I

THE BACKDROP

University Grants Commission (UGC) started the Countrywide Classroom (CWCR) programmes in

the year 1984 to use the satellite communication for enhancing the reach of higher education. The

first telecast of CWCR programmes started on 15th

August, 1984 on Doordarshan National

Network.

ABOUT CEC:

In the year 1983, UGC set up the UGC INSAT TV Project to co-ordinate the Country Wide Class

Room (CWCR) activity. In the year 1993 the UGC created CEC under its Act 12(ccc) as an Inter

University Centre with the following objectives: -

The Objectives of CEC are:

• Coordination, facilitation, overall guidance and direction to the activities of the Media Centres set up by the UGC in various universities.

• Dissemination of educational programmes, through both the broadcast and non-broadcast modes.

• Production of educational programmes (especially video and audio) and related support material and the setting up of appropriate facilities

• Research related to optimizing the effectiveness of the programmes 3

• Providing a forum for the active involvement of academics and scholars in the creation of educational programmes.

• Studying, promoting and experimenting with new techniques / technology that will increase the reach and or effectiveness of educational communication

In pursuance to these objectives CEC coordinates the development of Centres, takes steps to ensure

the quality of software, coordinates telecasting of the selected programmes and motivates, inspires

and encourages innovations.

COUNTRYWIDE CLASSROOM AND MEDIA CENTRES:

To make quality programmes on educational courseware UGC has set up 19 Media Centres in

various parts of the country (see map). These centres were converted into Educational Multimedia

Centres in 2004 to cater to the needs of technological innovations in higher education and

development of e-content for various undergraduate courses.

In order to achieve the main objective of CEC i.e. coordination, facilitation, overall guidance and direction to the activities of the Media Centre set up by the UGC in various universities. The CEC has a very leading role to play for which it has a very small but efficient organization comprising 44 regular staff and 36 on contractual basis. II

MAJOR ACTIVITIES

I 24 HOUR VYAS HIGHER EDUCATION CHANNEL (BROADCASTING)

CEC is successfully running 7X24 hour, an exclusive Satellite Higher Education Channel called Vyas Channel from its premises. The transmission has four subject bands a day and programmes on about 48 subjects are transmitted. Vyas Higher Education Channel is available on DD Direct Plus, a DTH platform of Doordarshan and also on Dish TV, a private DTH operator. To ensure the reach and availability of our channel throughout the country and globally, CEC is using the powerful medium of internet and is thus webcasting the channel on its website www.cec.nic.in. The channel is also available on www.webcast.gov.in/vyaslive.

II WORLDWIDE e-COURSE: Working on the vision to reach out to the masses with quality higher education content, CEC successfully completed the 2nd worldwide e-Course on “Editing for Films and Television” in the year, 2011. CEC launched another Worldwide e-course on “Marketing Communication and Salesmanship” from 5th September, 2011, the e-course was conducted using various ICT modes viz. telecast through VYAS Higher Education Channel, multicast through the website of CEC i.e. www.cec-ugc.nic.in and simulcast through CEC-EDUSAT Network. The entire process right from registration to assignment submission was done online via CEC website.

The e-course content was telecast 4 days a week between 11:00 -11:30 am (Monday to Thursday) followed by a one hour (11 a.m. to 12 noon) live interactive session with the subject expert on every Friday to clarify doubts and seek answers to queries by the registered participants on (i) CEC-EDUSAT network, (ii) Internet & (iii) Higher Education Channel “VYAS”. An amount of Rs 1000/- was taken as registration fee from candidates of

General Category and 50% fee concession was given to SC/ST/OBC candidates. The registration fee was exempted for Foreign Nationals. The registered participants on successful completion of assignment are awarded Certificate of Participation by Consortium for Educational Communication, New Delhi. The e-Course received an overwhelming response from within the country as well as abroad. Around 250 participants registered for this e-course.

III PRODUCTION CEC produced and edited show reel documenting UGC’s various activities. CEC also produced new show reel show casing various activities of CEC. CEC showcases its activities and the programmes in various exhibitions. New fliers and inlay cards based on subjects and popular series have been designed and many more are under process. They are quite helpful and handy for the visitors at the exhibition. CEC documented various historical monuments across the state of Haryana. Programme was shot, edited & produced at CEC. Complete programme was handed over to Dr. Pankaj Mittal Vice Chancellor, Bhagat Phool Singh Mohila Vishwavidyalaya, Haryana. IV DEVELOPMENT OF CEC WEB PORTAL CEC has hired the services of National Informatics Centre (NIC), New Delhi, the premier ICT organization of Govt. of India for design, development and hosting of the website and Internet connectivity through National Knowledge Network (NKN). The website development project is divided in three phases. In the first phase, the existing website of CEC was shifted and hosted on NIC Web server

