MINUTES OF THE MEETING BOARD OF DIRECTORS

CARBONDALE FIRE HEADQUARTERS DECEMBER 11, 2019

The Board of Directors of the Carbondale & Rural Fire Protection District met for their regular meeting on

December 11, 2019 at the Carbondale Fire Headquarters/Training Building.

President Gene Schilling called the meeting to order at 11:03 a.m. Directors present were Michael Hassig and

Sydney Schalit. Also present were Rob Goodwin, Jenny Cutright, Allan Ingram, Frank Nadell, Pablo Herr Eric

Gross. Vice-President Mike Kennedy and Director Gretchen Stock Bell were absent.

CONSENT AGENDA

The items on the consent agenda were:

• Approve the Minutes of the November 13, 2019 Regular Meeting

• Approve Current Bills and Balances

MOTION: made to approve the consent agenda as noted. It carried and passed unanimously.

PERSONS PRESENT NOT ON THE AGENDA

No members of the public were present.

CONTINUATION OF PUBLIC HEARING REGARDING 2020 BUDGET

President Gene Schilling reconvened the public hearing at 11:03 a.m. There were no members of the public

present.

There have been no changes to proposed budget since the November review. The final assessed valuations

increased 8% for 2020. The 2019 budget is expected to be on budget.

MOTION: made to close the public hearing regarding the 2020 budget at 11:05 p.m. It carried and passed

unanimously.

2020 BUDGET ADOPTION

MOTION: made to adopt Resolution 2019-007, A Resolution Summarizing Expenditures and Revenues

for each Fund and Adopting a Budget for the Carbondale & Rural Fire Protection District, Colorado, for the

calendar year beginning on the first day of January, 2020 and ending on the last day of December, 2020. It

carried and passed unanimously.

MOTION: made to adopt Resolution 2019-008, A Resolution Levying General Property Taxes for the Year

2020, to Help Defray the Costs of Government for the Carbondale & Rural Fire Protection District, Colorado,

for the 2020 Budget Year. It carried and passed unanimously.

MOTION: made to adopt Resolution 2019-009, A Resolution Appropriating Sums of Money to the Various

Funds and Spending Agencies, in the Amounts and for the Purpose as set forth below, for the Carbondale &

Rural Fire Protection District, Colorado, for the 2020 Budget Year. It carried and passed unanimously.

MOTION: made to adopt Resolution 2019-010, A Resolution Designating all Year-End Fund Balances as

a "Reserve Increase". It carried and passed unanimously.

MOTION: made to adopt Resolution 2019-011, A Resolution Appropriating Additional Sums of Money

to Defray Expenses in Excess of Amounts Budgeted for the Carbondale & Rural Fire Protection District,

Colorado (General Fund). It carried and passed unanimously.

MOTION: made to adopt Resolution 2019-012, A Resolution Appropriating Additional Sums of Money

to Defray Expenses in Excess of Amounts Budgeted for the Carbondale & Rural Fire Protection District,

Colorado (Bond Fund). It carried and passed unanimously.

BOND PROJECTS

Buildings Building plans are moving forward. The committee meets weekly and have the designs down.

Pricing is starting and build will begin in the Spring.

Marble Station Lease This will be a new 99-year lease at no cost. This is needed for the Station 83

expansion, currently working on the legal description. General discussion followed. It was noted that this

lease will supersede all previous leases and agreements.

NEW BUSINESS

Deputy Chief Ingram Allan Ingram is retiring from Carbondale & Rural Fire Protection District after 20

years. Rob Goodwin said when he took over as chief, he needed someone he could trust in the Operations

Chief position. Rob Goodwin said that Allan Ingram has done more than he could have asked for. He has

done a fantastic job and will be missed.

MOTION: made to adjourn the Board of Directors meeting at 11:17 a.m. It carried and passed

unanimously.

Operations Division Chief Promotion Process

In December, we posted internally for candidates who were qualified and interested in testing for the Operations Division Chief position at CRFPD. There were four candidates who applied for the position. Each candidate completed an application, provided a resume and answered four essay questions on the application. On December 17th we conducted an Assessment Center for all four candidates. The Assessment Center consisted of 6 stations, they included:

• Written Exam

• Oral Panel Interview

• Group Exercise

• Presentation Exercise

• Employee Discipline/Counseling Exercise

• Expanding Incident Management Scenario The Assessment Group consisted of 4 chief officers from Colorado River Fire, Glenwood Springs Fire, Roaring Fork Fire Rescue and Carbondale PD along with CRFPD chief officers and staff. A total of 14 people participated in the assessment process. Each assessment station was a graded exercise designed to gauge each candidate’s performance and response to specific situations. The six stations allowed for a broad assessment of the areas that the Operations Division Chief will encounter in their career. The day after the Assessment Center, the chief officers and staff met to review the results of the assessment center. All assessment score sheets and evaluations were tabulated for each candidate along with the answers from the essay questions and application information. Total scores were examined, including evaluator comments and evaluator recommendations for the position. After a lengthy review process, the individuals in the group made their recommendations for the position. The group was unanimous in its decision for the new Operations Division Chief. The Chief officer and staff group recommended Mike Wagner to be promoted to the position.

