Compton Forms Community Policing Task
Force
City of Compton Mayor Aja Brown held a press conference last week joined
by Sheriff Baca and Government officials to declare a state of community
emergency regarding gang violence in the city. The city administration is
employing a full Safety Action Plan that includes the deployment of more
officers on the streets, designated points of contact from the community to
law enforcement through the Sheriff's New Townhall Program and a new
Community Policing Task Force newly created to address gang violence and
human trafficking in the community- as 90% of prostitution arrests are mi-
nors and 95% of pimping is conducted by gangs. If you would like to get in-
volved in the Task Force, email the Mayor’s office at [email protected].

SCAN Health Plan, a Long Beach-based HMO that serves seniors seniors, announced Tuesday it awarded $2 million to help the state's elderly live independently and in their communi-ties for as long as possible. The grant to the Alliance for Leadership and Educa-tion from the not-for- profit health plan will fund the delivery of community health home services for “dual eligible” through the state's Community-Based Adult Services program. Dual eligibles refers to individuals eligible for both Medicare and Medi-Cal. Medi-Cal beneficiaries must be enrolled in a Medi-Cal managed care health plan in order to receive CBAS. “The health care environment is rapidly changing and is increasingly complex, especially for dual eligibles,” said Chris Wing, chief executive officer of SCAN Health Plan. “SCAN has a long history of serving the frail elderly, many of whom are dealing with multiple chronic conditions along with important lifestyle choices,” Wing said. “That is why we are particularly pleased to fund the delivery of services that will help these seniors receive the support and resources they need to stay in their communities with dignity as they age.” SCAN is among the largest not-for-profit Medicare Advantage health plans in the country. It currently has about 145,000 members in California and Arizona

Gluten-free meals with 'wow' factor, from breakfast to dinner
(BPT) - Whether it’s gluten intolerance or a goal of healthier eating that drives
your gluten-free meal plans, you can enjoy great meals from breakfast to dinner
(and everything in between).
The expanding availability of gluten-free substitutes for favorites like tortillas,
breads and pastas means that you don’t need to give up the dishes you love. Get
your gluten-free menu started with these tips for meals throughout the day.
Breakfast
* Breakfast burrito bar – Set out an array of gluten-free ingredients, like scram-
bled eggs, vegetables and cheese, for your family to mix and match. Fold it all up
in black rice tortillas made by Food For Life, which are highly nutritious – black
rice boasts antioxidant levels on par with “superfruits” like acai and blackberries.
Lunch
* Seasoned quesadillas – Add a little something extra to your classic quesadilla,
that well-loved snack of melted cheese between two gluten-free tortillas. Try
adding a variety of cheeses and boosting the flavor with herbs and spice mixes.
Dinner
* A new take on pizza – Using gluten-free tortillas, the whole family can create
personalized mini-pizzas with thin, crunchy crusts. Simply assemble the toppings
of choice and either grill or toast in the oven.

By Chris L. Hickey, Sr. Ph.D. Health insurance exchanges will commence operation in each state, offering a marketplace where individ-uals and small businesses can compare policies and premiums, and buy insurance (with a government subsidy if eligible). The California Exchange is called “Covered California.” Beginning in August 2013 you will begin to hear and see an abundance of advertisement about Covered California. Remember, this is California’s version of the Affordable Care Act. Several organizations throughout the state will be con-ducting town hall meetings and other events in a coordinated Outreach and Education campaign to en-lighten individuals, families and small businesses about the requirements, benefits and specificities of
In California, as a provision of Covered
California, individuals and families with
income between 139% and 400% of the
federal poverty level (FPL) are qualified
for federal subsidies on a sliding scale if
they choose to purchase insurance via
the Covered California exchange.
In California, individuals and families
with income below 139% of the FPL
qualify for Medi-Cal.
Minimum standards for health insur-
ance policies are to be established (an
‘essential health benefits’), and annual
and lifetime coverage caps will be
banned. Firms employing 50 or more
people but not offering health insur-
ance will also pay a shared responsibil-
ity requirement if the government has
had to subsidize an employee’s health
care.
Very small businesses (fewer than 50
eligible employees) will be able to get
subsidies if they purchase insurance
through an exchange.
Co-payments, co-insurance, and de-
ductibles are to be eliminated for select
health care insurance benefits consid-
ered to be part of the “essential bene-
fits package” for Level A or Level B
preventive care.
While this is in no way a complete list of
the provisions outlined in the act, it
does provide an overview of many of
the benefits to individuals, families and
communities. It is extremely important
that you share this information to as
many of your family and friends as
possible. The Afford- able Care Act and
Covered California offer our community
an opportunity to see that ALL of our
people have Access to Afford- able and
Quality Health Care. Be on the lookout
for advertisements and information
about the various outreach campaigns
and events that will be scheduled to
provide more information. Additionally,
later in the year there will be additional
resources available to assist individuals
signing up for the coverage that best
suits their need and budget. Initial en-
rollment for 2014 cover- age will be
between October 1 and March 31,
2014. For those who enroll on or before
December 15 coverage will be effective
on January 1, 2014. For enrollment
between December 16 to January 15,
2014 coverage is effective February 1,
2014.
