Introduction Agriculture is a significant source of livelihood for the Indian population – it contributes ~15% of the GDP and about 50% of the workforce. This contribution of Indian agriculture has been made possible by an exceptionally strong National Innovation System that includes the Indian Council of Agricultural Research (ICAR), National and State science agencies and universities, a large NGO sector and a growing private sector. Agricultural research in India has also contributed to and benefited from excellent international collaborations. The CGIAR has a long presence and history of collaboration in India, with ICRISAT headquartered in Hyderabad, Telangana State and most of the CGIAR Centers and CRPs having Regional Centers and staff based in India (Figure 1, Appendix A). Climate Change poses many challenges for agriculture and there’s a need for a systems approach to sustainable production in the country and better natural resource management.

A. Introduction AgricultureisasignificantsourceoflivelihoodfortheIndianpopulation–it

AgriculturalresearchinIndiahasalsocontributedtoandbenefitedfromexcellentinternationalcollaborations.

TheCGIARhasalongpresenceandhistoryofcollaborationinIndia,withICRISATheadquarteredinHyderabad,TelanganaStateandmostoftheCGIARCentersandCRPshavingRegionalCentersandstaffbasedinIndia(Figure1,AppendixA).

ClimateChangeposesmanychallengesforagricultureandthere’saneedforasystemsapproachtosustainableproductioninthecountryandbetternaturalresourcemanagement.

SustainablemanagementofIndia’swaterresourcesbyapproachingchallengesfromanintegratedlandscapescalewillbevitaltoensuringthelong‐termgrowthandprotectionofagriculturalsystems,citiesandrurallivelihoods.

ThePhase2CGIARResearchPrograms(CRPs)arecurrentlyunderdevelopmentandsonowisanappropriatetimefortheCGIARtolookforgreaterefficienciesinitscollaborationsandactivitiesconductedinIndia.

TheCGIARisworkingtowardscontributingtotheStrategicResultsFramework(SRF)2016–2030aimedat:ReducingRuralPoverty,ImprovingFoodSecurity,ImprovingNutritionandHealth,andSustainablyManagingNaturalResources.Gender,CapacityStrengthening,andPartnership/StakeholderEngagementarecross‐cuttingthemesaddressedbyallCGcenters,theirassociatedCRPsandthenationalpartners.

B.ObjectiveandGoalsforsiteintegrationTheobjectiveofintegratingCGIARresearchinIndiaistoensureefficienciesinthedeliveryofresearchactivitiesacrossthefullCGIARprogramand,morecritically,toenablethemostappropriateexpertiseandresources,wherevertheyresidewithintheCGIAR,arebroughttobearinachievingSRFoutcomesinIndia.AsstatedintheSRF:

“Todeviseplansforassessingimpact,theCRPswillconsultwithrepresentativesofpartnersandbeneficiarygroupsinkeycountrieswheretheyaimtodeliveroutcomesatscale,includinggovernments,NGOs,farmerorganizations,processorsandothersalongthevaluechain,and,ultimately,consumers.TheCRPswillalsocoordinatewitheachothertoensurethat,inkeygeographies,theiractivitiesarealignedformaximumimpact.TheCRPs’collective,coordinatedcommitmentsinthesegeographieswillbesummarizedinsiteintegrationplanstoenabletransparentinteractionwithlocalstakeholders.TheconsultationprocesswillbepursuedthroughtheGCARD.”

B.1AlignmentwithnationalandregionalstrategicplansParagraphonIndianationalpolicyonagriculture;ICARStrategicPlan.AgriculturalprogramsdeliveredthroughStates.AlignmentofCGIARactivitiesinIndiawithGovernmentprioritiesiscurrentlycoordinatedviaanannualICAR‐CGIARmeetingheldinJanuaryeachyear.AtthismeetingtheCGIARreportoncurrentactivitiesandplansandICARprovideswrittenfeedback.Alongsidethisexistingandwell‐functioningcoordinatingmechanism,ICARprovidestriennialfundingtoCGIARCentersaspartoftheircontributiontotheCGIAR.Thisfundingsupportscollaborativeprojectsthataremutuallyagreedanddelivered.GiventheexistingclosecollaborationbetweenCGIAR,ICARandpartners,thefocusforintegrationinIndianeedstoconcentratemoreonincreasedefficienciesandeffectivenessoftheCGIARinitsoperationsandresourcedeployment.

