Welcome.

Dear Conference Attendees: Welcome to the 10th Annual Alameda County Disability Employment Awareness Conference and Training! Our conference is a collaboration of Alameda County’s Diversity Programs and Human Resource Services in partnership with the California State Department of Rehabilitation. This year’s theme “Decade of Disability Diversity: Continuing our Commitment to Awareness, Action, and Inclusion,” captures our esteem of and commitment to the rich contributions of individuals with disabilities to the workplace. In keeping with our proud conference tradition, this year’s conference will feature the latest developments in disability and inclusion awareness and employment law compliance as well as topics relevant to current workplace needs. Thank you for joining us this year. We are pleased to have two keynote speakers this year; Director Phyllis Cheng of the California Department of Fair Employment and Housing and world renowned motivational speaker, Jessica Cox, the first armless pilot and black belt in the American Taekwondo Association as well as a highly regarded author. The welcoming drumming was performed by Tacuma King and Children in Flight whose mission is to help at-risk inner city youth with disabilities through arts. This year’s lunch entertainment will feature the AXIS Dance Company. AXIS is celebrating 25 years of Inspired Dance with an innovative ensemble of physically integrated dance performers of persons with and without disabilities. Our conference has a total of nine compelling workshops scheduled throughout the day facilitated by thought leaders and leading experts in various fields to provide opportunities to discuss and share ideas, challenges and solutions. And thanks to you, every year we are getting bigger and better! We are inspired to continue to establish Alameda County as one of the thought leaders in the discourse about the workplace and individuals with disabilities. Workshop Information

Track A: Emerging Issues & Innovation

Veterans and Disabilities in the Workplace

U.S. veterans encounter a range of challenges when they return from deployment and undertake the process of reintegrating into civilian life. Their unemployment rates substantially exceed the national average and as a result, many become homeless. Some struggle with physical and/or mental disabilities, such as orthopedic injuries and post-traumatic stress disorder (PTSD). This session will explore these perplexing realities and provide strategies, programs and best practices designed to facilitate inclusion of our disabled troops into the workplace.

PRESENTERS

Eduardo “Eddie” Ramirez, a retired Air Force Master Sergeant and current U.S. Department of Veterans Affairs (VA) Administrative Officer for Mental Health and Minority Veterans Program Coordinator (MVPC) for the San Francisco VA Medical Center. Eddie is responsible for all administrative services for Mental Health and as the MVPC does workshops and outreach events to ensure veterans are educated on available benefits and services provided by the VA. He is a Gulf War and Cold War Veteran and holds a Master’s degree in Public Administration, a BS in Vocational Education, and three Associate Degrees from the Community College of the Air Force. He has been appointed as a Commissioner for the City and County of San Francisco VA Commission has worked for NASA and the Department of Labor. Among many of Eddie’s accolades is his service as the President of the San Francisco Veterans Affairs Commission and Golden Gate Chapter 120, Air Force Association as well as the Commander, Cesar E. Chavez Post 505, American Legion and Founder of One Vet One Voice Initiative and San Francisco Veterans Film Festival.

Mary Quinteros Tallouzi, is a life redefined, says she will always remember the plaintive feeling in her soul as she asked herself: “What do I do now? How do I define my life?” Her search began in September 2006 when her son, Staff Sergeant Daniel Tallouzi, was wounded from a mortar attack in Iraq. Shrapnel the size of a quarter crossed both hemispheres of Daniel’s brain and lodged in the center. He endured more than two years of recovering in hospitals before returning home and eventually passing away on February 28, 2009.

During those years, Mary served as Daniel’s caregiver, a 24-hour a day job she performed with great love. “Life stops for the advocate,” says Mary. “As a caregiver, I experienced the loss of a son and a profound change of life. The military has been a part of our family since the Korean War. I’m proud of Daniel’s admiration for our family legacy, and we’re honored that he now walks among the eternal warriors who paid the ultimate sacrifice for freedom.”

