Chalgrove Neighbourhood Development Plan
What is it? • It focuses on development only
• A new right for communities introduced through the Localism Act 2011
• A way for communities to decide the future of the places where they live and work
• Has Statutory Status

Why is it different to The Village Plan?
• Village plan covered all aspects of our village It is considered by the planning department
But does NOT have statutory status
• NDP focuses on development only DOES have statutory status
• Was it worth doing our Village Plan?
YES!!

Why do we need a NDP? • The SODC Strategy sets out how many new
homes to be built in South Oxfordshire by 2027
• 1154 New homes have been allocated to towns and larger villages
• Chalgrove allocation is 80 new homes

Who does it? • Where there is a Parish Council the plan must
be PC led Needs community involvement and input
• Not to be taken lightly! Involves a lot of time and effort

• Location and type of development
• What have we said already? The Village Plan feedback was:
Limited development Retain aspects of village and community Affordable to buy/rent/for the elderly For local people

What does it do? • It carries real legal weight
• Planning applications assessed against it
• Appeals determined against it
• It is not a barrier to development
• It cannot propose less development than local plan

The Process Steps 1. Agree the Neighbourhood 2. Establish a Team and apply for grant funding 3. Prepare the Plan
i. Full consultation
4. Independent Check i. Meets basic requirements of core strategy
5. Community Referendum i. Community votes on published plan ii. 50% of those voting to pass
6. Neighbourhood Plan is in place
