CE Definition
Channel Elements is measure of board capacity resources for handling of user
dedicated data channel and dedicated signaling channel
Normalization of 1 CE:
• Downlink (DL): One AMR 12.2 kbps with SF=128
• Uplink (UL): One AMR 12.2 kbps with SF=64
Net CE: Dedicated Channel (DCH) resources available in the system
Gross CE: Resources available in the system including Dedicated Channel (DCH),
Common Channel (CCH) and Softer Handover
UL and DL are on separate boards (TX Boards for DL and RAX Board for UL)

HSUPA CE USAGE
E-DCH connections consume CEs from SW licensed
CE pool
Certain amount of CEs is used for several bit rates
offered by E-DCH
The resources for E-DCH are controlled by EUL
scheduler located in the RBS (not RNC)
When EUL connection is accepted, each E-DCH user
has a minimum CE allocated to make it possible to
send non-scheduled data (e.g signaling and rate
request)

Aggregate of total consumed RBS DL/UL credit measurements (in credits).
pmSamplesDlCredits/pmSamplesUlCredits (MO Class : Iublink, Type: TrigSCAN)
Number of samples in pmSumDlCredits (that is, pmSamplesDlCredits =pmSamplesDlCredits +1,
whenever pmSumDlCredits is to be updated).
Reset at each ROP period.
Formula : CE Usage = pmSumDlCredits / pmSamplesDlCredits (DL)
CE Usage = pmSumUlCredits / pmSamplesUlCredits (UL)
Calculating CE UtilisationExample:
HW installed 2 ROJ 119 2187/14 ( RAX R2e type) containing 128 CE
pmSumUlCredits = 136575
pmSamplesUlCredits = 900
Uplink CE Usage = 136575/900 = 151.75
CE Utilization = 151.75 / 256 = 59,28 %

1. There are two ways to measure CE utilisation :
Using TrigAcc & TrigSCAN Counter– Calculating CE Usage and then divide by HW capacity to
get CE Utilization
– Calculating mean value to get mean CE utilization
Using pmUlCredits/pmDlCredits pdf counter– Calculating mean value to get mean CE utilization
2. Pdf counter can show instantaneous CE usage in ranges
which can not be observed by TrigAcc & TrigScan counters
