EDGARDO G. PARE Regional Director
It is such a humbling pride and honor to present to you the achievements that the whole PSA RSSO III had labored for the year 2016. With these, I would like to extend my sincerest salute to everyone for rendering their utmost ability to come up with such accomplishments within just a year. To the regional team, provincial heads and staffs who have been very diligent in carrying out their tasks in the most efficient ways they could, Kudos! I am aware of the unprecedented challenges that kept coming which once again put everyone’s patience, skills and dedication under the test of time. But still, we managed to successfully take leaps over these hurdles armed with stronger vision and faith for PSA. The year 2016 has taught us to master the art of juggling multiple tasks. Aside from the regular surveys and activities that were lined-up in our calendar, we were able to launch various brand new undertakings that made the working year a remarkable one - reinstituting BCRS in Central Luzon engraved a notable and humble share to the aspirations of the PSA in terms of civil registration; launching of the 1st ever National Statistics Month (NSM) Interactive Statistical Challenge that fostered unparalleled camaraderie among PSA’s and different agencies’ employees; disseminating early release of the results of 2015 Census of Population; hosting of the 2017 National Planning Workshop (NPW) served as a venue for the participants to experience a first-hand taste of authentic Kapampangan and Central Luzon warmth. In the same manner, the office remained to be a responsive institution in heeding the requests of its clienteles in terms of civil registration and statistical matters. Also, it continuously serves as an advocate in promoting sound human resource policies among its employees. In as much as I want to enumerate all the activities, I am worried that this single-page canvass will run out of space. Rest assured that everything, big or small, was recognized and appreciated. With all the things that made the year 2016 a roller coaster ride, I can attest that PSA Central Luzon is similar to a piece of gold that the longer it is expose on fire the purer it gets. I am hoping that this family will continue to perform and always strive for excellence not only in work but also in every facets of life. May the Divine Intervention be with us always as we remain steadfast to our vision of a SOLID, RESPONSIVE and WORLD-CLASS authority on quality statistics and civil registration.

About the psa
The Philippine Statistics Authority (PSA) was established on 12 September 2013 pursuant to Republic Act 10625 or otherwise known as the Philippine Statistical Act of 2013 signed by then President Benigno Aquino III. PSA is a merger of four (4) government agencies namely: National Statistical Coordination Board (NSCB), National Statistics Office (NSO), Bureau of Labor and Employment Statistics (BLES) of the Department of Labor and Employment (DOLE), and Bureau of Agricultural Statistics (BAS) of the Department of Agriculture (DA). The RA 10625 was basically enacted “to rationalize and promote efficiency and effectiveness in the delivery of statistical services, maintain an integrated statistical system characterized by independence, objectivity and integrity so as to enhance responsiveness to the requirements of equitable national development, promote the orderly development of a statistical system capable of providing timely, accurate and useful data for the government and the public, and support decentralization through establishment of the statistical infrastructure necessary to service the statistical needs of local development planning”. The PSA is attached to the National Economic and Development Authority (NEDA) for purposes of policy coordination. It composed of the PSA Board and Offices on sectoral statistics, censuses and tech-nical coordination, civil registration and central support, and field statistical services.

CRS Civil Registration Services
The PSA RSSO III continuously provides services to its clientele by issuing copies of of civil registry documents from its CRS Serbilis Outlets: Pampanga, Cabanatuan City and Olongapo City such as birth, marriage, death and Certificate of No Marriage (CENOMAR) or Advisory of Marriages.

Civil Registration Month
The Civil Registration Month (CRM) is annually celebrated pursuant to Proclamation No. 682, S. 1991, entitled, “Declaring the Month of February of Every Year as Civil Registration Month”. The celebration aimed to raise awareness on the importance of civil registration documents.

Unveiling of the
New PSA Logo
PSA Central Luzon conducted the momentous unveiling of the new and official logo of PSA last 1 February 2016. The said event was witnessed by selected staff from the seven provinces of Region III and the Regional office.
The logo signifies its commitment to provide timely and quality statistics necessary for decision making in all aspects of Filipino life. It reflects the PSA’s vision of solid, responsive, and world-class authority on quality statistics and civil registration; and its mission to deliver relevant, reliable statistics and civil registration services for equitable development towards improved quality of life for all. It is further composed of two (2) elements: • Three (3) curved arrows which symbolizes the
three (3) main pillars of the PSA as an organization: solid, responsive, and world-class. These arrows are colored red, yellow, and blue representing the colors of the Philippine flag and signifying the role of the PSA as the national statistical agency. The arrows are joined together on their sides to represent the PSA being solid, and are pointing upwards to symbolize the PSA’s dynamism in accomplishing its critical role of achieving the collective dream of sustained economic and social progress, reflecting the responsiveness of the PSA;
• Sphere and grid (globe) which represents the
PSA’s adherence to the United Nations (UN) Fundamental Principles of Official Statistics and commitment to international conventions and standards. It also represents the PSA’s participation in the global statistical community, mirroring its vision of being world-class.

R-CDTA 8369: Innova�ve Data Collec�on Methods for Agricultural and Rural Sta�s�cs
The Philippines was so privileged to be one of the pilot countries of R-CDTA together with Lao PDR, Thailand and Vietnam. The said project was spearheaded by Asian Development Bank (ADB) and funded by Japan Fund for Poverty and Reduction. Fortunately, the province of Nueva Ecija in Central Luzon was chosen as the pilot province in the country since it is considered as the “Rice Granary of the Philippines”. This innovative data collection method is making use of satellite data. Through this, area may be estimated several times a year instead of only during the survey period. Also, land use can be studied better by comparing area maps taken in different times.

