A. Introduction AgricultureisasignificantsourceoflivelihoodfortheIndianpopulation–it
contributes~15%oftheGDPandabout50%oftheworkforce. ThiscontributionofIndianagriculturehasbeenmadepossiblebyanexceptionally
strongNationalInnovationSystemthatincludestheIndianCouncilofAgriculturalResearch(ICAR),NationalandStatescienceagenciesanduniversities,alargeNGOsectorandagrowingprivatesector.
AgriculturalresearchinIndiahasalsocontributedtoandbenefitedfromexcellentinternationalcollaborations.
TheCGIARhasalongpresenceandhistoryofcollaborationinIndia,withICRISATheadquarteredinHyderabad,TelanganaStateandmostoftheCGIARCentersandCRPshavingRegionalCentersandstaffbasedinIndia(Figure1,AppendixA).
ClimateChangeposesmanychallengesforagricultureandthere’saneedforasystemsapproachtosustainableproductioninthecountryandbetternaturalresourcemanagement.

ThePhase2CGIARResearchPrograms(CRPs)arecurrentlyunderdevelopmentandsonowisanappropriatetimefortheCGIARtolookforgreaterefficienciesinitscollaborationsandactivitiesconductedinIndia.

B.2.MechanismofcoordinationamongCGIARAformalSteeringCommittee(SC)hasbeenformedconsistingofrepresentativesfromallCGIARCenterswhooperateinIndia.MembershipcanalsoincludespecificrepresentationfromCRPs,forexampleCCAFSisanactivememberoftheSC.GiventhatallCentersshareafacilityintheNationalAgriculturalScienceComplex(NASC),NewDelhi,formalmeetingsoftheSCcanbeheldefficientlyandregularly.TheproposalisforongoingSCmeetingstobeheld(3peryear).SuggestiontobeconsideredincludepublishingajointCGIARnewsletterandestablishinga‘CGinIndia’Facebookpresence.OtheractivitiesthatcanpromotecoordinationamongCGIARandCRPsinclude:
Jointresearchandcapacitybuildingproposalsbuildingoncollaborativestrengths;
AnnualworkshopsandconferencesacrossCRPs; Sharingdatabaseandtools;and Jointpublicationinmultidisciplinaryandcross‐cuttingthemes.
B.3.OpportunitiesforcollaborativeresearchagendasThesubstantialCGIARresearchportfolioinIndia,withover350fundedresearchprojects(AppendixA),indicatesthecriticalcontributionthatimpactsinIndiacandelivertotheSRF.Ifthereisanemphasisonachievingatscale,withlargenumbersofbeneficiaries,thenIndiamustbeaglobalpriority.AcaseinpointistheA4NHCRPtargetofimprovingthestatusof89millionmalnourishedwomen,outofwhom82millionareinIndia.Indeed,giventhelevelofCGIARcontribution,onemustquestionwhyIndiaisregardedasaTier2countryinregardtositeintegration?

