Students are advised to avail themselves of the facility offered by the BANKS designatedby the Institute of Distance Education University of Madras, spread all over INDIA forpayment of fees relating to remittance of Registration fee, Tuition fee, Examination feeand other fees as applicable without any additional charges. A challan in triplicate isappended to the Prospectus for the purpose of remittance of fees. The challan is alsoavailable in all branches of the designated BANKS. In places where there is no designatedBANK, the students may make the payment by means of DEMAND DRAFT obtainedfrom any Nationalised / Schedule Bank drawn in favour of “THE DIRECTOR, IDE,UNIVERSITY OF MADRAS” payable at Chennai.

B.L.I.S. - BACHELOR OF LIBRARY AND INFORMATION SCIENCE
Candidates who are seeking admission to the course shall have passed a Degree Examination of
the University of Madras or an examination of any other University recognised by UGC/AIU and
accepted by this University as equivalent thereto provided they have undergone the Course under
10 + 2 + 3 (or) 11 + 1 + 3 (or) 11 + 2 + 2 pattern or under the Open University System.
A candidate shall be declared to have passed, if he/she obtains not less than 40% of the marks inthe University Examination in each paper.
CLASSIFICATION OF SUCCESSFUL CANDIDATES
(a) A candidate shall be declared to have passed the examination in the FIRST CLASS, if he/she obtainsnot less than 60% of the total marks in the University Examinations.
(b) A candidate shall be declared to have passed the examination in the SECOND CLASS, if he/sheobtains not less than 50% but below 60% of the total marks in the University Examinations.
(c) All other successful candidates shall be declared to have passed the examination in the THIRD CLASS.
(d) A candidate who obtains not less than 75% in any paper at the University Examination shall bedeclared to have passed that paper with Distinction.

M.L.I.S. - MASTER OF LIBRARY AND INFORMATION SCIENCE
Candidates seeking admission to the course shall have passed a Bachelor of Library Science /
Bachelor of Library and Information Science Degree Examination of the University of Madras or an
examination of any other University recognised by UGC/AIU and accepted by this University as

Passing Minimum
Sl.No. 1, 3 to 7, : A Candidate shall be declared to have passed if he/she obtains not less than 10 to 14, 15, 17, 18 40% of marks in the University Examination in each paper.
Sl.No. 2, 8 & 9 : A Candidate shall be declared to have passed if he/she obtains not less than50% of marks in the University Examination in each paper.
Sl.No. 16 : A Candidate who has secured not less than 50% of marks (Internal -Continuous assessment and University Examination marks put together),subject to a minimum of 40% of Marks secured in the University Examinationwill be declared as passed in the subjects.

b) A candidate shall be declared to have passed the examination in the FIRST CLASS, if he/she obtainsnot less than 60% of the total marks.
c) A candidate shall be declared to have passed the examination in the SECOND CLASS, if he/she obtainsnot less than 50% but below 60% of the total marks.
d) All other successful candidates of the Diploma Courses under Sl.No. 1, 3 to 7, 10 to 15, 17, 18 shall bedeclared to have passed the examination in the THIRD CLASS.
1) Transfer Certificate / Course Completion Certificate from the Head of the Institution where theapplicant last studied.
2) Statement of Marks in Original for the qualifying examination viz. 10th, 12th and Degree Course forverification and to consider for admission to B.L.I.S. / M.L.I.S. / Certificate / Diploma Courses.
3) Provisional / Degree (Diploma) Certificate of the B.L.I.S Degree Examination Passed by him/her for verificationand to consider for admission to M.L.I.S. Degree Course.
4) If the certificates are in a language other than English / Tamil, an authenticated translation in English shouldbe sent along with the originals duly attested by a Gazetted Officer.
5) All the original certificates should be attached at the left hand top corner of the application form with a tag orstring to prevent them from getting lost.
6) Candidates are advised to take sufficient number of xerox copies of their original certificates beforesending them to the Institute.
7) Candidates pursuing any other Under-Graduate/Post-Graduate Degree Course of study either in this Instituteor elsewhere are eligible for admission to an additional course either in any one of the CertificateCourses or Diploma Courses respectively offered by this Institute. They will not be permitted to joinany other Degree Course offered by the Institute.
8) Admission to candidates who have qualified from other Universities/Bodies will be considered only on thecondition that their previous qualifications are recognised by this University. However, action will be taken torecognise the examination of a recognised University. This is subject to approval by the authorities of theUniversity of Madras.
9) The filled in application form duly signed by the candidate together with all original certificates mentionedabove and a fee paid Challan endorsed by designated Bank for Rs.150/- relating to B.L.I.S. / M.L.I.S.Courses; Rs.100/- for Certificate Courses and Rs. 150/- for Diploma Courses towards registration feeshould be sent by Registered post with Acknowledgement Due or submitted or presented in person to“The Director, Institute of Distance Education, University of Madras, Chepauk, Chennai - 600 005/ Co-ordinator of the Spot Admission Centre / Study Centre. The Registration fee once paid will not berefunded under any circumstances. Failure to submit any of the above Certificates / Documents may entailrejection of his / her application.

