At the outset, a discussion was held in respect of complaints received
against CCIM members, and constitution of Enquiry Committee in the
matter.
After discussion EC decided that in future, if any compliant is received
against President, EC members, members of CCIM, Secretary and
Assistant Registrar(s) of CCIM, it should be discussed in the EC first and EC shall decide the next course of action.
It is also decided that in case of complaint against the CCIM members, the
chairmen of enquiry Committee should be Vice-President of the respective
System.
Agenda Item No. 1. Confirmation of minutes of the 183rd meeting of
Executive Committee held on 22.10.2013 at New
Delhi.
It was noted that 183rd meeting of Executive Committee was held on 22.10.2013
at New Delhi. The minutes of the same have been circulated to all the members of
the Executive Committee by post vide letter No. 5-1/2013 (183rd EC) dated 29.10.2013 to suggest addition/deletion in respect of correctness of the minutes, if
any within 21 days from the issuance of the minutes.
Executive Committee confirmed the minutes of 183rd meeting of EC with

Agenda Item No. 2. Regarding mediclaim Bill of BAMS Doctors.
It was noted that a letter written by Ayurved Doctors and addressed to Dr. S.P.
Mohite (CCIM member) is received wherein it has been stated that Mediclaim
Insurance Companies are refusing to reimburse the claim if treatment is taken by
the patient from the Ayurveda practitioners.
Executive Committee decided that an opinion be asked from Insurance
regulatory authority of India and on receipt of same, matter be placed in
next meeting.
Agenda Item No. 3. Problems of Integrated Medical Graduates –
request to amend IMCC, Act,1970.
It was noted that the Government of India, Department of Ayush, New Delhi vide
their letter No. Z 28015/14/2013 EP (IM-2) dated 16/08/2013 forwarded the letter
of National Integrated Medical Association, Mumbai regarding to sort out the
problem of integrated medical graduates to make the amendment in the IMCC Act,
1970. The letter is self-explanatory. The matter was placed before EC on its
meeting held on 22.10.2013. Which deferred the matter to next meeting.
It was further noted that the representation of NIMA citing the problems faced by
Graduates and Post Graduates of Ayurveda and Unani while practicing in far flung
areas of Maharashtra State was also forwarded by Directorate of AYUSH,
Maharashtra State vide letter No. DAMS/Ayurveda/practitioner‟s/
problem/2013/8777 (v) dated 16.07.2013 for guidance in the concerned matter.
It was also noted that “many of them had completed Post Graduate courses in
various clinical subjects like Kayachikitsa, Shalya Chiktisa, Stree-Roga Prasuti
Tantra, Manasroga, Vikiran Sangyaharan etc. which are approved by CCIM.
However due to lack of proper provision for these Ayurved and Unani practitioners,
they often have to face medico legal hurdles in the following matters-
Employing Standard Allopathic Emergency Management Protocols and administering life-saving intervention in case of medical/surgical cases
despite having adequate requisite knowledge of the same.
Registration of Hospitals of Operation theaters.

Active participation in Government Health Schemes like Jeevandayi Yojna,
Family Welfare, Blindness Prevention and Control etc. Judicial and Police investigations in Medico legal matters arising due to
unavoidable circumstances and Emergency Critical care.
It is then humble request that the requisite provisions be made in the existing MMP Act 1961 so that the legal hurdles faced by them are minimized.”
The Executive Committee constituted a committee comprising of Dr. Udaykumar, Dr. Mohd. Shafique and Dr. B. Muthukumar to look into the
matter and to give its report within one month.
Agenda Item No. 4. Consideration of post of Clinical Registrars as
Assistant Professor (Clinical).
It was also noted that representations have been received from Clinical Registrars
of Jamia Hamdard, Delhi and HSZ Govt. Unani Med. College, Bhopal in respect of
the consideration/ re-designate of post of Clinical Registrar as Assistant Professor (Clinical), where they have stated that they take clinical classes (bedside
demonstration) and training of interns in the concerned Hospitals and their
experience rendered as clinical registrar be considered as teaching experience and to re-designate them as assistant professor (Clinical) retrospectively.
In this regard it was noted that there are no such provisions in the regulations
prescribed by CCIM to consider the hospital/clinical experience of clinical registrars as teaching experience and tenure of a clinical registrar is only for three years.
Further there is no designation of assistant professor (Clinical) prescribed by
Central Council of Indian Medicine. Moreover clinical registrar is treated as hospital staff.
Executive Committee deferred the matter to next meeting. However, it has
been decided that in the meantime a letter be written to all such Universities where post of Clinical Registrar exists in Hospital of the ASU
College to furnish the norms, duties and other conditions followed for the
post of Clinical Registrar.
Agenda Item No. 5. To establish the eligibility of the candidate of
Uzbekistan admitted in RA Podar Ayurved
College, Mumbai passing the General
Secondary School Certificate Examination in
the year 2000 and Diploma from an
accredited Medical College on Uzbekistan
from 2003-2006.
It was noted that MUHS, Nasik vide letter No. MUHS/C.3/UG/2845/2013 dated
28.08.2013 had asked about eligibility of one candidate from Uzbekistan for
admission in BAMS Course. The contents of the letter were reported as under:-

