From the Director’s Desk

8th March is a day globally celebrated every year as International Women’s Day. This day has special significance for the Department of Women and Child Development which, as a nodal department under the Government of National Capital Territory of Delhi, has statutory mandate to work for women empowerment, their status, rights, safety and security.

With a dedicated team of officials, majority of them being women and having passion for the cause of women, the idea cropped up to celebrate this day as a pack of weeklong activities and not just restrict to one day of tokenism. So the activities were held in all the women and child care institutions run by the government where resident women and children participated enthusiastically in celebratory mood. Issues related to women empowerment and their safety cannot be the concern of only women but have to be the concern of the entire society. With that thought, it was decided to take the celebration beyond the edifice of the women institutions and use this opportunity to sensitize the young minds of boys also about the importance of the day, its significance and above all inculcating the spirit of comradery for the cause of women safety and security. So the culmination of the week long activities was celebrated on 8th March, 2019 in the Observation Home for Boys located in Kingsway Camp, North Delhi which is the home for the boys who are in conflict with law. Our International Women’s Day celebration brought together participation of both genders to identify tangible actions that we can all take as individuals to promote greater gender responsiveness in the community.

I express my special thanks to the UN Women Delhi Office for having provided valuable support in this week long activities. I also put on record my appreciation for Women Empowerment Cell of the Department for successfully organizing this. Last but not the least, without active involvement of the residents of various homes this could not have been successful, so they deserve all appreciation.

INTRODUCTION

The Department of Women & Child Development, Govt. of NCT of Delhi, as nodal department, is mandated to coordinate and supervise various schemes and programme addressing welfare and empowerment of women in Delhi.

This year, in order to celebrate International Women’s Day on 8th March 2019, as a mark of respect, appreciation and concern for women and related issues, the Department organized weeklong activities from 5th March to 7th March 2019, with final celebrations on 8th March 2019 marking International Women’s Day (IWD)with a function in Observation Home for Boys - II, Kingsway Camp. This provided an opportunity to the boys of our Govt. run Homes to be sensitized and informed of the importance of the day celebrated globally. Weeklong events in the Government run institutions comprised of art & craft, musical and cultural activities, various competitions enhancing personality development, etc. as per the details hereunder:

1. Weeklong events at Nirmal Chhaya complex, Jail Road aimed at encouraging and engaging girls and women in activities like group discussion on women safety & empowerment, career prospects for women & young girls and social legislations related to women, etc.

2. Painting and slogan competition for juveniles in conflict with law at OHB-II, SewaKutir Complex, Kingsway Camp and with Children in need of care and protection of CHB- I & II Lajpat Nagar, CHB-I & II, Alipur and SAG, SAB-I & II Dilshad Garden on the IWD theme of this year or any other topic related to women empowerment, safety, rights and respect of women.

3. Skit on the aforesaid topic by engaging both boys and girls who are children in need of care and protection of Sanskar Ashram Complex, Dilshad Garden. The same was shown on 8th March, 2019 i.e., IWD 2019.

4. In addition to this, two Gender Awareness Training Programmes were organized by the Deptt. Of WCD on 05th March 2019 & 06th March 2019 at Delhi Secretariat on the following topics :

Department of Women and Child Development, Govt. of NCT of Delhi is committed to the most effective implementation of the said Act. Our intent is to orient the staff of the set of procedures as laid under the

legislation that work for victims of sexual harassment and assault, both to improve, redress and to work towards prevention.

Ms. Anju Dubey Pandey, Thematic Expert, UN Women informed the participants of gender discrimination, feminization of jobs, women and work

Dr. Ritu Gupta, Training Expert, National Law Institute, Dwarka highlighted the salient

features of the Act, important judicial pronouncements. She also explained the procedure of filing a complaint and how to conduct an inquiry thereunder. She also highlighted the duties

of employer and rights of complainant /respondent.

Outcome of the workshop

The Workshop aimed at enhancing the understanding, capacities and accountability of identified State Government departments, as well as the relevant stakeholders i.e. the District Magistrates/Additional DMs notified as the District Officers and the Nodal Officers appinted by the DOs in every muncipality. At the end of the workshop the participatns were be able to : Define sexual harassment and understand its consequesnces Understand the legal compliance under the SH Act Understand the operationalisation of the Act and its notified

contributing to the promotion of gender equality.

The Director, WCD opened the discussion before the forum on Gender Responsive Budgeting

vis-à-vis Gender Equality

Ms. Manjula Krishnan, IES (Retd.) Independent Consultant, Gender Budgeting addressing the

group on concepts and processing of Institutionalization. During the session planning and policy transformation were discussed. There was a discussion on strengthening and monitoring

of Gender Budgeting Cells as a process of Institutionalizing GRB

Dr. Paramita Majumdar, Independent Consultant, Gender Budgeting and Gender Audit. She

gave a very comprehensive presentation on relevance of data and indicators for GRB Analysis.

Dr. Anjali Garg, Technical Expert, UN Women welcomed and introduced Dr. Sona Mitra, Principle Economist (IFMR). The session focused on analysis of Delhi Government Gender

Outcome of the workshop

The Workshop encapsulated the understanding that Gender Responsive Budgeting is an essential element in any serious political commitment towards gender equality and laysout approaches to align budgets with requirements for the achievement of women’s rights. Related decision makers, experts and policy makers became

fullly aware of the relevant policies/procedures, importance of gender equality and gender mainstreaming

Enhanced understanding for formulation and implementation of gender sensitives projects and budgets

Statistics and indicators - increased use and availability of sex-disaggregated data indicators of budgetary outputs and outcomes

Expenditure side of the budget-streamlined reporting on targeted allocations to women and girls

Prize Distribution

She is the winner in sports activities, foreign national housed in our Govt. run Home, will be repatriated to her native country soon.

Inspite of her physical disability she won the prize in mehandi and rangoli

competition. The children of Sanskar Ashram Complex for Boys & Girls felicitated for their enthusiastic participation in weeklong celebration.