10) A Course Completion Certificate will be issued by the Institute on completion of the course, if candidate hasno arrears of fee. Candidates who have completed the course are permitted to take the examinations in whichthey have not passed even after the issue of the Course Completion Certificate, till the regulation under whichthe candidate has undergone the course is in force.
IMPORTANT NOTE
Legal dispute, if any, relating to Admission / Examinations of IDE., will be subject to ChennaiJurisdiction only.
Visually and other Physically challenged candidates are advised not to apply for the courses which involvepracticals and handling of instruments and equipments. They are also advised not to apply for Practical OrientedComputer related Certificate / Diploma Courses.
ADMISSION OF OTHER STATES CANDIDATES
1. Candidates from other States should submit their applications at any one of the Study Centres of theInstitute of Distance Education [IDE], University of Madras, of the State concerned for admission tovarious courses offered by IDE.
2. Applications received by post from the candidates of other States will automatically be linked withthe IDE Study Centre of the State concerned.
3. Applications received by post from the candidates of other States where there is no Study Centreof this Institute will be linked with the nearby IDE Study Centre of the other State, and candidatesshould undergo the courses offered by this Institute through such allotted IDE Study Centre only.
ADMISSION OF CANDIDATES FROM OTHER COUNTRIES
Candidates from abroad, seeking admission to the Courses offered by the Institute of Distance
Education, University of Madras, should submit their application along with two copies of the syllabus relating
to previous course studied by them and also an “EQUIVALENCE CERTIFICATE” obtained from the
University Grants Commission (UGC) / Association of Indian Universities (AIU), New Delhi, in
conformity with the course undergone by them as equivalent to the courses offered in the recognised Indian
Universities. Besides, all Original Certificates with two sets of attested xerox copies of the relevant certificates
should be enclosed along with the application form. Otherwise, the application submitted by the candidate is
liable for cancellation without any intimation.