The second phase involved two major steps viz.:

• Internet connection through National Knowledge Network (NKN) • Development of new dynamic website and hosting the same on dedicated CEC servers

located at NIC Data Centre

The second phase of the project is complete. CEC is covered under the NKN umbrella, which is a unified high speed network. The NKN network is the backbone for all knowledge related institutions in the country. The new dynamic website of CEC has been developed and hosted on CEC web server, located at NIC Data Centre. Apart from the regular features, the CEC website boasts of having:

• Live Streaming of VYAS Higher Education Channel • Streaming of pre-recorded video content in the form of e-content, LOR & Fortnightly

Videos. • Learning Management System (LMS) to run regular worldwide e-courses. • E-payment gateway for e-courses and sale of video programmes. • Web conferencing to connect with Media Centres • Edu-messaging portal restricted to CEC and its Media Centre employees and registered

participants of the e-courses. • Email accounts over NIC E-mail Server for the employees of the CEC

Work is in progress on the third phase i.e. Intranet Portal which will provide connectivity between CEC and its Media Centres. The website of CEC is now available at a new domain viz. http://www.cec.nic.in V E-CONTENT DEVELOPMENT

CEC is in the process of developing e-content courseware under NME-ICT project of MHRD in Phase – I on 19 subjects and in Phase - II on 68 subjects, by CEC and its Media Centres.

2331 e-content modules have been developed till 31st

March, 2012 and 820 e-contents on various subjects have been uploaded on CEC web portal for which the link is provided on Sakshat Portal.

amount of Rs. 3.48 Crores disbursed to Media Centres and other related payment such as honorarium to the experts etc. out of 5.40 Crores is submitted to MHRD wide letter no.: CEC/SW/NME-ICT/2011/10130 dated 21st September, 2011. The centre wise production till 31st

Phase - II

The CEC has already started the work on phase – II under NME-ICT project for development of e-contents in 68 subjects distributed to Media Centres as decided in its 85th Coordination Committee / Director’s / Co-PIs meeting held on 28th & 29th

April, 2011 at CEC, New Delhi.

It has been decided in the 86th Co-ordination / Director’s / Co-PIs Meeting held on 12th

August, 2011 at Pune that the Media Centres may engage lecturers/senior lecturers from Deemed Universities. Co-Pls were also asked to start Phase – II simultaneously through outsourcing second phase subjects.

VI EDUSAT NETWORK CEC has made serious efforts for betterment and maximum use of EDUSAT lectures. In the past we have been successful in making EDUSAT lectures available on various platforms like VYAS Channel and on Internet etc. This helped us to reach large number of people and got positive response from various quarters. CEC EDUSAT network have been organizing lectures as in the past on specific topic. For instance it has organized series of lectures on Understanding Research Methods and Law. CEC tries to improve upon content and presentation of Lecture. CEC initiated lecture on Health Issue and Book Review which received wider audience. EDUSAT lecture transmission on particular subjects is carried out at CEC almost every day. ‘Eminent experts from Jawaharlal Nehru University, New Delhi; Delhi University, New Delhi; Jamia Millia Islamia University, New Delhi; Guru Govind Singh Indraprastha University, New Delhi etc are called for delivering the lectures on specific topic. Medical Practitioners are also invited from the leading hospitals of Delhi. Now EDUSAT lectures are also made available through social media. It has been encouraging and now important lecture are being tagged with CEC’s website, as young generation is using social media like Youtube, Facebook, Twitter etc. more frequently in their communication and the use of these tools is dominating their media habits. To capture the attention of techno-savvy young generation and reaching them through these medium may herald a new era of learning.

VII MEDIA ASSET MANAGEMENT (MAM) SERVER:

CEC has a vast repository of 18000 educational video programmes and nearly 1000 such programmes are being added to this collection every year. With the recent advent in server technology, CEC procured MAM Server, which manages the entire file based work flow from digitization to dissemination of the content that includes conversion of existing material, archival, scheduling, quality check and play-out. After ingesting through four extended terminals of MAM Server the 18000 educational video programmes which are now resting in the CEC repository in the form of Media Tapes (Betacam, U-matic, etc.) and Optical Disk are being digitized / archived and will help in quality up-linking of the educational material. CEC has digitized approx. 2500 Video Programmes on the Server and the process of digitization continues. It will also create low resolution proxy for the archived files that will be accessible from desktop computers by using TOPAZ GUI. Dr. Dev Swarup, Jt. Secy. (UGC), (2nd

The archived content can now be transferred, downloaded in various formats such as programme can be copied on external hard drive, USB drive and also on DVCs. Low browse facility of the content will help in disseminating entire content through CEC web portal and viewers can watch low browse educational content at their own pace and time.

