• Comprehensive Assessment System for Built Environment Efficiency (CASBEE) is a method for evaluating and rating the environmental performance of buildings and the built environment.
• CASBEE was developed by a research committee established in 2001 through the collaboration of academia, industryand national and local governments, which established the Japan Sustainable Building Consortium (JSBC) under the auspice of the Ministry of Land, Infrastructure, Transport and Tourism (MLIT). BEGINNING AND HISTORY OF DEVELOPMENT:
• There has been a growing movement towards sustainable construction since the second half of the 1980s, leading to the development of various methods for evaluating the environmental performance of buildings.
• CASBEE was developed by a research committee established in 2001, as part of a joint industrial/ government/ academic project.
• It was developed out of a three-phase process to consider sustainability issues to Japan and Asia.• The first phase: Improving indoor air quality with little
regards to exterior condition or building development• The second phase: Grew out of concerns over air
pollution in Tokyo in the 1960s• The third phase: Looking at the broad picture, the
impact of building on the interior and exterior environment. (CTBUH.)

BEGINNING OF CASBEE
CASBEE was developed according to the following policies:
• The system should be structured to award high assessments to superior buildings, thereby enhancing incentives to designers and others.
• The assessment system should be as simple as possible.
• The system should be applicable to buildings in a wide range of building types.
• The system should take into consideration issues and problems peculiar to Japan and Asia.

- Solar radiation control system/Peri-buffer system that reduces air-conditioning
loads while allowing for open space structure

3. PERI BUFFER SYSTEM

• This peri-buffer zone is intended to control impact of air-conditioning loads on the inside working zone, and consists of aisles, meeting space and lounges that are located around the working area and adjacent to an outdoor deck .
• A thermal buffer zone established around windows reduces airconditioningloads.

4. DISPLACEMENT NATURAL VENTILATION SYSTEM

• When outside air meets the predetermined conditions, an air-conditioner is stopped automatically. The air is discharged from high side lights on the upper of the building.
• This helps control adverse effects of increase in outside air temperature caused by sunlight reflected by exterior pavement materials

5. SENSIBLE/LATENT HEAT SEPARATED PERSONAL RADIANT AIR-CONDITIONING SYSTEM (O-TASC)

• CASBEE is a very good tool for evaluating the sustainability of a built space that is available to use worldwide, primarily in Japan, the country of its origin.
• CASBEE is highly technical and assesses a building on two main criteria viz Building load (L) and Building quality (Q).
• The results of CASBEE are prepared in form of build environment efficiency (BEE) graphs, histograms and spider webs apart from categorizing buildings as S(excellent), A, B+, B- and C(poor)
• Obayashi Technical Research Institute: Natural lighting, ventilation, ecological roofing, and other energy saving green strategies have been well used in the building.

• Nepal needs a rating system of its own. From design to completion, everything needs to be assessed for sustainability and energy efficiency.
• Though it may be difficult, there could be a master rating system in the world that could be sub divided for regional or local environmental and built environment assessment. This could help bring homogeneity in the evaluation.
• Bodies like the United Nations could regulate the system at global level.