“The student has been admitted by R.A. Podar Ayurved College, Mumbai for the
BAMS course in the academic year 2012-13 under the AYUSH Scholarship Scheme
2012-13. The said student has passed the General Secondary School Certificate
Examination in the year 2000 which represents 10 years of school education in
Uzbekistan. The said candidates after completion of 10 years of school education
has pursued 3 years Diploma from an accredited Medical College of Uzbekistan
from 2003-2006.
The Association of Indian Universities vide letter dated 30.10.2012 has observed
that a combined assessment of 10+3 qualifications of said student can be accepted
as she has completed 3 years Diploma in the field of Medicine. In view of AIU
letter, the department of AYUSH vide letter dated 30.05.2013 has informed to the
University. Accordingly University has allowed the said student to appear
University examination, however result of the student is kept withheld till such
time the final eligibility granted by the University.
Meanwhile, the AIU vide letter dated 19.03.2013 has communicated to the College
that, the AIU is unable to issue equivalence certificate to Miss Ashurvoa Nooirahon
Mulla Jonavna as her school education in earlier USSR and now CIS countries is of
11 years duration for which AIU do not issue Equivalence Certificate as the
corresponding school education in India is of 12 years, which is the minimum
eligibility requirement for admission to Bachelor Degree Programme.
The matter was placed before EC in its meeting held on 22.10.2013 alongwith
admission qualification for admission to BAMS Course as per concerned regulations
which is reproduced below:
“2. ADMISSION QUALIFICATION
12th standard with science or any other equivalent examination recognized by
concerned State Governments and Education boards, provided the candidate passes
the examination with 50% aggregate marks in the subjects of Physics, Chemistry
and Biology.
For foreign students any other equivalent qualification to be approved by the
University will be allowed.”
After going through the details, EC decided as under:-
“Executive Committee decided that as the candidate does not have
minimum requirement for admission therefore, she is ineligible for
admission to BAMS course and same may be informed to GOI/ MUHS,
Maharashtra.”

As per decision of EC, the reply was sent to Registrar, MUHS as well as copy to
Deptt. of AYUSH vide letter No. 28-14/2012 UG Regulation dated 31.10.2013. However in pursuance of Council‟s letter, JS (Bala Prasad) from Deptt. of AYUSH
called up and showed his displeasure on the letter sent by Council considering
the Student from Uzbekistan.
Joint Secretary further stated that in order to promote Indian System of
Medicine, CCIM should encourage Foreign Nationals to be admitted to the ISM
courses and such letters will make a bad impression at International level. He further asked to withdraw the above letter.
The matter was again placed before President I/C, CCIM and as per direction of
President, CCIM a letter was sent to Deptt. of AYUSH informing that the matter will
be placed before next EC.
Executive Committee decided that as per UG Regulation dated 25.04.2012
the admission qualification to BAMS course is as under:-
“12th standard with sciences or an equivalent examination recognized by
concerned state government and education board, provided the candidate
passes the examination with 50% aggregate marks in the subjects of
Physics, Chemistry and Biology.
For foreign students any other equivalent qualification to be approved by
the University will be allowed.
In view of the above regulations, if candidate fulfills the eligibility criteria
then CCIM has no objection to admit the candidate in BAMS course.
Agenda Item No. 6. Reporting of changes in the
recommendation for Government Siddha
Medical Colleges for 2013-14.
It was noted the visitation reports and assessment sheets have been scrutinized
by the Screening Committee on 23.08.2013 in respect of Government Siddha
Medical College & Hospital, Chennai and Government Siddha Medical College &
Hospital, Palayamkottai. Subsequently the same had been placed before the
Executive Committee on its meeting held on 23.08.2013. But while sending the
recommendation to the Government of India, difference in the number of PG seats
were observed by the office and the same have been brought to the notice of
screening committee. The screening committee agreed to the corrections done by
the office in respect of number of seats.
Therefore the recommendations for the aforesaid colleges have been sent to GOI
vide Ref. No. 18-12/2013 Siddha (C-02) & Ref. No. 18-12/2013 Siddha (C-01) on
16.9.2013.