PSA Central Luzon Hosts AgStat Orientation
In lieu of the retirement of personnel from the former Bureau of Agricultural Statistics (BAS), PSA conducted a nationwide Training/Orientation on Agricultural Statistics wherein the regions were divided into seven groups. PSA Central Luzon successfully hosted the AgStat Orientation: Batch 2 for selected personnel from Central Luzon, CALABARZON and MIMAROPA on February 29 to March 4, 2016 at Lohas Hotel, Clarkfield, Pampanga. Delegates from the other regions were homed in Central Luzon couple of days. The said training primarily aimed to orient and refresh the participants from the regional and provincial offices on the details of the agricultural data systems as inputs to the Performance of Agriculture Report and Survey.
As a result of the merging of the four statistical agencies namely Bureau of Agricultural Statistics (BAS), Bureau of Labor Employment Statistics (BLES), National Statistical Coordination Board (NSCB) and National Statistics Office (NSO), the PSA has been continuously organizing trainings and seminars that will equip the employees with the proper knowledge on the works of the said agencies.

With the scheduled release of the 2015 Gross Regional Domestic Product (GRDP), the Philippine Statistics Authority (PSA) Regional Statistical Services Office (RSSO) III spearheaded a news conference simultaneously with all other regions nationwide on July 28, 2016, 10:00 in the morning at SACOP, Ephatha, Maimpis, City of San Fernando, Pampanga. The said news conference was attended by DNS Josie B. Perez and Chief, Satellite Account Division Eduardo B. Sanguyo, employees from regional and provincial offices and regional directors and staff from 26 different agencies. Eleven locally-based media men and student journalists were also invited to cover the said event.

Central Luzon’s growth slows down in 2015
Central Luzon’s economy decelerated from 9.3 percent in 2014 to 5.3 percent in 2015. The deceleration was brought about by the slowdown in Industry. Industry sustained the largest share in the region’s economy accounting to 43.8 percent in 2015, slightly higher than its 43.2 percent share in 2014. Similarly, Services slightly increased from 39.7 per-cent in 2014 to 39.8 percent in 2015 while Agriculture, Hunting, Forestry and Fishing (AHFF) slightly dropped from 17.1 percent in 2014 to 16.4 percent in 2015. Industry decelerated from 15.9 percent in 2014 to 6.7 percent in 2015. The deceleration was primarily caused by Mining and Quarrying which further declined from negative 8.7 percent to negative 39.2 percent. While, Manufacturing grew at slower pace from 19.1 percent in 2014 to 7.0 percent in 2015. Likewise Electricity, Gas and Water Supply (EGW) decelerated from 7.2 percent to 1.9 percent. On the other hand, Construction accelerated from 6.0 percent in 2014 to 11.1 percent in 2015. Services accelerated from 4.1 percent in 2014 to 5.7 percent in 2015. The acceleration was brought about by the expansions in Transportation, Storage and Communication (TSC), Trade and Re-pair of Motor Vehicles, Motorcycles, Personal and Household Goods (Trade), Real Estate, Renting and Business Activities (RERBA). In particular, TSC expanded from 4.7 percent to 7.6 percent, Trade from 1.3 percent to 4.4 percent, and RERBA from 3.8 percent to 6.7 percent. In Addition, Other Services (OS) rebounded from negative 0.1 percent to 4.9 percent in 2015, contributing to the over-all up-tick of the whole industry. On the other hand, Financial Intermediation (FI) and Public Administration and Defense; Compulsory Social Security (PAD) decelerated from 11.8 percent in 2014 to 5.7 percent in 2015 and from 4.2 percent to 1.3 percent, respectively. AHFF slowed down from 6.0 percent in 2014 to 0.6 percent in 2015. Agriculture and Forestry decelerated from 6.8 percent to 0.8 percent, while Fishing declined from 2.1 percent to negative 0.6 percent.

Tracking back the dateline, Barangay Civil Registration System (BCRS) was first introduced by Mr. Salvador Aves, former Regional Director of the then National Statistics Office (NSO) Region 10 in 1993. BCRS has gone its way to success as it proved its efficiency in some areas of the country. Subsequently, the idea of it was adopted and implemented nationwide under the Unregistered Children’s Project (UCP) of PLAN Philippines and NSO in the year 2000. But due to some inevitable circumstances BCRS temporarily vanished in the system. Fortunately, thru the Re-Entry Project (ReP) entitled “Establishment of a Community Database Information System in the Municipality of Lubao (a municipality in the province of Pampanga)” authored by PSA RSSO III Chief, SOCD Arlene M. Divino, the concept of BCRS was reinstated in 2014. The project was conceptualized to establish a more sustainable Community Database Information System (CDIS) for the BCRS or simply called BCRS-CDIS. With the notable success of BCRS-CDIS in Lubao, Vice Governor Dennis Pineda of the province of Pampanga called a Consultative Meeting with PSA RSSO III and the Civil Registrar’s League of Pampanga (CRELPA) last February 2016. CSS Divino together with Regional Director Edgardo G. Pare discussed the operational aspects of BCRS and BCRS-CDIS. After thorough assessment, the provincial government of Pampanga found out that the project was worthwhile to be implemented. It even funded the wages of the hired enumerators who are SPES beneficiaries and provided one desktop computer for each barangay. Today, 11 municipalities in Pampanga have already implemented and started the project, namely: Lubao, San Luis, San Simon, Sta. Rita, Guagua, Mexico, Arayat, Macabebe, City of San Fernando, Mexico and Mabalacat. These municipalities were finished in the enumeration phase and some have already started with the data processing of the accomplished survey instruments. For the remaining city/municipalities, the project will be included in their 2017 projects. Through the leadership of the formed Technical Working Group (TWG) composed of PSA personnel and warm support of everyone, BCRS-CDIS is further envisioned to penetrate an extensive range of implementation nationwide.

2016:�A�LOOK�BACK� PSA Marks 3rd Year Anniversary ` The celebration of the 3rd year anniversary of PSA in Central Luzon became extra special with the
worthwhile activities that were pulled through. With the theme “Syn3rgy”, Deputy National Statistician
Estela T. De Guzman together with the PSA R3 family gathered together for a celebration which was
started by a Gender Sensitivity Training on September 15-17, 2016 at the Harvest Hotel, Cabanatuan City,
Nueva Ecija.
The celebration also became a venue in recognizing the PSA employees who showed exemplifying dedication in the field of parenthood and education. The region awarded “Gawad Ulirang Magulang” award for the employees who showed dedication and support to their children in the field of education. Also, a “Sariling Sikap” award was given to employees who were able complete further studies. A plaque and cash gift was awarded to deserving employees.
One of the highlights in the 3rd year anniversary of PSA was the momentous oath taking of the all the Region III personnel lead by DNS De Guzman.
The PSA employees also showcased their talents as they grooved on the dance floor during the cultural presentation. The province of Aurora bagged the champion tilt for the children-themed dance presentation. While the RSSO 3 won the champion tilt in cultural/folk dance presentation. A Zumba exercise was also enjoyed by the employees.

