CEF TELECOMS

The CEF Telecom Guidelines (adopted in March 2014) define ‘telecommunications infrastructures’ as:

- Digital Service Infrastructures (DSIs): Core Service Platforms (central hubs enabling connectivity)

Generic Services (linking national infrastructures to the Core Service Platform)

- Building Blocks (basic DSIs assisting other DSIs)

- Broadband Networks

Digital Service Infrastructures (DSIs)

Well-established DSIs:

Europeana Common multilingual access point to digital resources of European

Heritage. Contact established with MJCL.

Safer Internet Providing young people adequate protection and support from the

effects of harmful content, contact and conduct + digital skills to make the best use of the internet.

MCA has been awarded funding under this DSI: Be Smart Online!

eIdentification Generic Services to promote the uptake and use of eID amongst

private sector entities

eSignature

Generic Services to be supported to promote the uptake and use

of this DSI within the public sector

eDelivery To support the cross-border exchange of electronic documents

between both public and private entities, as well as between such entities and citizens and businesses.

eInvoicing to increase uptake and use of CEF eInvoicing DSI by supporting

authorities in meeting the requirements of the new eInvoicing Directive 2014/55/EU.

Public Open Data The objective is to boost the development of information products

and services based on the re-use and combination of open public data.Access to public data is meant to encourage Innovation.

eTranslation (Automated Translation)

- To provide multi-lingual support to the other DSIs

- To offer automated translation services to public administrations to facilitate cross-border information exchange

Cyber Security All member states are interested in efficient and timely cooperation

between public and private stakeholders about risks, vulnerabilities and threats – especially for critical infrastructures – to achieve a high level of cyber security in Europe.

eProcurement

The need for a system at European level that is fully cross-border.

eSubmission (that all tenders are submitted electronically) needs to be fulfilled by Members States by 2018.

Business Registers Interconnection System (BRIS)

Efficient cross-border cooperation between the European business registers is essential for a smooth functioning of the EU Single Market. Directive 2012/17/EU requires the establishment of an information system that interconnects the central, commercial and companies registers of all Member States.

Electronic Exchange of Social Security Information

(EESSI) To improve the cross border communication between the national

security institutions of member states.

European e-Justice Portal To contribute to the creation of a European judicial area by

leveraging ICT to facilitate access to justice and enable electronic cross-border judicial proceedings and judicial cooperation.

CEF Broadband Fund

- To assist Member States reach 2020 targets set by the Digital Strategy for Europe in relation to Broadband

- Funding for smaller-scale, higher risk broadband projects (remote areas, low interest from private investors)

- Contribution from CEF, EIB and private investors

- Equity or debt

- Possible synergies with EFSI Fund

Verification – Article 22

“Members states shall undertake the technical monitoring and financial control of actions in close cooperation with the

Commission and shall certify that the expenditure incurred in respect of projects or parts thereof has been disbursed

and that the disbursement was in conformity with the relevant rules. The Member States may request the

Commission to participate during on-the-spot checks and inspections.”