Addl. Agenda Item No.1. Stay order on suspension of Dr. P.R Sharma,
Secretary, CCIM and Ms. Kiran, OS by
Hon’ble Central Administrative Tribunal, New
Delhi.
It was noted that in view of Legal Opinion dated 19.10.2013 received from Legal
Axis, the Executive Committee in its meeting held on 22.10.2013 decided to
withdraw its decision of revocation (taken on 23.8.2013 in 181st meeting of E.C.)
of suspension in respect of Dr. P.R. Sharma, Secretary and Ms. Kiran, O.S. and

decided to suspend both the employees with immediate effect pending enquiry
proceedings. Accordingly, both the officials were suspended vide Ref. No.12-1/92-
Estt.(Part III) Enquiry dated 22.10.2013 (A.N.).
However, both the employees approached to Central Administrative Tribunal and
an order dated 31.10.2013 was received on 01.11.2013 from Hon‟ble Central
Administrative Tribunal, Principal Bench, New Delhi in respect of O.A.
No.3862/2013, in which the operation of the impugned order dated 22.10.2013
has been stayed. Accordingly, Ms. Kiran was allowed to attend the office vide
Office Order No.30-5/2013-CC(41) dated 01.11.2013. Ms. Kiran submitted her
joining on 01.11.2013.
Dr. P.R. Sharma, Secretary also got his suspension stayed by the CAT, Principal
Bench, New Delhi vide order passed in O.A. No.3904/2013 and reported to his
duty on 04.11.2013.
Accordingly, Dr. P.R. Sharma, Secretary was allowed to attend the office vide
Office Order No.30-5/2013-CC(42) dated 04.11.2013 along with the said order
dated 01.11.2013. He joined his duty w.e.f. 08.11.2013.
However, in this connection, it was noted that a representation dated 28.10.2013
was also received from Dr. PR Sharma with the appeal to the Executive Committee
to restore his suspension within 10 days. The said appeal of Dr. PR Sharma was
under process and consideration but in the mean time he approached to CAT,
Principal Bench at New Delhi and got his suspension stayed as stated above.
Moreover, in view of legal opinion of legal consultant of the office, President I/C, CCIM directed not to allot any work to both the employees upto next hearing i.e.
13.11.2013 later on extended upto 20.11.2013 and files be routed through
Assistant Registrar (Unani) in the case of Secretary and Mr. Mazhar-e-Islam in case of O.S.
Further, it was also noted that charge sheets have been issued to both the employees with the approval of President I/C, CCIM vide No. 12-1/92-Estt. (Part-
III) Enquiry dated 06.11.2013 and No. 12-35/82-Estt. (Part-III) Enquiry dated
11.11.2013 to Dr. PR Sharma and Ms. Kiran respectively.
In this connection, it was further noted that although Dr. PR Sharma has been
allowed to attend the office in view of order of CAT but no work has been allotted
to him. Since, Dr. PR Sharma being the Registrar-cum-Secretary of the Council, was the DDO but no work was allotted to him due to which the obligatory work and
duties envisaged in him, were not being discharged and all financial matters were
stagnated and even normal routine work was hampering. It was, therefore, decided that in the present circumstances, it would be appropriate, if a senior
officer of the Council is authorized to discharge the powers and duties of the
Registrar-cum-Secretary/DDO.