METHOD OF PAYMENT OF FEES
1) No extension of time will be given under any circumstance for payment of fees. Fees may be paidby means of challan through the designated Bank spread all over India. In places where there isdesignated Bank branches, students may make the payment by means of DEMAND DRAFT(Nationalised / Scheduled Bank) drawn in favour of “The Director, IDE., University ofMadras”, payable at Chennai. Postal Orders, Money Orders, Mail Transfers and Cash Paymentswill not be accepted.
2) Candidates are advised to send or present the fee paid challan endorsed by the designated bank to the Instituteor to the Study Centre / Spot Admission Centre as soon as they get it from the bank, so as to enable the Instituteto send learning and other materials quickly or facilitate the collection of the learning materials from the StudyCentre / Spot Admission Centre.
3) Students admitted through the Study Centres are advised to submit the fee paid challan ensorsed by the designatedbank to the Study Centre for onward transmission to the Director, IDE for collecting the learning materials fromthe Study Centre concerned. Fees once remitted will not be refunded or adjusted in any manner underany circumstances.
METHOD OF INSTRUCTION
1) The method of instruction comprises (a) distributing learning materials and (b) personal contact programme.The learning materials can be collected by the students or his/her representative personally from the Institute/P.C.P. Centres/Spot Admission Centres/Study Centres on production of the fee paid challan endorsed by thedesignated BANK for the tuition fees.
2) The Personal Contact Programme classes will be arranged for the benefit of students in selected centres inTamil Nadu and Puducherry and at Study Centres in the other States of India. The number of P.C.P. Centreswill depend on students enrolment. This programme is meant for class room lectures on important topics andclearing the doubts of the students. Students are advised to attend the classes in their own interest for effectivelearning. The venue and dates of these programmes will be intimated individually.
3) Prescribed text books are not supplied to the candidates by the Institute of Distance Education. Hence, they areadvised to get them from the book-sellers. However, the syllabi and the learning materials will be sent to thecandidates.
4) The learning materials will be supplied at the Personal Contact Programme Centres/Study Centres/Spot AdmissionCentres. Those who are not able to receive at the centre may request the Director, IDE along with thefee paid details to despatch the learning materials by post.
ADDRESS SLIP
The applicants for admission are required to furnish their address in each of the six slots provided for thepurpose on a separate sheet attached to the application form. The admission intimation, original certificates andlearning materials will be sent to the address furnished in the Address Slip only. Write the address in block (Capital)letters and use ball pen only.

CHANGE OF ADDRESS
All the communications and the learning materials in the case of those who opt to receive by post will be sentto the candidates to the address given in the application form. Any change in the address should be intimated to theInstitute, Spot Admission Centre / Study Centre immediately with the enrolment number. Candidates are advised tomake necessary arrangements in the post office for their mail to be redirected to their new address in the event of adespatch being sent before the change of address is effected.
IDENTITY CARD
The Identity Card will be issued after the tuition fee is paid. The Identity Card will be valid till the completionof the course. In the event of a student discontinuing a course, the card shall become invalid for the year/years yetto be completed. Candidates are instructed to preserve their identity cards. They should note that the examinationHall Ticket will be issued by the Chief Superintendent of the Examination Centre, only on production of theIdentity Card. The arrear candidates can use the Identity Card for obtaining Hall Tickets even after the duration ofthe course of study is over. If the original Identity Card is lost, a duplicate card will be issued on payment ofRs.100/-. through the designated Bank. The payment endorsed by designated Bank challan together with apassport size photograph should be sent for obtaining ‘Duplicate Identity Card’.
ENROLMENT NUMBER
An enrolment Number will be assigned to the candidate on admission. This enrolment number will hold goodfor the entire duration of the course of study. In every communication addressed to the Institute, this number shouldbe quoted. Letters received without the enrolment number will not be considered.
The Enrolment Number is a twelve digit unique code (alpha-numeric). The first two digits indicate the year ofadmission. The third, fourth and the fifth the centre, the sixth, seventh and the eighth the subject, and last four theactual enrolment number.
SCHOLARSHIP
1) Scheduled Caste and Scheduled Tribe candidates who pursue their studies through this Institute underthe Regular Stream alone are eligible for reimbursement of the fees. They are also eligible for an annualallowance of Rs.500/- towards purchase of essential/prescribed books. Scholarship form and otherparticulars in this connection can be obtained from the Director, Institute of Distance Education,University of Madras, Chepauk, Chennai - 600 005.
2) Visually or other physically challenged candidates, can avail themselves of the State Government Scholarshipfor the disabled. The prescribed form may be obtained from the District Rehabilitation Officer in the districtsconcerned for reimbursement of non-refundable fees.
3) Eligible SC/ST students are directed to submit the SC/ST scholarship form only during their study at IDE andno SC/ST scholarship application form will be accepted after the period of study at IDE on any circumstances.