2016:�A�LOOK�BACK�PSA RSSO III Conducts PopCen
2015 Data Forum With the Proclamation No. 1269 made by the former President Benigno S. Aquino III on May 13, 2016, the population counts based on the 2015 Census of Population were proclaimed and declared as officials for all purposes. With this, provincial and regional offices were requested to conduct data dissemination regarding the latest population counts of their respected province and region.
The Philippine Statistics Authority (PSA) Regional Statistical Services Office (RSSO) III had successfully pushed through its regional level of data dissemination of the 2015 Census of Population on October 7, 2016 at SACOP, Brgy. Maimpis, City of San Fernando, Pampanga. The event became extra special as it formally marked the opening of the month-long celebration of the 27th National Statistics Month (NSM). The data forum was even promoted for free by Metro Central Luzon TV 36 in their community billboard for nine days.
Regional Director Edgardo G. Pare formally opened the forum with warm welcoming remarks. He gave emphasis on the importance of the results of PopCen 2015 as one of the significant factors that our policy-makers are taking into considerations in formulating projects and programs for nation building. RD Pare further underscored that the conduct of the 2015 Census of Population is one of the most important projects that the PSA is mandated to perform.
After the opening message was rendered by RD Pare, Chief Statistical Specialist of Aurora, Mercy A. Duaso enlightened everyone about the 2015 Census of Population as she discussed about a little background and birds eye view of it.
The 2015 Population Counts Highlights was presented by Maria Virginia R. Olveña, Chief Statistical Specialist of Pampanga.
It was then followed by the presentation of Population Density by Chief Statistical Specialist of Nueva Ecija, Elizabeth M. Rayo.
The last highlights presentation about Population Counts by Legislative district was discussed by Chief Statistical Specialist of Zambales, Norman L. Bundalian.
After the presentations of the highlights, Ms. Divina Hope Vallejo, Supervising Economic Development Specialist of National Economic Development Authority (NEDA) Region III represented Regional Director Severino C. Santos as the keynote speaker of the event. Ms. Vallejo extended the message of RD Santos to the PSA family by reading the speech prepared by the latter. Included in the speech was his hats-off congratulation to the whole PSA family for a successful mid-decade census of population. He also highlighted the significance of the results of the population counts as vital to the Sustainable Development Goals (SDG) of the government.
The guests were also given chance to raise their questions, concerns and clarifications regarding the
presentations. The open forum was moderated by Supervising Statistical Specialist of Pampanga, Herman J. Vital. When the open forum ended, the awarding of certificates was led by RD Pare. Tokens and certificates of appreciation were given to the speakers. Lunch was immediately served afterward and the dynamic dancers of PSA RSSO III CRS staff entertained everyone with a lively dance number.
The afternoon session was started with the presentation of “Who are the illegitimate persons?” a study made by Chief Statistical Specialist of Bataan, Ledesma L. Morante. CSS Morante focused her study within Central Luzon.
It was then followed by the presentation of Ms. Irene Joy D. Margallo, Statistician III from the Department of Health (DOH) Region III. Her presentation was entitled Health Statistics Program. On the other hand, Ms. Pamela D. Pangilinan, Panning Officer II from the Commission on Population Region III presented about the PopCom Analysis and Strategies on the 2015 Census of Population. Ms. Margallo and Ms. Pangilinan were invited by the PSA to have their presentations of the programs or projects of their agency in relation to the latest population counts of Central Luzon.
Just like during the morning session, an open forum was led by Statistical Specialist II Arlene Z. Torrico. Guests were once again given the chance to ask questions to the members of the panel who had their discussion during the afternoon.
The discussants were also awarded with certificates of appreciation and tokens for their remarkable contributions during the forum. The event was ended with a group picture taking of the whole attendees including the organizers.
In totality, with the full-house attendance, smooth flow of the program and active participation of the guests from the different government agencies within the region, including all Provincial Planning and Development Offices, private institutions, members from academe and different media outfits the data forum was considered beyond successful.

After the discussion, attendees from PSA and different agencies all around the region vigorously participated and enjoyed the different games, relays and challenges prepared by the organizers. Each level of the interactive challenge was composed of exciting twists with a touch of statistics. Winners and participants were awarded with certificates, medals, trophies and tokens.

With the launching of the 1st Interactive Statistical Challenge last October 27, 2016, the month-long celebration of the 27th National Statistics Month (NSM) became more exciting and worthwhile for the whole PSA RSSO III family. Central Luzon: Home of 2017 NPW It was beyond honor for the whole PSA Central Luzon family to take the responsibility to host an event as big as the 2017 PSA National Planning Workshop. Delegates from all around the country were given the chance to experience first hand testaments of authentic Kapampangan and Central Luzon warmth. With the cultural presentations and local ambiance, the delegates were able to feel at home in Central Luzon. One of the region’s province, Bataan, bagged two awards: Top 2 Best in Partnership and Linkages Province and finished as Top 11 Province among the Top 15 PSOs.
One of the highlights of the event was the momentous formation of Human Parol which served as the culminating activity of the three-day workshop. The 2017 NPW was filled with worthy discussions, awards, special announcements, fun and entertainment. It was held at Quest Hotel and Conference Center Clark, Clark Freeport Zone, Pampanga on November 23-25, 2016.
Just as how the world renown giant lanterns of Central Luzon bring life to the serene nights of the yuletide season, the same is true to the Human Parol that was formed. Its beaming light will serve as guide in achieving the PSA’s aspirations. It is an emblem and mighty proof that PSA is firmly united as one in quest towards excellence. The illuminating lights of this Human Parol will continuously spread fort its magic for the whole world to see the PSA as a solid, responsive and world-class authority on quality statistics and civil registration.