Operations Division Chief Promotion Process continued Mike Wagner was a line officer (lieutenant) as were the other candidates in the process. Mike began his emergency services career with PrideMark ambulance service in the Denver Metro area in 2010. Mike Wagner joined CRFPD as a volunteer in 2012. Mike became a full-time employee in 2015. Mike is currently certified as:

• Fire Officer I

• Paramedic

• ICS 300

• Wildland Firefighter In addition, Mike has a Bachelor of Science degree in Marketing and Business. Mike is 50 years old and has many years of experience leading and managing people. His work at CRFPD has been exemplary and he has helped to solidify the lieutenant positions on our shift crews.

2019 Year End Report

For the Carbondale & Rural Fire Protection District, the beginning of 2019 provided both opportunities and

challenges for everyone associated with the organization. The 2018 voter approval of a mill levy increase

and bond issue enabled the district to move forward with improvements identified in our master plan and

district vision.

The District

Carbondale & Rural Fire Protection District encompasses the towns of Carbondale, Redstone and Marble.

Additionally, the fire district extends to the Eagle County line along the Highway 82 (MM 17) corridor, up

onto Missouri Heights, to the west all the way to Spring Valley including the CMC campus and then toward

Glenwood Springs along Highway 82 to mile 6. The district’s area is approximately 300 square miles. There

are five stations, Marble, Redstone, Carbondale, Missouri Heights and in the Westend near the CMC turnoff

at CR 114.

CRFPD provides Advanced Life Support (ALS) ambulance services, Fire Suppression, Wildland Fire

Suppression, Technical Rescue, Swiftwater Rescue, Backcountry Rescue, Hazmat Response, Public Outreach

including: Community CPR/AED training, First Aid training, Public Safety Education, Community Event

Standby Coverage, Life/Fire Safety Education for Schools, Wildland Fire Home Mitigation Consultations,

Plan Review, Fire Inspections and Home Safety Inspections (if requested).

CRFPD is a Combination Fire District. This means that we are staffed with a combination of full-time paid

members and volunteer members. Currently, we have 25 paid employees and 40 volunteers. Our people

are our most precious resource and accordingly, we place a significant emphasis on ensuring that all of our

people are well trained and equipped with modern, high quality equipment. The safety of our members is

our number one priority.

People – Employees

The 2018 voter approval of the mill levy increase allowed the district to add one additional position to each of

the three 48/96 shifts. This increase in staffing allowed us to now have 5 paid responders on each shift. With the

help of a number of volunteers performing shifts at Station 81, our ability to staff multiple apparatus as

necessary has improved significantly.

Shift Lieutenants – the increase in shift staffing to 5 not only enhanced our response capability but, it also

allowed us to provide our Shift Captains with some much needed help. The Shift Captain is responsible for the

supervision and leadership of paid and volunteer members during their respective shift set. This includes

incident response, shift training, interpersonal management and being the face of the fire district to the public.

Establishing a Shift Lieutenant position and promotion process has enabled us to not only give the Shift Captain

some much needed help but, it has also provided continuity of leadership when the Shift Captain is not on duty.

Officer Development 1 – One of the challenges identified in 2018 was in the area of officer development. This is

an area where we continue pressing in to provide our mid-level officers with tools, training and support to

develop into the best leaders that they can be. In 2019, we placed a specific emphasis on training and certifying

our Captains and Lieutenants to the Fire Officer I level. Fire Officer I (FOI) is a nationally recognized level of

training for line officers. By the end of 2019, 7 of our officers completed the training track to become certified at

the Fire Officer I level. This was an exceptional commitment by our officers and they should be commended for

their dedication and effort. The fire district board displayed their commitment to excellence as well by

approving the additional funding necessary for our people to complete this important process.

Officer Development 2 – In addition to participating in training and certification processes, our line officers met

regularly together with the district’s chief officers to discuss issues affecting the operations of the district. Our

officers are the leaders in identifying improvements in a number of processes such as apparatus readiness, shift

training, operational procedures and interdepartmental communications. They have been the people who have

developed and implemented changes to improve these important areas.

