What is Configuration Data?
What is Configuration Data?
Configuration Data is a set of unique characteristics or attributes that define a Certificate Holder’s Scope of Operation (Operating Profile).
Examples of Configuration Data include:
For Air Carriers:
• Route Structure
• Fleet Size
• Domestic or International
• Extended Operations
• Personnel/Training/AirWorthiness Agreements
For Air Agencies:
• Repair Station Ratings
• Facility Locations
• Number of Repairmen

Configuration Data Categories
Configuration Data is grouped into three categories.
• OPSS Authorizing Documents: includes information on how a Certificate Holder’s operation is conducted
• Vitals: includes basic information about the organization's base of operations and senior management, route structure, fleet type, fleet size, domestic versus international operations, extended operations, etc.
• Contractors: includes information about maintenance providers and flight training providers contracted by a Certificate Holder
Configuration Data is Used to Generate the Operating Profile
Configuration Data is used to generate the Operating Profile.
• Certificate Holders’ Configuration Data is used to generate an organization's Operating Profile
• The Operating Profile is a list of functions a Certificate Holder performs. This includes a list of all DCTs that are applicable to the Certificate Holder

Certificate Holders can use the SAS External Portal to submit Configuration Change Requests.
Certificate Holders who are registered SAS External Portal users and wish to update their Configuration Data can submit a Configuration Change Request.
The following demonstration shows a SAS External Portal user requesting a configuration change.
Configuration Changes Selection on the SAS Menu
Select Configuration Changes from the SAS Menu.

Add Request Button
This tab will show all previous Configuration Change Requests and their status.
To start a Configuration Change Request, ensure the Version is Baseline and then select the Add Request button.
If the Version is not Baseline, select the View Baseline button in the top right corner.
Change Request Detail Sub-tab
This is the Change Request Detail sub-tab for a new Configuration Change Request.

New to Draft
Saving the request will change the change request status from New to Draft.
Complete the fields and select the Save Button.

Operations Specifications Tab Paragraphs
On the OPSS Authorizing Documents tab, all paragraphs displayed are available to the Certificate Holder based on their CFR part.
Checkbox Explanations
• Unchecked Box: Represents a paragraph for the OPSS Authorizing Documents is not issued and is not currently proposed
• Checked Box: Represents a paragraph for OPSS Authorizing Documents is optional
• Grayed out Checkbox: Represents a paragraph that always applies to the Certificate Holder in the 14 CFR part

Addition or Removal of Paragraphs
Use the provided checkboxes to request the addition or removal of paragraphs to the Operating Profile.
Selections Complete, Select Save
Once selections are complete, select the Save button.

Vitals Sub-tab
To update Vitals, navigate to the Vitals sub-tab under the Configuration Data tab.

In the fields provided, make any changes to the Configuration Data.

Demonstration Introduction
Certificate Holders use the SAS External Portal to perform DCTs.
Certificate Holders complete and submit DCTs sent to them through the SAS External Portal provided by the FAA for a Configuration Change Request.
Certificate Holders can perform and submit only Element Design DCTs (ED DCTs) that are sent to them by the Principal Inspector (PI).
The following demonstration shows how Certificate Holders perform DCTs.

Select Data Collection Tools from the SAS Menu.

Select DCT Screen
The Select DCT screen displays all of the DCTs that are available to complete and submit to the FAA.
Optional Columns Button
The Optional Columns button displays additional columns for the DCT.

The # of Questions column displays how many questions are within each DCT.
# Completed Column
The # Completed column displays how many questions have already been completed.

Different Views on the Perform DCT Tab
The Perform DCT tab allows for List View, Question Detail View, and Full View.
List View
The List View shows the Question ID.
The Question ID is the most useful identification to reference a specific DCT Question. The Question ID is helpful in communications between the FAA and Certificate Holders.

Question Selection
To answer, select a question.
Four Types of Responses
There are four types of responses: Positive, Negative, Flagged, and N/A.

Icons for Each Response Type
There are icons for each type of response on the Perform DCT tab.
Green Plus Sign
Positive Response: The Certificate Holder’s design meets the criteria specified by the DCT question.
Red Minus Sign
Negative Response: The Certificate Holder’s design does not meet the criteria specified by the DCT question.
Blue Flag
Flagged: The Certificate Holder can remind themselves to collect more data to answer the question, or more follow-up information is required.
Tan “N/A” Box
N/A Response: This question does not apply to the Certificate Holder’s scope of operations.
Response Selection
Select a response.