Undertakinglarge‐scaleuptakeofscience‐backedtechnologiestoachievemajorimpactinreducingpoverty,hunger,malnutritionandenvironmentaldegradationinIndiaisasignificantforcollaborativeR4DinIndia.Forexample,theBhoochetanaprojectinKarnatakaandtheRythuKosamAndhraPradeshPrimarySectorMission,bothledbytheICRISATDevelopmentCenter,havecalleduponthecapabilitiesofsisterCentersindeliveringchallengingagendas.
TheprojectsspecifiedinAppendixAdemonstratethatalevelofintegrationacrosstheCGIARdoesoperatetoday.However,morecanbedone.Prioritiesforbetterresearchalignmentincludeadoptingasystemsapproach,preparingjointpolicybriefs,developingsiteintegrationplansatthelevelofeachStateandproducingjointcommunicationoutputs.TheseopportunitiescanbesolidifiedthroughtheSCandviatheoperationalizationofCRPactivitiesinIndia.
B.4.EnhancedefficienciesofoperationofCGIARentitieswithincountry.IndiahostsanumberofsignificantCGIARfacilities,theICRISATHeadquartersandresearchfarmatPatancheru,thethreeBISA‐CIMMYT(Ludhiana,Punjab,Jabalpur,MadhyaPradesh;andSamastipur,Bihar)andtheICARDA(Amlaha,MadhyaPradesh)researchstations,andtheCISAhubs(xxx).ICRISATalreadyhostsotherCGIARCenters(IRRI,IWMI,ILRI,CIMMYT),AVRDCandICARInstitutesandStateAgriculturalUniversitiesonitsresearchfarm.EachoftheseCGIARfacilitiesareavailableforusebyanyCenter,CRPorcollaboratorforresearchpurposes.
C.ExpectedOutcomesConclusionsfromtheCountryConsultationproducedacollectivesetofaspirations:
AcalltoactionforintegrationthroughconvergenceoftheCGIARandnationalresearchsystemstoimprovetheproductivity,profitabilityandsustainabilityofIndianagriculture.
IdentifynationalandstatelevelprioritiessotheCGIARStrategicResultsFramework(SRF)canalignwiththosepriorities.
Developmoreefficientwaystoworktogetherinatime‐boundmannerbydefiningourrolesandresponsibilitiesclearly.

Applynewtoolsandtechnologytounlockthepotentialofunder‐utilizedgenebanksthroughpre‐breedingandtoscaleupimprovedpulsevarietiesthroughmodernizingtheseedsystem.
Definewaysandmeansforassessingtheimpactoftechnologies,especiallyNRMtechnologies,inordertojustifyinvestmentsinagriculturalresearch.

D.StrategicInterventionsforrealizingtheoutcomes.ThroughtheCountryConsultationheldinApril2016,arangeofinterventionswereproposedforgreaterCGIARcollaborationandaction.ICARnominated:
• Breakingtheyieldbarrierinpulses.• Strengtheningpre‐breedingresearch.• Usingbigdataandgenomicsforcropimprovement,especiallyinthedrylandareas.
• Improvingwaterandlandproductivity.• DevelopingheattolerantvarietiesfortheGangeticplains,takingintoconsiderationthenationalprogramonconservationagriculture,andinconvergencebetweentheGovernmentofIndiaandtheStateGovernments.
• Promotinganimalhealthinitiatives,especiallythesexingofsemen.• Definingwaysandmeansforassessingtheimpactoftechnologies,especiallynaturalresourcemanagementtechnologies,inordertojustifyinvestmentsinagriculturalresearch.
• AccessinggermplasmlinesfromChina.• Identification,prioritization,evaluationanddevelopmentofportfoliosofclimatesmartinterventions(combinationoftechnologies,practicesandservices)fordifferentcrop/croppingsystemsacrossagro‐ecologicalzones.
• Promotingresearchonyouth,genderandsocialinclusions.Inreality,astrategyforIndiacannotberegardednationallybutmustbeconsideredatthelevelofStates.ThenorthernStatesofJ&K,HP,Punjab,UttarPradeshandHaryanaconstitutethefoodbowlofthecountrybutareplaguedbypresentdayagriculturalproblemswhichcanrenderfarminginthesestatesunprofitable.Hereresearchprioritiesareidentifiedas:
• Emphasisonpromotionofindigenouslivestock,especiallycattleandbuffalo.• Improvingdigestibilityoffodderandcropresidues.• Improvingintegratedwaterandnutrientuseefficiency.• Breedingsuitablevarietiesforconservationagriculture.• Effectiveresiduemanagement.• Multi‐stresstoleranceincropvarietieswithemphasisonbioticstresses,salinity,lodgingandwaterloggingtolerance.

• Naturalresourcedegradation,especiallysoil/waterhealthissuessuchasincreasingsalinityingroundwater,poorqualitywateruseforirrigation.
