About CCLCV About NUJS The West Bengal National University of Juridical Scienceswas established under the WBNUJS Act, 1999 (West BengalAct IX of 1999) adopted by the West Bengal Legislature inJuly, 1999. The University was notified under Clause (f) ofSection 2 of the UGC Act, 1956 in August 2004 and has beengranted permanent affiliation by the Bar Council of India inJuly 2005. On 28 October 2002, the university's present-daypermanent campus was inaugurated by the then Chief Justiceof India, B. N. Kirpal. The NUJS, Kolkata, along with theGNLU and NLSIU, Bengaluru, remains the only NationalLaw School which has the Honorable Chief Justice of India asthe Chancellor. This set-up provides an aura of exclusivity andrare stature to these National Law Schools in India. NUJS isconsidered as one of the best amongst the elite National LawSchools in India which are developed on the five-year lawdegree model, as proposed and implemented by the BarCouncil of India. The university offers a five-year integratedB.A./BSc. LL.B (Hons.) degree programme at theundergraduate level and a Master of Laws (LLM) programmeat the postgraduate level. Admission to the former programmeis through the Common Law Admission Test, a highlycompetitive, nationwide common entrance examination, heldjointly by the National Law Schools. NUJS also offers MPhil& Ph.D. The Chief Justice of India is the Chancellor of NUJSand is also the Chairman of the General Council, the supremepolicy-making body of the University. Currently Prof. (Dr.)Nirmal Kanti Chakrabarti is the Vice Chancellor of theUniversity.

One of the convincing ways to respond to the ever-evolvingcriminal justice system is through devising effective publicpolicy tools in conjunction with the objectives of the state.Once public policy tools are crafted, in consonance with thetheoretical frameworks, facts and figures governing thechanging nature of crimes and punishment, a dynamiccriminal justice system is supposed to emerge. The society’swill, thus, gets reshaped into a policy document through anexecutive action. This policy will then be converted into laws,which are implemented by the executive. These laws willundergo various interpretations and will eventually lead to anoverhaul of the earlier laws, effected through a renewed publicpolicy document. Criminal law, criminology and victimologyare, therefore, intricately related; every criminal law is, afterall, an extension of a state’s urge to promote certain policies(governing crimes and punishment) that the society recognizesand endorses. In the Indian perspective, criminology andvictimology experts always try to heed to the changingdynamics of the criminal law system. Various policyrecommendations regarding prison reforms, criminalprocedure, due process, etc., are made in light of importantdevelopments and court decisions in the field of criminal law.Keeping in view the inseparable relationship betweenCriminal law, Criminology and Victimology, the Centre(CCLCV) has been set up to enhance our understandingtowards criminalogy and victimology.

About The CourseThe Seminar Monsoon Course will be of approximately 25 hours duration and will include classroom teaching ina virtual mode, interactive exercises etc. A learning guide/material will be provided to the participants at thebeginning of the Course.Participants who have studied IPC and CrPC are eligible for the Course.75% attendance is compulsory with camera on of the participants. The performance in the course will beevaluated through regular objective tests out of a total of 70 Marks and a project (presentation & writtensubmission) of a total of 30 Marks. The Course-end examination may be scheduled on 3rd & 4th SEPTEMBER,2021, which is the last two days of the MONSOON Course. The evaluation may also include a project workcircumscribing the main topic. Upon successful completion, Certificates of Participation shall be given to all the participants only after theyappear for the examination. Certificates will not be issued in absentia. Undergraduate law students will be eligibleto participate in the Course. The maximum number of participants will be 100 and will be selected on a first-come first-served basis.The deadline for registration for the course is 15th August 2021. The communication of acceptance to the firstMONSOON Candidates will be made by 25th August 2021. The Seminar instructions will be delivered bydistinguished academicians, policy experts and criminal lawyers. The delivery of academic instructions will takeplace in the afternoon (may be between 3:30 PM and 7 PM). Candidates may register for the Course by filling thegoogle form in circulation. Objectives of the CourseThe main objectives of the Course are to: a) Introduce participants to the fundamentals of criminal justice administration. b) Know the critical issues involved in public policies governing crimes and punishment.c) Address crime related policies from a legal and public policy perspective.d) Understand the effectiveness of the procedural and substantive laws on crime and punishment.e) Understand the role of the Constitution in the drafting, enactment and effective implementation ofcriminal laws and policies.f) Comprehend the relevance of special statutes governing crime and punishment.g) Update participants with the recent trends in criminal law and its administration in India.

Intended Outcome of the CourseAt the end of the course students should be able to: a) Make out the pros and cons in laws and policies on crime and punishment. b) Streamline the objective relation between criminal law and public policy. c) Identify the critical issues plaguing the administration of criminal justice in India. d) Know when, why and how public policies are converted to criminal laws. e) Gain sound knowledge of the procedural and substantive laws, including special laws, governingcrimes and punishment.
