THIS SCAP RULES AND REGULATIONS HANDBOOK WAS UPDATED JANUARY 1, 2019

Please pay close attention to the above information. Transparency is one of the SCAP Board’s primary goals and the first step is communication. It begins with all SCAP members staying abreast of any additions/changes/revisions to the SCAP handbooks.

INTRODUCTION

This is the South Carolina Athletic Programs (SCAP) Rules and Regulations Handbook for the calendar year 2019. The handbook is in effect and reflects the rule changes voted on in 2018. This book contains all rules, regulations and requirements from SCAP. All policies are located in the SCAP Policy Handbook and also govern tournament play.

Please instruct the responsible agency staff to read carefully and completely the contents of this handbook and the SCAP Policy Handbook. Please do not wait until after a program has occurred to consult the handbooks for the proper procedures.

Any and all parts of these handbooks may be reproduced as needed by any SCAP membership agency. It would be to the advantage of the SCAP membership agency to produce the pertinent pages of information and distribute to teams when they travel to a SCAP tournament of when a SCAP membership agency hosts a tournament at their facilities.

It is the desire of the SCAP Board of Directors that these handbooks assist each agency in joining SCRPA/SCAP and participating in a SCAP activity. It should also be used in the formation of programs and plans to host and enter a SCAP tournament or special event.

This book mandates tournament play. Local league rules are an option.

HOST REQUIREMENTS FORSUB DISTRICT, DISTRICT, STATE EVENTS, AND TOURNAMENTS

Departments will have the opportunity to bid on the State Tournament at the SCAP Institute each year. The tournament bid takes place at the institute for the following year. All tournament dates and rules are located in the section with the specific sport. All state tournaments must be held on the weekend. Multiple day tournaments are allowed for all athletic programs. If host specifications cannot be met, the agency should not bid on an event.

Beginning with the fall of 2020, the rotation of state tournaments will be as follows: (acknowledging this rotation in advance will allow districts to choose hosts and the hosts will have opportunities to solicit accommodation taxes, etc.)

DISTRICT and SUB DISTRICT EVENT CHECKLIST1. Event sites must meet specifications for that event as stated in the handbook. The District Chair will

inspect the Tournament site to ensure the quality and conformity. Any site that does not meet the specifications should not be designated as a host. They will also inspect for proper dress code of the rules governing the event.- -

2. Comply with all SCAP rules, guidelines, and District site specifications.3. Officials should have current certifications for High School basketball, football, volleyball or soccer and

adhere to official dress code policy. (US Soccer certification also acceptable for soccer). If certified officials are not available, approval must be obtained from the District and State Tournaments.

Department should be prepared to furnish the credentials of any officials that are being requested for State Tournaments.

4. The host must sign and certify each team’s copy of the SCAP Roster Form and verify it for the State competition. The SCAP Roster Form should be returned to the team, along with other pertinent information regarding the team’s advance to the State Tournament.

5. The District and State Host will furnish the following awards.A. Championship Plaque or Trophy (Min size – 24” for district and 28” for state)B. Championship Medallions or Trophies (Min size – 20” for district and 24” for state)C. Championship and Runner-Up Medallions or Trophies

*Individual medallions/trophies are to be presented to all team members and coaches of both teams. Check the maximum number allowed for each sport. Individual awards for football include football players and coaches. Upper and Lower State Playoffs in football, the winning and runner-up teams will receive a team trophy only.

6. A Tournament Director cannot be a coach of any team that is participating in the tournament.7. Pennies must be on site by host if needed. Teams will flip to see who wears pennies.

STATE HOST CHECKLIST

*After being accepted as a State Host for an SCAP event, the agency assumes all of the following responsibilities:

1. Ensure that site specifications must meet the tournament standards.2. In the event of High School Football State Championship conflicts, the State Director for football will set

the upper and lower state game times.-Football only 3. Set District tournament times and work with the District Chair to set State Tournament game times.-4. Mail or email out brackets, park rules, admission, directions to game sites, restaurants, entertainment,

hotel information, and any other information necessary to assist participating teams and their representatives. This information must also be mailed or emailed to the District Chair and State Chair prior to the District or Lower/Upper State Tournaments. Include a letter informing the teams they must check in with the Tournament Director upon arrival.