Positive Response Status
As this was a positive response, a green plus sign appears in the Response Status.
Design/Manual Reference
Any positive response will require a Design/Manual Reference to be entered.

A red minus sign appears in the Response Status for a negative response.
Response Details
A negative response will require Certificate Holders to enter response details and a supporting comment.

Select the checkboxes for all the response details that apply to this question under Select All Those that Apply.
Supporting Comment Field

Select the OK button to return to the Perform DCT tab.
Response Detail will Appear
The selected response detail will appear next to the Response Details button.

The supporting comment will appear in the Supporting Comment field. If this is blank, enter the required supporting comment.
N/A Box
An N/A box appears in the Response Status for an N/A response.

Check DCT Tab
The Check DCT tab is used to ensure that all required information has been entered.
Identifies Questions
The Check DCT tab identifies questions which require further action before the DCT can be submitted.

Blue Tracking Bar
The blue tracking bar will show how many questions are Complete.
Icons for Each Review Reason
There are icons for each of the three review reasons on the Check DCTs tab.
• Blue Flag: Flagged for comment
• Yellow Box Highlight: Question left blank
• Red Required Box: Missing required fields

Flagged Question
A flagged question must be cleared, and the question answered before the DCT can be submitted.
Select the Clear Flag button to remove the blue flag from the Response Status column.
Missing Required Field
This is an example of a question that contains a Missing Required Field.

Missed Question
This is an example of a Missed Question. Select this question to answer it in the right pane.
Submit DCT Tab
The DCT will not appear on the Submit DCT tab if there are any errors (questions requiring review) on the Check DCT tab.

SAS automation has a filter feature to easily identify which questions have Data Reviewer comments.
The Data Reviewer (DR) selections can be filtered utilizing the filter icon.

Update Returned DCTs
Certificate Holders should update their returned DCTs.
• A Certificate Holder should update a returned DCT after addressing the Data Reviewer comments from the FAA
• A Certificate Holder should utilize the same process followed when submitting the original DCT
Submit the Updated DCT
After the Data Reviewer comments have been addressed, mark the checkbox(es) next to the Label of the DCT(s) and select the Submit to FAA button.

• The Other Certification folder contains additional documents which were previously attached/uploaded during certification
Note: If the Certification was not completed in the SAS External Portal, there will be no documents in these folders.

• The Configuration Changes folder is read-only
• The Configuration Changes folder will only contain documents as the result of a Configuration Change Request
• The documents in this folder are automatically added to the Document Management folders when attachments are uploaded in Configuration (SAS Module 1)

• The Data Collection folder is read-only
• The documents in this folder are automatically added when attachments are uploaded in Data Collection (SAS Module 4)

Add Satellites to an Active Certificate
Add Satellites to an Active Certificate
In order for a satellite to be added to an active 14 CFR part 141 or 142 certificate, an external user must use the SAS External Portal to initiate a Configuration Change Request. This will begin the process of an Initial Certification for that satellite.
The following demonstration shows an external user submitting a Configuration Change Request to begin the Initial Certification process to add a satellite to an active 142 Principal/Main.

Select Configuration Changes from the SAS Menu.

Type in the name of the satellite in the Satellite Name field.

Type in the name of the satellite in the Satellite Name field.

Update the Configuration Data for the Satellite
The Certificate Holder must now update the Configuration Data for the satellite. The OPSS Authorizing Documents (Training Specifications or T Specs) of the satellite are based on the selections made for the Principal/Main and are read-only.
The following demonstration shows an active Certificate Holder reviewing and updating the Configuration Data of a satellite.

Select the Configuration Data tab.
Select the Vitals tab to update all Vitals data.
Save Button
Complete all Vitals fields and select the Save button.

The satellite will appear under the Change Request Title column.
Initial Certification Process
Use the Initial Certification Process to Complete the Addition of the Satellite(s)
The Certificate Holder must now complete the Initial Certification process for the Satellite. The FAA office will assign a CPM and the Certificate Holder will perform the various processes associated with Initial Certification