Different Perspectives on Creative Partnerships for Disability Inclusion

Through cross sector collaborations, creative Diversity and Inclusion initiatives have developed and result in measureable successes. This workshop will identify critical D&I challenges in disabilities inclusion faced by organizations from both sectors as well as the opportunities, initiatives and strategies that can be deployed independently and collaboratively through partnerships in the private, non-profit and public sectors to advance the value, impact and sustainability of D&I in the workplace. This workshop will instruct in the development of such collaborations knowledge of such cross diversity pipeline resources that assist in recruiting and retaining individuals with disabilities.

PRESENTERS

Lori Kotsonas is the Director of Employment Services and Project SEARCH for East Bay Innovations. She has supported individuals with disabilities for over 20 years with a focus on employment development and training. Lori replicated three Project SEARCH programs locally, based upon the international program founded by Erin Riehle, during the last several years: Children's Hospital Oakland (September 2008), Alameda County (October 2009) and Kaiser's HR Service Center in Alameda (2012). Of all of Lori’s honors, she is proudest of the Bettie Hamilton Outstanding Advocacy Award from the Alameda County Developmental Disabilities Planning

and Advisory Council which she received in May 2010. She is also a member of the Alameda County STEP UP Committee. Jaynette Underhill has a BA degree in Management and a Master’s Degree in Organizational Leadership from Saint Mary’s College of California and is working on completing her doctorate in Educational Leadership. Jaynette has worked in a variety of organizational settings for more than 20 years that include healthcare, behavioral health, LTC, non-profit/for profit, children, social and senior services. Jaynette has held leadership positions in Quality Management, Health Information, and Compliance/Risk Management. She is dedicated to efforts that positively impact underserved populations and enjoys working collaboratively with talented professionals who are committed to consumers and families. Jaynette’s extensive experience has assisted in Clausen’s increased census in all programs, increase number of client paid work placements by 7% in 1 year and increased operational efficiency year to year at a minimum of 13%-15%.

Visible, Invisible & New Disabilities

This workshop will discuss the latest trends and developments in disabilities within the workplace and overall. It will also review and update theories and developments in the areas of mental, physical and emotional disabilities.

PRESENTERS

Rick DeGette, MA, MFT is currently the Vocational Services Director for Alameda County Behavioral Healthcare Services and is currently working on an initiative to implement Individual, Placement and Support Supported Employment (IPS/SE) in a pilot project in Alameda County. He also teaches part-time in the Human Services Program at Solano Community College (SCC) where he played an important role in helping to conceptualize, develop, and implement the Human Services Program at SCC.

Berdie Gomez, Senior Rehabilitation Counselor/Manager with Alameda County Behavioral Health Care Services Vocational Program. Currently, she supervises the work of a multi-displinary team of Rehabilitation Counselors, Mental Health Specialists, Employment Specialists and a Benefits Planner. Berdie is the IPS Supervisor for the CHOICES Pilot Employment Domain started in October 2011 implementing evidence-based practices of Individual Placement and Support/Supported Employment services following IPS principles and fidelity scale. Berdie is a member on a number of strategic planning and operations committees, works closely with the management and leadership teams and facilitates weekly Employment Domain team meetings. Berdie has 30 plus years working in the field of mental health services and is a board member with Operation Dignity dedicated to helping veterans obtain affordable housing and health care services. Berdie volunteered for several years collecting donations from Starbucks on weekends and evenings to

provide treats to homeless people suffering with mental illness and drug addiction now living under freeways and in the streets. In her 30 years with Alameda County, Berdie has held various leadership positions and started out working directly with clients, the community at large and providers helping clients get placed in work experience positions. Berdie says “Although my skill set is vast, my greatest expertise revolves in the world of being in a position to help others identify choices and different ways they can get to their goal. My wish is to combine my knowledge, experiences and skills and honor them yet, keep learning and developing new skills and meet new talented teachers along the path. I love coffee in the mornings and checking in with staff just to say hello and hear some quick stories about clients that are working or a client that just got hired. It’s really fun for me to see staff be so excited when a client gets a job. They say it is like winning the lottery and we celebrate that as a team.” Michael Castilla has been an employment specialist with Alameda County since April 2012. Previously Michael worked as a job developer and job coach for a direct services nonprofit agency that provided services throughout Alameda County. Michael enjoys his work and the reward of seeing the individuals he supports achieve their employment goals and success in their communities.

