Traditionally, the close of the calendar year generates reflection on the past year, but also provides the opportunity for renewed focus, commitment, and priorities going forward. As a 112-year-old business orga-nization, it is no different for the Cadillac Area Chamber of Commerce. Although, our budget, programming cycle and fiscal year starts on July 1, our big picture focus is on a calendar year basis. With that said, I wanted to take the opportunity in this column to outline some of our organizational focus.

In 2010 the Chamber initiated a series of small member focus groups, comprised of a diverse cross-section of member investors to evaluate various input. The member focus groups served as a template for 2011 pri-orities, but long-term carry over into 2012 and beyond. Although, not fully intended, the focus groups progressed into a form of a member-driven strategic outline for the Chamber.

One of the biggest take aways was cued to the need for new capital investment in our building. The building is a continuing priority. We recognized that it would take multiple budget years to accomplish and with future ongoing projects factored. We have since completed a renovation of our conference room, which is actively used by our membership, critical interior and exte-rior repairs and other building and property enhancements. The list of generous support-ers and in kind donations was significant. We have more to do in 2013.

The second take away from the member focus group sessions is a top priority in 2013. We will modify our membership investment structure. Committee work is underway to design membership packages that add value to our members, streamline how we do busi-ness with our members, and proactively cre-ate better opportunities for our members through this structural change. With a tar-get of July 1, 2013, we will be updating our progress in the first quarter of next year. In addition, we are currently transitioning to an improved member database system, in large measure, to communicate with our members more effectively, track trends with our membership, and provide easier access to register and make payments for programs and events.

Your Chamber will be a voice for our mem-bers in Lansing in 2013 through our govern-ment relations initiatives and most notably through our collaboration in the Northern Michigan Regional Chamber Alliance. This past year, we were engaged in numerous legislative efforts in support of member driven initiatives, from business regulation, education, government reform, manufac-turing, transportation, and tourism, but not limited to those sectors. Our members have endorsed the importance of the Alliance and have extended positive comments for our voter education efforts this summer and fall. As we look forward to 2013, our success will always be dependent on an active, engaged, and supportive membership.

As 2012 comes to a close many business owners are making prepara-tions for 2013. But business owners and personnel department lead-ers will need to look at 2014 as well as the many changes that are being ushered in through the Patient Protection and Affordable Care Act.

One of the first tasks businesses will probably need to do is sit down with their health insurance agent, as well as their tax preparers, said Kirk Roy, Vice President of National Health Reform for Blue Cross/Blue Shield of Michigan.

“I always start with what do they want to accomplish,” Roy said. “Sit down and think about what the business strategy is and the people strategy ... and how do benefits fit in.”

Parts of the Affordable Care Act have already gone into effect (see page 5 for more information), but there is still uncertainty regarding the Act. Mary Neff Chief Operating Officer, Mercy Hospital, Cadillac, said she heard faith-based organizations may still challenge the act in the court system. She said those groups question whether or not the

government can force individuals to purchase health insurance that is required to provide for things such as abortion and contraception, which go against some beliefs.

Besides the possibility of additional court action, there is a question of the impact of the November election. The plan or parts of the plan could be changed or even eliminated by legislature.

Add to the legal and election uncertainties, there are still some parts of the plan that are being written, Neff said. Neff will be presenting Latest with Healthcare Reform: How are we impacted locally” at the November Chamber Lecture Luncheon.

“There is a lot of uncertainty because much of law still needs to be written,” Neff said. “In my heart I believe health care reform is needed, it is an unsustainable system we have right now. Is what’s on the table now the right way to go? Or are there other modifications needed?

“I believe there is lot of good work coming out of this,” she said. “I think many things will probably end up being better when it is all done, but getting there is the difficult part.”

Probably the most difficult part of the Affordable Care Act is understanding it.

“It is very complex, even with my years in health care,” Neff said, “it is like ‘Holy Smokes, I can’t imagine trying to interpret this.’ It is very complex.”

Yet business owners and those that make health insurance decisions at area busi-nesses will need to start preparing for more changes, even though some of changes are still up in the air.

Roy said companies need to evaluate what they currently offer as far as health insur-ance benefits. The size of the business will also be a factor to take into consideration.

A business with 50 or more full-time employees will be fined if it does not pro-vide health insurance that meets the mini-mum threshold of coverage spelled out by the Affordable Care Act.

The fine is $2,000 per employee with com-pany receiving a credit for 30 employees. Meaning that a company with 50 employ-

ees or more employees would face a mini-mum fine of $40,000.

If a small business (defined as less than 50 employees) is currently providing health insurance it would need to determine if the plan falls into one of the “metal levels” of coverage. Those include bronze, silver, gold and platinum. Roy said companies should consider whether their employees would be better off buying their own health insur-ance through the exchanges, which will be available in 2014.

Individuals may be eligible for a discount provided by the federal governmentwhen buying through an exchange based on their income level and may find they can get a better plan than going through the com-pany.

An employer with less than 25 employ-ees may be in line for a tax credit if they are providing health care insurance to its employees or decide to offer insurance that meets the minimum levels.

That credit is worth up to 35 percent of the business’ premium cost in 2013. The tax credit will increase to 50 percent in 2014. To qualify a business must cover at least half of the health care coverage, have less than 25 full time employees and pay annual average salaries less than $50,000.

The majority of businesses that are members of the Cadillac Area Chamber of Commerce employ fewer than 25 people.

Businesses with 25 or more employees, but less than 50 would not be penalized for not providing health insurance, but also would not be eligible for the tax credit. The company would not be required to provide health insurance to its workers.

