complete summary of the walking and biking tours can be found in the appendix of the Final Report.

Online Map In addition to the walking and bicycling tours, the project team hosted an interactive online map on the City’s website. It served as an online mechanism to allow interested parties who were unable to attend the workshop, or had additional comments subsequent to the workshop, to provide input. A wiki map was created and participants could select a location on the map to comment on and/or to post a photo of their issue. A total of 200 comments were received on the wiki map, which was active from January 8, 2017 through February 2, 2017.

Online QuestionnaireAfter developing a series of recommendations, the project team provided an online questionnaire as another means of gathering input on the proposed projects and programs. The questionnaire was developed in collaboration with the SAC and hosted on the Survey Monkey website.

The City advertised the questionnaire to Coronado residents through the City Manager’s Weekly Update; the City’s website, Twitter, and Facebook page; at the January 2018 Community Workshop; and through fliers emailed to the various organizations, clubs, and homeowners’ associations in Coronado and sent home to parents of students in the Coronado Unified School District and private schools. Resident input was solicited on general program and infrastructure types, as well as on the specific locations of proposed projects.

The questionnaire was open for approximately one month, from January 9, 2018 through the early morning of February 3, 2018. The online questionnaire received exactly 600 responses.
