5. Organizational and functional set up for the implementation of the
Project:
Karnataka State Council for Science and Technology (KSCST) was established in the year 1975. It is one of the first State S&T Council to be set up in the
country. KSCST is an autonomous S&T organization under Department of Science & Technology, Government of Karnataka and Department of Science
& Technology, Government of India.
The Council has chosen many areas like Energy, Agriculture, Water, Housing, Waste management, Health and Education for its activities. The Council has
completed several projects in these areas such as Low cost housing, Zoning atlas, Mapping for use in district administration, Water resources development, Hand pumps for drinking water wells in villages, Design of novel
biogas plants, Solar energy applications - Solar collectors, Solar pond, Gasifiers, Design of high efficiency cooking stove (ASTRA Ole), Setting up of rural energy centres, Innovative use of sisal plant etc. The recent major
initiatives of the Council for societal benefits include Rainwater Harvesting, Karnataka State Spatial Data Infrastructure, Watershed Management and
Digital mapping of Hampi - a heritage site, Student Project Program, Biofuel and Bioenergy activities, Implementation of Virtual Classroom in High
Schools, Student Project Programme (SPP) and other S&T activities.
The Council has constantly involved several institutions and governmental agencies to identify research areas of major concerns in sectors such as
Housing, Energy, Water supply, Ecology, Environment, Industries and Rural employment. The Council has evolved a methodology of conducting workshops with participation of leading scientists, administrators and technocrats to
identify problems faced in the state in each area and to formulate research
projects based on these identified problems.
The Council has undertaken several path breaking programs in the area of Energy. To name a few, it has setup a rotor windmill for pumping water at Ungra, a community biogas service unit supplying water and electricity in
Pura, Energy Parks in different parts of the state, Solar water heating systems in several places and identification of potential sites to establish wind farms.
It has also set up Microhydel stations at Elaneer village in Dakshina Kannada
district and Vanachalu village near Mercara, which uses a modern technology
of cross flow turbines.
The Council has assisted the state in district level planning in 30 districts through setting up of Natural Resources Data Management System (NRDMS) centers in these districts. These centers use modern scientific tools like
Geographic Information System (GIS) and spatial data support system for identifying locations with problems like drinking water supply, location of
hospitals, schools, etc. This helps in empowerment of local bodies of governance in optimal use of resources. Recently, under Karnataka State Spatial Data Infrastructure (KSSDI), a project undertaken jointly with
Department of Science and Technology, Government of Karnataka and Government of India, the Council has launched ‘Karnataka Geoportal’ wherein any interested person / institution can access, discover, publish geospatial
data of the state, such as administrative boundaries, thematic maps,
infrastructure facilities etc.
Rainwater Harvesting is one of the important programs of the Council. The Council is running a “Help Desk” jointly with BWSSB, to promote Rainwater Harvesting in Bangalore City. The Council has conducted state-level survey
on treatment of municipal solid and liquid wastes and their recycling. The Council has participated in the identification of research Programs in the area
of biodiversity and has involved in identifying the problems and strategies for S&T inputs in various sectors. Patent Information Centre (PIC) has been functioning to bring awareness about Intellectual Property Rights (IPR) among
scientific and student communities and to assist in filing patent applications.
One of the major objectives of the Council has been to improve the quality of
education in our colleges and, in view of this the council has initiated
d) Quiz programme for High School and first grade students of
Bengaluru
KSCST in collaboration with Karnataka Jnana Vijnana Samithi, Bengaluru
organised quiz programme based on the “Science and Technology for
Sustainable Future” for the High school students and First Grade students in
10 different location of Bengaluru. Around 600 students have been
participated in this quiz programme.
e) Teachers Enrichment Programme
Karnataka State Council for Science and Technology (KSCST) along with
Anubhava Science Foundation, Bengaluru and Department of Education, Government of Karnataka at the Block level organised “Teachers’ Enrichment
Programme” at Indian Institute of Science campus. Teachers’ Enrichment Programme is a year-long programme envisioned to enrich the teaching - learning of science and mathematics in Higher Primary schools of Karnataka.
The Teachers’ Enrichment Programme is offered in physical mode with contact sessions spread over one year for government and aided higher primary school teachers. The programme has been launched on 16th August 2017. The third
and fourth contact session was held during 4th, 5th, 6th and 7th December 2017 and 30th, 31st January 2018 at Lecture Hall complex, IISc. A total of 45
teachers those who are teaching Science and Mathematics from Government and aided School of Bengaluru have participating in the programme. The science experimental kits on physics and chemistry have been given to the
teacher participant during the programme.

lectures, seminars, quiz programme, model making, model exhibition and
painting competition.