VIII INTERNATIONAL CONVENTION

The CEC organized International Convention on “Virtual Education: Issues, Challenges & Prospects” on 24 – 25 February, 2012 at India International Centre, New Delhi. The Convention was organized with the support from University Grants Commission (UGC), Commonwealth of Learning (COL), New Delhi, South Asian University (SAU), New Delhi, Mahamaya Technical University, Greater Noida and Broadcast Engineering Consultants India Ltd. (BECIL), New Delhi.

The Convention was inaugurated by the Chief Guest Dr. Narendra Jadhav, Member Planning Commission and guests of honour, viz., Prof. Ved Prakash, Chairman, UGC, Dr. Jabbar Patel, Chairman, Governing Board, CEC, Prof. Arun Nigavekar, Raja Ramanna Fellow & former Chairman, UGC, Dr. R. Sreedher, Director, CEMCA. About 200 delegates including seven delegates from four countries (USA, Pakistan, Malaysia & Afghanistan) attended the Convention. The Hon’ble President of India sent a special message for the success of the Convention which was read to the audience besides being shown on monitor in the inaugural session. The Director CEC welcomed the dignitaries by giving a brief background on the growth and milestones achieved by CEC during the last three decades. Dr. Arun Nigavekar, Raja Ramanna Fellow and former Chairman of the UGC, spoke on the use of ICT in education and how ICT would help in making the virtual education a reality. He reminded the audience that on 24th

into the entire masses of the country including the most backward and under-privileged classes. “Education transcending the space and time constraints” was the hallmark of his speech. Prof. Ved Prakash, Chairman, UGC, in his address, expressed the need to evolve our own criteria for providing world class education. He said that empowering the children of our country should be our priority. He stressed the need for providing quality education in our academic institutions. He also opined that CEC, INFLIBNET and UGC, with the help of Universities and Colleges, will be able to meet the challenges of higher education today in developing appropriate pedagogy for effective transaction of the curriculum. The roles to be played by the teachers were also explained by him. Dr. R. Sreedhar, Director, CEMCA, COL, New Delhi, assured that the CEMCA would be happy to collaborate and co-operate with the CEC in strengthening the area of educational communication, not only in India but also in the other Nations. Dr. Jabbar Patel, the Chairman, Governing Board, CEC, said that “we should make virtual reality a reality. It should reach the lowest section of the society. Whatever we do, humanity and human values should be the key consideration in all our activities”. The deliberation of the Convention was divided into eight sessions, including the Inaugural and Valedictory sessions. The Major Sub-themes of the Convention were (i) Virtual reality, (ii) Virtual classroom vs. face to face learning – reality and myth, (iii) Content development for different digital delivery platform, (iv) ICT capacity building, (v) Innovation in creation and use of content and (vi) Multimedia quality standards and benchmarks. A good number of papers related to the sub-themes were shortlisted and presented by oral and poster methods. The requirement of Life Long learning Methods and creation of virtual learning environments were the main areas of discussion by the delegates during the sessions. Good discussions & interactions were followed after each session.

Dr. Gordon Berry, Professor of Physics, University of Notre Dame, Notre Dame, USA, observed that India has made significant progress in making the e-contents. He even went to the extent saying that the e-contents being produced by CEC are better than being produced by developed countries, including USA. Vice-Chancellors of various Universities, eminent scholars, experts in educational media from India and abroad, Directors and staff of EMRCs, teaching faculty from reputed academic from India and other nations, members of Governing Board-CEC, and all staff members of the CEC participated in this convention. XI MARKETING AND PROMOTION OF VIDEO PROGRAMMES

Publicity and Promotion

To promote our educational programmes, CEC publish brochures, posters, banners and fliers of our video programmes. Monthly transmission schedule of Vyas Channel is being published regularly in various national Dailies. CEC also tries to promote its activities by participating in various exhibitions. CEC regularly participates in the Delhi & World Book fair which are held at Pragati Maidan, Delhi in the month of September and February respectively. Our DVD’s, Catalogues are displayed in the exhibitions. DVD’s of our video programmes are also marketed during the exhibition. The sale of our video programmes during the exhibitions was approx. Rs. 21,000/- in the year 2011-2012.