5. Obtain certified officials for the event, scorekeepers, tournament personnel, awards, extra jerseys, and any other needed administration items. *Officials: minimum of two (2) for basketball, four (4) for football, and three (3) for soccer.

6. Obtain balls, equipment, trophies and any other items necessary to conduct the event. 7. Publicize the event.8. Check for legality of uniforms and colors to be used by the team9. Greet teams, collect paperwork and entry fee as they arrive and identify yourself and other tournament

personnel. 10. After tournament games have been completed an award’s ceremony should be held to recognize the

teams in the championship game.11. Give the team(s) that are advancing the information that they will need regarding the State Tournament.12. Forward copies of the tournament bracket results to the District and State Chairs.13. A coach of one of the teams in the tournament at the host site cannot serve as the Tournament Director.

TOURNAMENT REQUIREMENTS

1. Game Times : Game time is forfeit time. Under extenuating circumstances that are backed up by a phone call, a thirty (30) minute grace period can be awarded from the scheduled game time before a forfeit is declared.

2. Protests : The fee for a protest is $50 payable to SCAP. If the organization wins the protest the money will be returned.

3. District tournament deadlines are set by each District, usually three (3) weeks in advance of the event. State tournament dates are set by the board and will be posted. Deadline entry dates will be strictly enforced. No late entries will be accepted. Notification of intent to participate by the agency representative is required.

4. Each SCAP Agency member will be allowed to enter up to two teams per age group. If any District that has two (2) or more teams there must be an elimination tournament held to determine the District representative. The State Host has the option of participating in the District Tournament, but if they lose in the District they are further eliminated from playing in State.

5. Teams entering the District tournament have also committed to enter the State tournament. If only one team enters the District tournament, they will automatically be entered into the State Tournament. An eligible District representative that cannot advance to the State tournament because of medical reasons must notify the District Chair, State Host and State Chair immediately so that there is time to replace the withdrawing team. Failure to notify the proper individuals will result in the entry fee still having to be paid to the host, and possible further fines or penalties. A three (3) day notification is required if a team plans to withdraw from the playoff games.

6. Each agency has been designated to participate in either Division I or Division II. Agencies can still enter two (2) teams per age group, but no longer mandatory based on number of regular season teams in a given age group.

7. All-Star teams cannot be an “A” or “B” squad. Each All-Star team must be picked evenly, and all team assignments must be determined prior to the start of the regular season.

8. A SCAP Team Roster, Medical Release Form, Concussion Protocol, Coaches Code of Ethics, and birth information is to be turned into the District Host for youth tournaments. Once a roster is accepted at the District level, it is frozen and changes cannot be made. Winning rosters must be sent to the district chairs within 2 business days after the district championship. District chairs must send them to the State host. Teams must still bring approved rosters, medical release forms, Concussion Protocol, Coaches Code of Ethics and birth certificates to the tournament.

9. Teams participating in State Tournaments will provide the State Host with the typed copy of the SCAP Roster Form. The form must be signed by the Agency and District Hosts and must include entry fee, birth information, Medical Release Form, Concussion Protocol and Coaches Code of Ethics.

10. The times of the state games, tournament brackets, maps of playing sites, and motel and food information must be email/communicated by the State Host to the District Chair and to each District Host site before the start of each District Tournament.

PARTICIPANT CHECKLIST1. When entering a SCAP tournament, each agency is expected to use this checklist to ensure that they have

entered properly.2. Complete letter of intent and return it to the District Director for approval and signature. 3. Secure a SCAP roster form, medical release form, Coaches Code of Conduct, Concussion Protocol

Certificate and all participant birth information.4. Typed credentials need to be certified before tournament5. Secure correct fees for District and State host. The fee should be mailed or taken to the tournament host

along with the proper paperwork. A valid voucher from the department is acceptable in lieu of payment.-Fees are $75 per team. –In all sports rules.