Executive Committee after detailed discussion and taking the present
situation, while ratifying the action taken by the President I/c, CCIM agreed that at the given circumstances as aforesaid, Dr. Shamshad Bano,
Assistant Registrar (Unani) may be authorized to discharge the duties of
the D.D.O. till further order and also authorized the President I/c to take
any action as per regulation and within the rules in the matter.
Addl. Agenda Item No.2. Letter No.3924/SHO/HN dated 31.10.2013
received from SHO, Hari Nagar, New Delhi
regarding criminal complaint.
It was noted that a letter No. 12-35/82-Estt.(Part-III) Enquiry dated 06.11.2013 was sent to the Deputy Commissioner of Police, (West District), New Delhi referring Criminal Complaint dated 17.4.2013 lodged by the Council at Police
Station, Hari Nagar, N.D. and against tampering of official records in CCIM in which
it was requested to look in the matter personally as the complainants/informants
are sufferers of grave illegalities committed by the accused persons in complete disregard of the law and order.
In this connection, it was noted that a letter No.3924/SHO/HN dated 31.10.13 has
been received from SHO, Hari Nagar regarding criminal complaint against
tampering of official records in CCIM in which office letter No.F.No.12-35/82-Estt
Part III/15569 dated 25.10.2013 is referred.
It was stated in the letter that “as per direction of Senior Officers, legal opinion on
the matter was sought and direction of prosecution/Delhi opined that matter be
kept pending till the finding of civil court are received. Hence, no further action till
them.
It is requested to intimate regarding the final order of Civil Court for further
action.”
In this connection, it was noted that no case in any Court with regard to criminal
charges/complaints as referred to above has been filed by the Council.
Executive Committee noted the same and authorized the President I/c to
take any action as per regulation and within the rules in the matter.
Addl. Agenda Item No.3. Charge to the Post of Registration
Officer to Mr. BK Raju.
It was noted that as per orders of the President I/c, CCIM, the charge of the post
of Registration Officer has been given to Mr. BK Raju, UDC w.e.f. 11.11.2013.
Executive Committee ratified the same.

Committee be forwarded to Govt. of India with the approval of President,
CCIM.” The matter was placed before Screening Committee and the Screening
Committee decided to recommend the college. With the approval of President,
CCIM, recommendation was sent to GOI.

Addl. Agenda Item No.9. Clarification sought regarding Break during
internship training.
It was noted that a letter has been received from the Tamil Nadu Dr. MGR Medical
University in respect of break during internship mentioned in regulations. It is
further stated to furnish the following particulars.
1. Whether the internship training in BUMS should be done continuously (or)
any break in Internship training is allowed by Central Council of Indian
Medicine.
2. If allowed, is there any duration of break in internship training which is
allowed by Central Council of Indian Medicine.
3. Whether the candidate is eligible for any leave period during Internship
training. If yes, the period of leave entitled may kindly be clarified.
4. If the break is allowed, whether the Internship training period can be
extended for the period of break in training.

5. Whether piecemeal Internship training in various departments is permitted
by Central Council of Indian Medicine.
6. If the piecemeal Internship training is not permitted, then whether the
student who has done piecemeal training for more than two departments

Addl. Agenda Item No.10. Visitation of College in view of proposals
received under Section 13A of IMCC Act,
1970 for LOI.
It was noted that according to the “Establishment of New Medical College, Opening
of New or Higher Course of Study or Training and Increase of Admission Capacity
by a Medical College Regulations, 2003” dated 15th March, 2004, for making an application under sub-regulation (2) of regulation 4 (copy enclosed), a medical
college shall be eligible if, -
(a) has obtained the permission of the concerned State Government or the Union
Territory Administration (Form- 4);
(b) has obtained the concurrence of the University established under any Central
or State Statute (Form- 5);
Some Colleges had initially sent the NOC & Consent for Affiliation issued before
2010 without mentioning the validity. When asked to furnish latest NOC & Affiliation, they have again forwarded the same documents on behalf of
compliance stating that there is no provision of issuing new NOC/ Consent in

(ii) If number of seats are not mentioned in NOC/affiliation then number
of seats as mentioned in proposal forwarded by Govt. of India be considered.
Addl. Agenda Item No.11 . Regarding Permission to continue PhD.
It was noted that a representation has been received from Dr. Shamshad Bano,
Assistant Registrar (Unani) stating that she joined the CCIM on 23.06.2009 as Unani Expert. Before joining in CCIM, she was working as Senior Researcher on a
New Delhi and simultaneously was enrolled for pursuing PhD in interdisciplinary studies. She had already completed about one and half year of PhD before joining
the CCIM. Now, she intends to continue her PhD. She has submitted that all
necessary research work for PhD will be done after office hours, during Saturdays
& Sundays and other holidays. Further, the office work will not hamper by doing so. Therefore, she has requested to allow her for the same and issue NOC in this
regard.
Executive Committee agreed to allow the Assistant Registrar (Unani) to
continue her Ph.D. and NOC to be issued as requested for.
Addl. Agenda Item No.12 . Disciplinary/Penal Actions to be taken
against the false experience of teaching
staffs.
It was noted that letter dated 11.06.2013 received from Dr. Surendra S. Wadikar
requesting same information under RTI Act 2005, regarding the Disciplinary/Penal
Actions to be taken against the teachers and the colleges, if on perusal of the
records, it is found that a given teacher is shown by colleges as teaching staff
(regular, temporary or on contract basis) at the time of inspection without he / she
actually working there and appearing only at the time of inspection or is drawing
salary without teaching there just to lend his/her name for the college for the
inspection purpose only.
Kindly also furnish the authenticated copies of the rules and regulations and the
Acts (Central and/or State in this case Maharastra) and notifications and orders