Parts of the Affordable Care Act that have changed for 2012 and will change for 2013:

• Companies with 250 or more employees will need to report the cost of each employee’s health care coverage on the employee’s W-2 form starting in 2012. Those with fewer than 250 employees will need to report coverage costs starting with the 2013 tax year.

• Starting January 1, 2013 employees can only contribute $2,500 to health care Flexible Spending Accounts.

• Starting January 1, 2013, employees who earn more than $200,000 must have an additional 0.9 percent of wages withheld for increase Medicare tax withholdings.

• Companies with 50 or more full-time employees will need to issue a Summary of Benefits and Coverage and distributed to employees at the first open enrollment period that begins on or after September 23.

• Companies that have self-insured plans will need annual contributions to the Patient-Centered Outcomes Institute to fund its research. The non-profit institute was created through the Affordable Care Act.

What a remarkable group this year’s 2012-2013 Cadillac Leadership Class is. Not only is it the 22nd year of the Chamber’s program, but we have an exceptional 22 participants! The open-ing retreat kicked off on September 13th at the Kettenun Center for a two-day session with an overnight stay on Thursday. Many team building exercises were performed, such as the spi-der web where people were manipulated through a rope mesh hung between trees to simulate a spider’s web. Rain brought the campfire indoors to the fireplace where a show and tell gather-ing wrapped up the evening.

Day 2 arrived a little too early for some. Kettunen provided a great breakfast, then Jennifer Gaffke, class of 2004, facilitated “True Colors.” What fun it was to determine our colors and then break into groups based on our individual personalities. The weather was perfect to head back outdoors for more team-build-ing activities. One activity for building trust had one person blindfolded and the other person had to direct them through the wooded trail without falling, tripping, or hitting objects. Back inside, we heard from David Cox, class of 2007, who presented “Pay it Forward with Acts of Kindness.” We wrapped up the day reviewing the team members’ project ideas and proposals sub-

mitted by the Cadillac community. No matter how difficult or challeng-

ing the activity, the class was eager to work together as a team. The retreat proved to be very successful in terms of bringing the class closer. Whether it was problem solving or socializing, this group has proven to be full of energy. The team is eager and excited to choose

a community service project to better the Cadillac area and to experience fellowship as the 22nd Cadillac Leadership group.

Heather Witkop, a Conceptual Designer at Rec Boat Holdings, was asked if she could develop interior signage for the Chamber foyer and lobby areas. The idea of the signage was to be functional, yet decorative. In order to minimize costs, Witkop also had to use materials currently used by RBH.

To get her inspiration, Witkop visited the Chamber office and started taking interior and exterior pictures of the building. The one element

that stood out in her mind was the corner tiled windows that highlighted the building. This ele-ment would be key to her design. She also wanted a modern font that would represent the Chamber as “Forward Thinking”.

Witkop brought her idea to life, with the help of Jeff Schroeder, Matt Klein, Tony Mulder and Rex Taylor, Engineering co-workers at Rec Boat Holdings.

The Cadillac News was the recipient of sev-eral awards for 2011 by the Michigan Press Association in Lansing.

In the journalism competition, Our Community, a yearly publication that includes feature stories about individuals and groups from within the Cadillac News coverage area, was given the top prize in the Special Section category of the Journalism competition

“The news staff puts in a lot of effort on this section each year. We feel this is also a reflec-tion of the special people we have in the com-munity and we are honored and humbled to tell their stories,” said Cadillac News Editor Matt Seward.

One judge’s comment illustrates the details that led to the win.

“ A beautiful design lured me into the pages

of Our Community. Engaging stories on a wide variety of topics kept me enthralled until, with the turn of the final page, I felt like I connected with the Cadillac Community. “

The advertising department took home seven awards in four separate categories within the advertising competition includ-ing three first place wins for the Best Special Section, Best Ad Series and Best Online Promotion. Other wins include a second place and honorable mention in the Best Special Section category, honorable mention in the Best Promotion Ad category and third place in the Best Ad Series Category.

“This is a tremendous achievement,” said Pat Sorger, advertising leader at the Cadillac News . “I am very proud of my team. We work very hard everyday to create effective ad cam-paigns for our clients and it’s terrific to be

recognized as one of Michigan’s best.”On the Go — Guide to Greater Cadillac Area

was given the top prize in the Best Special Section category for the “creative graphic ele-ments throughout the section and its clean, user friendly layout,” according to one judge.

In the Best Ad Series category, first place was given to the Cadillac News advertising team for the series, Trail of Tales Storyteller Festival.

Leap Day Special, an online promotion by the Cadillac News, was given the top prize in the Best Online Promotion Category.

One judge called it a “Very nice series with great elements and great results.”

In response to childhood hunger issues, the Cadillac Area Community Foundation (CACF) has awarded a $300 grant from its endowed Cornerstone Fund to the Cadillac Area Backpack Program (CABP).

“We are grateful and encouraged that the foundation’s members recognize the

urgency and scope of the impact of hun-ger on children right here in Cadillac,” said Karen McMahon, Director of the CABP. “Currently, over 760 children are eligible to receive a backpack, and this money will allow us to feed approximate-ly four more children every weekend throughout the entire school year.”

Community Foundation Peg Lutz of Waddell & Reed welcomes Paul Singer financial advisor to the Cadillac office. Singer began his advisor career with Waddell & Reed in December of 2000, and additionally took on a man-agement role in 2002. He spent his time working with new advisors in training and development, in Grand Rapids, Cadillac and Traverse City area, as well as working with his own clients.