B.2.MechanismofcoordinationamongCGIARAformalSteeringCommittee(SC)hasbeenformedconsistingofrepresentativesfromallCGIARCenterswhooperateinIndia.MembershipcanalsoincludespecificrepresentationfromCRPs,forexampleCCAFSisanactivememberoftheSC.GiventhatallCentersshareafacilityintheNationalAgriculturalScienceComplex(NASC),NewDelhi,formalmeetingsoftheSCcanbeheldefficientlyandregularly.TheproposalisforongoingSCmeetingstobeheld(3peryear).SuggestiontobeconsideredincludepublishingajointCGIARnewsletterandestablishinga‘CGinIndia’Facebookpresence.OtheractivitiesthatcanpromotecoordinationamongCGIARandCRPsinclude:

Jointresearchandcapacitybuildingproposalsbuildingoncollaborativestrengths;

AnnualworkshopsandconferencesacrossCRPs; Sharingdatabaseandtools;and Jointpublicationinmultidisciplinaryandcross‐cuttingthemes.

B.3.OpportunitiesforcollaborativeresearchagendasThesubstantialCGIARresearchportfolioinIndia,withover350fundedresearchprojects(AppendixA),indicatesthecriticalcontributionthatimpactsinIndiacandelivertotheSRF.Ifthereisanemphasisonachievingatscale,withlargenumbersofbeneficiaries,thenIndiamustbeaglobalpriority.AcaseinpointistheA4NHCRPtargetofimprovingthestatusof89millionmalnourishedwomen,outofwhom82millionareinIndia.Indeed,giventhelevelofCGIARcontribution,onemustquestionwhyIndiaisregardedasaTier2countryinregardtositeintegration?

Undertakinglarge‐scaleuptakeofscience‐backedtechnologiestoachievemajorimpactinreducingpoverty,hunger,malnutritionandenvironmentaldegradationinIndiaisasignificantforcollaborativeR4DinIndia.Forexample,theBhoochetanaprojectinKarnatakaandtheRythuKosamAndhraPradeshPrimarySectorMission,bothledbytheICRISATDevelopmentCenter,havecalleduponthecapabilitiesofsisterCentersindeliveringchallengingagendas.

TheprojectsspecifiedinAppendixAdemonstratethatalevelofintegrationacrosstheCGIARdoesoperatetoday.However,morecanbedone.Prioritiesforbetterresearchalignmentincludeadoptingasystemsapproach,preparingjointpolicybriefs,developingsiteintegrationplansatthelevelofeachStateandproducingjointcommunicationoutputs.TheseopportunitiescanbesolidifiedthroughtheSCandviatheoperationalizationofCRPactivitiesinIndia.

B.4.EnhancedefficienciesofoperationofCGIARentitieswithincountry.IndiahostsanumberofsignificantCGIARfacilities,theICRISATHeadquartersandresearchfarmatPatancheru,thethreeBISA‐CIMMYT(Ludhiana,Punjab,Jabalpur,MadhyaPradesh;andSamastipur,Bihar)andtheICARDA(Amlaha,MadhyaPradesh)researchstations,andtheCISAhubs(xxx).ICRISATalreadyhostsotherCGIARCenters(IRRI,IWMI,ILRI,CIMMYT),AVRDCandICARInstitutesandStateAgriculturalUniversitiesonitsresearchfarm.EachoftheseCGIARfacilitiesareavailableforusebyanyCenter,CRPorcollaboratorforresearchpurposes.

C.ExpectedOutcomesConclusionsfromtheCountryConsultationproducedacollectivesetofaspirations:

AcalltoactionforintegrationthroughconvergenceoftheCGIARandnationalresearchsystemstoimprovetheproductivity,profitabilityandsustainabilityofIndianagriculture.

IdentifynationalandstatelevelprioritiessotheCGIARStrategicResultsFramework(SRF)canalignwiththosepriorities.

Developmoreefficientwaystoworktogetherinatime‐boundmannerbydefiningourrolesandresponsibilitiesclearly.

EstablishasustainedmechanismforcollaborationamongstCGIARCenters,CRPsandpartnersatthenationalandsub‐nationallevels.

Defineprioritiesforwaystobreaktheyieldbarrierofpulsesandoilseeds,usebigdataandgenomicsforcropimprovementandadoptnewtechnologytoimprovefertilizerornitrogenuseefficiencyaswellaswateruseefficiency.

Improvesoilorganicmatterwhichisdecliningespeciallyinriceandwheatsystemsandscaleupconservationagriculturewhichhasbeenpromotedforalongtimebutisnotbeingadoptedonalargescale.

Avoidduplicationofworkbyusingthesiteintegrationprocessasaframeworkandvehicletofostergreatercollaboration.