6. When arriving at the tournament locate tournament director to provide paperwork and payment if necessary.

7. If a team wins the Sub-District or District game(s)/tournament, ensure that their roster is signed by each host site representative. Also ensure that all information is picked up from the host site Tournament Director after the teams participate, so that it can be carried to the team’s next tournament.

8. If a team qualifies to advance, they should ensure that their entry fees are secured for the next level, if required for participation.

9. All team members should be provided with the rules of the event that they are entered in, along with a copy of the SCAP rules that apply.

AGESThe birthday cutoff for age in which participant may participate is on September 1st of the current calendar year for Basketball, Cheer, Football, Soccer, Track, and Volleyball. This birthdate will always follow the South Carolina Dept. of Education’s school birthdate cutoff. If and when it ever changes, SCAP will follow their lead. Spring sports will use age of September 1st of the calendar year before. EX: Basketball or Spring lacrosse in 2019 age will be September 1st, 2018.1. A younger participant may play in an older division if needed. An older player cannot participate in a

younger age division. No participant will be allowed to participate in more than one division in the same sport. None of the above applies to football. No football participant may move up.

2. A participant must play in the same All-Star age group as the age in which they played their regular season games. If an age group is combined, they may participate in either age group. EX 1: If a 9 year old participant plays their regular season in a 9-12 year old basketball division, they

may play in either a 10 & under or 12 & under All-Star division. EX 2: If a participant plays their regular season in a 9-10 year old division, then they can only play in

the 10 & under All-Star program. If specific age groups are played players must participate in the age group they participated during regular season in.

3. Participants in SCAP tournaments must present proof of age to be verified prior to participation in youth programs. Proof of age documentation may include a birth certificate, military ID card, State-issued identification card, Hospital certificate, a valid passport, a State-issued driver’s license, or an official notarized court document. Photo static copies of birth certificates will be accepted for the purpose of this rule.

AGE CLASSIFICATIONS

Basketball: 8U, 10U, 12U, 14U, and 17U*8U, 10U, 12U, and 14U will offer females only in tournament play. Football: By weight classifications – 7-8 yrs max 120 lbs., 9–10 yrs max 135lbs., 11–12 yrs max 150 lbs., 13–14 yrs no limits*Players whose weights exceed the weight limits can still play, but must play the interior line and not carry the ball in any aspect. This includes handoffs, fumble recoveries, punt returns, interceptions, etc.**Each player must play within their age classifications regardless of their weight.Soccer: 8U, 10U, 12U, 15U and 17U It is mandated that 8U and 10U must participate within their age classification because of the NO heading rule.*8U, 10U, 12U, 15U and 17U will offer females only in tournament play.If your department plays co-ed during regular season, you will be allowed to split and have gender specific all-star teams.Volleyball: 9U, 12U, 14U, and 17U.

LETTERS OF INTENT ARE DUEBasketball: February 1st

Football, Soccer and Volleyball: October 1st

STATE TOURNAMENT DATES, HOSTS, AND LOCATIONS

Volleyball: State: location TBD SC / 9U, 12U, 14U, & 17U *All four districts will play*State events will be hosted on a District rotational basis. Districts that do not wish to host that event are to

pass it to the succeeding District.

FEES

Each organization must pay a fee for the district and state events to the hosts. These fees are due at the event unless arrangements are made in advance with host. Each organization must pay a fee for the district events to their District Chairperson. If a team cancels out of playing in the state tournament after playing in the district tournament, that dept. will owe the state host fee of $75 plus a $100 penalty fee. The fees are as follows:

1. Soccer, Basketball, Football and Volleyball - $75.00 per team2. Cheerleading – No fee as awards will not be issued at the state football tournament for cheerleading.3. Department-Hosted All-Star Division Events

Fee of $50.00 per age division hosted is to be sent to SCRPA Host admission charge for all games will be a max of $5.00 for adults and $4.00 for children and students at all district and state events.

ROSTERS

Basketball: Max of ten (10) players and three (3) coachesCheerleading: Cheerleading is no longer recognized through SCAP. Free tournament admission will be decided by the tournament host.Football: Max of twenty five (25) players and four (4) coaches*8U football is allowed (5) coachesSoccer: Max of fifteen (15) players and (3) coachesVolleyball: Max of twelve (12) players and three (3) coaches

BASKETBALLSouth Carolina High School Basketball rules will govern play, unless amended below.