PSA’s Lantern Emerges Champion In celebration of the Human Rights Consciousness Week with the theme “Stand Up for Someone’s Rights”, PSA RSSO III participated the annual DMGC Lantern Parade and Making Contest on December 5, 2016. The activity aimed to raise awareness and support to the war against violence among children and women. Subsequently, from being a runner-up last year, PSA bagged the “Most Eco-Friendly Award” and emerged as the “Champion” lantern for the year 2016. The lantern entry of PSA RSSO III was made with recycled materials mostly from the used application forms of birth, marriage, death and advisory on marriage. It caught the attention of the public because of its intricate design. The said lantern making contest was also in partnership with the renowned San Fernando Giant Lantern Festival.

Every nanosecond the world brings changes. Fortunately and unfortunately these brand new innovations brought so many things in the history and life of mankind. Men and women, young and old are experiencing the glaring effects of today’s breakthroughs. Some of these are the empowerment of women and intensified protection among children. In a fast-phased world of advanced technology, we can never deny the effects of family disintegration in today's society. One of the alarming effects is the relentless abuse to women and children that we are battling for since time immemorial. That is why it is important that one is raised in an environment that is founded by love and affection, favored by mutual respect and devotion, and more importantly nurtured
and guided by faith.
It is truly fascinating how a simple smile of an innocent child could warm even the most unfeeling heart. A child learns the language of love initially from a loving mother's touch. Her hug gives him comfort and security from harm. He bravely walks his first steps for he knows Mom is just a few steps away waiting to catch him if he falls. But the bond between a mother and her child does not end there: because their love is pure, it continues to grow and spread forth its magic to the
family as a whole and brightly sparks for the entire world to see.
Today, as the world ceaselessly opens door of possibilities, the new generation of women and children have been long time set and
prepared to go with the flow of changes. Guided by the protection of law and respected by everybody;

2017 RPW and Year-End Assessment
As part of its preparation for the coming working year, the PSA RSSO III successfully conducted its 2017 Regional Planning Workshop at the Pradera Verde, Lubao, Pampanga. Resource persons from the Centrol Office namely: Deputy National Statistician, Estela T. De Guzman and SSS Josephine Albino were also present in the event. DNS De Guzman discussed about Personnel Selection Board. The two-day workshop was event-filled with different activities, lectures and discussion regarding the different plans that the agency will
take into for 2017.
It was just a must that after a busy working year to gather together and discuss about the activities for 2017. PSA RSSO III conducted its year-end assembly coincided with the 2017 RPW at the Pradera Verde, Lubao, Pampanga on December 16-17, 2016. The activity was filled with series of discussions about the 2017 Work Program, AVP presentations and team building activities that made it a worthwhile one.

On its third year of existence as a new agency, it made its way to significant accomplishments – immediate release of the 2015 POPCEN results, more statistical data appreciation for various audience; more client-centered civil registration services and human resource-sensitive development programs. With all of these accomplishments, PSA Aurora workforce made their humble contributions to their best abilities and dedication. employees during their performance of “Tatlong Bibe” and other nursery rhymes dance interpretation was wiped away when the grand winner was announced – “and the first place winner for the “Tatlong Bibe” dance interpretation goes to O AURORA PROVINCE. Their efforts for the two-day rigid practice and own-made props were rewarded.
Related event - As grand prize winner of the “Tatlong Bibe” dance interpretation, the PSA Aurora employees performed their winning dance moves during the 2017 National Planning workshop held at the Quest Hotel, Clark, Pampanga on November 23, 2017 to welcome the guests and participants. “We are what we repeatedly do.” Cheers! Torn between starting my message in an inspirational tone or in celebratory mode, please allow me to congratulate Philippine Statistic Authority (PSA) Regional Statistical Services Office in coming up with the 2016 Regional Annual Report. Most often, we - the Provincial Statistical Offices (PO), get overwhelmed with the task of submitting the office’s milestone for a particular period. Milestone, which is usually used to pertain with significant life events, is such as an intense word. Its use in project management’s point of view makes more sense – milestones are scheduled events to mark specific points along a timeline in measuring work performance. In this Report, let me – in four articles contributed, share some of the activities PSA Bataan PO conducted this year. These activities are what we now call as milestones. On second thought, 2016 itself is to be considered as milestone. We are fortunate to have been recognized in PSA Awards as:
Top 10 Best Provincial Office, 2nd Place Best in Partnership and Linkages, and 4th Place Best in Civil Registration.
This explains the cheerful introduction. This message goes with my heavy heart of getting by 2016 without the beloved co-employees who retired in December 2015. With the challenge of undertaking the various activities without them, comes with the earnest optimism of a more meaningful life after PSA. As for the above quote by a famous philosopher, I wish to inspire others to perform well and to do it better the second and third time. In this small feat, this hopes to contribute in helping Region III rise to the next level.

