GBODCertified Lay Minister 2Certified lay ministry is not a new concept. The priesthood of all believers I Peter 2:9 affirms that we are all members of this royal priesthood called and gifted to be participants in Gods mission to the worldboth locally and globally. The Certified Lay Ministry program aligns with this context for ministry by equipping and empowering laity to be in partnership with clergy as we seek to accomplish Gods mission for us to make disciples of Jesus Christ. It is when we move forward in accomplishing this mission that our world will be transformed. 205.4 Book of Discipline 2012When a pastoral charge is not able to be served by an ordained or licensed minister, the bishop, upon recommendation of the cabinet, may assign a qualified and trained layperson, lay minister or lay missioner to do the work of ministry in that charge. The layperson is accountable to the district superintendent or another ordained or licensed minister appointed to oversee the charge, who will make provision for sacramental ministry and provide guidance and mentoring to the layperson assigned. The Connection

District Superintendents may assign laypersons to pastor small churches that need to be supplied as part of a ministry team or to expand team ministry in any sized church. CLM is a viable option biblically, theologically, traditionally and organizationally.Several Conferences already have lay pastoral training (but not adequate support, supervision, and accountability processes). A General Church standard was needed.

GBODCertified Lay Minister 4The reasons for CLM are not only theologically sound but are based on a realistic need for ministry that can not possibly be met by clergy alone.2. Small Churches

All congregations thrive when they have a pastor who is prepared, sustainable, effective in context, and accessible. Each small church can have a CLM (pastoral leader/person to do the day to day work of ministry) even those on Circuits and Parishes sharing an appointed leader.CLMs can provide regular (not occasional) worship, pastoral care, etc. CLM is part of a ministry team and can be used in new church development or restarts

Reasons for CLMs

GBODCertified Lay Minister 5CLMs can also serve in larger churches where there is too much work for one clergy and not enough budget to support another. They can free up the pastor to concentrate on his/her other areas of responsibilityReasons for CLMs

3. Ethnic Faith Community Development

CLMs can be indigenous pastors from the ethnic group they are serving. CLMs are affordable (no clergy compensation) & and can also be bi-vocational.CLMs are trained close to their area of service thereby eliminating the need to send people away for training.

This oversight requires the superintendent to use his or her gifts and skills related to spiritual and pastoral leadership, personnel leadership, administration, and program. The superintendent is the acting administrator of any pastoral charge in which a pastoral vacancy may develop, or where no pastor is appointed.

The superintendent shall work with the bishop and cabinet in the process of appointment and assignment for ordained and licensed clergy, or assignment of qualified and trained laypersons, lay ministers or lay missioners ( 205.4).

4. The superintendent shall establish working relationships with staff/pastor-parish relations committees, clergy, district lay leaders, and other lay leadership, to develop faithful and effective systems of ministry within the district. Through the use of charge conferences ( 246.4-5), congregational studies ( 213) and other gatherings, the superintendent shall seek to form creative and effective connections with the local congregations on his or her district.

Used by Permission.GBODCertified Lay Minister The superintendent shall serve as an example of spiritual leadership by living a balanced and faithful life, and by encouraging both laity and clergy to continue to grow in spiritual formation through both personal and corporate worship and devotional practices, including participation in the sacraments.In the framework of their supervisory responsibilities, superintendents shall offer support, care, and counsel to clergy concerning matters affecting their effective ministry. Further, the superintendents shall encourage the building of covenant groups and communities among both the clergy and clergy families, and the laity on the district.

The district committee shall report annually to the annual conference through the annual conference Board of Ordained Ministry a roster of all persons certified as lay ministers.

The DCOM must understand that it does not approve a ministry candidate in the traditional sense or assume that the CLM knows everything about ministry before certification. Instead, the DCOM is a monitoring group to support the formation, training, supervision and accountability of the CLM.

A Certified Lay Minister (CLM) is not ordained or licensed clergy under appointment of the Bishop. A CLM is a lay person certified for intentional leadership and assigned by the Bishop or District Superintendent to a congregation. They do not replace clergy but rather work with them so that all congregations have the pastoral leadership necessary for vital mission and ministry. Unlike other forms of leadership, a CLM must be part of a ministry team under the supervision of a clergyperson.CLM-Mutual Ministry TeamGBODCertified Lay Minister CLM-Mutual Ministry Team

A Mutual Ministry Team should consist of the following persons:CLMCLM Mentor (designated by the District Superintendent)Lay leader, lay member to annual conference, or lay servantDistrict Superintendent or designate (i.e., supervising clergyperson)3-5 persons from the local church (a member of SPRC/PPRC would be helpful)Together these people form the support necessary for the CLM to be effective in ministry. They are partners in ministry. GBODCertified Lay Minister The Mutual Ministry team will accompany the CLM on this journey by reviewing their learning either by module review or reviewing course descriptions and goals from other venues. They will provide input to the CLM Mentor and the CLM on the progress they see and provide feedback on areas that may need further development.This team is able to provide real time feedback and input on effectiveness since they are a part of the congregation (other DS and possibly mentor)

GBODCertified Lay Minister CLM-Ministry CovenantThe mutual ministry team develop the ministry covenant together with the CLM in order to assure that there is a clear understanding of the expectations of the CLM and other members of the mutual ministry team.The content of the Ministry Covenant captures the important details and basics that guide the ministry in that place. The covenant guides the ministry of the church, not just those in ministry!