FEE CONCESSION
The Institute of Distance Education (IDE), University of Madras offers fee concession to differentially abledpersons and prisoners subject to the following norms. :
(i) Differentially abled candidates with 75% physical disability will be considered for exemption fromtuition fee provided they submit a ‘Disability Certificate’ obtained from “The Director, Institute ofPhysical Disability and Rehabilitation”, K.K. Nagar, Chennai.
(ii) Prisoners in Tamil Nadu are also be considered for exemption from tuition fee provided they submittheir application for admission with a ‘No Objection Certificate’ issued by the competent authority.
(iii) Women Students of the IDE., are eligible for 20% concession in tuition fee.(iv) Graduates of the University of Madras pursuing a Postgraduate Course in the IDE., are eligible for
20% concession in tutition fee.(v) Undergraduate students of the IDE., can do one additional Certificate Course (excepting French, German
and Sanskrit) for which tuition fee is waived.(vi) Postgraduate students of the IDE., can do one additional Diploma Course (excepting French, German
and Sanskrit) for which tuition fee is waived.(vii) Defence Service Personnel are eligible for 20% concession in tuition fee.Candidates can avail themselves only one of the above concessions.
SPOT ADMISSION
1) Spot Admission will be given to those who come to the Institute / Spot Admission Centre / Study Centrein person with the required original Certificates / Documents.
2) Eligible candidates who seek spot admission can collect their first year learning materials at the Institute /Spot Admission Centre/Study Centre itself, by producing the IDE copy of the designated BANK fee paidchallan towards Registration Fee plus tuition and other fees prescribed for the course concerned. For particularsof total fees to be paid (excluding Registration Fee), please see the respective Tables.
CANDIDATES WITH ARREARS
Students with arrears, after the completion of the duration of the course of study, have to seek and obtain on theirown initiative, with a requisition letter and with self-addressed envelope, the particulars of change of syllabus, provisionfor completion of course, practical classes, practical examinations, Examination Application forms from theDirector, IDE., University of Madras. The Co-ordinators of PCP Centres/Spot Admission Centres/Study Centresmay provide the above particulars. In all the communications to the Institute, these candidates should quote the EnrolmentNumber and address.
PROVISIONAL CERTIFICATE AND DEGREE
Provisional Certificate will be issued to those who have qualified for the Degree / Certificate / DiplomaCourse after the publication of results. For obtaining Provisional Certificate and Degree/Diploma, aFee of Rs.300/- or such fees as may be in force from time to time, should be paid along with theExamination Fee.
Prescribed forms for obtaining Provisional Certificate and Degree/Diploma Certificate are alsoavailable with the Institute / P.C.P. Centres / Spot Admission Centres / Study Centres. They can also bedownloaded from the Website (www.unom.ac.in)

1. Students are advised to make their own arrangement for Boarding and Lodging.
2. Students are advised to bring their own Note-books, Pens, Pencils, etc.
3. Students from other States may attend Classes at any one of the nearest PCP Centres.
4. The Co-ordinator / Additional Co-ordinator at the respective Centres will be available for any clarificationregarding the course.
5. Detailed Time-Table for PCP Classes will be made available at the PCP Centres on the first day of thePCP Classes.
6. Any change in the programme will be intimated to the students at the venue of the PCP Classes.
7. PCP Classes will be held from 9.00 a.m. to 12.45 p.m. & 1.30 p.m. to 5.15 p.m.
8. Students should not use Cell Phones in the class rooms.
9. Students are advised to collect their study materials from the PCP Centres / Study Centres by submitting theirtuition fee remittance challan (designated Bank).
10. Students are instructed to keep their identity card ready to be produced for any reference.
PERSONAL CONTACT PROGRAMME CENTRES
[i] Personal Contact Programmes will be organized in Tamil Nadu and Puducherry at the centres listed below.
[ii] Personal Contact Programmes for all courses offered by the Institute of Distance Education, University ofMadras, will be conducted at Chennai.
[iii] Personal Contact Programmes for practical oriented subjects shall be conducted at the PCP Centres listed inthe statement below subject to sufficient enrolment of students and availability of essential infrastructure facilitiesat the PCP Centres for conducting the practical oriented subjects. Otherwise, the students shall be mergedwith other nearby PCP Centres where the practical oriented courses can be conducted or they have to attendto the PCP Classes at Chennai.