Our officers formed the apparatus committees that developed specifications, bid processes and, purchasing of

our new apparatus. This included developing and purchasing 2 new ambulances, a Type 6 Brush Truck, two

Tactical Tenders and three Class A Engines. Additionally, our officers have led the training and installation of a

new generation of SCBA throughout the district. This was a lengthy process involving in-service trainings and

individual mask fit testing of every member receiving a mask.

Culture – In any organization, and especially a fire department, culture truly is everything. We continue to press

into learning how all of us individuals can consistently come together to create something more powerful and

enduring. During 2019 we continued to meet regularly with all of our paid staff in two specific ways.

All Staff Breakfasts – Our all staff breakfasts have focused on being together and sharing a meal while discussing

relevant topics. This past year, we spent a lot of time on our culture. Andrea Palm-Porter from Roaring Fork

Leadership taught and led the entire staff through sessions or personality types, communicating with different

The Carbondale & Rural Fire Protection District has a rich history of

volunteerism and community service.

Today, we stand on the shoulders of the great people who came before us

and laid the firm foundation for what we are today and what we will

become in the future. Our communities should be very proud of the people

who paved the way over the past seven decades. They were and are our

neighbors, friends and loved ones. We owe a great debt of gratitude to

them all.

Employees Continued

Individual Development/Training Plans – Succession planning for every employee is a vital part of building a

culture that is cohesive and successful. Twice a year, each employee has an individual meeting with the fire

chief. Discussion revolves around identifying an employee’s career goals and the steps to achieve them. An

individual development plan has been produced for each employee as an agreed upon pathway to their success.

An individual training plan was added in 2019 to target specific trainings to enable each employee to get the

needed education/certification to achieve their goals. Both plans are reviewed every 6 months and adjusted or

updated as goals are met.

People Continued

Volunteers – Volunteer recruitment and retention remains a challenge for CRFPD. In 2018, we put together

a recruitment process in the south end of the district. We took on 4 new members and trained them to the

Emergency Medical Responder (EMR) and Basic Firefighter (FF) levels. Only two of the recruits remain with

the district today. Our efforts to recruit and train new volunteers in Redstone and Marble are still

continuing. We have taken on two new members in Redstone, one is an experienced FF/EMT and the

second is enrolled in the CMC EMT-B course at the Carbondale Station. Additionally, we have been meeting

with our volunteers in each community and community members in the Redstone area to develop another

recruitment/training program in 2020. Finally, in preparation for a new generation of volunteers, we spent

a considerable amount of time and money upgrading the Redstone station. Improvements have included

installation of high-speed internet, upgraded computers and AV equipment for training and incident

management. Remodeling and expansion of the turnout gear areas to accommodate more volunteers. In

Marble, we will be breaking ground on an expansion and remodel of the Marble fire station this spring. We

hope to have the project completed by the fall of 2020. Around the time of building completion, we should

be receiving a new engine and water tender truck at the Marble station.

In 2019 we had 5 new volunteer members join CRFPD. The new members participated in a 4 month

Firefighter I course and have become certified at the FFI level. Three of these members are from Redstone

and Marble, the other 2 volunteer primarily from the Carbondale station.

2020 Volunteer Recruitment – 2020 will be another year of recruitment and training of new volunteer

members. We are in the planning process for recruitment drives at Stations 82 and 83 in the south end of

the district and around our Westend Station 84. As the station expansions and remodels take shape in

these areas in 2020, we plan to hopefully capitalize on the excitement of new stations and equipment with

public information and meetings to recruit new members. We are developing EMR and Basic FF courses for

these areas in anticipation of new groups of volunteers making decisions to serve their communities

through the fire department.

District Operations

Calls for Service 2019

Emergency Medical Service EMS or ambulance responses account for over 50% of our call volume and

more than 75% of our personnel’s time spent on incidents. Our responders on shifts are called upon to

provide help and expertise to a wide variety of emergency and non-emergent incidents and events.

Seasonal Staffing – The summer season regularly brings a significant increase in call volume. CRFPD incident

response typically increases up to 40% during the summer season from mid-May through September. This

increase in demand for service along with our annual Wildland Fire Patrol program requires us to enhance

our staffing levels. CRFPD has an outstanding group of volunteers and paid staff that step in and fill the

need in these areas. Not only are we able to expand our staffing for the season, but our members benefit

by gaining valuable experience which makes us better throughout our organization.

In 2019 CRFPD responded to over 1200 calls for

service. We are an All-Hazards response

organization so, when someone calls 911 for

help, we go.