Time: All 8U, 10U, 12U and 14U teams or divisions will play four (4) six (6) minute quarters. 17 & under teams will play four (4) eight (8) minute quarters. Half time will be six (6) minutes for all ages. Overtime periods for all age groups are two (2) minutes long. The clock will run continuously if a team is up by 20. It will only stop for timeouts, injuries, and technical fouls. If the point difference drops below 20, normal clock will resume.Basketball Size: Male – 8U – 27.5 ; 10U - 28.5 ; 12U, 14U, and 17U – 29.5 Female – 8U – 27.5 ; all other age groups - 28.5Uniforms: Reversible jerseys (or two sets of jerseys) are required to be the same in color, with a legal basketball number either on the front or back (or both). Gym shorts are required, cannot have pockets, and must be the same in color.Court: The minimum court dimensions are 74’ X 40’. Goal Heights: 8U will play with (8)’goals; no hang over goals allowed; free throw distance will be (10)’.10U girls will use (9)’ goals. All other age groups will use ten (10)’ goals. Facilities: Electric scoreboard, spectator seating provided along at least one wall of the gym, a designated team area for game use, and restrooms. All tournaments will be played in a standard gym that meets hostrequirements. It must have rectangular or fan-shaped backboards.

CHEERLEADINGCheerleading is no longer recognized through SCAP. No awards will be issued at the football tournament by the host. If awards are given, they will be distributed by the department that participated. The host site will decide whether to allow cheerleaders and their coaches free admission.

FOOTBALL

South Carolina High School League Football rules will govern play, unless amended below.

Time: The length of football games of all age divisions will be four (4) eight (8) minute quarters. The clock will run by sub-varsity timing rules. The clock will run continuously if a team is up by 20 pts. It will only stop for timeouts and injuries. The clock will revert back to normal timing rules if the point deficit drops below 20. Balls: Will be provided by the host Tournament Director. 7&8 Wilson K-2, 9&10 TDJ and 11&12 TDY (or an equivalent) All other age divisions J5Y or TDY ball (or equivalent)Uniforms: All players must wear complete uniforms that include the same team jersey, and molded rubber cleats. Players who exceed the weight limits must wear jersey numbers 70 – 79, allowing them to be easily identifiable. No other players should wear numbers 70 – 79 for any reason. If there are more players that exceed the weight limits than this range of jersey numbers will cover, then jersey numbers within the 70 – 79 range can be duplicated. Players wearing the same numbers cannot be on the field at the same time. If both teams have the same color the teams will flip to wear pennies.Field: Regulation High School field 360’ X 160’, properly marked with appropriate goal posts.Adequately lighted fields, electric scoreboard with operational clock, spectator seating, restrooms, a pressbox, and a concession area.Rules:1. No coaches are allowed on the field during game play. Exception: 8U is allowed one coach on the field.

*The coach must be at least 10 yards behind the deepest player in the formation on offense and defense along with absolutely no talking to or positioning of players once they break the huddle. Penalties are as follows: 1st offense: verbal warning (freebie); 2nd offense: sideline interference called and 5 yd. penalty from end of run; 3rd offense: unsportsmanlike conduct called and 15 yd. penalty from end of run; 4th offense: unsportsmanlike conduct called, 15 yd. penalty from end of run and coach ejected. At any point, if an official runs into the coach, the coach can be flagged w/penalty or ejected.

2. On offense, a maximum of five (5) players that exceed the weight limits will be allowed. These five (5) players can only play the positions of tackle, guard, or center and assume a three or four point stance prior to the snap of the ball.

3. On defense, a maximum of five (5) players that exceed the weight limits will be allowed. These five (5) players can only play tackle-to-tackle, and will be required to assume a three or four point stance prior to the snap of the ball.

4. Players will be weighed before each game. If a player exceeds the weight limit one game but meets the weight requirements at the next, they will be expected to change into an appropriate jersey number denoting the change.