The Philippine Statistics Authority (PSA) Bataan Provincial Statistical Office launches Civil Registration and Vital Statistics (CRVS) Decade 2015-2024 with a ceremony held at PSA Bataan Conference Room Balanga City, Bataan on September 14, 2016. Ms. Ledesma L. Morante, Chief Statistical Specialist of PSA Bataan gave an overview of the CRVS decade through series of presentations. The activity was highlighted by unveiling of the “Get every Pinoy and Pinay in the picture!” photobooth and culminated with lecture on Revised Republic Act 9255.
PSA Bataan likewise launches the PSA Bataan CRVS decade facebook page at https://www.facebook.com/PSA-Bataan-CRVS-Decade-687146964795221/?ref=bookmarks where all Bataenos photographed at the booth can be viewed. Mr. Edgardo Ventura, Municipal Civil Registrar of Abucay, Bataan gave a special message to represent the Bataan League of Civil Registrars. Ms. Rosario C. De Leon, Statistical Analyst of PSA served as master of ceremonies. The launching ceremony was participated by stakeholders in the province such as Bataan General Hospital, Pagibig Fund, Senior Citizens and Barangay Council of Tenejero, Balanga City. The Ministerial Conference on CRVS in Asia and the Pacific held in Bangkok, Thailand in November 2014 proclaimed the Asian and Pacific CVRS Decade, which declared the three goals in 1) universal civil registration, 2) accurate, complete and timely vital statistics and 3) all individuals are provided with legal documents to claim identity and ensuing rights. In the Philippines, Proclamation No. 1106, signed by President Benigno S. Aquino in August 2015 sought to enjoin “all agencies and instrumentalities of the National Government and Local Government Units, including government-owned or controlled corporations, in consultation with the private sector, development partners and the citizenry” to actively support all activities and programs relevant to “Get every Pinoy and Pinay in the picture!” initiative. “Get every Pinoy and Pinay in the picture” is a catch phrase which localized the “Get everyone in the picture” theme declared during the conference. A set up photo booth, consisting of a nipa hut, and typical Filipino male and female, is a metaphor of getting people registered with their vital events. PSA, as the agency mandated by Republic Act No. 10625 to carry out, enforce and administer civil registration functions in the country, shall lead all relevant activities that seek to: uphold the continuous and compulsory recording of births, deaths, marriages and other acts and events convening the status of persons; enhance awareness on the importance of civil registry documents; and produce accurate, complete and updated vital statistics.

CR Month Philippine Statistics Authority (PSA) Bataan Provincial Statistical Office in coordination with the Local Civil Registry Office (LCR) of Samal, Bataan conducted the Civil Registration (CR) Quiz for Selected Elementary Grade VI Pupils as highlight of the Civil Registration Month February 2016, held at Sangguniang Bayan Session Hall, Samal, Bataan on February 22, 2016.
Municipal Civil Registrar Josefina E. Cortez proclaimed France Kathrine Santos of Samal South Elementary School as Champion after three rounds and four tie breaking questions. Ms. Julieta D. Vicen-te served as Santos’ official coach. Completing the top five winners are John Kio P. Santos of Calaguiman Elementary School – 2nd place, Elisse Faith L. Apostol of Samal North Elementary School – 3rd place, Reinalynne T. Garcia of Sapa Elementary – 4th place and Charles M. Dimalante of St. Catherine of Sienna Academy– 5th place. The board of judges who helped to determine the winners were composed of Chief Statistical specialist of PSA Bataan Ledesma L. Morante, PSA staff Rosario C. De Leon and Municipal Civil Registrar of Pilar Haidee G. Gunio. CSS Morante gave an inspirational message to pupils on the earlier part of the program. Another PSA staff, Richard T. Guevara acted as Master of Ceremonies and Quiz Master. MCR Cortez previously organized CR Quizzes to High School Students and Barangay Secretaries but this was only the first time for grade school pupils. The other activities that the Municipality of Samal carried out for 2016 were Training Workshop on Civil Registration for Health Personnel on February 23, 2016 and Training Workshop on Civil Registration for Solemnizing Officers and Secretary/Clerk on February 24, 2016. This year’s theme for the celebration of civil registration month is “MakiisaO Makisali sa Dekadang CRVS”. PSA is the major statistical agency responsible in collecting, compiling, classifying, producing, publishing, and disseminating general-purpose statistics. Its function includes carrying out, enforcing and administering the Commonwealth Act 3753 in the delivery of civil registration services as directed by Republic Act 10625.

In continues effort to pursue Gender and Development, PSA Bataan Provincial Statistical Office (PSA Bataan PO) organized a Lecture Seminar on Women Empowerment held at Las Mariana Garden Restaurant, Abucay, Bataan on March 17, 2016 8:00am to 12:00nn. The forum which was represented by various government and private agencies aimed to serve as venue to discuss women issues in line with 2016 National Women’s Month’s theme ”Kapakanan ni Juana, Isama sa Agenda!” Ms. Fritzie Lynn D. Quiñones – PSBank Branch Head served as the activity’s guest of honor. Ms. Quiñones emphasized the role of being a woman in managing a workplace and the challenges met by mother who has a successful career. With that, she was awarded with certificate of recognition by being inspiration to women in her deeds and accomplishments. PSA staff Maria Rosario C. Dela Rosa was tasked to present the result of the 2013 National Demographic Health Survey which served as Data Dissemination on Gender Related Statistics. Highlighting the activity was the open forum when participants were given the platform to voice their women concerns. Elisa Paje, a Kalayaan College student, expressed the inspiration that she got from the message of the speaker to young women. Carmen Pillagara, Brgy. Kagawad of Salian Abucay, on the other hand gave reaction to the result of 2013 NDHS which will be important in serving as Head of the Committee on Women. Livelihood Seminar PSA Bataan PO likewise, conducted Livelihood Seminar on Starting and Business, Wellness SPA and Gender and Development organized by PSA Bataan in participation to National Women’s Month held at Executive Facial Care, Balanga City, Bataan March 14, 2016, 8:00am to 12:00nn. Ms. Ging Vichuaco, Branch Manager of Executive Facial Care and two of her staff shared the success story of the establishment to inspire the participants in starting from a small business. With health and wellness in mind, Chief Statistical Specialist Ledesma L. Morante coordinated to make an actual demonstration of foot spa and facial services. PSA Bataan PO staff were in awe to learn more about the business. Holding this livelihood seminar aims to promote Gender and Development by leading PSA employees to financial freedom.

in Partnership in Linkages PSA Bataan Provincial Statistics Office’s Top 2 Best in Partnership and Linkages finish in 2016 PSA Awards reckons the continuous initiative to foster closer relationship with the stakeholders this year. The award for Partnership and Linkages, along with two more titles, Top 10 Best Province and 4th Place in Civil Registration, were given during the awarding rites of the 2017 National Planning Workshop held at Quest Hotel and Conference Center, Clark, Pampanga on November 25, 2016.
Clean-up Drive and Mangrove Planting
As corporate social responsibility, PSA Bataan PO kept its adopted barangays by mounting clean up activity at Barangay Pto. Rivas Itaas, Balanga City on August 25, 2016 and mangrove planting activity at Barangay Tortugas, Balanga City on August 26, 2016. The office made strong ties with the barangays through the numerous visits and commitment to help in preserving the environment.