Track B: FEHA, ADA & EEO Compliance

EEO Intersectionality Issues Equal Employment Opportunity (EEO) laws provide the foundation for inclusive workplaces and particularly for individuals with disabilities. This workshop will look at issues unique to individuals with disabilities from the lens of EEO analysis, including topics in harassment, discrimination, retaliation prevention, and their intersection with various issues including association theory, generational differences and family responsibilities, and flexible work arrangements.

The Interactive Process/ Leaves and Reasonable Accommodation

Workshop will provide guidance for supervisors/managers on the relationship between reasonable workplace accommodations and the “interactive dialogue.” Objectives include understanding the triggers for, and the six steps of, the "interactive dialogue" and effective reasonable accommodations that would enable employees to perform all essential job functions, how to obtain information about employees' functional capabilities and work-related restrictions, without asking illegal questions that invade rights to medical privacy or genetic information, and when you can discipline for workplace conduct that stems from a disability.

PRESENTERS

Jeffrey M. Tanenbaum is a partner at Nixon Peabody, chairing labor and employment practice group and the firm’s national Occupational Safety & Health (OSHA) team. He represents employers in employment and labor relations litigation before state and federal courts and administrative agencies. Mr. Tanenbaum has extensive experience in, and has written and lectured on, OSHA, Cal-OSHA, MSHA, discriminatory and negligent hiring, wrongful termination, employment discrimination, collective bargaining, and arbitrations. Mr. Tanenbaum has been recognized for exceptional standing in the legal community in Chambers USA: America's Leading Lawyers for Business in 2011, 2012, and 2013 for Labor and Employment Law. He has also been recognized as a "Super Lawyer" by the publishers of the Northern California Super Lawyers magazine since 2007. Inclusion in Super Lawyers is based on a peer-review survey. A Matthew Bender publication has described Mr. Tanenbaum as one of California’s leading employment litigators, and Mr. Tanenbaum has been named by The Recorder, a legal newspaper, as one of the Bay Area’s Top Employment Attorneys.

Danielle N. Kleinman is an associate in the Labor and Employment practice group in Nixon Peabody’s San Francisco office. Her practice focuses on employment disputes involving wrongful termination, discrimination, harassment, and wage-and-hour compliance. Danielle counsels employers on strategies to avoid litigation and provides advice in all facets of employment law including recruiting and hiring, employee handbooks and personnel practices, sexual harassment prevention, discipline and discharge, whistleblower-related

issues, leaves of absence, harassment, discrimination, retaliation and wrongful discharge, wage and hour, classification, and other compensation issues, reductions in force, and human resources best practices.

Jeopardy: Disability Management Essentials This workshop familiarizes supervisors/managers with federal and state disability laws and leaves and how they interact with leaves of absence policies. Attendees will learn best practices in order to improve management and supervisory skills and techniques in disability and leave management as well as reduce liability exposure.

PRESENTERS

Mary Ellyn Gormley is an Assistant County Counsel with Alameda County. She supervises the Advocacy Division which, among other things, provides personnel advice and handles disciplinary hearings. Prior to joining the Office of the County Counsel in 2002, Mary Ellyn was in private practice, specializing in employment litigation. She received both her undergraduate and law degree from the University of California, Berkeley.

Denise Stokes is the Alameda County’s Disability Programs Manager with the Human Resource Services Department. The Disability Programs Division provides consultation and technical support to departments on disability management, reviews, revises and/or creates countywide disability program policies and procedures, provides training for managers/supervisors and monitors the County’s reasonable accommodation efforts to ensure compliance with state and federal disability laws.

