1918 The Time-saver Collection
In the second half of 2015, the Government made two announcements that will fundamentally change the buy-to-let landscape: as from April 2016, investors will be subject to an additional 3% stamp duty levy and, from 2017, a reduction of tax relief on rental income will be phased in. These higher tax rates may well discourage some investors.
The higher upfront cost from the additional 3% Stamp Duty will mean that the Stamp Duty paid on an average London home costing £500,000 will double to £30,000. While many seasoned investors will consider 3% to be incidental when taken in context of the reliable growth in capital values that the London market offers, this additional cost may put off some prospective investors. A survey by the Residential Landlords Association indicated that 34% of landlords might invest elsewhere. This suggests a 12.3% fall in buy-to-let sales volumes in the year following its introduction.
While this initially sounds like a significant drop, we estimate that there have been around 2.3 million fewer first time buyers in the UK over the last decade, which may now be in a position to enter the market. It is highly likely, therefore, that any drop-off in buy-to-let activity will be absorbed by the market by the pent up demand from previously frustrated would-be first-time buyers. Moreover, as with tax changes generally, they are likely to be absorbed quite quickly and any impact will be transitory; our research suggests that the changes to Stamp Duty that were implemented in late 2015 have already been absorbed by the market in this way.

In addition to the increase in Stamp Duty, from 2020 landlords will no longer be able to offset financing costs against rental income when calculating their tax liability. Instead, finance costs will be limited to a basic rate tax reduction. The policy will be phased in from 2017 and those landlords that are highly geared may choose to leave the market as a result. However, it should be noted that over half of landlords have little or no debt and so these changes will have very little impact upon them; the government estimates that only 20% of all landlords will be affected. In fact, a recent CBRE survey indicated that just 9.5% of landlords would consider exiting the market as a result of these changes. This equates to 68,000 properties in London, or 2% of the city’s housing stock – a relatively small proportion of all stock, of which not all would come to the market at once.
Developers have expressed concerns that a fall in buy-to-let may reduce off plan sales and thereby stall development in London. Although the recent trend of domestic owner occupiers buying off plan may counteract some drop in buy-to-let, there may well be a knock on effect reducing housing supply. Of course, if this plays out it may well act to increase house prices.
Essentially, these changes will impact different investors in different ways dependent on circumstance. But London is not, and has never been, a tax haven – investors are not drawn to the London market for its tax benefits, they are drawn by its resilience and strong capital growth.
Furthermore, it is worth remembering that Stamp Duty can be offset against Capital Gains Tax on point of sale, so although an upfront cost it will be eventually recouped.

Developer focus: Stonehaven
In the last ten years, not only has there been a significant increase in new developments but the benchmark for luxury has been raised so high more recently and developers are much more sympathetic to buying habits. The difference in what one person is looking for in a property compared to another’s can range so far now that new homes need to cater to this, whether its amenities, design, location or simply that gut instinct, each needs to have something about them that distinguishes it within the competitive market.
Known for luxurious developments in Surrey, including some of the most coveted on the Wentworth Estate and St George’s Hill, Stonehaven has in excess of 40 years of experience. Its knowledge lies within the field of bespoke tailoring, client design and build services and in-house construction, which is what makes its method so unique. The decision to expand their Surrey product to London hinged on finding the right building as the company had a specific model in mind which would resonate with the calibre of end-product finish Stonehaven achieved in Surrey.
As the capital continues to see a rapid rise in the construction of new build developments, as well as continued obstacles, we talk to Steve Shaw, Director at Stonehaven about its first development in Covent Garden and its unique approach when creating homes in central London.
What are the differences between developing in Surrey and London?
We’ve loved developing in Surrey – it’s such a unique market whereby there is just no ceiling in terms of the indulgence you can, and should, bring to a new home there due to the international interest it attracts – a few years ago we never would have dreamed of some of the things we’ve designed and installed into some of those country mansions. The opportunity to deliver quality design and a lux product that really looks fantastic to the market is what developing in central London is all about. However, government policy has loaded the industry with red tape and cost, and prime central London is at the coalface for all this which will eventually lead to a severe lack of development opportunities and therefore a lack of stock for buyers.
And your approach of keeping things in-house – does this improve the way things work?
Definitely. Our decision to retain a design within our team offers a more thoughtful and consistent approach to what matters to our end clients; we have the opportunity on a daily basis to really pull things apart and piece them together again to achieve the best result. It really makes a difference which we hope shows in our developments against others.
What do you value most in a development?
In our market, people require the best of everything; starting with the location and look of the building, and that’s what we try to deliver right through to end client service. More specifically what the buyer values most differs from person to person, but if you’re in the right location and they can relate to the way you’ve converted the building itself, the rest becomes rather superfluous.
What made you pick Bedford Street?
We’ve always had eyes on Covent Garden, it has so much character as a place to live and work so we took our time to find the right building to develop as our first project in central London. We have worked hard to remain faithful to the original design concepts to, taking inspiration from the schemes more retail based surroundings. Previously an office, we’re really pleased with how the building has taken shape as five apartments, all with their own unique aspects.
What is your favourite part of the development?
The penthouse for its distinctive view and great lateral space.
Where will your next project be?
We have actually started work on a site round the corner on Southampton Street called Dudley House – as I mentioned, we love the area and have great confidence in Soho as a potential investment in London.
Do you have plans for Dudley House already?
Yes, we always do before we even look at a building really, you’ve got to be able to see the end result from the starting point, although that’s not to say we aren’t open to adapting, as we so often have to on projects. Dudley House is an exciting project as for us; there will be more apartments than Bedford Street and our architects are keen for an eco-focus which will encapsulate healthy living and the use of natural light. We are also investigating the lifestyle aspect of living in a development, keen to remain alike to the architectural qualities of the building itself and fully in keeping with Covent Garden as the cultural heart of London.