regarding the disciplinary/penal actions to be taken against the defaulter teachers
and colleges.
Executive Committee referred the matter to teachers’ Screening
Committee.
Addl. Agenda Item No.13 . Adoption of self-certification provision for
attestation of documents furnished for
obtaining registration/enrolment
certificates.
It was noted that an OM No.Z.28015/66/2013-P&C(AYUSH) dated 01.7.2013 has
been received from Under Secretary to the Government of India, Ministry of
Health & Family Welfare, Deptt. of AYUSH, New Delhi regarding Self-certification
of documents in which the undersigned enclosed a copy of Department of
Administrative Reforms & Public Grievances for necessary action and
compliance.
The enclosed O.M. No.K.11022/67/2012-AR dated 10.5.2013 of Govt. of India,
Ministry of Personnel, Public Grievances and Pensions, Department of
Administrative Reforms & Public Grievances regarding Self-certification reads as
under:
“The Second Administrative Reforms Commissions in its 12th Report titled “Citizen
Centric Administration - The Heart of Governance”, has recommended adoption of
self-certification provision for simplifying procedures. (www.darpg.gov.in)
2. Taking a cue from this some Ministries/State Governments have adopted the
provision of self-certification of documents like marksheet, birth certificate etc. by
the applicants/stakeholders instead of asking for an attested copy of the
documents by the Gazetted Officer or filing of affidavits. Under the self attestation
method, the original documents are required to be produced at the final stage.
3. You will appreciate that the above methods is citizen friendly and obtaining
either an attested copy or affidavit not only cost money but also involves wastage
of time of the citizens and the Government officials.
It is requested to kindly review the existing requirements of attested copy of
affidavit in various application forms in a phased manner and wherever
possible make provision for self-certification of documents, after obtaining
the approval of the competent authority.
Therefore it was noted that, a provision for self-certification of documents may be
adopted for the attestation of copies of certificates/documents furnished by the
practitioners while applying for registration/enrolment certificate.

participate in various seminar, conference,
etc. of respective systems.
It was noted that a representation has been received from all the three Asst.
Registrars of Ayurveda, Siddha & Unani stating that they are working in the CCIM
as Asst. Registrar and dealing with all technical matters of the respective systems
of Indian Medicine. Along with technical matters, there are other works of
administrative nature allotted to them by the office. As in general, there are CME
programme, ROTP programme conducted by several institutions for AYUSH doctors
throughout the country for proper updating of knowledge in respective systems
and medical science. Apart from that, there are several conferences, seminars,
symposiums and workshops at National and International level in ISM. As it will be
better to update knowledge in respective systems and general medical science and
research etc., they wish to participate in the said programmes as a representative
of CCIM.
Executive Committee decided to allow to all the three Assistant Registrars
of Ayurved/Unani/Siddha to participate various seminars, conferences,
workshops etc. upto a limit of three per year. However, limit can be
extended subjects to the approval of EC. Further, all Ayurveda, Unani and
Siddha Experts are allowed to attend the seminar upto the limit of one per
year.
Addl. Agenda Item No. 15. Consideration of Research experience at par
with Teaching experience for recruitment of
teaching posts in different academic
institutions and Universities of
Ayurveda/Siddha/Unani-reg.
It was noted that a representation vide No. 09/2013 dated 01.11.2013 from the
President of “CCRAS Scientist Welfare Association” has been received in the office
of CCIM requesting to take necessary steps to include the Research Experience at
par with the Teaching Experience as being practiced by the premier organizations
of the country as referred to above for the betterment of the Indian Systems of
Medicine as well as to provide the enhancement of the opportunity to the students
to build up their acumen by getting highly experienced teacher in their respective
fields.
Executive Committee referred the matter to Regulation Amendment
Committee.