Track C: Diversity & Inclusion & Engagement

Cultural Competency & Disabilities Awareness Best Practices

This workshop will present and discuss the appropriate workplace etiquette which cultivated an environment inclusive of people with disabilities, where diversity thrives and all employees can be more comfortable and productive. Objectives include identifying and dispelling myths, stereotypes and common misperceptions; learning appropriate disability etiquette, including respectful communication and cultural competencies and understanding the impact of stereotyping on people with disabilities and increase emotional intelligence for interacting with people with disabilities.

PRESENTER

As a Partner of C5 Consulting, LLC Martha Artiles brings a unique combination of human resources, diversity and community experience from her 30-year career that most recently included ManpowerGroup where she served as Chief Global Diversity Officer responsible for the development and execution of their global and North American strategic diversity vision. In addition, she designed and executed Project Ability that focused on the employment of people with disability into high demand jobs in large metropolitan areas. Her expertise spans many areas including diversity/inclusion, disability, organizational change, recruitment, quality management and mechanical engineering.

The Public Sector Case for Disabilities Inclusion

This workshop explores the “cases” for the value of and investment in Diversity and Inclusion generally, and their application to Disabilities Inclusion – with a particular focus and emphasis on the public sector and the culture of public service and government protocols. Outcomes include understanding the rationales for the importance and value of individuals and disabilities in the workplace, as well as understanding the concepts of D&I initiatives, interventions and strategies as related to disabilities.

PRESENTER

Thomas Foley, is the Deputy Director at World Institute on Disability (WID). Trained as a Tax lawyer and investment analyst, Tom Foley's professional experience includes more than 25 years as an advocate in the Independent Living Movement, focusing on wealth building, employment policy, tax policy and information technology access in employment, government and education both internationally and in the U.S. As a blind advocate, Tom has been pushing the financial literacy agenda since the 1980's. Since joining WID in 2007, he has developed and influenced federal and state legislation to increase participation of people with disabilities in wealth building and employment programs. Tom also works to include transition age youth from

underserved populations in programs to increase economic security, employment, broadband access and health care for people with disabilities.

Responsive Strategies to Unconscious Bias and other “Roadblocks”

This workshop will delve deeply into the “roadblocks” to creating and sustaining a diverse and inclusive environment, and will discuss the strategies and solutions that would be most responsive to addressing them. Special attention will be provided to unconscious bias and its progeny including stereotyping, micro-messaging and prejudice as well as their application to individuals with disabilities.

PRESENTER

Yomi S. Wrong is the Executive Director of the Center for Independent Living Inc. (CIL), the world’s first service and advocacy organization run by and for people with disabilities. For nearly 40 years, CIL has been a national leader in supporting people with disabilities to achieve independence in all aspects of life. Advancing economic independence for people with disabilities is a cornerstone of CIL's work. It is for this reason that CIL places such high importance on helping persons with disabilities find and maintain gainful employment. CIL provides a wide array of employment and pre-employment services; resume workshops, mock job interviews, one-on-one peer counseling and coaching on how to conduct oneself in a professional manner while on the job. CIL is also dedicated to working with local employers to assist them in their recruitment of qualified candidates with disabilities and to help them understand how accommodations for persons with disabilities allows organizations to maintain a productive, dedicated and diverse workforce.

KEYNOTE SPEAKERS PHYLLIS W. CHENG is Director of the California Department of Fair Employment and Housing (DFEH). Appointed in January 2008 and unanimously confirmed by the Senate, she heads the largest state civil rights agency in the nation. The DFEH takes in, investigates, conciliates, mediates and prosecutes discrimination complaints against employers, housing providers and businesses throughout California. The Department enforces the Fair Employment and Housing Act (FEHA), Unruh Civil Rights Act, Disabled Persons Act and Ralph Civil Rights Act. Under her direction, Ms. Cheng has transformed the Department into a proactive and innovative agency. The Department has automated appointment and right-to-sue systems, established telephone intake to be user friendly, and launched a cost-

effective cloud-based case management system; developed a case grading system to better target resources; re-established a special investigations unit to address systemic discrimination; achieved an historic multi-million-dollar class action settlement regarding family leave and other group/class actions; launched a new attorney-staffed dispute resolution division to encourage out-of-court settlements; sponsored legislation and developed partnerships with the University of California, Irvine and Davis, Schools of Law and other universities/colleges to train future civil rights lawyers and investigators.