5. Players who exceed the weight limits cannot play on kickoff or kickoff return teams, nor are they allowed to carry the ball at any time. Any player who exceeds weight limits cannot be the punter, extra point or field goal kicker. If an overweight player recovers a fumble, catches or intercepts a pass, or has the ball in their possession for any reason, the ball is considered down at that point of contact.

6. If a team chooses to run a tackle-eligible formation, or any equivalent formation, the players on the ends of the formation cannot exceed the weight limits. This rule applies even if they are not considered receivers, and even if they are considered a tackling position by the High School rules.

7. NO kickoffs will be allowed in the 7&8 division. To begin the game and after a touchdown, the ball will be placed on the 35-yd. line. Any punts, the ball will be advanced 25 yds. or half the distance to the goal line.

8. In the 7-8 and 9-10 year old age divisions, there will not be any punts. Field goals will go by high school league rules. Fourth down, a team may go for a first down, or they must declare a punt. A team may use the entire play clock to declare the punt, but they must state their intentions to punt before the clock runs out. If the clock runs out before their intentions to punt are expressed, a delay penalty will be given to the offense, or a time-out must be called in accordance with the game rules. If the team calls a time out or goes to the line in an attempt to draw the defense off sides or to run a play, they may then change their previously expressed punting intentions. If they choose to punt, as long as the ball is inside the fifty (50)

yard line, the ball will be moved twenty five (25) yards from the line of scrimmage, or half (1/2) the distance to the goal. 11-12 and 13-14 will strictly go by high school league rules.

9. A player who exceeds the weight limits that is not in a 3 or 4 point stance at the time of the snap will cause a “Delay of Game”.

10. If a player who exceeds the weight limits is caught playing a position that their weight renders them ineligible to play, an unsportsmanlike penalty will be assessed and a warning given to the Head Coach. If it occurs a second time in the same game, an unsportsmanlike penalty will be assessed again, and the Head Coach will be ejected from the game. This will continue with each penalty, and will move down the chain of command ejecting the next Assistant Coach in charge. A coach that is listed on the team’s roster must be with the team on the sidelines at all times. If all coaches that are present on the sidelines are removed from the game and no other eligible listed coaches are available, the game will be forfeited.

High School Soccer League rules will govern play, unless amended below.

Time:. 8U and 10U - Two (2) twenty (20) minute halves

Cycle through all team players until every player kicks once, but no player may kick more than once. South Carolina High School League Volleyball rules will govern play, except as amended below.

Time: A match consists of two games, each played to 25 points. A coin toss will determine which team gets to choose between the first serve or choice of court. A team must win by two points and there will be no cap in the first two games. If the same team wins both games, a third game will not be necessary. If a third game is needed, it will be played to 15 points with no cap. A coin toss will determine who serves first in the third game.Balls: 9 & under age divisions use a trainer-size volleyball (over-size, light weight) All other age divisions use regulation size volleyballUniforms: Jerseys are required to be the same in color, with a number on the back. In order for a department to be nominated to receive the Athletic Department of the Year award, it must be a SCRPA and SCAP agency member. Listed below are the requirements that must be followed in preparing and packaging all award nominations. Deviation from these standards may result in disqualification from the process.

Package Size and LengthThe nomination package should be typed, double-spaced, and printed on standard 8½” X 11” paper. It should be no more than ten (10) pages in length, can be double-sided, and should include photographs. Neither the front nor back page of the binder should be used. YOUTH COACH OF THE YEAR AWARD – NOMINATION CRITERIA

Nominations for the Youth Sport Coach of the year Award will be accepted from Chapter Directors of the National Youth Sport Coaches Association (NYSCA) in South Carolina who are currently active with the NYSCA and other programs of the National Alliance for Youth Sports (NAYS). (NYSCA clinics and NAYS programs must have been offered in the chapter at least once in the past twelve (12) months). Nominations will also be accepted from other affiliations as long as the education component meets the minimum standards.

Any coach who is currently certified by the National Youth Sport Coaches Association (NYSCA), is in good standing with the NYSCA or other recognized organizations and the department/league from which they are certified and in which they currently volunteer, is eligible to be nominated for the South Carolina Youth Sport Coach of the Year Award.