Buwan ng Wika For the 2016 Buwan ng Wika, PSA regular employees and Hired Statisticians were divided to four groups to a battle of artistic skills and wit for a poster making contest held at PSA Bataan Provincial Statistical Office on August 30, 2016. The theme for the 2016 Buwan ng Wika was Filipino, Wika ng Karunungan. Information Officer Maria Anna M. Encarnacion delivered a message about the observance of Buwan ng Wika before discussing the contest mechanics. The team composed of Allan G. Bruno, Rosario C. De Leon, Marielle De Leon and Aireen Piscal emerged as winner after the defense round.

Nurtition Month Holding the Nutrition Lecture and Cooking Demo of Healthy Meal at PSA Bataan Conference Room on July 29, 2016 served as involvement of PSA in the activities of Department of Health in support to the 2016 Nutrition Month. It was a day when the office declared eating only healthy meal. Chief Statistical Specialist Ledesma L. Morante started the activity with a message that encourages PSA employee to observe healthy lifestyle which particularly involves having healthy eating habit and getting into physical activities. CSS Morante, then assisted the Statistical Analyst Allan G. Bruno for a cooking demo of Bahay Kubo, a Filipino dish with lots of vegetables. PSA Bataan staff actively shared their versions of the dish while watching the demo. The activity extended to afternoon snack when malunggay pandesal and egg were served.

Greetings from PSA Bulacan! The year 2016 provided PSA with noteworthy milestones. It was a year which reflected the continuing strides towards the OFFICE commitment of service-oriented activities. PSA Bulacan shared these PSA Vision and Mission of providing quality statistics and civil registration closely working with PSA Regional Statistical Services Office III (RSSO III) in achieving the goal. This year, two big forum were conducted by the province: in April to inform about the conduct of the 2015 Annual Survey of Philippine Business and Industry and another in October to disseminate the results of the 2015 Census of Population. Both forum were well-attended and provided the participants the results and information about PSA statistical undertaking. Under the civil registration services, eight lectures were conducted to different churches and organizations in Bulacan about the Certificate of Registration and Authority To Solemnize Marriage. These lectures provided our stakeholders renewed knowledge about marriage laws and relative guidelines. In December this year, PSA Bulacan was given recognition by the Civil Service Commission - Regional Office III for its “EXCELLENT” rating in the Anti-Red Tape Act –Report Card Survey conducted in May 2015. This is to recognize the office performance on frontline service, with much focus on the delivery of civil registry documents to the clients. Together with the intensive information campaign done by the office and the partnership with the local government and other stakeholders, we ended 2016 with high notes. Our sincere gratitude to RSSO III for the earnest guidance making us stay true to the PSA commitment.

CSC ARTA Award equals Public Service
PSA Bulacan was awarded Certificate of Recognition by the Civil Service Commission (CSC) -Regional Office III in the ceremony held on December 14, 2016 at Widus Hotel Clark Freeport Zone, Pampanga. PSA Bulacan was rated “EXCELLENT” in the Anti-Red Tape Act –Report Card Survey (ARTA-RCS) having obtained a numerical rating of 92.0 percent in the survey conducted by CSC on May 11-13, 2015. ARTA-RCS is a mechanism used by the Commission to obtain clients’ feedback and assess agencies’ performance
on frontline service delivery.
BREQS Outlet is one of the frontline service of PSA-Bulacan included in the EXCELLENT rating in 2015 CSC-ARTA. There were 62,709 requests for copies of birth, marriage, death and certificate of no marriage received and released to the public in 2015 or a daily average of 237 documents. The peak
month was May with 6,872 documents served to the public.
Meanwhile in 2016, there were 73,830 documents served to the public. The peak month was May
with 8,540 documents.

Registration
PSA Bulacan organized information dissemination on civil registration procedures to Labor Force Survey Sample Barangay in Kabayunan, Doña Remedios Trinidad (DRT), Bulacan. The activity was conducted at Dike Elementary School Kabayunan, DRT on August 3, 2016. About 40 Dumagat parents and teachers
attended the lecture.
PSA Bulacan reached them purposely to educate and give information regarding the importance of statistics and civil registration. They listened with interest and actively participated in the discussions. The Dumagats were determined in attending the activity regardless how far they travelled across mountains and crossing the river
for them to reach the venue.
After the lecture, PSA-Bulacan gave them tokens for their enthusiasm and indeed they went back home carried with them knowledge and
learning.

Levelling up ASPBI Collection
The Annual Survey of Philippine Business and Industry (ASPBI) is an annual and regular activity which aims to provide information on the economic activities of the formal sector in the entire country. In 2016, the nationwide ASPBI was conducted starting in April with the year 2015 as the reference period. The province of Bulacan had a total sample of 761 establishments of which 638 were considered as good questionnaires. (A total of 119 establishments were either for referral or have stopped operation, as such these were deducted from the total workload.) The year 2016 collection for the 2015 ASPBI was 99 percent, higher than the 2014 ASPBI collection done in 2015 which totalled to 95 percent. The 2015 ASPBI was relatively higher compared with the 85 percent response rate for the 2013 ASPBI done in 2014.
The increasing response rate have been intensified because of the Census Compliance Project (CCP) implemented by PSA-Bulacan in partnership with the Provincial/City Prosecutor’s Office. The process include giving notices to non-complying establishments and a final demand served after three consecutive notices. The CCP seeks to compel uncooperative establishments to submit timely and accurate questionnaires.

