INTRODUCTION

1. Mandate

The Philippine Cooperative Code of 2008, RA9520 explicitly stipulates: "Art. 44. Functions, Responsibilities, andTraining Requirements of Directors, Officers, and Committee Members. The functions and responsibilities of thedirectors, officers and committee members, as well as their training requirements shall be in accordance with therules and regulations issued by the Authority. 11

The Implementing Rules and Regulations (IRR), under Rule 7, Sec. 5, specify the training requirements for theOfficers of the Cooperative. "The training program should contain the minimum requirements in themodule/curriculum as prescribed by the Cooperative Development Authority (CDA)."

2. Cooperative Education Forum

The Co-op Education Forum (CEF), assisted the CDA developed the training curricula as prescribed by RA 9520 andthe IRR. The CEF involved practitioners - members of the board and various committees, general managers andother officers, trainers from coop unions, federations and the academe, and specialists from the CDA - in developingthe curricula for the various courses prescribed, through a series of competency-based training developmentworkshops.

CEF, where PFCCO is part of it, is a convergence of national, regional and city co-op unions and federations,government agencies and universities involved in co-op education, and actively supported by some primary co-operatives. It aims to unify efforts towards building a national, comprehensive education and training system for co-operatives in the Philippines. It has articulated a vision for this system and identified the following goals:

1. Access & Equity - All co-ops have equal access to education and training2. Quality & Excellence - Education & training providers & their co-op programs adhere to high standards of

quality & excellence3. Relevance & Responsiveness - Co-op education & training programs are relevant to trainees, the co-

operative & to society4. Efficiency & Effectiveness - Education & training providers are efficient & effective in delivering co-op

programs

PURPOSE

The purpose of this Training of Trainers (ToT) on the use of Standard Training Module on fourteen (14) courses isto equip coop trainers with knowledge and skills in conveying, and creating presentations based on the codifiedmodules and instructional materials to the targeted beneficiaries. Specifically, at the end of this TOT, trainers will be ableto:

1. Explain and interpret the written instructional plan based on the prescribed standard training curriculum

2. Create and develop materials, presentations

3. Put into practice and groom Trainers using the written Training manual on Standard Training Curriculum (14

courses)

PARTICIPANTSSelected 30-40 participants shall come from NCRL-PFCCO who comply with any two (2) of the following

qualifications:1. Seasoned Cooperative Trainer or Educator

2. Potential Trainer

3. Computer literate

Participants are required to bring laptop, materials/handouts, or written curriculum for reference.