Asst. Registrar as teaching experience in
respective systems.
It was noted that a representation has been received from all the three Asst.
Registrars of Ayurveda, Siddha & Unani stating that they are working in the CCIM
as Asst. Registrar and deal with all technical matters regarding education in
respective systems of Indian Medicine. Though, they deal with all technical matters
in respective system, their work experience in this Council was not taken into
account either teaching or research. They requested to consider their work
experience at par with teaching experience.
Executive Committee referred the matter to Regulation Amendment
Committee.
Addl. Agenda Item No.17. Disclosure of personal details of the
teaching Staffs and certified copies under
RTI Act 2005.
It was noted that there are several RTI applications requesting to provide teaching
staff details or visitation reports of ASU Colleges. In this connection, as per RTI Act
2005, the personal details of the persons such as PAN card No, Bank Account No,
Phone No. / Mobile No. may not be disclosed. This may be implemented if agreed.
It was further noted that the Council receives several RTI applications to provide
certified copies of documents from various sections of this office, therefore the
Head/Incharge of the Sections i.e., Assistant Registrar (Ayurveda), Assistant
Registration Officer I/C may be authorised to certify the copies of documents
supplied from their respective sections to establish the authenticity of the
documents.
Executive Committee decided to follow the relevant Section of RTI Act,
2005 in respect of not disclosing the personal details. A letter may also be
written to Central Information Commission for clarification
Addl. Agenda Item No.18. Introducing Residency programme in
Ayurveda Vachaspati Course (MD
Ayurveda)-reg.
It was noted that Introducing Residency programme in Ayurveda Vachaspati
Course (MD Ayurveda) was discussed in the 46th meeting of Ayurved Committee
held on 04.04.2013 as under:-

“I appreciate the efforts made by the CCIM to improve the standard of Ayurveda
education under your esteemed leadership. As you are aware lot of changes are
happening in the field of Medical Education especially in the specialty health care.
The things which are beneficial to our system shall be introduced so as to go along
with the developments in the education system.
Recently a new system of Residency Programme is introduced by IMC and the
same has implemented in the Medical College of Kerala. The crux of the
programme is „Learning by Doing. The Post Graduate scholars will be considered as
the first level managers of the specialty health care and they are given emergency
duties, continuous patient care, on-call duties, and duties as junior consultant to
other departments, conduct teaching programmes to undergraduate medical,
nursing and paramedical staff etc. They are also permitted to issue Death
Certificates, Medical Certificates and Treatment Certificates. In emergency
situations they can admit, treat and discharge the patients without having any
consultation with the senior faculties, and full responsibility of the treatment of the
patients under their care shall vest with the residents in this regard.
The residency programme the individual patient care is considerably increased and
confident level of the PG‟s also improved. It is also noted that the manpower
shortage is one of the major issues in our institutions. The teaching and training
also need improvement. So a similar programme shall be introduced in our system
also.
In Kerala all Post Graduate students were given same stipend but after
implementing Residency programme the modern medicine PG‟s were given higher
pay and declared that the same will be given to Ayurveda as and when CCIM
suggests the new programme.
So it is a necessity in Ayurveda to implement Residency programme in Ayurveda
Vachaspati course. Hence you may please take necessary steps to place the matter
before the council to included the programme in the PG regulation.
Ayurveda Committee unanimously passed the above resolution.”
However, as per representation of Dr. VG Udayakumar, EC Member, the matter
was re-submitted for consideration.

Addl. Agenda Item No.19. University Grace Marks given for National
Service Scheme (NSS) in final BAMS examination-reg.
It was noted that University Grace Marks given for National Service Scheme (NSS)
in final BAMS examination was discussed in 46th Ayurved Committee in its meeting
held on 04.04.2013 as under:-
“It was noted that Many Universities are granting “Grace Marks‟ to the students
those who are participating NSS activities in the final examinations. But most of
the Universities are not granting this mark to BAMS students stating that there is
no specific instruction from CCIM. Few Universities such as Maharashtra University
of Health Science, University of Kerala, and Mahatma Gandhi University are giving
the same to BAMS students. This will cause major disparities among students.
As we are in the field of health service the aptitude in social service is essential for
all medical students. So participation in the NSS activities should be promoted in
national level. If the University statute allows grace marks for NSS activities, the
Ayurveda/Siddha/Unani students those who are attending the same should also
get benefited. So I request the council to pass appropriate direction to all
Universities in this regard.
Ayurveda Committee decided to write to the State Universities about their
existing practice in awarding grace marks/moderation marks relative with
NSS activities and opinion in this regard.”
However, as per representation of Dr. VG Udayakumar, EC Member the matter was
re-submitted for consideration.