The Philippine Statistics Authority (PSA) celebrated its third anniversary with
the theme “SYNERGY”. The word means “the combined power of a group of things when
they are working together that is greater than the total power achieved by each working
separately” which exactly described the present state of the four agencies has become
after being merged into one.
The PSA- Nueva Ecija, likewise, had endured and already surpassed the
painstaking transition towards working together as one and emerged as a solid,
responsive, world-class statistical service branch. Its ranks, though composed of
different skills and trainings have found themselves complementing each other and
working cooperatively toward the attainment of its goals. For 2016, the Provincial
Office had achieved the following significant accomplishments:
1. The PO successfully hosted the 2017 RPW held at Harvest Hotel, Cabanatuan City attended by hundreds of
participants which include the PSA employees as well as the Job Orders and Service contractors. This event was
highlighted by a two-day Gender and Sensitivity training spearheaded by PSA Region III and Bataan State
University. The Gender equality issues caught the interest of most of the attendees.
2. The PO marked a 100% collection for yearly ASPBI.
3. The PO had completed the first stage of RCDTA 8369 together with the Province of Bulacan. This project is
formulated by ADB under the supervision of the Japan Aerospace Exploration Agency (JAXA).
4. The branch was selected as one of the pilot POs to undertake the List of Dairy Farmers.
5. The 2016 Alay Lakad of the Cabanatuan City dubbed ‘A Walk for a Cause for the Benefit of the Youth’ was
participated by the PO with 100% attendance (as part of our partnership and linkages).
6. The performance of our CRS outlet is above par compared with other outlets. The dedication to their job of the
service crew contributed much to the sterling performance of PSA –Nueva Ecija in 2016.
There will be more challenges ahead, but with my dedicated co-workers at PSO-Nueva Ecija beside me, I am very
confident that we can deliver our products and services with incomparable zeal. To my colleagues and supervisors in the

PSA officials from Region III convened at the Harvest Hotel, Cabanatuan City last September 15-16, 2016 to tackle Gender Sensitivity. The training aims to promote, improve and to raise awareness on how gender issues and equalities in our society could be better promoted, protected and

The host province, Nueva Ecija led by Chief Statistical Specialist Elizabeth M. Rayo, welcomed the participants and guests. It was shortly followed by an inspirational message of Regional Director
Edgardo G. Pare.
Mr. Jan Carlo G. Salaveria and Ms. Magdalena Abella served as the resource speakers for the 1st day of training on the first group while Mr. Ronald Quinto and Roxanne Bongco served as the speakers for the other group. The speakers were introduced by Statistical Specialist II Julius B.
Villamin and Administrative Officer IV Norma P. Annim-Ado.
After the initial introductions of participants, the speakers commenced the workshop with a brief explanation. The participants were grouped into two groups: 1st Group was composed of the provinces of Nueva Ecija, Bulacan, Zambales and Aurora. While the other group was composed of Tarlac,
Pampanga, Bataan and the Regional Office.
Mr. Jan Carlo G. Salaveria then explored with participants the concept of Gender Sensitivity examining the difference between gender (socially constructed stereotypes and expectations based on sex). The impact of gender roles is derived from the particularities between different cultures, the way we are taught and learn, and have impacts on men’s and
women’s to rights and resources.
He also discussed the usage of Gender Fair Language by eliminating the generic use of HE, HIS or HIM unless the antecedent is obviously male, eliminate sexism in symbolic representations of gender in words, sentences and text, eliminate
Sexual Stereotyping.
An Audio Visual was also played to the participants by Ms. Magdalena Abella to serve a hint or to reflect on how gender should be understood, treated and respected in the society. She also emphasized that gender sensitivity is not only about awareness raising but it is also about the use of positive steps to reduce issues on sexism. Mr. Ronald Quinto and Roxanne Bongco served as the speakers on the second day of the training. They discussed the Gender Gap Index and the forms of
Violence Against Women (VAW).
Participants were asked to actively participate on the role playing that portraits issues related with
Gender.

2016:�A�LOOK�BACK� R-CDTA Training Nueva Ecija was the pilot province that adapted R-CDTA 8369 also known as: Innovative Data Collection Methods for Agricultural and Rural Statistics. The project was approved and started on May 20, 2013 and lasted July 31, 2016, under the Japan Fund for Poverty Reduction (JFPR) financing, while the Japan Aerospace Exploration Agency (JAXA) was the project’s technical adviser. The training was held at PCC, Munoz City last February 22-25, 2016. It was conducted by Philippine Statistics Authority and with close collaboration with the Asian Development Bank (ADB). The intended outcome of the project is to improve the quality and timeliness of rice crop area and production estimates and forecasts. The said project was spearheaded in 4 pilot countries. One of the objectives is the estimation of paddy rice cultivation area and crop production based on satellite data and imaging and through crop cutting experiments. 2016 Listing of Dairy Farms Nueva Ecija was included in selected provinces nationwide (8 provinces) to conduct 2016 Listing of Dairy Farms through the collaborative activity of PCC, NDA and PSA. The purpose of this activity is to complete/update the list of dairy farms and to cover the remaining barangays with dairy farms in the priority provinces. The 2nd and 3rd level training was held at Eurotel Hotel, Angeles City, Pampanga on Sept. 19-20, 2016 which was participated by CSS Elizabeth M. Rayo, 14 Statistical researchers, two processors, and focal persons. Enumeration period was done from October 10, 2016 to November 25, 2016

The year 2016 marks the 4th year of the Philippine Statistics Authority (PSA). It is a year wherein the difficulties of the merged statistical agencies has taken its toll at the provincial offices. The greatest challenge of each personnel was the strengthening of the field offices in coping up with the changes as a product of the merger and these was in terms of workload and new and unfamiliar activities for each staff. Everyone have to make their own adjustments with the aim of attaining the mission and vision of the office, that is towards a solid, responsive, world-class authority on statistics. Aiming for excellence, the PSA Pampanga staff, regular, job orders and service contractors, have continuously exerted their best effort to accomplish every activity according to the set guidelines in terms of quality, and timeliness in terms of their submission. For this, I commend all of them for withstanding all the tasks brought about the challenges given them, which includes changes of workload and schedules. For their continuous effort through competence, commitment, persistence, diligence, industriousness and honesty towards work, I salute them all. To all our respondents, clients, partners and counterparts for their contin-uous support to all our endeavors in civil registration, in the conduct of surveys and all other activities conducted by the office thank you very much. We are able to attain our goals through your help and looking forward to our continuing partnership in our future activities. To the PSA management, thank you for the support and God bless us all!