MARKETING

CEC receives requests and orders for educational programmes produced by CEC and Media Centres from several higher educational institutions and individuals. CEC also promotes its educational programmes through National and International Book-Fairs and Exhibitions.

XII MEDIA LIBRARY AND KNOWLEDGE RESOURCE CENTER

CEC Media Library is a Central Repository housing all the collection of Masters of the educational television programmes produced on different subject areas and topics by the nineteen Educational Multimedia Research Centres set up by UGC in the Universities and Institutions of Higher Education in the country.

CEC Media Library has received in its collection till March 2012 a total of 17,642 programmes from all the seventeen Multimedia Research Centres from the inception of these Centres (Annexure I). For the period from April 2011 till March 2012 the central repository at CEC received 1963 programmes from the seventeen Multimedia Research Centres (Annexure II). The collection of Learning Objects Repository (LOR’s) available on DVD’s in CEC Media Library from April 2011 till March 2012 is about 217 LOR’s on different subjects from the seventeen Multimedia Research Centres (Annexure III).

The E-Course programmes total 85 programmes are available in the CEC Media Library in the four subjects like Scripting, Editing, Marketing and Digital Library and Information Services.

The NME-ICT e-contents received at CEC Media Library as per the subjects allocated to the Media Centres are about 1917 programmes from April 2011 till March 2012 from the seventeen Multimedia Research Centres. (Annexure IV)

CEC Media Tape Library

• E-contents

The entire Media Tape Library collections are organized, classified subject wise and indexed for easy access and retrieval for the users. The Library database caters to the in-house needs such as information for planning, scheduling, marketing needs and also for bringing out the online catalogue. The users can access the Web OPAC (Online Public Access Catalogue) for getting the subject wise classified information on the Video Programmes and Multimedia materials through CEC website: http://www.cec.nic.in CEC Library has few video programmes from its collection streamed and put up for Video–On–Demand. CEC Library in its endeavour and goal to secure, preserve and archive knowledge has a collection of Learning Object Repositories (LOR's) and Reusable Learning Objects (RLO's) taken from its existing media collections available in the Media Library. Media Library through the CEC website allows data to be disseminated without a long-winded publication process. The LOR’s, E-content and Video-On-Demand programmes available could be accessed from the following link http://www.cec.nic.in

Master Tapes of the programmes are not lent to outsiders and are used for transmission. In case someone wishes to get a copy of the programme the Marketing/Sales department takes care of such needs of the organization by duplicating from the Master Tapes available with The Media Library. XIII BRAINSTORMING

“Envisioning of CEC’s objectives and goals: Realigning in the context of Higher Education policies on ICT and e-Learning”

A two day Brainstorming on “Envisioning of CEC’s objectives and goals: Realigning in the context of Higher Education policies on ICT and e-Learning” was organized by the Consortium for Educational Communication, New Delhi on November 16-17, 2011 at Magnolia Hall, India Habitat Centre, New Delhi.

The Brainstorming Sessions were held with a exclusive core group of eminent participants of about 50 no’s like educationist, policy makers, Vice-Chancellor’s and Directors of CEC’s seventeen Media Centres and also the Vice-Chancellor’s of some of the proposed affiliated Media Centres to be set up by UGC and also the UGC/ IUC officials.

As you know CEC imparts technology enabled blended higher education through the use of Television, Edusat, Internet, ICT and its applications and thereby it provides educational opportunities to the left out youth, quality content for general and add on courses to the students in universities and colleges, value added education in various vocations and professional courses, mass education to the existing work force of the country and finally providing lifelong education to all by empowering people with knowledge through the electronic media.

CEC felt there was a need for the credo of CEC to be revisited in the new scenario of ICT and e-Learning and to realign its vision in the current context and accordingly to work out strategies for the future. CEC acts as a nodal agency for electronic media activities of higher education in the country under umbrella of UGC and therefore there is a need to carve a niche place for itself in a much focused direction in the current scenario especially in the context of the higher education

through ICT and e-Learning. The endeavour brought together invited expert participants and sought their opinion and threw light on some of the issues that would help CEC in identifying the gaps particularly in the context of issues where the activities in certain domain needs attention to be concentrated for further scope in the future for CEC.

The two day discussions revolved around the main theme of the Brainstorming mentioned above to arrive at certain strategies for strengthening further, the position and the role of CEC in the current changing scenario, especially in the context of the higher education using ICT, e-Learning and Virtual Education. To realize the expectations, the two days Brainstorming had five sessions and each session focused upon each of the sub-themes of the sessions.