JESSICA COX has famously eliminated the words “I can’t” from her vocabulary. Although born without arms as the result of a birth defect, she has never allowed that to be a limiting factor. While she suffered from self-esteem issues early on and physical challenges throughout her life, Jessica managed to overcome and achieve — earning a college degree and a Taekwondo black belt, learning to drive a car with her feet, type with her toes, and in 2008 fly an airplane. That feat landed her in the Guinness Book of World Records and led to an audience with the Pope, meetings with heads of state, and a great deal of media attention. Recently married, Jessica continues her journey. In the present, she has turned the tables on her so-called “disability”, allowing it to enable her as a motivational speaker and advocate in the USA and beyond. In the future there is no telling where her feet will take her.

ENTERTAINMENT

AXIS Dance Company has become one of the world’s most acclaimed and innovative ensembles of performers with and without disabilities. Founded in 1987, they have paved the way for a powerful contemporary dance form called physically integrated dance. In 1997 Judith Smith led the company to new heights. Under her artistic direction, AXIS expanded from in-house choreographers to various commissions from outside the company. Since then, their performances have won numerous awards and the Company has toured extensively throughout the U.S. and abroad. AXIS also dramatically expanded its education and outreach programs creating Dance Access for Adults and Dance Access/KIDS!

Today, AXIS collaborates with world-class choreographers and composers to create completely new and innovative performances. Acclaimed by critics around the world, AXIS is the recipient of multiple awards and honors. Their Dance Access for Adults and Dance Access/KIDS! programs provide dance classes for adults, educators, and students of all abilities and socioeconomic backgrounds. Through the outreach programs AXIS brings physically integrated dance outside the studio and into schools, community centers, independent living centers, and to countless organizations seeking to learn more about dance, disability and collaboration.

Judith Smith, Artistic Director and founding member: Judith has earned an international reputation in the field of physically integrated dance. Upon taking over artistic leadership of the company in 1997, she began commissioning works by some of the nation’s best choreographers and launched Dance Access Education Program. Judith teaches and lectures at community organizations, schools, universities and conferences. Judith received the 2009 Alameda County Arts Leadership Award, KQED’s Local Hero and the Homer Avila danceAble awards in 2005. She also serves on the Board of Directors.

Children in Flight is part of the Bay Area Youth Arts which is a nonprofit youth development organization that provides assistance to at-risk, inner-city youth to develop self-discipline, self-confidence and self-esteem necessary to lead positive and productive lives through art. They prepare young people for life’s challenges and opportunities through an arts education program that fosters listening skills, learning skills, creativity and responsibility.

Tacuma King is an extraordinary teacher, master percussionist and prominent part of the Bay Area's music, dance and arts education community. Youth of all ages and abilities are invited to attend his free Saturday afternoon Children in Flight class in African and jazz percussion, song and dance.

Tacuma has been teaching classes and leading students in performance since founding the Children in Flight program in 1993. For thirteen years his class has been an important and sometimes only gateway into the arts for many underserved, inner-city children. While most of the children served are from Oakland and the San Francisco Bay Area, visiting artists have come from as far away as Ghana, Japan and Indonesia.

Among the percussion instruments children learn are the djembe, dundun and conga drums. Songs and dances include the Djolé, a West African masked wedding festivity; the Manjani, a rites of passage dance from Guinea; and the Gumboot, a dance originating from the gold mines of South Africa. Among the many artists and groups Tacuma has worked with are the San Francisco Symphony, Young Audiences, the Sun Ra Archestra, Cross Pulse, Shaka Zulu, Bantaba Dance Ensemble and his musical mentor Moshe Milon.

Tacuma’s teaching combines an expansive knowledge of music and dance with a loving concern for children. Whether teaching West African djembe and dundun drumming, teaching a South African gum boot dance or leading students in a New Orleans-style second line jazz procession, he brings an exuberant warmth and playful magic to his classes and workshops.
