Changes to AS/NZS 3678 Standard - Introduction
• A new revision to the AS/NZS 3678 Standard was
released in 2011, replacing the previous 1996 version.
• This standard covers production and supply of hot rolled
structural steel plate and floorplate rolled on a reversing
mill, along with the supply of slabs as analysis grades
only.

What is Third Party product conformance?
• An assessment carried out by an independent
organisation (Third Party) to ensure the product complies
to the relevant standard,
for plate that is AS/NZS 3678:2011
• The assessment is carried out by the independent
sampling and testing of product at regular intervals to
verify manufacturers reported results.
• It is NOT a quality system certification body (e.g. ISO
9001).

Why the need for Third Party product conformance certification?
• Increasing issues with failed structures built with
imported non-compliant steel.
• Customers are not familiar with material specifications
• Customers do not have time to read and check test
certificates
• Inadequate product traceability
• Misleading or false documentation such as test
certificates
• Inappropriate product identification
• Excessive variation in material properties

Who conducts the Third Party Product Conformance Certification?

•BlueScope Steel is in the process of engaging ACRS to
carry out Third Party Product Certification
•ACRS have been conducting Third Party conformance
certification since 2000
•ACRS began in the Reinforcing Steel industry and are now
offering conformance certification across a wide range of
the steel construction industry.
•ACRS focus solely on steel construction.
Why is Third Party Product conformance important to us and our customers?
ACRS accreditation will :
• Provides our customers with assurance that the material complies to the
standard
• Ensures the customer gets the product they pay for.
• For the Distributor a Third Party removes the risk of purchasing product that
does not comply with the Standards. Liability for supply of non compliant
material will, under the Third Party certification scheme, rest with the Third
Party.
• For the Fabricator it ensures a level playing field when tendering for Projects
• For the Engineer it lowers risk that the design will be compromised and of
subsequent delays to the project.
• For the Building owner it ensures they get the quality they are paying for and
reduce durability issues that may arise after the warranty period.