The Session I: Envisioning and realignment of CEC objectives in the new scenario

The credo of CEC was revisited to realign in the context of the new scenario and to work out strategies for the future

Session II: E-Governance in the context of the realignment of CEC’s vision

The governance and management of the Media Centres in the current and future context was deliberated during the sessions to arrive at solutions for management of the Media Centres under the directions of the nodal agency CEC.

Session III: E-Learning, Knowledge Management and Knowledge Dissemination

As generators and contributors in E-Learning, Knowledge Management and Dissemination what distinct role CEC has to play among the existing players was deliberated and focused upon.

organizations around the globe. The developmental needs of the member countries are given special priority in the activities of the institute. The 8th Asia Media Summit (AMS – 8) was held on 24th & 25th May, 2011 at Hanoi, Vietnam in partnership with the Voice of Vietnam (VOV) with a focused theme on “Digital Media Everywhere: Re-positioning Broadcasting”. The CEC being a member organization, the Director, CEC was invited to participate in the Summit with full exemption of Registration Fee plus free accommodation during the period of Summit. [Asia Media Summit – 2011 (AIBD) Vietnam] Around 400 delegates from 50 countries participated in the Summit. The Summit was inaugurated by Hon. Nguyen Thien Nhan, the Deputy Prime Minister of Government of Vietnam and other members on the Dias in the inaugural session were Prof. Dr. Vu Van Hien, President, Voice of Vietnam. Although the focused theme of the Summit was “Digital Media Everywhere: Re-positioning Broadcasting” yet the sharp and pre dominated discussion during the question and answer hour revolved around the contents: its making, quality aspects and dissemination. 10th

The 37th

Annual Gathering attracted nearly 200 persons from several countries to debate on the development needs of the member countries / Affiliated organizations for their capacity building initiatives, role of ICT in education, Media in society and e-content development. The focused work being undertaken by MHRD, Government of India under National Mission on Education through ICT and the work being carried out by UGC-CEC was highlighted by the Director, CEC. Several member countries and organizations showed their interest in collaborating with CEC, particularly, in seeking the capacity building in the area of e-content development.

XV MAINTENANCE AND PROCUREMENT

1. Procurement was done for various broadcast / studio equipment during the year 2011-2012 under CEC-BECIL SITC agreement for Professional services for supply, installation, integration, testing and commissioning of Broadcast equipments.

2. Digitization of Media Tape for archival purposes: - CEC is having the largest repository of

educational video programmes. In order to archive them in digital form CEC has procured requisite equipment (MAM Server) and started digitizing programmes, which are being telecast on 24x7 Vyas Higher Education Channel.

3. Professional Training Organized during 2011-2012:

1. Organized Media Assets Management (MAM) Training for the technical and production staff

of CEC from 16 August -27 September, 2011.

2. Broadcast Camera Training Was organized by CEC for the production and technical staff of CEC on 8-9 December, 2011 in order to keep them updated about the latest technology.

3. CEC organized Video Switcher training on 15th

December, 2011 for the operational staff of Vyas Higher Education Channel of CEC.

4. INFRASTRUCTURE CREATED DURING 2011-2012

(i) Media Asset Management and playout Transmission Server Room: In order to digitize entire Media Tape library and to facilitate the transmission of 24 Hrs. Vyas Higher Education Channel, Media Asset Management and Playout Transmission Server Room was created.

(ii) Media Tape Library: Media Tape Library area was in very bad condition where false

ceiling tiles and floor have degenerated and were falling apart. A new temporary space had to be created for shifting the Media Tape Library to a safer area to protect THE MASTER VIDEO Cassettes AND OTHER MATERIALS. THE MASTER

CASSETTES from Old Media Tape Library has been shifted to a new temporary shed created for the purpose.

(iii) Director’s Office-cum-Meeting Room for Board Meetings: The Office of Director,

CEC was very cramped & small. Also lot of seepage and water comes in from walls and floor during rainy season. Therefore the old Media Tape Library space was renovated for use as Director’s Office-cum-Meeting Room for Board Meetings etc.

5. Operation & Maintenance Activities during the year.

Maintenance and operation of equipment, studio operation, technical set up / Installation & technical support has been carried out.

Preventive and breakdown maintenance for the Studio area, Electrical installation, Vyas Channel Transmission, NLE and EduSat facilities without interruption in day to day work. Optimum utilization of facilities was provided and breakdown time if any was kept to minimum.

Technical Supervision for operation of following technical facilities: - All these areas were made functional without any interruptions.