In the spirit of giving, this Office conducted a Gift Giving at Children’s Home of Eucharistic Love and Kindness Telabastagan, City of San Fernando, Pampanga last December 23, 2016. Orphaned female children were given clothes and slippers and fruits (apples and oranges). PSA Pampanga felt blessed to be able to help others in need.

conducted a feeding program activity in Nabuclod

last August 10, 2017 as spearheaded by CSS
Maria Virginia R. Olveña. Two hundred forty stu-
dents ranging from Kindergarten to Grade IV re-
ceived bags of goodies who expressed their sin-
cere gratitude for the generous gesture.

Alongside with the celebration of CRELPA and PSA Pampanga Christmas Party, a gift giving to the poorest of the poor to the families in Lubao, Floridablanca and Sasmuan was pulled through. Assisting during the activity are the concerned Municipal Civil Registrars to the chosen families. PSA Pampanga and CRELPA were thankful on the blessings that was why they share it with other people in need. They were given ₱ 5,000.00 cash for each municipality and grocery items.

It is my great pleasure that I present to you some of the accomplishments that we celebrated in the office for the year 2016. PSA Tarlac remains to deliver quality statistical products and civil registration services. Conduct of data dissemination activities on the results of censuses, surveys and vital registration has been one of our concerns. Coordination and cooperation with public and private organizations in conducting and participating in activities through partnership and linkages have established a good relationship with the Local Government Units (LGUs) and stakeholders. Our staff attends trainings and capability building activities to be good public servants and to be responsive to the needs of our stakeholders. With all these activities, we will continue striving and performing our mandate to deliver relevant, reliable statistics and civil registration services for equitable development towards improved quality of life for all. We are proud of the accomplishments highlighted in this report. May the Lord continue to bless our work.

Focus Group Discussion of Farm Price Services
The Philippine Statistics Authority (PSA) is aware of the basic importance of agricultural price statistics as it created a technical working group on farm prices survey to review the current practice of the office in the compilation of farm prices in the country.
A half-day focus group discussion was
conducted on August 23, 2016 at PSA Tarlac Provincial Statistical Office as one of the sample provinces and was identified as pilot area for the activity due to the proximity in the Central Office (CO) location. The objective of the activity was to determine the available information the PSA can collect from the Provincial Agriculture Office (PAO),
Municipal Agriculture Office (MAO) and City Agriculture Office (CAO). The results of this activity will serve as a footstep of the group in proposing the new survey design to be adopted by the farm prices survey.

They presented overview of the group discussion and the background of the farm prices surveys. In celebration of the 2016 National Statistics Month, this office conducted a Data Dissemination on the result of 2015 Census of Population on October 26, 2016 at La Maja Rica Hotel and Restaurant. The resource speakers highlighted the total population counts, population density and the population counts by legislative districts. The event was attended by different LGU’s department head, academe and media. The program was ended with an open forum.

PSA Tarlac together with PSA Bataan,
Zambales and Nueva Ecija organized an
Inter-Provincial Team Building and Sportsfest on
May 27-28, 2016 at L. Reutotar Beach Resort,
Brgy. Pudaquit, San Antonio, Zambales. The
personnel of each province showcased their talent,
cooperation and camaraderie during the event. The
participants were able to explore the breath taking
views and beaches of the location thru island
hopping.

In 2016, the Philippine Statistics Authority Zambales embarked to a new management and leadership. This year was a moment to further review, examine, analyze and scrutinize the performance of the province its commitment to the vision, mission and core values. In order to broaden the capacity of its staff, challenging tasks and strict compliance to the deadlines were set and fully monitored. This past year, while in the process of adjustment, the staff and personnel made an enormous work modification. The accomplishment report of the province of Zambales outlines some of the achievements and progress in selected key areas and this can be attributed to the extraordinary effort of the staff. The mindset of the staff in terms of work performance began to improve while cooperation and teamwork started to materialize leading to an acceptance of the changes and new set of rules and regulations that were needed to comply for a better service and excellent performance. As we continue into 2017, I would like to commend the staff, personnel, service contractual and even the stakeholders of Zambales for their on-going commitment and dedication to support the goal of the province. This whole new level of conviction and outlook would be its tool to have a better performance and friendly atmosphere steering to a continued success in years to come.

PSA Zambales started the year 2016 with the
newly-appointed head, Chief Statistical Specialist Norman L.
Bundalian. CSS Bundalian was the former Budget Officer
(Administrative Officer IV) of the PSA Regional Office III.
The welcome celebration prepared by all the PSA Zambales staff was also attended by the Municipal Civil Registrars of Zambales who were looking forward for an improved camaraderie and more productive output gearing towards better service, good relationship and improved ranking both for PSA Zambales and City/Municipal Civil Registrars. This event was made possible during the birthday celebration of CSS Norman Bundalian vis-à-vis with the RD/CSS meeting that was held in Zambales last August 12, 2016.

To celebrate the 27th National Statistics Month (NSM) with the theme “Sustainable Development: Making Statistics Count”, PSA Zambales conducted Basic Demography Training and Statistical Quiz on October 20, 2016 and October 25, 2016, respectively. Both undertaking will promote, enhance and instill awareness and appreciation on the importance and value of statistics to the different sectors of society.
The Philippine Statistical Research and Training Institute conducted five-day Training Course on Effective Presentation of Statistical Reports on June 20-24, 2016 in City of San Fernando, Pampanga. The training was attended by SS II Dulce M. Dionisio where she received the Best Presenter Award.

With the Presidential Proclamation No. 60 issued on September 28, 1992 which declares every last week of September as Family Week, the Philippine Statistics Authority funded the celebration to give way to the importance of strengthening, promoting, and increasing awareness on various family issues. Likewise, the Philippine Statistics Authority - Zambales made a simple celebration by having “EAT ALL YOU CAN” escapade at Cabalen Restaurant and watching the movie STORK at Ayala Cinema Harbor Point in Subic Bay Freeport Zone with their families on September 24, 2016.
A simple celebration yet memorable one was enjoyed by the staff for they were able to take a break from paper works and deadline buzzers. But above all, the personnel were able to make time for the family with FUN!
