Updated Guidelines on the Harmonization of Local Planning, Investment Programming, Resource Mobilization, Budgeting, Expenditure Management, and Performance Monitoring and Coordination in Fiscal Oversight
• Section 11.4 provides that the DILG shall coordinate with provinces in the conduct of the review of the approved CDPs of their component cities and municipalities using the CDP Review Guide
• Section 9 provides that the province may develop and undertake joint programs or augment financial resources of its component cities and municipalities by providing feedbacks based on the CDP Review Guide
Legal Basis
Purpose of the Review
Ensure compliance of cities and municipalities in the
formulation and/or preparation of their CDPs to the
prescribed guidelines and processes.
Facilitate harmonization of local development plans with the national priority thrusts and development strategies.
Emphasize the role of the Province in local development
planning and as oversight partner of the national
government.
Strengthen the relationship of the Province and its
component cities and municipalities as partners in
local development by facilitating plan
complementation and augmentation.
Emphasize the role of local plans as a measure for future qualification and provision of
performance grants and incentives.

Roles and Responsibilities
Governor CDP-TAC TACS
• Issue an Executive Order
creating the CDP-TAC
and TACS.
• Issue a notice to the
City/Municipal Mayors for
the submission of CDPs.
• Endorse the results of the
assessment to the
City/Municipal Mayor as
recommended by the
CDP-TAC.
• Assess the CDPs of all
cities and municipalities.
• Coordinate technical
activities in the
assessment of the CDP.
• Facilitate endorsement of
assessment results to the
Governor for component
