APPROVAL OF MINUTES: June 20, 2017 Discussion of the minutes MOTION by Chris Williams to approve the minutes of June 20, 2017. SECOND by Mark Shuttleworth. MOTION CARRIED UNANIMOUSLY. AGENDA ADDITIONS/DELETIONS: None PUBLIC HEARINGS: None GATEWAY CORRIDOR HISTORIC STYLE REVIEW: Commercial Building for 230 N. Summit Avenue Mark Shuttleworth disclosed exparte communications regarding styles with Applicant Ryan Wilkins. Discussion with input from City Administrator Jason Yarborough and Applicant Ariel Faith and Ryan Wilkins. Discussion of business type, roof material and colors, fence material of black vinyl with slats, as well as signage. MOTION by Chris Williams to recommend that the City Administrator approve the Commercial Building for 230 N. Summit Avenue as presented. SECOND by Mark Shuttleworth. MOTION CARRIED UNIAMOUSLY. Commercial Building for 219 Ohio Avenue (Gas Plumbing Services) Discussion with input from City Administrator Jason Yarborough and Applicant Ariel Faith. MOTION by Cory Spaziani to recommend that the City Administrator approve the Commercial Building for 219 Ohio Avenue (Gas Plumbing Services) as presented. SECOND by Lewis Long. MOTION CARRIED UNIAMOUSLY. Barn at 452 Tangerine Avenue (Cameron Lane) David Hughes disclosed working for Mr. Lane. Cory Spaziani disclosed conversations with Ariel Faith and Cameron Lane

Discussion with input from City Administrator Jason Yarborough and Applicant Ariel Faith and Cameron Lane. Mr. Lane discussed scaling the project (number of stalls). MOTION by Chris Williams to recommend that the City Administrator approve the Barn at 452 Tangerine Avenue (Cameron Lane) as presented with applicant able to scale down as desired maintaining aesthetics of elevations. SECOND by Cory Spaziani . MOTION CARRIED UNIAMOUSLY. Fence at 491 W. Michigan Avenue (Dave’s Fence) Chris Williams disclosed the homeowner is a neighbor and supporter. Discussion with input from City Administrator Jason Yarborough. Applicant was not present. MOTION by Cory Spaziani to recommend that the City Administrator approve the Fence at 491 W. Michigan Avenue (Dave’s Fence) as presented as long as foliage and bushes are maintained on site. SECOND by Lewis Long. MOTION CARRIED 4‐1 WITH Chris Williams voting NO. City Administrator Jason Yarborough asked about new application form and received positive feedback. BOARD CONSIDERATION AND DISCUSSION: Lewis Long asked to have a future topic on an agenda regarding fences within the Gateway Corridor. Discussion on fences. Chris Williams asked about updates to the Gateway Historic Style Guide. Discussion of Gateway Historic Style Guide and adding to an upcoming agenda. From: Jason Yarborough, ICMA‐CM, City Administrator Becky Witte, City Clerk Subject: Edgewood Estates: Detached Garage at 291 W. Delaware Avenue.
On September 5, 5017 the Historic Preservation Board will review an application for a detached garage
located in Edgewood Estates at 291 W. Delaware Avenue. In 2002 the Edgewood Properties were
voluntarily added to the Lake Helen Historic District. A Certificate of Appropriateness must be issued for
the construction to commence.
In 2005, Edgewood Estates Plat was approved by the City Commission. Articles of Incorporation were
developed and recorded with the Volusia County Clerk of Court. After changes in ownership, there is
currently no Home Owners Association to enforce those Articles of Incorporation (available at City Hall
for you to review). The City can only enforce the Development Order and City Codes and Ordinances
including Gateway Corridor Standards and Historic Preservation.
Please review the attached documents and plan for the proposed detached garage with the Certificate of
Appropriateness Criteria list. The applicant plans to attend the meeting and will be able to address any
questions you may have.
