I. Why sub-committees?

CCC is a membership based organization with 160 CNGOs and INGOs as members + nearly 1,000 NGOs are partners of CCC members.

Vision: Sustainable development for Cambodia

Mission: CCC provides high quality services to civil society and influences Cambodia’s development actors

Goal: A strong and capable civil society, cooperating and responsive to Cambodia’s development challenges.

To realize its Vision, Mission and Goal- Actively & effectively engage CCC members and its partners

CCC by-laws (Article 7) required to have sub-committees to support EXCOM and CCC members to address emerging development challenges efficiently and effectively

The increase of emerging issues including political trends, legal frameworks and operations that are affecting the effectiveness of civil society.

The recent legislation development including three laws related to judiciary, election laws, draft law on Associations and NGOs, Cybercrime law, Trade union law, etc that their features are limitations of civic space and/or democratic space.

The need for improved communication and collaboration between CSOs.

The need of having better coordination and representation of CSO to public and constituencies

Financing for development, especially Official Development Aid (ODA) for Cambodia has been relatively decreased which negatively affecting civil society

Number of CSOs have encountered in generating resources to sustain their operations

The potential of CSOs as members of CCC in joining forces to maximize resource mobilization and effective use of the resources

Global demand for better enabling environment for the CSOs sector as stated in Istanbul principles and Siem Reap Consensus for CSO development effectiveness and Bussan Partnership for Effective Development Cooperation

Limitation in promoting good governance, accountability and professional practices within the sector

Global demand for better governance and accountability with the CSOs sector. Istanbul principles and Siem Reap Consensus for CSO development effectiveness

Good opportunity for CSO to participate in different platforms (TWGs, GDCC, CDF…)

III. What we have done so far?

1. Sub-committees brought for discussion during bi-monthly meeting on 02 June 2015

2. And brought for discussion (the sub-committee) during the EXCOM meeting on 04 June 2015

3. ToRs of the sub-committees endorsed on 06 July 2015 by CCC EXCOM and members.

4. Sent announcement to all 160 CCC members on 20 July 2015

5. Directly approached to individual leaders of 160 CCC members on 24 July 2015 to nominate himself/herself and/or senior colleagues to stand in any of the four sub-committees.

III. What we have done so far? (Cont.)

6. Directly approached to selective individual leaders of CCC members and non-members (10-13 per sub-committee) on 24 July 2015 to nominate himself/herself and/or senior colleagues to stand in any of the sub-committees.

7. Original Deadline of nomination on 31 July 20158. Extend the deadline to 14 August 2015

VI. Timeline

Candidates are approved based on selection criteria.

4 Announce the results of selection to public and CCC's members

5 Conduct first meeting with each committee to introduce, finalize the ToR, and develop concrete action plan for the committee

Each committee fully sensitized its term of references and developed its action plan.

Starting from 1st October 2015

6 Provide secretary support to each committee to implement their action plan

Each committee has good function realizing its term of reference and action plan

VII. Ways forward

Invite/encourage you, your senior colleagues and your partners to stand in any of the sub-committees. (Open for CCC members, partners and non-members, etc.)
