Run-off elections heldSunday in 25 of Kosovos 38municipalities proceededpeacefully, with voter turnout around 40%. Polls saw thedefeat of Prishtinas longtime mayor, as well as wins by theBelgrade-backed Serbian List party in six Serb-dominatedmunicipalities. Te election, the first round of which wasmarred by violence on November 2, is a key element of anEU-brokered deal to normalize Serbia-Kosovo relations.

Prime Minister Gruevskisaid in an interview thisweek that talks between
Macedonia and Greece regarding the name disputehave seriously deteriorated over the last 18 months. Heclaimed that the tone of the disagreement had beengrowing more positive before Greek Prime MinisterSamaras took office in 2012. Since then, he says the talkshave regressed. Outside observers have said that bothsides should continue to promote negotiations.
