4. Matters Arising from Minutes of the previous meeting: Additional Budget 2017/18:
Discussion took place on the report at the last meeting that ECC had agreed to give a further £50,000 to the Local Highways Panels if it was match funded by the Boroughs/Districts. Sonia Church confirmed that any agreed schemes to utilise this budget in 2017/18 beneficially within the Castle Point Borough would be delivered by the ECC contractor.
Following discussion it was agreed that ECC should present a list of potential schemes for consideration by the CPBC Cabinet and Chairman of the Panel.
Eastern Esplanade, Canvey Island – Speed Limit:
Councillor May explained that he disagreed with the outcome of the speed survey at Eastern Esplanade, which had determined that the road did not fit the criteria for a 20 mph speed limit. ECC would supply the survey data (on a confidential basis) to Mark Evershed to assist in the consideration of other means of addressing safety issues at Eastern Esplanade.

5. Approved Works Programme Update 2017/18:
The Panel noted the approved works programme for 2017/18. High Road, Benfleet:
Councillor Howard expressed concern at the length of time taken to complete this scheme. Update provided by Sarah Alcock the HLO that this was due to the delay by UKPN to attend and complete the outstanding connection.
Mitchells Avenue, Canvey Island:
The Panel noted that the scheme to install a zebra crossing at this location was due to be completed by 12 July 2017. Members were concerned at the delays in removing the roadworks and delays involving the lighting columns by UK Power Network. It was agreed that a letter, to be agreed by all Panel members, be sent to the relevant ECC Cabinet Member expressing the Panel’s concerns at the delay in removing the roadworks in connection with the Mitchells Avenue scheme. It was also agreed that a letter be sent to UK Power Network explaining the Panel’s disappointment at the delays in both the High Road, Benfleet and Mitchells Avenue, Canvey Island schemes. It was further agreed to raise in the letter the issue of

cut-off lampposts in various locations in the Borough that were a safety issue. A briefing note outlining the process following Panel approval to scheme completion would also be circulated to Members. Link Road junction with Third Avenue:
It was reported that the casualty reduction scheme at this location had been re-scoped for ‘design only’ in 2017/18 financial year and therefore £50,000 of the total allocated budget of £78,000 could be re-allocated to other schemes in the works programme. 6. Potential Schemes List for consideration of Panel in 2017/18:
The Panel noted that the capital budget for Castle Point had been fully committed and that the potential schemes list represented all the schemes that could be considered this year.

The Panel noted that a number of schemes with a Red RAG status could be removed from the potential list as other funding had been obtained. It was agreed that a schedule of the funding sources for these projects be circulated to the Panel.

Councillor Acott reported that an accident had occurred in the one-way system near the National Westminster Bank involving a vehicle that had gone straight on into the High Street instead of turning left. It was agreed that Councillor Acott would be sent a report.
Councillor Hart to be sent a report on the scheme to remove the traffic island currently separating the general traffic and the bus lane on the A13 to the east of Rectory Road.

The following report provides an update on the current position of all of the schemes which the Castle Point Members discussed at the January and June meetings and recommended for inclusion in the 2017/18 programme. The target dates for the delivery for all schemes is split into quarters, unless they have been identified as being for 2018-19 delivery in the report. Specific dates for scheme progression will be provided when schemes have been formally programmed and road space booked.

As the capital budget for the Castle Point Highways Panel has been fully committed the potential schemes list represents all of the schemes for which future consideration can be given. It is recommended that Parishes or Councillors who wish to submit scheme requests for 2018-19 submit them in the coming weeks so that all of the necessary surveys and assessments can be undertaken during September and October to ensure the validation can be completed before the January meeting. A comprehensive list of schemes will then be available in time for Members to consider for funding at the January Panel. The value of the schemes currently on the potential list stands at £129,000 of which £114,000 is internally generated, with further value set to be added throughout the year once feasibility studies and recent validations have been returned. Members are reminded that the costs supplied are estimates only and there is the possibility that a final scheme cost can change significantly dependant on issues which may arise during detailed design and construction. The following list identifies all of the scheme requests which have fed into the Castle Point LHP. The RAG column acknowledges what the status of the scheme request is as below:

immediate parking bay area. Although a STATS search or cable tracing survey indicating the alignment and depth of
services has not been conducted at this stage it is considered that the presence of a BT box would most likely make any parking bay extension scheme not cost effective for the benefit gained of 3/4 additional parking spaces. Therefore Officer recommendation
is not to proceed.

Gradient Essex Way climbs fairly steeply from Canvey up towards the junction with Vicarage Hill where it flattens out to the east of this junction (Benfleet Road).
Traffic Management
Essex Way is the priority route with traffic on Vicarage Hill giving way to it. The junction has been a recent CR site (implemented in May 2014) due a previous problem of vehicles turning right into Vicarage Hill failing to give way to traffic travelling up Essex Way. This involved alterations to the traffic islands to provide a formal right turn lane facility. This pattern of collisions appears to have been addressed so far by the scheme.

and the surface slightly worn. Scrim data for 14/15 shows that the skid resistance of the road surface was satisfactory (see plot below). The Scrim data for 15/16 will be checked once completed to see if this is still the case.
Signing There is a bend with junction ahead warning sign on Essex Way which is fairly old. There are yellow backed 30mph terminal signs at the start of the speed limit and there is a yellow backed chevron sign at the bend.
Road Markings All road markings are in very good condition (edge lines, double white lines, give way markings and right turn lane markings).
Visibility The visibility on Essex Way is restricted due to the 90 degree bend along with the gradient leading up the hill to the junction – this slightly restricts the visibility of the chevron warning sign as vehicles approach particularly if they are travelling at speed.

Remedial Measures
1) Install an additional yellow backed chevron sign at the bend (so the sign is double height) to make the sign assembly more visible for vehicles coming up the hill.
2) Renew the existing bend with junction ahead warning sign for northbound traffic on yellow backing board. Also add ‘Max Speed 20’ sub-plate. Remove existing ‘New Road Layout Ahead’ sign from underneath bend sign.
3) Investigate the installation of a yellow backed chevron for westbound traffic along with a yellow backed ‘bend with junction’ warning sign.
4) Install 30 roundel on the carriageway at the 30mph gateway. 5) Investigate the possibility of having a VAS sign for the bend to Diag. 512.1 for
northbound traffic which would be speed activated.
