Our BMET team attended the IBP PI Partners Meeting in Tanzania in 2011, convened to review progress in and identify new issues for advancing budget monitoring at regional and global levels. The Global Movement on Budget Transparency, Accountability and Participation (BTAP) CEGAA is one of the founding members of the BTAP, initiated by the IBP and launched in November 2011. We served on the Steering Committee that drafted the Dar es Salaam Declaration of Principles for the BTAP and assisted in the organisation of its first Global Assembly. Budget and Expenditure Monitoring Forum (BEMF) - South Africa Among other instances of BEMF member input, we presented the preliminary NASA findings to the BEMF meeting in November 2011, which catalysed insightful feedback and identification of advocacy issues to take forward. Open Government Partnership (OGP) and Global Initiative on Financial Transparency (GIFT) The OGP is an important international initiative aimed at securing concrete commitments from governments to promote transparency, increase civic participation, fight corruption, and harness new technologies to make government more open, effective, and accountable. Our Executive Director took part in the first OGP meeting in Washington in July 2011, followed by the launch meeting hosted by the UN in New York, where CEGAA's work was presented. CEGAA is also a member of the technical working group of GIFT, another new initiative, having provided initial feedback on its first draft concept note. CEGAA's Advocacy Partnerships National AIDS Spending Assessment (NASA) - South Africa NASA Training for East and Southern African Countries Costing of South Africa's National Strategic Plan 2012-16 Joint Assessment of the Ethiopian HIV/AIDS National Strategy Participatory Budgeting towards the Millennium Development Goals (MDGs) in Angola, Zimbabwe and Mozambique Funded by UNAIDS on behalf of the South African AIDS Council (SANAC), this project entailed analysis of all provincial and national (consolidated) spending on HIV/AIDS and TB for the years 2007/08 to 2009/10, to inform the development of the new National and Provincial Strategic Plans. We continue to provide training and technical support in the National AIDS Spending Assessment tools developed by UNAIDS for Mauritius, Seychelles, Botswana, Kenya, Uganda, Rwanda and other ESA countries. We provided input for costing of the new NSP, resulting in a sound estimate (aligned with evidence drawn from the South African NASA project) which was incorporated into the final NSP document. The Centre for Economic Governance and AIDS in Africa (CEGAA) is a non-profit organisation founded in 2006 to advance the cause of efficient, effective and equitable financing for health systems and HIV/AIDS interventions in Africa.

Our dynamic team of heal th and development economists and public health financing experts focuses on:

strengthening and supporting the efforts of all levels of government to improve management skills, transparency and accountability for health and HIV/AIDS financing, and building the capacity of civil society to monitor and advocate for sound and inclusive budget processes, allocations and expenditure in health and HIV/AIDS.

Our work contributes to the full and active involvement of citizens, parliamentarians and local government authorities in fiscal policy and economic governance issues, which are vital for the acquisition, utilisation and management of limited resources for health systems strengthening and the response to HIV/AIDS.

National AIDS Spending Assessment (NASA) - Uganda

Costing of South Africa's National Strategic Plan 2012-16

Working with Amanitare and HerWai, with funding from the European Union and Oxfam-Novib, we are supporting gender organisations engaged in promoting and protecting sexual and reproductive health rights in their countries to enhance their policy analysis, budget monitoring and advocacy.

With support from the International Budget Partnership (IBP), the Open Society Foundation in South Africa (OSF-SA) and the Open Society Institute (OSI), CEGAA is strengthening the capacity of the Treatment Action Campaign's community health advocates to monitor local health service delivery, budgeting and expenditure.

Partnering with HealthNet Consult, we have provided input for the design and development of NASA tools, conducted initial training, and undertaken an in-country visit for trouble-shooting, skills enhancement and quality assurance.

We are currently assisting provinces in costing their Operational HIV/AIDS Plans.