Applynewtoolsandtechnologytounlockthepotentialofunder‐utilizedgenebanksthroughpre‐breedingandtoscaleupimprovedpulsevarietiesthroughmodernizingtheseedsystem.

Definewaysandmeansforassessingtheimpactoftechnologies,especiallyNRMtechnologies,inordertojustifyinvestmentsinagriculturalresearch.

Scaling‐upandscaling‐outofclimatesmartagricultureincollaborationwithnational,sub‐nationalandlocalgovernmentandnon‐governmentpartnerstopromoteclimatechangeadaptationandbuildingresilientfoodsystems.

Commitmenttoanongoingdialogueandengagementwithpartnersandstakeholderstounderstandandalignwiththenationalprioritiesandactionsandtoestablishandmaintainpartnerships.

Acommitmenttoproducingjointresearchoutputsandpublicgoodsincludingknowledge,technologies,tools,methods,evidence,processesandplatforms.

Initialplanstomakeuseofacommonsetofresearchsites,facilities,infrastructureandequipmenttoachievegreaterdeliveryofinnovationandscalingupofresearchinIndia.

WhileeachCGIARCenteriscloselyinvolvedwiththeirownpartnersinIndia,thiswasthefirstCountryConsultationinIndiaofallCGIARCentersandCRPs.Withcollectivesupport,thisprocessneedstocontinue.

D.StrategicInterventionsforrealizingtheoutcomes.ThroughtheCountryConsultationheldinApril2016,arangeofinterventionswereproposedforgreaterCGIARcollaborationandaction.ICARnominated:

• Breakingtheyieldbarrierinpulses.• Strengtheningpre‐breedingresearch.• Usingbigdataandgenomicsforcropimprovement,especiallyinthedrylandareas.

• Improvingwaterandlandproductivity.• DevelopingheattolerantvarietiesfortheGangeticplains,takingintoconsiderationthenationalprogramonconservationagriculture,andinconvergencebetweentheGovernmentofIndiaandtheStateGovernments.

• Promotinganimalhealthinitiatives,especiallythesexingofsemen.• Definingwaysandmeansforassessingtheimpactoftechnologies,especiallynaturalresourcemanagementtechnologies,inordertojustifyinvestmentsinagriculturalresearch.

• AccessinggermplasmlinesfromChina.• Identification,prioritization,evaluationanddevelopmentofportfoliosofclimatesmartinterventions(combinationoftechnologies,practicesandservices)fordifferentcrop/croppingsystemsacrossagro‐ecologicalzones.

• Promotingresearchonyouth,genderandsocialinclusions.Inreality,astrategyforIndiacannotberegardednationallybutmustbeconsideredatthelevelofStates.ThenorthernStatesofJ&K,HP,Punjab,UttarPradeshandHaryanaconstitutethefoodbowlofthecountrybutareplaguedbypresentdayagriculturalproblemswhichcanrenderfarminginthesestatesunprofitable.Hereresearchprioritiesareidentifiedas:

• Emphasisonpromotionofindigenouslivestock,especiallycattleandbuffalo.• Improvingdigestibilityoffodderandcropresidues.• Improvingintegratedwaterandnutrientuseefficiency.• Breedingsuitablevarietiesforconservationagriculture.• Effectiveresiduemanagement.• Multi‐stresstoleranceincropvarietieswithemphasisonbioticstresses,salinity,lodgingandwaterloggingtolerance.

• Naturalresourcedegradation,especiallysoil/waterhealthissuessuchasincreasingsalinityingroundwater,poorqualitywateruseforirrigation.

• CommunitybasedclimatechangeadaptationprogramssuchasClimateSmartVillage(CCAFS),Seeds4Needs.

ThecentralandwesternstatesofUttarPradesh,Rajasthan,MadhyaPradesh,Chhattisgarh,MaharashtraandGujaratproducearangeofagriculturalenterprises(maize,wheat,pearlmillet,soybean,sugarcane,cotton,chickpea,rice,pulses,oilseeds,fruitandfodder‐basedagroforestry,livestock).Theirindicatedprioritiesincluded:

Degradationofsoilandlandscape. Watermanagementtoreducewaterstress/waterloggingincroppingsystems. Feedandfoddershortages. Utilizationofricefallows. Improvingdrylandcultivationandsystems. Climateinformationbasedvalueaddedagro‐advisorieswithbettertailoringof

2016 CGIAR  ICRISAT underwrote the 2016 Country Consultation meeting. Each Center funded their invitees to the meeting. All Centers / CRPs maintain a Country Office in New Delhi and so SC meetings are low cost, except for ICRISAT who have to fly in from Hyderabad.
