THE OFFICEThe Auditor-Controller is the Chief Financial Officer of the County and is elected by Santa Barbara County voters to provide accounting, auditing, budgeting, payroll and other financial services to the County and its 25 decentralized departments. The Auditor-Controller also ensures accuracy, investigates fraud, identifies waste, improves efficiency and supports good stewardship of taxpayer dollars. THE JOBWhile in the New Auditor Training & Development Program (NATP) you will receive foundational training in all areas of accounting and auditing. The training program will last 2–4 years depending on the incumbent’s professional track, and may be promoted within the department, or seek opportunities in other County departments. Work performed could encompass the full range of responsibilities for all financial, auditing and accounting systems and services across the County. This position will learn through hands-on work assignments that could include:

uAccounting duties for operations, financial reporting, or financial systems divisions, or auditing duties in the Internal Audit Division.

uOverseeing transactions and processes for payroll, disbursements, revenue, general accounting or property tax.

uReviewing revenue estimates, fees and rates, and internal controls, etc.

uPreparing financials, budgets, payroll, revenues and expenditures, cost allocation plans, tax returns, fee adjustments, and various other reports.

uPreparing audit work papers, writing audit findings and communicate findings to executives, elected or other stakeholder groups.

uEnsuring regulatory or contractual compliance with various state and federal programs.

uPerforming internal, compliance, and performance audits, operational efficiency and economy audits, etc.

uRecommending improvements to internal controls, policies and procedures.

uEvaluating effectiveness of departments to achieve desired program results.

uActing as a lead over a team or directing clerical or support staff.

EMPLOYMENT STANDARDS FOR ACCOUNTANT-AUDITOR INOTE: applicants in their final year of study leading to the desired degree listed below are

encouraged to apply, however may not begin employment until the degree is attained.

uBachelor’s degree in accounting, business administration, or a related field; OR

uPossession of an associate’s degree in accounting, business administration, or a related field and two years of paraprofessional accounting experience performing duties equivalent to a full-charge bookkeeper or Financial Officer Professional III with Santa Barbara County), OR

uThree years of paraprofessional experience performing duties equivalent to a full-charge bookkeeper, or Financial Officer Professional III with Santa Barbara County, supplemented by professional training or college coursework in accounting or bookkeeping; OR

uA combination of training, education and experience that is equivalent to one of the employment standards listed above and provides the required knowledge and abilities.

uStrong organization and planning skills.uA high level of emotional intelligence.uExcellent verbal and written communication skills.uThe technical knowledge and education

necessary to perform the needed financial, accounting and audit functions.

uA drive to continually seek to improve professionally, and seek to improve organizational processes, product, accountability and quality.
