Formed in 1972 TerraQuest, now part of the Mears Group, is oneof the UK's oldest and largest multi-disciplinary business supportcompany specialising in land and planning services.
TerraQuest is an Ordnance Survey business partner, is G-Cloudaccredited and custodian of the national Planning Portal, havingbeen appointed by DCLG in 2015. TerraQuest has over 250personnel, approx. 110 of which are actively involved in deliveringthe land referencing service.
Specialising in land and planning services has required thedevelopment of processes and proprietary systems specificallydesigned to collect and manage large volumes of propertyinformation.
TerraQuest land referencing services identify landowners andoccupiers within a specified area. This information is utilised todevelop effective schedules and plans. The land referencingservice supports Statutory Procedures including CompulsoryPurchase Orders (CPO) and Development Consent Orders (DCO)applications under the Planning Act, Transport and Works Act,Town and Country Planning and Parliamentary Bills, fortransportation, energy, regeneration and other infrastructuraldevelopment projects..
Our processes are ISO certified including ISO 27001 to addressongoing concerns regarding the secure storage of personal data.TerraQuest has a reputation as a large project contractor astestified by its involvement in many of the UK's major and high-profile infrastructure projects.
These include HS2, Crossrail, Heathrow, EDF Hinkley Point,Scottish Power transmission lines, Highways England roadschemes, National Grid, TfL Station upgrades, and LocalAuthority housing and regeneration schemes.
TerraQuest therefore has considerable experience and expertiseacross many sectors including Utilities, Energy, Transport andRegeneration schemes in urban and rural environments.TerraQuest is active across the UK and currently supportsprojects in the north at Darlington, the south in Devon, Wales andthe South East. In Northern Ireland TerraQuest currently has ateam of over 60 involved in land referencing and landregistration, the latter on behalf of the Land and PropertyServices NI.
TerraQuest works very closely with key stakeholders especiallylegal, environmental and engineering firms to ensure theinterdependencies between each discipline are fully understoodand as a result costs are controlled without compromisingdiligence and best practice.
TerraQuest is probably the UKs most technologically innovativecompany in the processing and management of land andproperty information, introducing new methods of datacollection and delivery. Our web-based solutions can addressevery aspect of land acquisition, from Site Access to LandRegistration.
TerraQuest also provides outsourced planning services to localauthorities which enables the Authority to remove backlog orprocess applications quicker thus addressing current concernswith the speed of the planning process.

Land Acquisition and Recording System (LARS)
TerraQuest manages all referencing information within itsproprietary Land Acquisition and Recording System (LARS) thisincludes:
LARS is a geospatial solution enabling spatial data to be fullyintegrated with database records and electronic documents. Thespatial extents of each Land Parcel and Title are digitised inLARS to maintain full referential integrity between data records.Land parcel areas are automatically calculated from the spatialextents, and the database attributed accordingly.
The system also supports the recording of public footpaths,bridleways, cycle tracks, byways and any other rights of way. Thesystem maintains a full audit log of site visits and both telephoneand written enquiries are updated on a continual basis.
All incoming documents (e.g. Official Copies, Filed Plans, LandInterest Questionnaires, Confirmation Schedules etc). arescanned and linked to the core record within LARS.
The Book of Reference (Schedules), plans and notices areproduced via an automatic process from LARS.

TerraQuest has approximately 250 staff delivering variousproperty-related services, including land referencing which isTerraQuest’s core business activity. Land referencing personnelare located at the head office in Birmingham and other offices inBristol and Belfast.

TerraQuest, its subsidiaries and parentcompany Mears, take data protection seriously, and arecompliant to the General Data Protection Regulations (GDPR) asa core policy for all aspects of our businesses, including thesecure processing and storage of data and the individuals’ rightssurrounding the data we collect, process and have access to.
TerraQuest Data Protection Officer, (DPO) is a senior member ofour parent company, reporting to the Mears board, and hasregular communication with the Information Asset Owners (IAO).TerraQuest IAOs operate at a business level and are responsiblefor data protection at a project level, providing a single point ofcontact for each project and performing Privacy ImpactAssessments (PIAs) for their project areas.
