FOREWORD
The development of Capacity Building plan is part of ongoing reforms process at
Program Monitoring & Implementation Unit. Although trainings have been conducted in the
past from time to time but they were not under any set pattern. It is for the first time that a
proper Training Needs Assessment (TNA) exercise has been conducted by the HR Specialist. The
TNA serves as the foundation of our capacity building plan.
The TNA form was administered to all the officers and officials of PMIU. The form
contains the qualifications of each person and record of his previously attended trainings. It
also includes detailed self-rating & supervisor rating on a number of essential skills. After filling
the form each officer was interviewed by Mr. Ali Gardezi (HR Specialist). The training
requirements were then discussed with the supervisory officer of each incumbent. The task
requirements for the position and organizational goals of PMIU-SED were kept in mind while
finalizing the trainings.
Although the training needs assessment of all the PMIU employees has been conducted
but the Capacity Building Plan pertains to the core staff excluding most of the clerical and Class
IV positions. Similarly, the persons hired as consultants under the Technical Assistance
component of the World Bank have not been included in this plan as they are supposed to be
experts in their respective fields.
During the course and institute selection process a number of courses in different
training institutes were considered. The contents of the recommended courses were matched
with the needs of our officers and the repute of the institutes were also checked from various
sources and finally those courses were selected which were closest to our requirements. A
training evaluation form has been developed which will be administered to participants at the
conclusion of trainings. The feedback of supervisory officers regarding the impact of training on
the staff will also be recorded at appropriate intervals by the HR Specialist.
I hope this Capacity Building Plan will go a long way in enhancing the skills and
knowledge base of PMIU employees.

Leading PMIU Management and staff.
Facilitating in the coordination and implementation of PESRP Project activities (DLIs).
Devise strategies to maximize the quality and impact of the project.
Coordination with the highest level of sister organizations and provincial government
departments.
Coordination with the Development partners regarding the project deliverables.
Ensure the transparent utilization of donor funds.
The post of Program Director is one of the most high profile posts among all the
attached departments and sister organizations of School Education Department. The PMIU acts
as a data bank for the whole school education sector and the monitoring reports are based on
the data gathered through PMIU. Mr. Asim Iqbal has a rich experience of serving at District
governments in Punjab and also in Baluchistan government. He has obtained MPA degree from
the Harvard University, USA and Masters in Development Economics from the University of
London. As per his TNA form a course in Education Sector Management and Planning will be
helpful in his current assignment as PD-PMIU. Similarly, an understanding of latest Project
Management tools and techniques is required for facilitating the implementation of DLIs.

Assisting PD PMIU in developing and leading PMIU’s project/program implementation,
Monitoring, coordination and evaluation strategy.
Coordination with stake-holders including development partners, SED, attached
departments and consultants.
Address and resolve miscellaneous issues related with PMIU pending at various
provincial government departments.
Supervise Administration & Accounts & Data Cells
The post of APD is a key position at PMIU and looks after the coordination matters and
attends meetings with donors and consultants regarding the DLIs in the absence of PD due to
multiple official engagements. The officer also supervises and keeps close coordination with the
Data Analysis cell at PMIU. The officer has mentioned IT as an area where training is required.
The nature of the responsibilities and interaction requires a good working knowledge and skills
in MS Power Point and MS Excel. The training in Monitoring and Evaluation Tools is a critical
requirement. The second area of responsibility is Administration and Accounts. Any training
related with Executive Level management skills can be useful.

authorities in the formulation and execution of school-specific non-salary budgets i.e.
DLI 4 & 5.
To oversee procurement activities and maintain the Technical Assistance (TA) funds
under Special Drawing Account (SDA) arrangements and expend under WB procurement
guidelines.
As per the incumbent the trainings in Fiscal Decentralization as per the requirements of
DLI 4 and 5 are required. The training in the areas of Project Management, Procurement
Management and Financial Management are also considered essential. The same has been
discussed with the Program Director who has endorsed these needs. As per the self-rating grid
the presentation and communication skills need further improvement.

To manage the timely collection of schools monthly monitoring data through the DMO
offices across the province and keep close liaison with the DMOs.
To oversee the preparation of district rankings based on the monitoring data.
To analyze the monitoring data with help of Data Cell and present the results for
decision making to the senior management.
To manage the implementation, coordination, monitoring and evaluation of related
Project activities (DLI’s and Legal covenants etc.) to ensure that all related activities are
completed within the allocated timeframes, and in line with the guidelines.
As per the incumbent the trainings on data analysis technique for effective decision
making, Data management using statistical analysis software, monitoring and evaluation tools
and project management are required. The same was discussed with the Program Director who
endorsed these requirements. However, a few additional trainings as mentioned in the TNA
form are suggested to be included as well. As per the self-rating grid trainings on Presentation
Skills and MS Excel are also required.

Mr. Kashif has a vast experience of serving in the district administration of Punjab
especially in the revenue and coordination field. He has diversified responsibilities at PMIU
ranging from coordination with sister organizations, donors, SED to the implementation of the
Improvers Program. He needs introductory trainings on data management and statistical
analysis and project management. A course on organization and management of education
sector can also be useful. The training requirements were discussed with the Program Director
who endorsed these requirements.

school councils to promote, support and monitor school performance.

To manage the implementation of attendance-tied stipend for secondary school going
girls to promote retention of girls at the secondary level.
Handling of pilot project related to supplemental stipend.
Mr. Arshad Manzoor has attended a wide range of courses/Degree Programs related to
Public Administration, Law, B.Ed and Skill Development. As per the assessment he needs some
specific trainings on data analysis, research methods and techniques, training on education
reforms, SPSS, STATA and similar tools. Any specialized trainings on School Councils constitution
and strengthening are the need of the position. Similarly customized trainings on the girl’s
stipend programs and ICT based techniques for capacity building of Schools Councils are
required. As per the self-rating grid trainings on MS Excel and Internet skills are also required.
These requirements has been discussed and endorsed by the Program Director.

Name: Mr. Raheel Arshad
Designation: Monitoring and Evaluation Officer (I)
To estimate the quantity of free textbooks/practical notebooks required for all public
sector schools for an academic session.
Ensure 100% receipt of quantity of books demanded at Central Warehouse.
Preparation of the Dispatch Plan and ensure transportation of books to 127 Tehsil
warehouses in Punjab.
Ensure that books are delivered to all public sector schools in Punjab (conduct field visits
anywhere in Punjab).
Preparation and maintenance of inventory database, ledgers, stock registers, etc.
Mr. Raheel deals with the receipt, storage and distribution of free text books to all the
schools in Punjab. It is no more a part of DLI of PMIU and hence this responsibility is likely to be
shifted to the concerned department i.e. Punjab Text Book Board in the near future. Therefore,
in this capacity building plan the focus is on training the MEO on the mainstream duties at
PMIU i.e M&E and data analysis. The MEO has the relevant qualifications for the M&E duties of
PMIU i.e Masters in Economics and Post Graduate Diploma in IT. Therefore only one course has
been recommended for the existing functions of the MEO. As per the self-rating grid and