Addl. Agenda Item No.20. Regarding representation forwarded by
Prof. K.K. Sijoria, Principal, A & U Tibbia
College & Hospital, Karol Bagh, New Delhi
for clarification regarding Non-PG teachers.
It was noted that letter reference F.5(6)/2013-CO/755 dated 29.08.2013 received
from Principal of Ayurvedic & Unani Tibbia college, Karol Bagh regarding Non- PG
teachers. College asked for following clarification:-
a. Whether Non-PG teacher can teach the PG scholars at present.
b. Whether Non-PG teacher can be promoted in higher posts as present.
c. Whether PG qualification are essential for the teacher appointed before 01.07.1989 & possessing only graduate qualification for their promotion
/appointment after 01.07.1989.

In this regard the legal opinion was taken and legal consultant advised as under:-
1. In letter dated 29.08.2013 of Principal, A & U Tibbia college & Hospital
clarification has been sought over certain points mentioned therein.
2. In respect of point „a‟ of letter dated 29.08.2013 there is no mention in
Regulation 1989 as to whether non PG teachers can teach PG scholars or not,
however on view of specific mention of application of 1989 Regulation to teaching
staff appointed after 01.07.1989 only, non PG teachers appointed prior to
01.07.1989 may be considered to teach PG scholars considering their experience in
the subject concerned.
3. In respect of points „b & c‟ of letter dated 29.08.2013, it was noted that non
PG teacher appointed prior to 01.07.1989 can be promoted to higher posts as per
their experience. Clause 14 of regulation 1989 speaks about qualification &
experience for teaching staff having caption therein “applicable for recruitments
made after 01.07.1989”. Therefore it is clear that regulation 1989 is applicable is
respect of appointments and promotions made after 01.07.1989. Thus for
promotion PG qualification is not essential for teachers appointed before
01.07.1989.
Further, the matter was placed before screening committee held on 31.10.2013 &
01.11.2013. Comments of screening committee are as under:- “while verifying this matter the Non PG teachers appointed prior to 01.07.1989 can
be promoted to higher posts as per their experience mention in the regulation (UG)
2012, and may be considered to teach PG scholars considering their continuous
experience in concern subject”.
Executive Committee directed to defer the matter to next meeting.
Addl. Agenda Item No.21. Matter related to grant of permission to
Govt. Ayurved Medical College, Moti Bagh,
Patiala (Punjab) for the academic session
2013-14 –reg.
It was noted that letter with reference no 17011/172/2013-EP (IM-1) dated 11.11.2013 and 12.11.2013 received from Govt. of India regarding grant of
permission to Govt. Ayurved Medical College, Patiala (Punjab) for the academic
session 2013-14 in which Govt. of India requested that CCIM may clarify that intake capacity of the said college is for only UG or UG along with PG course and
also clarify that as to why the recommendation in respect of only UG course are
sent to Department and what are the recommendations of the CCIM regarding PG courses for the session 2013-14.

4-61/2013-Ay. dated 12.11.2013 and 13.11.2013 have been sent to the Govt. of India as under respectively:-

“In continuation to letter reference no. 4-61/2013 –Ay. Dated 02.07.2013 & 12.11.2013
and your letter reference no. 17011/172/2013-EP (IM-1) dated 12.11.2013, I am directed
to say that as per record available in the CCIM office of the said college the college has not
been permitted by Govt. of India for PG course from the session 2007-08 onwards.
Further, as college does not fulfill the criteria for granting conditional permission for UG &
PG course, therefore, the college is not recommended for PG for the session 2013-14 due
to following reasons:-
1. Bed occupancy is only 15.2 % against the requirement of 50% for PG College.
2. There is no teaching faculty in 4 departments. 3. There are 210 instruments against the requirement of 311.
4. Higher faculty is only in 4 departments against the requirement of 11 departments.
5. 116 per day OPD patients are available from 19.07.2012 to 31.12.2012 against the requirement of 120 per day.
This issues with the approval of Competent Authority.”

Executive committee in its 181th meeting under agenda item no. 9.