Training 2019

At CRFPD, we call training “The Golden Key”. High quality, consistent training is vital to our ability to

perform well in emergency situations. We train on many different subjects because we are called on to

perform in many different emergency disciplines. In 2018, our members completed over 5500 hours of

training in the various disciplines. 2019 brought with it a focus on leadership training along with wildland

fire and rescue certification.

Outreach/Education

In 2019, CRFPD participated in a wide variety of public education and outreach events and programs.

Public education is a vital part of our core mission. If we are able to educate and equip people in our

communities so that they are able to be safer in their daily lives, then we will not have to respond to a 911

emergency. This concept of prevention and education drives our outreach programs.

CRFPD has built relationships with quite a number of organizations and groups including:

Carbondale Senior Housing, CMC, Roaring Fork High School, Carbondale Rotary Club, and more. We

intend to continue building partnerships throughout the district and neighboring counties. Partnerships

are vital to our ability to provide premier levels of care to the people we serve. No one agency or

organization can do it alone. We must work together so it makes sense we come together as partners.

2018 Bond Issue

In 2018, the voters of the fire district approved a mill levy increase and a bond issue to upgrade our

apparatus, buildings and equipment. During 2019 we have been diligently working on replacing apparatus

and equipment as well as beginning two construction projects.

Buildings

The first two building projects outlined in the bond issue are in Marble and in our Westend between

Carbondale and Glenwood Springs. Both projects are expansions of existing stations to allow for additonal

space to house new and needed apparatus and enhance the safety of our members working out of

those stations. During 2019, CRFPD’s Building Committee has been working with the architect, general

contractor and owner’s representative on the design, approval and pricing of these two projects. We

anticipate beginning construction on both stations by May of 2020. The projects should be completed in

the fall of 2020.

Apparatus

In 2019, CRFPD formed several apparatus committees to develop specifications, obtain pricing and

purchase apparatus identified in our 2018 bond issue. The committees worked through these months long

processes and our board of directors approved the purchase of a number of upgraded vehicles.

Equipment

Upgrading our Self-Contained Breathing Apparatus (SCBA) was identified as a top priority for 2019. During

firefighting operations, SCBAs are life to our firefighters. Our current SCBAs weree over 10 years old and

soon to be non-compliant with current NFPA standards. We have upgraded our SCBAs throughout the

district and the new units are in place on our apparatus. This is a great step forward in ensuring the safety

of our most precious asset, our people.

Moving Into 2020

2020 promises to be another year of change and new challenges. One of the challenges is in our

leadership group. We will have a new Operations Division Chief and Training Captain beginning in

January and we will be promoting two people to the position of Lieutenant. That gives us four people

functioning in new leadership positions to start the new year. This is very exciting while at the same

time requires us to give grace to each other during this transition.

The people at CRFPD are a truly unique group of talented and dedicated public servants. From Marble to

Missouri Heights, we are blessed to have them protecting us.

RESOLUTION TO APPOINT A DESIGNATED ELECTION OFFICIAL RESOLUTION NO. 2020-002

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE CARBONDALE & RURAL FIRE PROTECTION DISTRICT APPOINTING A DESIGNATED ELECTION OFFICIAL AND AUTHORIZING DESIGNATED ELECTION OFFICIAL TO CANCEL ELECTION

32-1-804(2), 1-13.5-513, 1-11-103(3) C.R.S.

WHEREAS, pursuant to 32-1-804(2), C.R.S., the Board of Directors of the Carbondale & Rural Fire Protection District, Garfield, Gunnison and Pitkin Counties, Colorado is authorized to designate a Designated Election Official (the “DEO”) to exercise the authority of the Board in conducting the election, and WHEREAS, pursuant to 1-13.5-513, C.R.S., the Board can authorize the DEO to cancel the election upon certain conditions; NOW THEREFORE, be it resolved by the Board of Directors of the Carbondale & Rural Fire Protection District , Garfield, Gunnison and Pitkin Counties, Colorado that:

1. The Board hereby names Jennifer Cutright as the DEO for the regular special district election scheduled for the 5th day of May, 2020.

2. The Board hereby authorizes and directs the DEO, if the only matter before the electors is

the election of persons to office, to cancel said election and declare the candidates elected, if at the close of business on the sixty-third day before the election there are not more candidates than offices to be filled, including candidates filing affidavits of intent to run as write-in candidates.

3. The Board further authorizes and directs the DEO to publish and post a Notice of

Cancellation of election in the offices of the DEO, the county clerk and Recorder of each county in which the district is located. The DEO shall also notify the candidates that the election was cancelled and they are elected by acclamation.

4. Pursuant to §1-11-103(3), and §1-13.5-513(1)&(4), if the DEO has cancelled the election,

the DEO or district will file this resolution, together with the Notice of Cancellation, with the Division of Local Government.
