I. Extent of Damages Brought by Typhoon Pablo

The onslaught of Typhoon Pablo resulted to loss of lives and damage to properties including vast areas of forest cover. In Compostela Valley Province, the severity of damage was aggravated by the slope and elevation in the upstream of Andap Watershed. (Shown in Annexes C and D). Thirty-eight percent of the total area or 21,603.12 hectares has a slope of 50%. Forty-three percent or 23,955.37 hectares also belong to 1000masl elevation. The images show the progression of water movement from upstream to downstream.

Forty-three Percent of the areas in New Bataan are categorized to have an elevation of more than 1,000masl. Also, 38.9% of the total area has a slope of more than 50% which makes it susceptible to erosion and flashfloods. The image shown in Fig. 1 (note the blue arrows) indicates water draining from the mountain slopes down to the gullies.

While water always follows its natural course, the high volume of rainfall in a certain period aids in accelerating the flow of water. In this case, the excessive rain during the typhoon accumulated a volume of 200-250mm.

Figure 3.Considering the factors that accelerate the flow of water, the high amount of rain accumulated during the typhoon resulted to the overflowing of waterways resulting to severe erosion and flashfloods and in the process carry with it boulders, uprooted trees and debris from the mountain down to the main river and continue on to communities settled downstream. A. Damage to Development Projects

Based on the GIS Modeling on the damages caused by Typhoon Pablo, the illustration shows that the area colored in Red was severely damaged as it is also considered the center of Typhoon Pablo. The Pink area indicates areas moderately damaged while that in Yellow shows areas slightly damaged by Pablo.

In Davao Oriental, the total project area constituted 2,167 hectares and about 1,864 hectares were estimated to have been damaged amounting to P23,860,473.00.

In Compostela Valley, of the total 3,821 hectares of project areas, 2,925 hectares have been damaged and estimated at a cost of P36,106,517.00.

In all, from the 5,988 hectares of project areas, 4,324 hectares have been damaged with an equivalent estimate of P59,966,989.65.

C. Damage to Properties and Infrastructures An estimated total cost of

P24,222,823,528.07 was determined by NDRRMC for the damages caused nationally by Typhon Pablo, as of its December 18, 2012 report. Of this, P7,822,986,310 was attributed to damages in infrastructures, P16,350,605,805.07 in agriculture and P48,959,413 worth of damages to private properties.

In Region XI alone, gravely damaged included major bridges such as that in Caraga, Davao Oriental. Gov, T. Palma Bridge significantly connects the Municipalities of Caraga and Baganga, Davao Oriental and with the extent of its damage, the Municipalities of Boston, Cateel and Baganga were briefly cut-off as rescue, retrieval and relief operations ensued after the typhoon.

II. The Cash-For-Work Scheme

The concept of Cash-for-Work scheme has been perceived to be suitable and beneficial for the rehabilitation and re-establishment of damaged development projects as well as provide economic opportunity to beneficiaries or partner-People’s Organization members. This was speculated on during several meetings conducted with the different PENROs and CENROs whose administrative jurisdictions were affected by the typhoon.

A.Underlying Principle

Being the most severely damaged Provinces in Region XI, PENROs Compostela Valley and Davao Oriental has been put under the Cash-For-Work Scheme in implementing rehabilitation/restoration plans in different development project areas.

The following considerations were determined as basis in the implementation of the cash-for-work scheme:

1.People in the affected areas cannot survive on relief goods alone;

2. The extent of damage in agriculture was most severe in especially in the banana and coconut industries, thus the government has to provide for the livelihood and employment to sustain the recovery of affected municipalities.

3. Proclamation No. 522 declared a State of National Calamity in the Provinces of Compostela Valley, Davao Oriental and Davao Del Norte;

4. The extent of damages on forest resources particularly on NGP plantations established in 2011 and 2012 was so severe and needed to be rehabilitated;

5. The establishment of new plantations for 2013 shall be the main source of employment for affected community members.

B. Expected Targets

• Replace damaged seedlings from NGP plantations established in 2011 and 2012;

• 100% accomplishment of the 2013 NGP target for Davao Oriental and Compostela Valley Provinces;

• Hire people and their services from the affected areas as income generation;

• Fast tracking of planting activities within 60 days (2 months).

C. Target Municipalities for Rehabilitation

• Baganga, Cateel, Boston, Caraga, and Manay in Davao Oriental Province;

• New Bataan, Monkayo, Compostela, Maragusan, Monkayo, Mabini, Nabunturan, Maco, Pantukan, Montevista and Laak town in Compostela Valley Province.

Considering the magnitude of damage to these areas, Region XI came up with rehabilitation plans that would restore the environmental stability of damaged areas as well as come up with a system that would benefit not only the natural ecosystem but also the upland communities. With the Cash-for-Work scheme, rehabilitation of development projects would also enable upland communities earn a considerable income;

Target areas to be prioritized in the scheme will be damaged areas of Peoples Organizations and may not necessarily be NGP participants. A contiguous area of at least 500 hectares for each PO shall be proposed for rehabilitation.

For Compostela Valley, a total of 2,500 hectares for CY 2013 and an additional 1,900 hectares for CY 2014 will be the focus for rehabilitation. Davao Oriental, on the other hand, shall also set aside 4,600 hectares for CY 2013 and another 2,700 hectares for CY 2014. All in all, Region XI shall rehabilitate a total of 7,100 hectares for CY 2013 and 4,600 hectares for CY 2014.

D. Mode of Implementation

Affected head of the families shall be hired as plantation workers and shall receive a daily wage rate of P226.00. This modified employment scheme shall require the plantation worker to work on .10 hectares/manday or planted an equivalent of 50 trees per day. Hired workers shall participate in the site preparation and planting activities in the months of January to June 2013. The succeeding activity of maintenance and protection shall commence in the next six months or from July to December 2013.

The whole Program constitutes a total fund of P29,526,900.00 to cover the targeted Municipalities of both Compostela Valley and Davao Oriental Provinces.

Areas subjected for the Cash-for-Work scheme shall also include Upland Development Program (UDP) and Soil Conservation Areas.

A total of 871 workers shall be hired to work in an area of 13,054 hectares plantation establishment and forest rehabilitation under the National Greening Program for a period of 6 months.
