THE ORIGINS OF CERT
1985, Assistant Fire Chief Frank Borden, traveled to Japan to educate himself on how they responded to disastrous earthquakes. He discovered that community participants played a significant role in post-disaster support and response due to an earthquake that he witnessed during his visit.
1985, 8.1 earthquake hits Mexico City, which killed more than 10,000 people. LAFD, observed that every-day people -neighbors and passers by - became first responders.
THE ORIGINS OF CERT 1985, LAFD establishes a pilot program- community
members learn about basic fire suppression, first aid, light search & rescue techniques. Staffing was at 30 members.
October 1, 1987 Whittier Narrows Earthquake, the appreciation and visible evidence of value in the CERT program. Support is vamped up and the need to expedite the training of civilians to prepare for earthquakes and other emergencies becomes paramount.
In 1993, CERT became part of the Federal Emergency Management Agency (FEMA). CERT program is offered to communities nationwide.

Understaffed locality that does not have access to professional, volunteer first responders
CERT members may be used in many capacities within the Incident Command System to assist with many tasks

Non Governmental uses
Red Cross, Churches, Civic Organizations, Shelter Management, any other
